Under the general direction of the Town Manager, plans, schedules, and directs the work of the Public Works Department, which includes providing supervision of street improvements, permits, traffic control, pavement markings, parks and public landscaping, storm drains, street sweeping, building maintenance, and general engineering functions; performs related work as required.

DEFINITION

Under the general direction of the Director and City Engineer, the Civil Engineering Associate/Project Manager – Capital Projects leads the delivery of complex capital infrastructure and facility projects for the Town of Danville.  This role focuses on high-value construction and modernization projects, including buildings, utilities, and public infrastructure. The position serves as a critical liaison between Town departments, consultants, contractors, regulatory agencies, and community stakeholders to ensure successful execution of capital projects within scope, schedule, and budget.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Director and City Engineer. Exercises supervision over Public Works Inspectors and contractors.  This is a journeyman-level, first line supervisory position requiring substantial independent judgment, technical expertise, and leadership in managing capital improvement projects. The position reports to the City Engineer and may supervise professional and technical staff. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Train, direct and manage Public Works Inspectors to perform and document daily inspections of construction projects, private development projects, encroachment permits and clean water inspections to ensure compliance with project plans, specifications, permit conditions of approval and Town standards.
• Oversee day-to-day operations for paving construction projects ensuring project is completed safely, on schedule, according to quality specified and within budget.
• Plans, organizes, directs and controls all parts of projects from permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.
• Facilitates work of a multi-disciplinary development team across organizational boundaries, including designers and construction professionals.
• Develops and maintains detailed project schedules and budgets, tracks expenditures, and recommends cost control strategies.
• Reviews and processes change orders, ensures quality control, and oversees contractor compliance with plans, specifications, and safety standards.
• Prepares reports, presentations, and communications to inform internal and external stakeholders, including Town Council.
• Ensures that contractors are maintaining safe work sites and that the needs of the staff at each project are being protected.
• Coordinates final project closeout including punch list items, documentation, and transfer to operations.
• Manages consultant contracts and coordinates with engineers, architects, construction managers, and inspectors.
• Facilitates cross-departmental coordination and public outreach related to project scope, impacts, and progress.

QUALIFICATIONS

Knowledge of:

• Financing, estimating and budgeting, including planning and estimating, calculating overhead, design and construction costs.  General knowledge of various funding sources and restrictions.
• Regulations and regulatory agencies and commissions affecting planning, zoning, design and construction.

SALARY:  Step A ($120,598.79) to Step E ($146,552.90) annually. This results in potential annual compensation of approximately $153,763 at Step A to approximately $186,851 at Step E.

The Town of San Anselmo is seeking applications for the full-time position of Senior Building Inspector in the Public Works and Building Department.  It is an exciting opportunity to work in a broad range of areas, to help shape the future of the Town.

The Department of Public Works maintains the Town’s infrastructure to support the community. With a staff of 15, the department is responsible for the operation and maintenance of the following public facilities: roads, parks, buildings, parking, equipment, and vehicle fleet. THE POSITION

Typical duties of the Senior Building Inspector position include, but are not limited to:

• Make field inspections of buildings and public works permits to ensure compliance with approved plans, specifications, and applicable building, electrical, plumbing, and mechanical codes, statutes, and regulations of the Town, county, state and federal agencies.
• Review, approve and issue permits for construction work.
• Check plans and specifications for completeness, accuracy, and compliance with codes and ordinances.

 Minimum Qualifications (Knowledge and Abilities):

• Knowledge of state and local building, electrical, plumbing, mechanical, energy, accessibility, and fire codes and local building, fire and zoning ordinances.
• Principles and techniques of building construction, building materials and accepted safety standards; Principles and techniques of building inspection.
• Ability to read, analyze and interpret building plans and specifications; understand, interpret and apply codes, ordinances, and regulations; communicate clearly and concisely in English, both orally and in writing.
• Use windows-based computer programs such as MS Word and Excel.
• Operate a car and pickup truck safely, back vehicle a long distance, and steer through narrow roadways and hillsides.

Experience and Training:

• Five years of progressively responsible experience in building inspection, including commercial inspection and/or plan check experience, of which two (2) years must be at full journey level.
• Three years of experience as a building inspector or related field involving inspection or code enforcement.
• Graduation from high school or equivalent to the completion of 12th grade – college training in the field of civil engineering, architecture, or building technology may be substituted for equivalent year of work experience. Associated of Arts degree preferred.
• Possession of, or ability to obtain within 3 months, a valid California driver’s license
• Possession of, or ability to obtain within 6 months, certification, through the International Code Council, as a California Residential Building Inspector- J1 and California Commercial Building Inspector- I1

Special Requirements/Physical Demands:

• On-site field inspections and office work require a moderate amount of physical agility. Intermittently walk, stand, twist, squat, kneel, climb, and bend both in the office and in the field.
• On a continuous basis, sit at a desk or stand at a counter to answer questions of the public.  Write by long hand and use a computer keyboard to communicate through written means.
• Frequently lift or carry a weight of up to 10 pounds and occasionally up to 50 pounds.
• The nature of the work requires the individual to climb 30’ to 40’ ladders or scaffolding to reach high areas such as roofs, balance on narrow walkways or steep-pitched roofs, crawl through narrow openings and in confined spaces.
• During inspections, the individual may be required to walk on uneven surfaces. Work will require exposure to intermittent uncomfortable working conditions such as dust, noise, and extreme cold or heat. Inspections are done out-of-doors year-round.

ABOUT THE POSITION

• Participates in the development of the Town’s Capital Improvement Program (CIP)
• Participates in the San Mateo County Cleanwater Program and assists with compliance and reporting associated with the Municipal Regional (NPDES) Stormwater Permit.

THE POSITION:

TYPICAL DUTIES:

COMPENSATION PACKAGE:

The current monthly salary for this position ranges from $9530.23 - 11,584.05, depending on qualifications.
