ABOUT THE POSITION

We're seeking a detail-oriented and adaptable professional to make an immediate impact. Your time will be split equally between the two departments, with a primary focus on payroll processing. Beyond that, this role offers a variety of technical and paraprofessional work, including accounts payable and receivable, accounting, cash handling, budget, benefits administration, recruitment, customer service and other essential technical-level functions.

DISTINGUISHING CHARACTERISTICS

A paraprofessional classification requiring specialized administrative and technical skills to perform semi-complex, administrative, support and confidential duties. The role is distinguished from lower classifications by its scope of work and requirements for specialized training and technical proficiency. This classification performs recurring tasks and solves problems independently under general supervision from the department director or assigned supervisor, and does not exercise supervision over staff.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Perform  a varied range of administrative, operational and technical tasks supporting assigned programs and functions.
• Maintain accurate financial, human resources, and administrative records and data within various computer systems, including data entry, report generation, and resolving discrepancies.
• Participate in the implementation and testing of new technology systems and process improvements.
• Handle inquiries, provide information, offer technical information and guidance on procedures, rules and regulations to internal and external customers.
• Provide administrative support to department management and staff, including research, processing, and preparing reports, correspondence, and written materials.

Finance Duties:

• Participate in core finance processes, including accounts payable, accounts receivable, payroll, license and permit fee collection, and general financial transaction processing.
• Process and record financial transactions related to payroll and benefits, prepare related tax forms (e.g. 1099 and W2), and fee/levy data for tax rolls.
• Assist with budget preparation and monitoring, financial reporting, external auditor inquiries, and the review/approval of purchase requisitions.
• Participate in the implementation and adherence to Government Accounting Standards Board requirements and statements.
• Maintain financial and accounting records and data within systems, reconcile accounts, identify and resolve discrepancies, and prepare related reports.

Human Resources Duties:

• Participate in various functions supporting payroll, recruitment, benefits administration, leaves and other human resources functions.
• Participate in processing payroll including changes to wages, positions, benefits, leaves of absence, and related.
• Assist with benefits administration including processing forms, enrollments and changes, assisting employees, and responding to vendor inquiries.
• Intake and assist with worker’s compensation and insurance claim documentation.
• Apply personnel rules, MOUs, and relevant regulations to HR and payroll tasks, and assist with ensuring compliance, and maintain confidentiality of sensitive personnel and management information.

The City of Thousand Oaks is seeking a forward-thinking and results-driven Budget Officer to play a pivotal leadership role in the Finance Department. ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.

The Department: 

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services.  The Division also operates a Central Warehouse, with over 3,000 inventory items primarily to support the City's utility departments (Silicon Valley Power and the Water and Sewer Departments). The Division is also responsible for the disposition of surplus property and the City mailroom.

The Division will soon expand its warehouse operations with the opening of a second warehouse to support Silicon Valley Power’s infrastructure projects. This recruitment is to fill the Chief Storekeeper position that will manage operations at the current central warehouse, as the incumbent Chief Storekeeper will be transitioning over to the new warehouse.

The Position: 

The Chief Storekeeper is a classified position responsible for overseeing day-to-day warehouse operations, including:

• Oversee a wide variety of materials, supplies, and related equipment 
• Receiving, storing, and issuing supplies, tools, and equipment 
• Ensuring accurate inventory tracking and efficient material handling
• Providing direction to departments for orders of materials
• Supervising a team consisting of two Material Handlers and one Senior Materials Handler in the efficient requisition and issue of materials and supplies
• Obtaining quotes, preparing requisitions, and entering purchase orders in PeopleSoft in accordance with the City’s purchasing policies and guidelines.

The Department:

The mission of the Finance Department is to ensure that the financial/fiscal activities of the City, its Agencies and Corporations are performed, recorded and presented in compliance with professional and ethical standards. The Finance Department administers the financial affairs of the City, including City-owned public utilities. These functions include: budget administration and control; maintaining a general accounting system and the preparation of comprehensive annual financial reports; collection of taxes, fees, special assessments and utility charges; investment of City funds; procurement of supplies, materials, equipment, and services; operating the City Warehouse; issuance of bonds and debt management; internal auditing; and financial management of contracts, including leases.

The Accounting Division resides in the City's Finance Department and is responsible for providing relevant, accurate, and timely transaction processing and financial reporting services for the City. 

The Position:

This is a paraprofessional position in the classified service and is distinguished from the next lower level of Accounting Technician II in that positions at this level require the frequent use of a high degree of independent judgment and interpretative ability related to a technical knowledge of accounting, computer applications, on-line financial systems, and applicable laws and regulations. While a Senior Accounting Technician can perform work in all areas of the Accounting Division, the current recruitment is within the Accounts Payable section. Incumbents in this class use computer applications on a daily basis in accomplishing their work. Incumbents in this class are expected to supervise and provide technical guidance to staff.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Associate Degree in Accounting, Finance or related field.

Minimum Experience Requirements:

Four (4) years experience in Finance/Accounting (accounts receivable, account payable, payroll, or general or public accounting).

Acceptable Substitution:

Two years of additional qualifying experience may be substituted for the required education.

License/Certifications:

None

Desirable Qualifications:

Experience with PeopleSoft Financial and/or Human Resources/Payroll Systems.

Other Requirements: 

• May be required to work unusual hours and weekends in the performance of their duties.

The County Executive’s Office is seeking a Management Analyst to join the Office of Budget, Policy & Performance (BP&P) — a team at the core of the County’s budgetary operations and strategic planning.

This is more than a budget job — it's an opportunity to build technical expertise, lead high-impact projects, and work closely with County leadership. The position is open to both external candidates as a Limited Term position and current County employees through a Work-Out-of-Class assignment (up to 18 months).

This is a Limited Term position.  Limited term positions are full-time, fully benefited, temporary positions.  The current position is funded for up to 18 months and could extend longer depending on the department’s needs.  Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).

Special Compensation: Employees at the Management Analyst level in the County Executive's Office who are assigned to lead a Countywide special project, or a functional area will receive up to a 10% pay differential in addition to all other compensation. 

ABOUT THE UNIT

The BP&P unit manages the County’s $5 billion budget, oversees performance reporting, coordinates fiscal policy, and leads strategic initiatives across departments. Analysts are deeply involved in building the County’s operating and capital budgets from the ground up — gathering data, consulting with departments, evaluating requests, and helping shape budget strategy.

KEY RESPONSIBILITIES

Budget Development and Creation

• Collaborate with assigned departments to build detailed annual and mid-cycle operating and capital budgets.
• Provide departments with guidance on budget assumptions, salary and benefits projections, and cost containment strategies.
• Analyze revenue forecasts, expenditure plans, and fund balances to ensure accurate, balanced budgets.
• Draft budget documents, schedules, narrative justifications, and presentations for leadership and the Board of Supervisors.
• Monitor departmental compliance with budget policy, timelines, and reporting standards.
• Support the County’s transition to enhanced or new budget platforms and tools.

Fiscal Policy and System Support

• Lead or contribute to major budget system administration efforts, including testing, implementation, training, and troubleshooting.
• Maintain accuracy and consistency of budget data across departments using a variety of systems and Excel-based tools.
• Use financial models and data visualization to highlight trends, risks, and opportunities.

Strategic and Analytical Work

• Evaluate fiscal implications of department proposals and develop funding recommendations.
• Produce reports, dashboards, and decision packages that support executive decision-making.
• Support capital planning, resource allocation, and long-term financial forecasting.
• Conceive of and execute analytical projects for County Executives and the Board of Supervisors.

Performance and Project Management

• Track program and policy performance across departments to ensure alignment with fiscal priorities.
• Coordinate and manage special projects, including the Children, Youth & Family Budget, Youth Commission, Lean improvement initiatives, and Measure K funding allocations.
• Engage with stakeholders at all levels to implement policy and funding strategies.

QUALIFICATIONS

Education and Experience

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying, unless otherwise specified. A typical way to qualify is: 

• A bachelor’s degree in public administration, business, finance, political science, or related field plus three years of analyst experience; OR
• A master’s degree in the same fields plus one year of analyst experience; OR
• Five years of progressively responsible analyst experience in a public or nonprofit agency.

Knowledge of

• Public budgeting and financial management processes in government.
• Financial reporting, cost accounting, and multi-year forecasting.
• ERP or similar systems, Excel modeling, and data presentation tools.
• Local government operations and interdepartmental coordination.

Skill/Ability to

• Independently manage the full lifecycle of departmental budget development.
• Interpret and explain complex financial information to both technical and non-technical audiences.
• Work collaboratively with department fiscal officers, executives, and elected officials.
• Prepare clear, concise, and comprehensive budget documents and reports.
• Adapt to evolving budget systems and processes.
