The Organization 

Incorporated in 1927, Menlo Park is a general Law city operating under a Council-Manager form of government. The City Council is the City’s five-member governing body whose members are elected by district for four-year overlapping terms in general municipal elections. The Mayor and Vice Mayor each serve one-year terms and are selected annually by the City Council. The City Council appoints the City Manager and City Attorney as well as members of the Planning Commission and numerous advisory boards. The City Manager appoints all executive and management level positions. City staff report to one of six departments: Administrative Services, City Manager’s Office, Community Development, Library and Community Services, Police, and Public Works, which includes Menlo Park Municipal Water. Fire protection and sanitary services are provided by separate special districts. The City is supported by 296 FTE and has over 55 funds with a total expenditure budget over $216 million. As evidence of the City’s sound financial stewardship and solid financial standing, Menlo Park consistently maintains an AAA bond rating, in large part due to its healthy reserves and strong revenue base. The Department

This position falls within the City Manager’s Office, which, under the direction of the City Manager, has responsibility for staff organizational management, personnel appointment, preparation and execution of the City budget, as well as administration of city ordinances and policies adopted by the City Council. The City Manager's Office provides administrative support to the City Council and advisory commissions, in addition to working closely with the City Attorney's Office. The Position

The City of Menlo Park is seeking a dynamic and experienced Economic Development Manager to join the City Manager’s Office. The City of Newark is seeking an energetic and committed Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects with a particular emphasis on Land Development. 

EXAMPLES OF DUTIES

• Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures.
• Attend Development Review Committee meetings on designated entitlement projects and present and coordinate Engineering issues with other City departments.
• Recommend and prepare conditions of approval for Planning entitlement projects.
• Review private and public development improvement plans and subdivision maps for compliance with state and local codes, regulations and standards, and compliance with the requirements of project approval.

• Coordinate projects with various agencies, such as Caltrans, Union Sanitary District (USD), Alameda County Water District (ACWD), and Alameda County Flood Control District (ACFCD)

• Perform work in accordance with local, State, and Federal standards and regulations

• Attend Alameda County Cleanwater Program committee meetings.

• Schedule and track progress of land development projects.

• Prepare staff reports, as well as presentations for City Council, and other legislative bodies; respond to the public and other inquiries orally and in writing.

• Develop Requests for Qualifications (RFQs) and participate with other department staff in the selection of consulting engineers.

• Serve as Project Engineer on Public Works capital improvement projects and transportation engineering tasks as needed.

EXPERIENCE AND TRAINING
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

• Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field. 
• Three (3) years of civil engineering experience, including one year of lead responsibility. 
• Registered as a licensed Professional Civil Engineer in the State of California.
• Possession of a valid driver license and a satisfactory driving record throughout employment.

The Position:

The Assistant City Manager works directly for the City Manager in the Office of the City Manager. The Office is responsible for the general management and oversight of Daly City’s municipal operations, including the North County Fire Authority and North San Mateo County Sanitation District. To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water lines, sewers, storm drains, and pump stations.

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series. The Utilities Maintenance Worker I often performs many of the duties required of Utilities Maintenance Worker II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

Utilities Maintenance Worker II:

This is the journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbents perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment. The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from level I, or by candidates with prior work experience elsewhere.

ESSENTIAL JOB FUNCTIONS 

The following are typical illustrations of duties encompassed by the job class; this is not an all-inclusive or limiting list:

Operate a variety of light and moderately heavy construction and maintenance equipment such as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments; Operate a forklift as assigned and trained; Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including (but not limited to) installation, testing, and backfill of service laterals

Use the Closed-Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins

Water Distribution Assignments

Assist in water tap installations; Install, remove, and repair water meters, hydrants, service valves, and mainline valves

All Utilities Maintenance Worker I/II

Operate equipment and vehicles with possession of all necessary licenses and certificates; Take meter and gauge readings; Accurately maintain records and reports; Utilize proper safety precautions related to all performed work; Comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP); Regular, predictable, consistent and timely attendance is an essential function of the position, in that the employee must be present to work on facilities and equipment impacting on the public’s health and safety

Selection Process
The process may include an online multiple-choice exam (tentatively scheduled for the last week of July), individual and/or panel interviews, professional reference checks, fingerprint check for criminal history, pre-employment medical exam and other related components. Only those candidates who have the best combination of qualifications in relation to the requirements and duties of the position will continue in the selection process.
