The City of Pacifica is seeking a seasoned, collaborative, and forward-thinking leader to serve as Deputy Director of Public Works - Field Services & Engineering. This senior management role offers the opportunity to guide essential municipal infrastructure programs that support public safety, community livability, environmental stewardship, and the long-term resilience of a beautiful coastal city.

As second-in-command of the Public Works Department, the Deputy Director provides strategic, administrative, technical, and operational leadership for both the Field Services and the Engineering Division. The position plays a key role in managing the maintenance of City infrastructure, engineering design, construction, inspection, contract administration, capital project delivery, and day-to-day public works operations.

The ideal candidate brings strong professional civil engineering experience, sound judgment, and a practical understanding of municipal infrastructure, capital improvement projects, construction management, and field operations. Equally important, they are a people-centered leader who can mentor staff, improve systems, build trust across departments, and provide calm, solutions-oriented leadership in a dynamic public service environment.

Applications are being accepted for the position of Engineering Intern with the City of South San Francisco’s Public Works Department - Engineering Division. This is a non-benefited, part-time hourly/temporary position.

Hourly Rate: $23.00 per hour; Interns will be expected to work a minimum of 12 hours per week for a period of 12 months, the hours are flexible.

THE POSITION
Under supervision, performs sub-professional engineering office work to assist the Public Works Engineering Division teams on programs and projects that may include engineering permits, land development plan checks, procedural and standards research and development, record and asset management, traffic research and field crew assistance.

IDEAL CANDIDATE SECTION
The ideal candidate will possess a strong foundation in basic engineering principles and demonstrate proficiency in modern drafting and design practices. They should be familiar with engineering office tools and computer-aided drafting software such as AutoCAD, as well as design and GIS mapping systems.

We are seeking someone who is detail-oriented, highly organized, adaptable, and self-motivated, with excellent verbal and written communication skills. The candidate should be able to work both independently and collaboratively in a team setting.

The ideal candidate will have willingness to learn about construction management and inspection procedures and the ability to perform accurate mathematical calculations and drafting work. They should be capable of collecting and recording engineering field data with a high level of detail and maintaining thorough documentation. Proficiency in modern office software tools, including PowerPoint, to create professional presentations is essential. The candidate must be able to prepare clear and concise written correspondence, including responses to public inquiries, and demonstrate the ability to understand and follow both oral and written instructions. Excellent customer service skills and the ability to work collaboratively with contractors and the public are important. Flexibility to work varied hours as needed to meet project demands is also required.

TYPICAL DUTIES (may include but are not limited to the following):

• Performs a wide variety of responsible sub-professional engineering work including assisting engineering staff with general clerical, administrative, and technical tasks for public works projects
• Performs electronic document filing, enters data and creates reports in various software applications
• Conducts internet research and research of engineering record archives
• Processes permits and reviews land development plans
• Assists with Traffic Advisory Committee tasks
• Assists with internal and external communications and public outreach
• Learns to assist with engineering plan reviews and traffic control plans
• Performs other related duties as required.

QUALIFICATIONS Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: None 

Education: Current student enrolled in a university/college pursuing an undergraduate degree (Junior or Senior) or graduate degree in Engineering, preferably in Civil Engineering.

Licenses/Certificates: Possession of a valid Class “C” California Driver’s License is required.

ABOUT THE POSITION

The City of Redwood City, Engineering and Transportation Department announces an opportunity for the position of SUPERVISING CIVIL ENGINEER.  The Supervising Civil Engineer works under general direction of the Engineering and Transportation Director/City Engineer.  This position is responsible for planning and overseeing the work of the Capital Improvement Program (utilities, parks/special projects for building facilities, and creek/channel/levee improvements) and inspection services and supervising and participating in design, construction, and support services.  In addition, the Supervising Civil Engineer provides technical staff assistance in the review of agreements and other engineering functions.  The Supervising Civil Engineer may be required to fulfill the duties of the City Engineer, in the City Engineer’s absence.

Under the supervision and general direction of the District Engineer, this student engineering position  performs a variety of basic technical civil engineering duties such as mapping, data entry, review of residential and commercial developments, and supporting capital projects. Responsibilities include assisting the Associate Engineer with project management, plan review, fee calculations, permit issuance, maintaining engineering records, conducting field surveys, site inspections, and data analysis. Responsibilities also include assisting the Engineering Technician in GIS and AutoCAD related projects as needed.

Other related duties may be assigned as needed.

DISTINGUISHING CHARACTERISTICS
The Engineering Intern is a part-time hourly/non-exempt position that performs varied tasks and assists the Engineering Team with applied research, inspections, and administrative support functions as part of the learning experience in conjunction with educational coursework leading to an advanced degree in Engineering.

Examples of Duties

Duties include, but are not limited to the following:

• Performs general GIS/AutoCAD map updates and modifications including the collection of GPS data points.
• Performs supervised plan checks on new development, capital projects, remodels, and tenant improvements for compliance with State laws and Regulations and modern construction techniques.
• Confers with property owners and contractors to explain requirements and to induce compliance to Regulations.
• Maintains electronic and paper records of changes of plans and specifications, manages the data necessary for establishing sewer connection permits and changes and maintains related records.
• Performs basic drafting work, laying out and correcting of maps, plans and diagrams.
• Prepares reports, spreadsheets, databases, graphs, tables, and other supporting project related documentation, records, and notes. 
• Assists District Engineer with the management and successful completion of Capital Improvement projects, Recycled Water projects, Flow Equalization land development and consolidation efforts;
• Assist homeowners and developers in the administration and calculation of reimbursement agreements and annexation into the main sewer line system.
• Assists with the review of plans and specifications for a variety of engineering related projects and initiatives.
• Assists with creating, maintaining, and updating Standard Operating Procedures (SOPs) for computer operations related to functional areas of operations.
• Provide general and specific information to developers, contractors, design consultants, the public, and staff on specifications, ordinances, and policies.
• Performs varied mathematical computations.
• Ensures safety and health procedures and precautions are adhered to, corrects unsafe work conditions/practices and/or reports unsafe work conditions/practices to assigned supervisory or managerial staff.
• Performs related duties as assigned

• Relevant Experience with certification will be considered (ie: AutoCAD (2020), GIS, Database Management)

Overtime/On-Call:

• Must be willing to work overtime as needed.

License and Certificate:

• Possession of a valid Class "C" Driver License is required.

Essential duties require the following physical abilities and work environment:

• Ability to work in a standard office environment and drive to different sites as needed. Ability to work in environments with some exposure to noise, the outdoors, and mechanical hazards.

The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance.

VTA’s Engineering and Program Delivery Division is seeking a seasoned professional with strong project delivery experience and a specialized focus in environmental engineering to serve as a Senior Environmental Engineer.

The Senior Environmental Engineer is expected to manage, mentor and train team members that supports delivery of projects with regards to environmental assessment/survey, hazardous material investigation, abatement of VTA acquired properties, remediation of soil and groundwater at VTA facilities and construction sites, noise and vibration monitoring, design of remediation system, preparation of site management plan, and facility closure application. 

Engineering and Program Delivery Division
The Engineering and Program Delivery  (EPD) division is responsible for the design and construction of all capital projects and infrastructure required to provide a safe, reliable and efficient transportation system for Santa Clara County. These responsibilities include program and project management, design development, engineering management, project controls, construction management and turnover of various projects that are part of VTA's rail, facilities and highway transportation improvement programs.

This division is also responsible for the implementation of the projects identified in the 2000 Measure A Program, which includes the planning, design, and construction of the Bay Area Rapid Transit (BART Silicon Valley) Project. This project will extend the BART regional heavy rail system to Milpitas, San Jose and Santa Clara. 

Transit Engineering Department
The Transit Engineering Department is responsible to deliver capital transit and facility projects located throughout the VTA service area. This group provides program management services for this transit and facility program by leading capital projects from engineering through construction and turnover.  With close coordination with VTA Operations and local jurisdictions, these projects include a variety of pedestrian, bus, light rail and commuter rail improvements.  Projects managed by this group also include important capital improvements for facility projects at the light rail and bus operations and maintenance facilities. The transit and facility projects include a variety of purposes ranging from rehabilitation to sustain a state of good repair to expansion of the existing infrastructure to increase bus or light rail service. This group also performs modification to the system to increase operational efficiency and flexibility and implements safety and security projects to improve the protection of the community and our riders.

What You will Be Doing:
Definition
Under general direction, a Senior Environmental Engineer supervises and performs highly responsible professional engineering in the analysis, design, implementation, operation, monitoring and reporting of hazardous materials remedial action systems either directly or through subordinate staff or consultants.

Distinguishing Characteristics
This position is responsible for managing all issues associated with regulatory determinations, site investigations, remedial recommendations and civil/hazmat contractor coordination for all hazardous material related issues encountered in property acquisitions, light rail construction, highway program liaison, and facility improvement construction activities for VTA.
 

Typical Tasks

• Performs program management for hazardous materials remediation projects;
• Directs engineers and other professionals involved in the remediation activities of VTA facilities, construction projects and real estate transactions;
• Processes requests for hazardous material investigations, develops scope of work for investigation, assigns work to a consultant, arranges for site walkthrough/inspections;
• Meets with Program and Construction Managers to provide status reports;
• Manages the work of environmental consultants and environmental hazardous materials contractors;
• Maintains records of remedial action systems;
• Performs due diligence investigations for property acquisitions for VTA capital projects;
• Performs groundwater monitoring and remedial activities at VTA maintenance facilities;
• Provides oversight of the VTA Highway Program relating to hazardous materials investigations;
• Keeps abreast of Federal, State, and local regulations and programs, and adheres to reporting requirements of regulatory agencies;
• Evaluates permit requirements and develops methods of compliance;
• Conducts and supervises environmental compliance audits;
• Performs related duties as required.

Knowledge of:

• Federal, State and local hazardous materials and safety regulations, statutes and legislation;
• Hazardous materials management activities and programs in the public sector;
• Design, operation, analysis, and monitoring of remedial action systems;
• Hazardous facility permitting processes;
• Types of remedial action systems including air strippers, carbon absorbers, recovery/monitoring wells, recovery slurry trenches, biodegradation, and soil vapor vacuum removal;

Minimum Qualifications:
Training, education and experience that demonstrates possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through graduation from an accredited college or university with a degree in Civil, Chemical, Biochemical, Geotechnical, Mechanical or Industrial Engineering or a related field and six (6) years of increasingly responsible professional environmental engineering work including experience supervising or leading professional engineers or consultants.

Registration as a Professional Engineer in the State of California in Civil, Chemical, Biochemical, Geotechnical, Mechanic, or Industrial Engineering or a related field at the time of appointment is required.

The ability to obtain and maintain a Hazardous Materials training certificate issued by the State of California.
