WORK SCHEDULE:

The District observes a 4/10 work schedule, Monday–Thursday, 10-hour days. The regular work schedule for this position is 7:00 a.m. – 5:30 p.m.

POSITION DESCRIPTION, DISTINGUISHING CHARACTERISTICS, AND QUALIFICATIONS:

Under immediate supervision, the Customer Service Technician performs a variety of customer service and billing support duties, including processing payments, maintaining customer accounts, responding to billing inquiries, and coordinating service orders. The position also provides administrative support to an assigned supervisor and performs related work as required.

This is the entry-level class in the Customer Service series. Employees in this class typically have little or no directly related work experience but demonstrate the ability to perform the full scope of duties and meet performance standards. Incumbents work under close supervision while learning job tasks, progressing to general supervision as procedures and processes are learned.

• Two (2) years of responsible experience similar to Customer Service Technician is desirable

• Equivalent to completion of the twelfth (12th) grade supplemented by coursework in business or accounting is desirable

• Valid California Class C Driver’s License may be required. A satisfactory driving record is required.

The Legislative and Regulatory Manager is responsible for organizing, assigning, reviewing and participating in the performance of a wide range of professional duties related to Pioneer Community Energy regulatory and legislative matters, with particular emphasis on representation of Pioneer’s interests at the California Public Utilities; develops Pioneer’s positions on complex issues; and develops analyses, written reports, and presentation materials to support Pioneer’s position. Duties include:

• Planning, prioritizing, and reviewing the performance of professional staff involved in the research and analysis of legislation and regulatory issues.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Tracking complex legislation and regulations through multiple amendments and preparing drafts of legislative and regulatory updates on policy issues and programs.
• Performing a variety of complex research projects on legislative and regulatory policy issue areas; preparing and presenting findings and recommendations of Pioneer's position.
• Representing Pioneer in regulatory proceedings through preparation of data requests, written responses, position papers, analytical models, testimony, and exhibits.
• Reviewing and drafting comments and briefs, providing high level technical and/or analytic input on regulatory and legislative matters.
• Overseeing the preparation of data requests, testimony, and hearing exhibits and participating in administrative hearings.
• Tracking, reviewing, analyzing and summarizing filings prepared by utilities and other entities that could impact Pioneer and its customers.
• Coordinating and working closely with technical experts and external regulatory counsel to develop effective and persuasive communications before the CPUC, CA Energy Commission, CA Legislature and any other legal or regulatory body as may be needed.

Qualified candidates will possess knowledge of California electric utility regulatory issues, CPUC regulatory practices, protocols and procedures; California utility rate design, electric resource planning, demand resources solutions and regulatory relations; and procedures, operations, and functions of legislative and regulatory agencies, including processes for the promulgation of regulations.

TOWN MANAGER - TOWN OF LOOMIS

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. In this smaller-sized entity, the Town Manager will need to be comfortable with a hands-on and collaborative approach to day-to-day  management.
