The City of Newark is hiring a Community Preservation Specialist. This role is essential to protecting the health, safety, and quality of life in our community. Working under general supervision, the Specialist enforces City codes related to health and safety, nuisance abatement, housing, and zoning. The position combines investigative work with public education and involves frequent interaction with property owners, businesses, community organizations, and residents.

In this position, you will:

• Advises property owners, businesses, and residents on City code requirements and compliance.

• Educates the public and professional groups on code regulations to encourage voluntary compliance.

• Investigates complaints from City staff, the public, and officials regarding zoning or nuisance issues such as signs, fences, rental housing, home occupations, vehicle storage, trash accumulation, noise, and odors.

• Conducts field inspections to ensure compliance, providing clear guidance on corrective actions when necessary.

• Prepares notices, correspondence, and detailed reports documenting investigations.

• Represents the City in court proceedings, hearings, and other official forums.

• Manages difficult and confrontational situations with professionalism and diplomacy.

• Provides lead direction and reviews the work of assigned clerical staff or coworkers, as needed.

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Associates Degree or 60 college semester units in a related field from an accredited college, supplemented by one year of experience in code enforcement.  Experience may be substituted for education on a year for year basis up to a maximum of one year.
• Documented code enforcement related training from a recognized code enforcement association in the State of California, which includes training in the areas of property management and landlord tenant issues.
• Bilingual skills are highly desirable.

The Department

DEFINITION

DISTINGUISHING CHARACTERISTICS

This classification is structured for incumbents hired with the purpose of becoming a sworn police officer.  Police Officer Trainees are hired into this position for the period prior and during the time they are assigned to a POST-certified Basic Law Enforcement Academy.  Upon successful completion of training at the academy and upon the availability of a Police Officer position, Police Officer Trainees will be sworn in and appointed to the classification of Police Officer at the beginning of the following pay period. 

SUPERVISION RECEIVED AND EXERCISED

Receive immediate supervision from higher level supervisory or management staff and from training staff at a POST-certified Basic Law Enforcement Academy.

ESSENTIAL FUNCTIONS – INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Attend a POST-certified Basic Law Enforcement Academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
• Receive training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.
• Perform related duties and responsibilities as assigned.

QUALIFICATIONS:

Knowledge of:

• English usage, grammar, spelling, and punctuation
• Basic principles of business writing and basic report writing
• Principles and practices of good customer service
• Techniques and practices of effective interpersonal communication
• Principles and practices of safety management

Skills/Ability to:

• Successfully complete a POST-Basic Law Enforcement Academy including classroom instruction, physical agility and use of firearms.

Experience: None required.

Training: Equivalent to completion of the twelfth grade (High School diploma). Completion of 30 semester units from an accredited college or university (60 units or more is preferred).

Licenses: Possession of and ability to maintain a valid California Driver’s License.

Necessary Special Qualifications:

• At the time of application, all applicants must show proof of passing the PELLETB test with a minimum T-Score of 50 and successful completion of the WSTB test (physical agility).  These tests can be taken by visiting www.theacademy.ca.gov.  All testing information including practice tests can be located on the site.
• Free of any felony convictions.
• A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship (Government Code Para. 1031).
• Age, not less than 21 years at time of appointment.
• Vision in each eye, correctable to at least 20/30.
• Must pass a background investigation.
• Meet all regulatory requirements for becoming a Peace Officer with a California P.O.S.T agency.

ADDITIONAL INFORMATION:

Physical Skills

Ability to sit, stand, walk, kneel, crouch, squat, stoop, reach, crawl, twist, climb, and lift 50 pounds. 

Work Environment

Exposure to cold, heat, extreme noise, outdoors, confining workspace, electrical hazards, chemicals, dust, toxic waste, mechanical hazards, and explosive materials.

Under general supervision of the Chief Building Official, the Building Permit Technician performs technical, paraprofessional support, customer service, and clerical work supporting the operations involved with the issuance and coordination of the building inspection and permits process.

CLASS CHARACTERISITICS:

The incumbent will usually serve the public at the front counter and provide information regarding permits and building code requirements.  The nature of the tasks requires good public relations skills and the ability to handle customers with tact and good judgment.  The position will perform routine and complex tasks associated with the receipt, review and tracking of building permit applications through the permit process to ensure the efficiency and compliance to department policies and procedures.  May receive functional or technical supervision from department staff.  May exercise functional or technical supervision over other clerical positions.

EXAMPLES OF DUTIES (illustrative only):

• Efficiently process building permit applications and miscellaneous permits; ensure all necessary approvals are obtained.
• Perform elementary plan checking duties at the public counter, reviewing for completeness and for conformance to building and other appropriate policies and procedures as assigned.
• Respond to inquiries and confer with builders, engineers, contractors, architects, and the public concerning submittal requirements, building codes and permit regulations at the counter and over the phone.
• Assemble, route and monitor plans and associated information through various City departments and agencies for the plan review process and permit issuance.
• Enter appropriate information into the permit tracking system and other logs and records of permits issued.  Maintain and compile record files, forms and reports concerning building inspection and plan review activities.
• Perform general clerical tasks and use the computer to enter data using spread sheets and maintain and update the permit tracking software information.
• Calculate various valuations, plan check fees and permit fees.
• Sort file and purge documents and records, maintaining alphabetical, index and cross-reference files; maintain complex office records related to building inspection and code enforcement.
• Research and assemble information from a variety of sources for the completion of forms or the preparation of reports; make arithmetic or statistical calculations.
• Organize and maintain various departmental files.  Prepare correspondence, reports, forms, and specialized documents from drafts, notes, or brief instructions, using the office computer system.  Proofread and check typed and other materials for accuracy, completeness, and compliance with departmental policies and regulations.
• Act as receptionist, receive and screen visitors and telephone calls and direct the caller to the proper person or personally handle the call.
• Operate standard office equipment.
• Perform related duties as assigned.

What You’ll Do

The Wastewater Treatment Plant (WWTP) Mechanic I/II performs semi‑skilled and skilled work in the installation and repair of pumps, motors, chain drives, valves and related equipment and to do related work as required.  The WWTP Mechanic I is the entry level class in the Plant Mechanic series.  Positions in this class normally perform beginning level mechanical repair and maintenance work on a wide variety of wastewater quality control plant systems and equipment. Under this class series concept, positions assigned to the class of Plant Mechanic II may reasonably be filled at the Plant Mechanic I level.  The WWTP Mechanic II is the journey level class in the Plant Mechanic series. Positions assigned to this class are flexibly staffed and are expected to perform the most skilled repair and maintenance work and have a thorough knowledge of the operational characteristics, maintenance and repair methods and techniques and most typical system difficulties for the full range of equipment and operational systems in the plant. All positions assigned to this class require the ability to work independently, exercising judgment and initiative. Plant Mechanics II may also be expected to assist in the supervision of less experienced personnel.

Depending upon assignment, duties may include, but are not limited to the following:

• Operate machines and tools in repairing defective parts of pumps, compressors, generators, motors, lift stations, boilers and related mechanical equipment.

• Maintain accurate mechanical maintenance records.

• Install, repair, replace, and modify pumps, controllers, bearings, seals, hydraulic pipes, timing devices and assist in installing telemetering electrical equipment.

• Use a variety of power hand tools, cutting and welding equipment and electrical test equipment. Fully utilize the computerized work systems in accordance with work flow processes.

• Perform preventive maintenance on wastewater treatment plant mechanical and electrical equipment. Evaluate equipment performance and identify problem areas.

• Maintain stock inventory and adequate supply of replacement parts.

• Plant mechanics may be required to respond to emergency situations after normal working hours and be subject to serve on emergency stand-by alert and call out status on a rotational basis, including participation in rotating stand-by duties.

• Analyze or create documents, such as blueprints, markings, surveys, etc. to problem solve the most effective approach to a task.

• Verify the work of others for accuracy, proper work methods, techniques, and compliance.

• Formulate solutions to problems with equipment or operations, including logistics, operations, and processes.

• Draft operating procedures.

The Wastewater Treatment Plant Mechanic I/II receives supervision from the Wastewater Treatment Plant Maintenance Superintendent or Wastewater Treatment Plant Mechanic III as directed technical or functional supervision may be provided by higher level treatment plant maintenance personnel.  Assignments may require indirect supervision of less experienced plant maintenance personnel.

This is a journey-level classification encompassing specialized technical and administrative support within the Police Department. Incumbents are responsible for the comprehensive maintenance of departmental databases, preparation and assembly of detailed reports, support of recruitment processes, contribution to departmental planning initiatives, and provision of Geographic Information Systems (GIS) expertise. This classification demands independent work and the exercise of sound judgment and initiative. Employees at this level operate with minimal supervision, receiving assistance only for novel or complex situations, and demonstrate a thorough understanding of departmental operating procedures and policies.

• Plan and lead engaging lessons, games, and art projects for preschool-aged children
• Teach basic skills such as colors, shapes, and the alphabet, while helping children develop social skills
• Supervise children during indoor and outdoor play, nap time, and field trips

• Prepare and serve healthy snacks and lunches
• Assist with toilet training and diaper changes as needed
• Communicate regularly with parents about their child’s progress

• Support children through the stages of development for ages 2 to 5
• Apply basic first aid and follow all health, hygiene, and safety procedures
• Conduct family conferences and student evaluations; assess student skill levels and progress
• Prepare written reports as directed
• Participate in professional growth activities and trainings
• Attend school functions, in-service training, and staff meetings

• Experience working in a preschool or childcare setting (minimum of two years preferred)
• Knowledge of early childhood development, lesson planning, and best practices for children ages 2 to 5
• Creativity, patience, and a genuine love for working with young children
• Strong communication skills and the ability to build positive relationships with children, parents, and coworkers
• High school diploma plus college coursework in early childhood development or a related field
• Minimum of 12 units of coursework in Early Childhood Education required; 24 units preferred
• Ability to maintain CPR and First Aid certification, renewed every two years
• Must pass a City of Belmont background check, including DOJ fingerprint scan and FBI clearance
• Must pass a health screening and TB test
