The city is seeking a highly motivated, innovative, and results-driven professional who is goal-oriented and self-motivated, possessing the skills and abilities to build strategic collaboration and partnerships that achieve success. This senior-level executive will oversee the industrial/commercial development of hundreds of acres of land sitting at the crossroads of two major highways linking together the San Joaquin Valley.  The successful candidate will also lead the downtown renovation program and focus on a growing housing demand in the city. Under the administrative direction of the City Administrator, the Community and Economic Development Director will plan, organize, direct and coordinate the City’s community and economic development program and will represent the city in matters of economic development; and performs related work as required.

This is a department head position who will coordinate the City’s efforts in promoting community and economic development. The incumbent will serve as Executive Director of the Successor Agency to the Redevelopment Agency. The incumbent serves as liaison with local, state and federal economic development agencies, and brings various program activities together into a City-wide coordinated and planned economic development strategy. The Community and Economic Development Director acts with a high degree of independence of action in the assigned area of responsibility to attain objectives according to policy guidelines. The incumbent is expected to develop methods and procedures and solve problems encountered. Except where a deviation in policy is involved, most work is not reviewed directly by supervisor and when work is reviewed, the review is directed toward final outcomes and results

The Director will direct and coordinate the City's economic development efforts that may include financing, site selection, supplemental outreach recruitment and existing business expansion and development entitlement assistance. Prepares and recommends the City's economic development policy goals and implementation plans. Serves as a liaison with local, state and federal agencies responsible for economic development activities. Manages developer selection process and negotiates developmental agreements for commercial and industrial projects. Manages permit processing, planning, building plan checking and inspections, code enforcement, historic preservation and development engineering. Directs research and preparation of various reports, proposals, and studies. Chairs committees comprised of key employees from other city departments in order to respond in a coordinate manner to the development needs of applicants. Represents the City at various meetings. Performs related work as required. 

ESSENTIAL RESPONSIBILITIES: The essential responsibilities of the director are to have knowledge of principles and practices of economic development efforts that may include financing, site selection, business outreach and recruitment, existing business expansion, and development entitlement assistance methods and techniques of permit processing, building inspection and code enforcement; laws, ordinances and regulations governing the operation of municipal government; management theory and practice; spelling, grammar and punctuation; appropriate safety precautions and procedures. 

Have the ability to plan, organize and administer comprehensive economic development programs; coordinate a task force designed to respond to developmental needs of applicants; prepare comprehensive reports, make effective oral presentation and maintain effective public relations; exercise good judgement in the handling of municipal affairs; formulate and administer budget; operate a vehicle observing legal and defensive driving practices; establish and maintain effective relationships with those contacted in the course of work; deal with a wide variety of planning, building and code/zone customers and reaching a satisfactory resolution to difficult and complex problems; maintain confidentiality and determine what information can be dispensed; coordinate with various departments for plans and permits review; manage the performance of others in the department with regards to scheduling inspections, computerized data entry, permit issuance, public relations, complaint, planning and community and economic development conditions and monetary follow-up. 

PHYSICAL DEMANDS & WORKING CONDITIONS: Strength, light work-lifting, carrying and/or pushing 25 pounds maximum; incumbents are required to attend periodic evening meetings; and required to travel within and out of City to attend meetings. 

PREREQUISITES: This position requires equivalent to a bachelor’s degree from an accredited college or university with major course work in business administration, urban planning, economics or a closely related field.

A master’s degree in one of these fields is desirable.

A minimum of three years of increasingly responsible experience in managerial-level work in economic/business development and municipal services.

Possession of a valid California driver's license and a satisfactory driving record.

The Position:

The Customer Service Representative is the entry-level classification in the Customer Service Representative series. This classification has a primary focus on providing superior customer service to the citizens and customers of the City of Santa Clara in handling a variety of customer account and billing issues.  Incumbents in this classification may be assigned to answer telephone calls, handle difficult inquiries, perform cashiering duties, process business licenses, and perform functions associated with customer billing, analysis, account adjustments, collections, or the financial assistance programs offered to utility customers.  This classification is distinguished from the Senior Customer Service Representative in that the latter is a lead worker position requiring a greater degree of technical knowledge, analytical ability, and independent judgment.

About the Opportunity

The City of Millbrae is looking for a full-time Deputy Finance Director based in Millbrae, California.

More About You

 

Education: Graduation from a four-year college or university with major coursework in accounting, finance, business administration, public administration, or a closely related field.

Experience: At least 5 years of progressively responsible professional experience in accounting, finance, or a related field, including 3+ years in a supervisory or management capacity.

Licenses: Possession of a valid California Driver's License and a satisfactory driving record. A Certified Public Accountant (CPA) license and a Certified Public Finance Officer (CPFO) certificate are highly desirable.

More About You

Education: Graduation from a four-year college or university with major coursework in urban planning, architecture, public administration, housing, or a closely related field. A Master’s degree in a related field may be substituted for one year of required experience.

Experience: At least 5 years of professional experience in urban planning or housing, including 1 year in a supervisory or project lead role.

Licenses: Possession of a valid California Class C Driver’s License and a satisfactory driving record is required. Certification through the American Institute of Certified Planners (AICP) is highly desirable.

Special Requirements: Ability to sit, talk, and hear clearly in person and by telephone; use hands to operate standard office equipment; and reach with hands and arms. The City of Pacifica currently has an opening for a Assistant Collections System Manager.  Under direction of the Collections System Manager, this position plans, organizes and directs the activities of the Wastewater Treatment Collections System Divisions and works effectively in a team-based environment, carrying out technical, coaching, supervisory, project management, and administrative responsibilities.  

EXAMPLE OF DUTIES:   

• Plan, organize, administer, review and evaluate the work of technical and operational and maintenance staff directly and through subordinate levels of supervision.

• Conduct operational studies and special projects; gather information, evaluate alternatives, prepare and present reports and recommendations.
• Recommend and enforce safety measures and programs and ensure that assigned staff, consultants and contract employees conduct work safely in accordance with established procedures.
• Prepare requests for proposals for vendor, engineering, contractor and maintenance services; negotiate and administer contracts and authorized payments for services.
• Control the requisition of supplies, materials and equipment.
• Serve as the City’s alternate representative with all regulatory agencies, including the Regional Water Quality Control Board, the Air Quality Control Board and the State water Quality Control Board as needed.
• Serve as a Disaster Service Worker, as required.
• Perform related duties and responsibilities as required and other duties as assigned.

Equivalent to an Associate of Arts Degree from an accredited college or university with major course work in Electronics, Instrumentation, Biology, Environmental Science, Civil Engineering, Mechanical Engineering or related field.

Certification:
Possession and maintenance of a Grade IV Wastewater Collection System Maintenance Certificate issued by the California Water Environment Association.

Licenses:  Possession and maintenance of a California Class C driver’s license and have a satisfactory driving record. A Class B license issued by the State of California with endorsements is desired.

Knowledge of:
Applicable State, Federal and local laws, regulations, and policies as they relate to assigned area of responsibility.  Methods, practices, standards and specifications for compliance to industry regulations.  Safety regulations and practices pertaining to work performed.

Skill in:  Supervise plant operations.  Interpret and apply technical standards, procedures, regulations, and City policies and procedures.  Analyze problems, evaluate alternatives, and recommend methods, procedures and techniques for resolution of issues.  Recognize inefficient wastewater facility operations and develop effective programs to assure an efficient operation that is in

Physical Demands:  Able to use standard office and plant equipment, including a computer; sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, and climb stairs; lift and carry up to 25 pounds; maintain sustained posture for prolonged periods of time; distinguish among various colors and/or symbols; able to read printed materials and a computer screen; able to communicate effectively with others; smell to distinguish odors.

Working Conditions: Mobility to work in a typical office setting or WWTP environment; exposure to cold, heat, noise, outdoors, inclement weather, dust, dirt, vibration, chemicals, traffic, traffic hazards, odors, mechanical hazards, electrical hazards, explosive hazards, and bio-hazards.
Work schedule may include storm coverage and occasional irregular hours. The work schedule will include the need for irregular after hours work as part of the normal job duties, including 24x7 availability for response to emergencies.
Serve as a Disaster Service Worker.
