The Department

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. The department is responsible for the City’s major capital projects and infrastructure including streets, street lights, traffic signals, sewer and storm conveyance systems, wastewater treatment plant, pump stations, a major lagoon, and dams and levees. A key player on this team is the Traffic and Lighting Technician. The Position

The Traffic and Lighting Technician performs skilled electrical and mechanical work in the maintenance and repair of traffic control signage, traffic signal equipment, and street lights; and guides the work of and trains other maintenance personnel, and performs related work as required.  Duties may include, but are not limited to, the following:

• Guide and participate in the work of other maintenance personnel.  Ability to set-up work zone safety and prepare traffic control work plans.
• Inspect, install, remove, and repair signal controls and auxiliary equipment such as light standards, control boxes, light fixtures, lamps, and circuitry; diagnose malfunctions; adjust and replace electronic and mechanical components.
• Inspect, install, remove and repair street lights and auxiliary equipment.
• Repair, replace or modify electric and electronic components, controllers, relays, switches, fuses, timers and other parts; design and construct special test equipment for shop testing of electronic components.
• Investigate complaints and reports of signal and traffic light malfunctions; adjust, repair or remove defective equipment; make field repairs of damaged equipment.
• Identify, locate and indicate with appropriate identification markers underground utilities (USA); respond to USA work orders within regulatory requirements; and document services accordingly.
• Be available for standby assignments in accordance with Department policies and procedures.
• Assist in the design of electrical circuits and systems for street lighting and traffic signals.
• Inspect the work of contractors during the course of construction and upon completion.
• Monitor traffic control computer and make adjustments as necessary.

The Traffic and Lighting Technician receives general direction from the Field Maintenance Manager and direct supervision from a Public Works Supervisor or higher level department staff and may exercise technical or functional direction over and provide work review to a Traffic Safety Worker or Maintenance Worker I/II.

These positions are part-time, hourly, non-benefited classifications limited to a maximum of 1,000 hours per fiscal year (or approximately 20 hours a week). 

Physical Requirements
This position requires a moderate to high level of physical activity depending on program assignment. Duties may include standing, walking, bending, squatting, kneeling, reaching, and sitting for extended periods of time while facilitating programs, interacting with participants, or performing administrative tasks. Employees must be able to actively supervise and engage participants in a variety of recreation programs and activities, both indoors and outdoors, and move quickly to respond to participant needs and ensure safety. The position may also require lifting, carrying, pushing, and pulling equipment, supplies, tables, chairs, or other materials weighing up to approximately 30 – 50 pounds as part of program setup and breakdown. Some assignments may involve computer and desk work for program planning, communication, and administrative duties.

ESSENTIAL FUNCTIONS:

• Coach and referee youth & adult sports programs to maintain standards of play and ensure the safety of all participants.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.

IDEAL CANDIDATE SECTION:

The ideal Park Maintenance Worker will be able to prioritize work and coordinate multiple tasks while working cooperatively with a variety of people, consistently ensuring excellent customer service. Capable of organizing duties, meeting critical deadlines, and following up on assignments with minimal supervision to maintain parks and public facilities according to established standards. • Assists in the maintenance of sprinkler systems; assists in the maintenance and minor repair of power-driven equipment.
• As assigned, works extended or irregular hours.
• Assists in the general cleaning and maintenance of the Corporation Yard.
• Performs other related duties as required.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in parks and landscape maintenance work is preferred. 

Training: Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

• Recommend and assist in the implementation of goals and objectives related to the Department’s Emergency Management Program; establish schedules and methods for program development, implementation, and monitoring; implement policies and procedures.
• Develop and implement Emergency Management Program activities including the joint Emergency Operations Plan (EOP), Emergency Operations Center (EOC), and Community Emergency Response Team (CERT).
• Evaluate emergency management program activities; recommend improvements and modifications; prepare various program reports.
• Prepare and conduct public outreach and education related to emergency management and preparedness including CCFD Emergency Management website pages, the preparation of social media posts and campaigns, newsletters, and training announcements; provide educational presentations to the community.
• Develop and maintain plans including but not limited to Emergency Operations Plans and Annexes, Local Hazard Mitigation Plans and Annexes, Continuity of Operations Plans, Continuity of Government Plans, and Crisis Communications Plans.
• Assist with the coordination of emergency preparedness classes offered to the public, including CERT, CPR and First Aid.
• Coordinate EOC operations including the creation of Emergency Operation Center (EOC) procedure manuals and checklists, training and maintenance of response platforms, ensuring that the EOC is properly equipped, and serving as liaison with the San Mateo County Department of Emergency Management in the event of an EOC activation.
• Provide CSTI/Cal OES emergency management classes for agency staff.
• Provide resources and other information as requested for EOC staff and support and provide necessary National Incident Management System (NIMS) training for agency employees.
• Represent the Department with dignity, integrity, and the spirit of cooperation in all relations with elected officials, staff, and the public.

Knowledge and Abilities

You possess knowledge of theories, principles and practices of emergency program planning, development, management techniques and training; National Incident Management Systems; function and operation of a municipal government and an Emergency Operations Center; community emergency and disaster support and assistance resources; development of public education programs utilizing 5-step planning process, development of community risk reduction programs utilizing methods of evaluation; customer service principles and problem resolution techniques; business letter writing and report preparation.

You possess the ability to organize, implement and direct Emergency Management Program activities; effectively manage all aspects of the Emergency Management Program including resources, staff and budget; identify resources and needs and develop means to obtain and meet them; acquire a thorough knowledge of local geography and resources as they relate to the Integrated Preparedness Plan (IPP), National Response Framework (NRF), and civil defense and emergency management planning and operations; develop, coordinate and train others on emergency operations plans and procedures; speak professionally advocating principles of community risk reduction; coordinate EOC activities, before, during and after activations; communicate effectively, tactfully and positively in both oral and written form; contribute effectively to the accomplishment of Department goals, objectives and activities.

The City of Half Moon Bay is a Bay Area coastal community of approximately 12,500 residents and is located 25 miles south of San Francisco. The City is governed by a five-member elected City Council and utilizes the council-manager form of government. The City Council appoints a City Manager who is responsible for the oversight of daily operations and provides leadership for the City’s programs. The City currently employs 40 full-time employees in the following departments: City Manager’s Office, Administrative Services and Finance, Community Development, Public Works, and Communications/ City Clerk. The City also contracts Public Safety with San Mateo County Sheriff's Department.

The City and surrounding Coastside are a thriving agricultural, fishing, tourism, and recreational destination. There is a rich culture of diverse traditions and multi-generational families who have lived in Half Moon Bay for well over 100 years. In any given neighborhood you will find farmers, high-tech entrepreneurs, and artists living together.

About the Position

The Public Works Department is seeking a motivated and enthusiastic intern with an interest in engineering, project management, and public service. This internship provides an excellent opportunity to gain experience in local government operations and civil engineering under general supervision and mentorship from professional staff.

The selected intern will assist with a variety of projects and ongoing assignments, which may include but are not limited to:

• Assisting with Capital Improvement Program (CIP) projects, including design and construction

• Supporting engineering project managers with clerical, administrative, and technical tasks

• Researching and analyzing programs and initiatives

• Updating internal procedures and policies

• Creating and editing CAD maps, designs, and standards (AutoCAD)

• Participating in field data collection, investigations, and analysis

• Researching development, zoning, and land use-related issues

• Performing engineering support services

• Drafting and editing reports

• Providing customer service

• Attending departmental and community meetings

• Opportunity to present a report to the City Council

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

Education & Experience

• Some completed coursework toward an undergraduate degree in Civil Engineering or a related field is desired but not required.

Knowledge of:

• Microsoft Office (Excel, Outlook, Word, PowerPoint)

• Adobe software (Acrobat, InDesign, Photoshop)

• AutoCAD

• Local government operations (preferred)

Ability to:

• Communicate effectively, both orally and in writing

• Work cooperatively with City staff

• Perform analytical work and prepare clear, concise reports

• Use tact and discretion in public and professional interactions

• Plan, organize, and complete projects on time

• Interpret and apply administrative and departmental policies
