Under direction, the Deputy City Clerk provides complex administrative and organizational support for all functions and activities of the City Clerk’s Office, including the duties necessary to ensure the custody and maintenance of official City documents, public and archival records and files, and public information. The Deputy City Clerk services to City employees and the public; as the Acting City Clerk in the absence of the City Clerk.  The Deputy City Clerk – Administrative Aide administers projects as assigned, fields and answers inquiries from the public, City departments, officials, and outside entities; participates in fostering cooperative working relationships among City departments and with State and local intergovernmental and regulatory agencies and various public and private groups; provides highly responsible and complex administrative support to the City Clerk, City Manager, City Council, and other City Administrative Managers, and performs related work as required.

This position is full-time at 36 hours per week.

The Position

Under general supervision, the Mail Courier picks-up, distributes, and delivers mail to City Departments and facilities; processes outgoing mail; picks-up and delivers supplies and materials for and on behalf of the City; assists with storage and inventory control of records; performs routine filing of City records and files; drives a City vehicle daily while performing delivery tasks; and performs related duties as assigned.  

Typical Duties: 

• Picks-up, sorts, and delivers interdepartmental mail, USPS mail, packages, and materials to City departments, offices, and facilities.
• Picks-up and drops-off packages to other mail facilities like the post office, FedEx, and UPS.
• Processes incoming and outgoing mail, ensuring that mail is metered and labeled properly; operates mail equipment and records amounts of postage used by each department.
• Use of handcarts and lifting devices when necessary.
• Picks-up and delivers supplies and materials to City offices.
• Interacts courteously with department staff and the public and maintains good working relations.
• Assists in maintaining the City’s records in storage; searches for records; retrieves and delivers stored files to appropriate City Departments.
• Operates a City vehicle safely.
• Operates a personal computer to maintain storage and data retrieval information.
• Perform related duties and responsibilities as assigned.

QUALIFICATIONS: The ideal candidate will have a combination of education and experience that will provide the knowledge, skills, and abilities required to perform the tasks of the position. 

• At least 18 years of age with a high school diploma or equivalent
• Valid California Driver’s License and satisfactory driving record

Working Conditions/Physical Requirements:

Ability to use standard office equipment, including a computer; sit, stand, walk, kneel, crouch, stoop, squat, twist, and maintain sustained posture in a seated or standing position for prolonged periods of time; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone; lift from the ground and carry 60 pounds; move several boxes via hand truck or cart. THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

 

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

 

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

PUBLIC WORKS SUPERINTENDENT

DEFINITION

Under direction, manages the field services of the Public Works Department; to plan, organize, and direct the work of field personnel, including Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool Divisions.

 

DISTINGUISHING CHARACTERISITCS

This is a management class with major responsibilities for the City’s Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool maintenance programs, that requires significant independence, initiative, and discretion within established guidelines. This position assists in the strategic planning, organization, and management across multiple operational units.

 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Field Services Manager or designee. Exercises general supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision.

 

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Plan, organize, direct, review and evaluate the work of staff involved in public works operations, including building maintenance, streams, streets, streets cleaning, storm drain maintenance, signs and signals, parking lots, and trails, janitorial service for City owned facilities, and vehicle maintenance and repair directly and through subordinate levels of supervision.

The Department 

The Public Works department is comprised of the Maintenance, Engineering and WQCP (Water Quality Control Plant) divisions. The Maintenance Division is responsible for all of the asphalt and concrete streets within the City as well as all of the associated signalized intersections, streetlights, road signs and traffic markings.  The division also maintains the sanitary sewer/storm system which includes all of the sanitary sewer lines, all of the storm lines and catch basins, several storm water pump stations, as well as various large storm water trash capture devices throughout the City.

THE POSITION

Under close to general supervision, this hourly position is responsible for cleaning and maintaining the downtown corridor, including the removal of litter, debris, and illegal dumping. Duties are primarily driven by SeeClickFix service requests and may include other related maintenance and cleaning tasks as assigned.
 

IDEAL CANDIDATE 

The ideal candidate will have experience with outdoor maintenance work and be familiar with basic tools, equipment, and safety practices related to cleaning and debris removal in public spaces. They will take pride in keeping high-visibility areas clean and welcoming, respond promptly to service requests (such as those submitted through SeeClickFix), and interact professionally with the public and City staff. The ideal candidate will be reliable, self-motivated, and able to work independently or as part of a team, using sound judgment while following established safety procedures.

 

TYPICAL DUTIES (may include but are not limited to the following):

• Conduct daily cleaning and maintenance of the City’s downtown corridor, ensuring all public areas are free of litter and debris.
• Efficiently empty, clean and service all City owned trash receptacles, adhering to waste disposal and sanitation standards.
• Respond to requests for service in real time via smart device.
• Uses a variety of hand and power tools in connection with the above duties; operates light, motorized equipment, such as pick-ups, flatbeds, and dump trucks.
• Identify and report maintenance issues, safety hazards or vandalism during routine duties to appropriate City personnel.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in general construction or maintenance work.

Training: Equivalent to graduation from high school.

Under general supervision, the Lifeguard/Swim Instructor I/II performs routine public contact and safety work in serving as a pool lifeguard. They also provide essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties relating to aquatics. This temporary, parttime position requires working up to 20 hours per week. The role involves ensuring the health and safety of aquatic patrons, facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned.   

 

UNIVERSAL POSITION DUTIES (Applicable to all roles; Illustrative Purposes Only)  

Monitor the swimming pool and enforce safety regulations.  

Assist with aquatics programs, special events, and facility upkeep.

About the role:                   

The Parks, Recreation & Community Services Manager – Arts & Events is responsible for overseeing the City’s signature community events, cultural programming, and public art initiatives that celebrate Redwood City’s diverse community and vibrant downtown. This position manages the planning, coordination, and production of a wide range of public events including festivals, concerts, cultural celebrations, and arts programming that bring people together and foster community pride.

In addition to event management, this role provides critical support to the Director of Parks, Recreation, and Community Services on all public art initiatives. The Arts and Events Manager serve as the staff liaison to the Arts Commission, manages website content related to the Commission and public art, and leads the implementation and updating of the City’s Public Art Master Plan. The position also ensures compliance with the Percent for Art Ordinance, including public art permit application management, maintaining detailed records of all art in public places (45.070 Section C), and overseeing the recognition and promotion of public art throughout the city.

The Arts and Events Manager collaborate closely with the Economic Development Manager and works with developers as new commercial projects over 50,000 square feet come on board, ensuring compliance with public art requirements.

More broadly, this role involves negotiating, preparing, and managing contracts and agreements with vendors, performers, artists, and community partners, while ensuring compliance with City policies and maintaining strong inter-agency collaboration.

San Mateo County Health is seeking a well-qualified individual for the position of Social Work Supervisor - Aging & Disability Services (ADS) – Supportive Services. Social Work Supervisors plan, assign, review, and evaluate the work of a team of Social Workers, a Community Worker and Public Health Nurses. The Social Work Supervisor provides directions to staff on casework concepts, methods and procedures, provisions of services, and departmental policies and procedures under direction of a Health Services Manager.

The Social Work Supervisor position is located within ADS’ Supportive Services unit, which includes the Enhanced Care Management (ECM), Partners for Independence (PFI), and In-Home Supportive Services (IHSS) programs. In addition to overseeing operations and providing supervision to Social Workers in Supportive Services programs, the supervisor will assist with the on-going integration of California Advancing and Innovating Medi-Cal’s (CalAIM) ECM and Community Supports programs, working closely with the Health Plan of San Mateo (HPSM) – a Managed Care Plan for San Mateo County Medi-Cal recipients. In collaboration with key stakeholders, the supervisor will facilitate and refine care management and care coordination services to promote a seamless continuum of care within a whole-person centered care model.

The ECM and PFI program serve adult clients who need assistance managing complex medical and psychosocial needs, linking to community resources, and coordinating in-home care to safely remain in the community. The team conducts home and other field visits to assess clients’ psychosocial and safety needs engaging clients in the creation of appropriate case planning, care coordination and management goals.

This full-time position follows a Monday - Friday, 8am-5pm schedule, working in both South San Francisco and San Mateo offices. It is anticipated that the position will primarily work in the office during the probationary period, but include hybrid work accordingly. Office requirements include four on-site workdays to align with operational needs and County requirements.

The ideal candidate will possess the following:

• Strong leadership skills to direct the work of and motivate a team of Social Workers, Public Health Nurses and Community Workers.
• Familiarity with the laws, rules, regulations and procedures governing the operation of public social services agencies and the variety of service programs.
• Excellent organizational skills with the ability to plan and implement social service programs.
• Knowledge of case management principles, including integrating social and health care services to enhance client function and stability.
• Work experience and proficiency with IHSS.
• The ability to manage day-to-day program details while keeping in view the agency’s broader philosophy, standards, and requirements.

The Supportive Services Social Work Supervisor’s responsibilities may include, but are not limited to:

• Providing support and supervision to a team of Social Workers, Public Health Nurses, Community Worker, and/or office staff.
• Reviewing and approving health and psychosocial risk assessments, care plans, and other clinical assessments.
• Coordinating, overseeing, and participating in Interdisciplinary Care Team meetings.
• Overseeing the process for care coordination related expenses.
• Troubleshooting issues with the Q Continuum System, HPSM MedHOK database system and the State IHSS CMIPS II database system.

• Reviewing client cases and communicating with clients’ formal and informal support as needed.
• Collaborating with HPSM and other partners.
• Developing and updating Supportive Services Policies and Procedures.
• Ensuring compliance with State and Federal regulations.

This recruitment is for one (1) Manager position in the Assessment, Inventory & Modeling (AIM) Division. This is an open recruitment for one (1) full-time, exempt, management position. 

About the Position
Under administrative direction, the position manages the Air Quality Modeling and Analysis (AQM&A) Section in the AIM Division. The manager is responsible for: maintaining a positive work environment within the AQM&A Section to promote a culture of excellence; directing the development and evaluation of air quality modeling analyses at both regional and local scales, including modeling assessment of potential health impacts from various air pollutants and emission sources; with support from AIM Division staff, developing, evaluating, and reporting modeling-based assessments of community exposure and health impacts from air pollution; interacting with the Board of Directors, Advisory Council, and Air District management and staff on air quality modeling assessments; and performing related work as assigned.

Incumbents in this class make decisions that have impacts on daily operations and implementation of established procedures and policies and solve problems requiring analyses of issues that may result in deviations from routine processes, new technology, and additional resources.  Incumbents make recommendations for program planning and directing, as well as organizing new and future resource needs.

About the Division
The Assessment, Inventory, and Modeling (AIM) Division prepares comprehensive source emission inventories for the Bay Area and conducts air quality modeling at both regional and community scales. AIM prepares technical assessments that evaluate equity in air pollution exposures and health impacts in support of Air District programs. AIM coordinates and implements programs to improve and report estimates of emissions of criteria pollutants, toxic air contaminants, and climate forcing pollutants. AIM maintains the Bay Area photochemical grid modeling platform and functions, developed and analyze modeled concentrations, exposures of toxic air contaminants, particulate matter, ozone and their precursors, to support targeted strategies that reduce impacts of air pollution both regionally and within communities, especially where Assembly Bill (AB) 617 community action plans are being developed and implemented. AIM reviews and provides guidance on environmental health risk assessments within environmental review documents prepared pursuant to California Environmental Quality Act (CEQA).

The incumbent will assume responsibility for leading and managing multiple programs and functional areas within the AIM Division and assisting the Division Director in implementing the Air District’s policies and best practices, as well as making decisions regarding program planning, project prioritization, and staff resources allocation. The incumbent will also lead or support collaborative projects across Divisions and provide technical assessments of modeled air pollutant concentrations and health risk associated with stationary and mobile sources.
