WOODLAND JOINT UNIFIED SCHOOL DISTRICT HOST SITE

Woodland Joint Unified School District (WJUSD) is partnering with the City of Woodland to host two fellows as part of this year’s Civic Fellowship Program. The fellows will work on-site at WJUSD Business Services Office and receive day-to-day guidance and supervision from WJUSD staff while remaining part of the fellowship cohort and participating in program-wide activities.

This posting is for the Environmental Impact Analyst Fellow within the Business Services Department, specifically in the Maintenance, Operations and Facilities at WJUSD.  

Typical work hours are from 8:00 a.m. to 6:00 p.m., Monday through Thursday; and 8:00 a.m. to 12:00 p.m. Friday, up to 40 hours per week.

PROJECT DESCRIPTION

The Woodland Joint Unified School District (WJUSD) Maintenance, Operations, and Facilities Department is seeking a motivated Civic Fellow to support the district’s sustainability and environmental stewardship efforts. This role offers a hands-on opportunity to gain experience in sustainability practices, facilities operations, and process improvement within a public education setting.

The Civic Fellow will assist in assessing current district practices related to recycling, waste reduction, and resource conservation. This may include reviewing recycling programs, observing waste management practices at school sites, and identifying opportunities to improve sustainability efforts. Working closely with Maintenance, Operations, and Facilities staff, the Fellow will help research best practices and develop practical recommendations to improve environmental outcomes and operational efficiency.

This fellowship provides practical exposure to sustainability planning, facilities management, and public sector operations, equipping participants with valuable skills in research, data analysis, environmental practices, and process improvement while contributing to the district’s commitment to responsible resource management.

SUPERVISION RECEIVED AND EXERCISED

Receives general directions from the designated WJUSD host-site employee.

IDEAL CANDIDATE

The ideal candidate is a motivated and detail-oriented individual with an interest in sustainability, environmental science, public administration, and/or facilities operations. The Civic Fellow should be comfortable conducting research, making observations, and working collaboratively with staff across multiple departments.

The successful candidate will demonstrate strong organizational and problem-solving skills, curiosity, and a willingness to learn about sustainability practices. Interest in environmental responsibility, waste reduction, or operational efficiency is desirable. Experience with research, data collection, or spreadsheets is helpful but not required.

This position is well suited for someone who enjoys identifying practical solutions, working on real-world challenges, and contributing to efforts that improve environmental responsibility within a large organization.

THE POSITION OBJECTIVES/GOALS

The goals of the position are to:

1. Assess current sustainability practices within Maintenance, Operations, and Facilities, including recycling programs, waste disposal practices, and resource conservation efforts.

2. Review existing procedures and practices related to recycling and waste reduction, identifying opportunities to improve efficiency and environmental impact.

3. Research best practices from other school districts or public agencies related to sustainability, recycling programs, and waste reduction strategies.

4. Support the development of recommendations to improve recycling participation, reduce waste, and promote sustainable practices across district sites.

5. Assist in developing simple guidance materials or communication tools to help staff and students better understand sustainability practices.

6. Develop a working understanding of school district facilities operations and the role of sustainability in supporting efficient and responsible operations.

7. Contribute to continuous improvement efforts by identifying practical opportunities to strengthen sustainability practices and reduce environmental impact.

QUALIFICATIONS

• 4+ years of high school
• Local Woodland knowledge preferred
• Strong interpersonal and communication (oral and written) skills
• Excellent organizational skills and attention to detail 
• Strong computer skills
• Ability to build and maintain trust-based relationships with multiple internal and external stakeholders 
• Eligible to work in the United States
• Valid California driver license (if driving is an essential duty)

SALARY RANGE

$20.00 - $25.00 / hour dependent on experience.

Collection System Workers operate and maintain sanitary sewer infrastructure while providing excellent customer service to the Ross Valley community.

ABOUT THE POSITION

CSWs perform a variety of skilled - journey level work and manual labor in the operations, maintenance, and repair of sewer lines and related mechanical, hydraulic and hand-operated equipment. Collection System Workers are on a 9/80 schedule - Monday through Thursday from 6:00 am to 3:30 pm, with Fridays alternating between 6:00 am -2:30 pm and off work. All Collection System Workers also work on a rotating “on call” basis.

SAMPLE DUTIES OF THE CSW CLASSIFICATION INCLUDE:

• Participate in inspecting, cleaning, maintaining, constructing, and repairing of wastewater collection systems utilizing a variety of mechanical and specialized equipment including, but not limited to, rodders, CCTVs, high velocity cleaners, vacuum trucks, construction equipment, and related equipment.
• Perform a variety of manual tasks such as lifting and carrying heavy loads including material, equipment, and debris with assistance and utilizing equipment when appropriate.
• Inspect, troubleshoot, and maintain proper collection system operation using techniques and instruments including, but not limited to, closed‐circuit TV, smoke testing, dye testing, and related procedures.
• Participate in the removal and restoration of concrete and paved surfaces using a wide variety of construction equipment, hand and power tools.

• Conduct daily inspections of vehicles, hand tools, and equipment, perform lubrication and minor operating adjustments to ensure proper operation of vehicles, hand tools, and equipment.
• Perform basic building and grounds maintenance at collection system facilities. 
• Plan routine traffic control measures at work sites and perform non-routine traffic control under general supervision.
• Observe all safety precautions as required by regulatory agencies and the District; including using personal protective equipment and following hazardous communication policies and procedures.
• Participate in confined space entries including, but not limited to, atmospheric monitoring, hazard mitigation, and appropriate safety procedures.
• Respond to and investigate service calls or complaints concerning such matters as sewer odors, sewer trouble, and sewer back-ups, and make the necessary corrections.
• Participate in and, upon passing District criteria, direct the spill stoppage, containment, and cleanup of emergency situations and wastewater spills, including occasional 24/7 on-call duty as Primary or Secondary Stand-by.
• Perform a range of activities related to locating and marking sanitary sewer infrastructure and underground utility lines using a variety of equipment.
• Communicate and interact with the public, local government, and other utility personnel in a courteous, professional manner.
• Other duties as assigned.

Minimum Qualifications

• Completion of the twelfth grade, or its equivalent.
• Two years general maintenance and construction experience
• Valid California Class "C" Driver's License
• Must have a satisfactory driving record and continue to meet District vehicle liability insurance company driving standards.

To be considered for the CSW II classification, two years of collection system maintenance and operations is required.

Licensing, Certification, and Registration:

The City of Menlo Park is currently accepting applications to fill a Mechanic vacancy in the Fleet Services Section of the Public Works Department. A Mechanic performs diagnostic, maintenance and repair services on light and heavy city vehicles and equipment, such as automobiles, storm/sewer trucks, aerial bucket trucks, dump trucks shuttle buses, construction equipment, lawn mowers, small equipment and stationary generators; and performs other duties as assigned.

The Mechanic performs a range of skilled tasks requiring journey level or advanced journey-level class mechanical ability and aptitude. Work assignments are performed according to established rules and procedures. Independent judgment is required and is supported by supervisory review and direction.

Equipment Mechanic

This is the journey-level class in the Equipment Mechanic classification series responsible for performing the full range of mechanical, electrical, hydraulic, pneumatic, gasoline and diesel repair and maintenance required for City vehicles, and equipment. Responsibilities include inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of assigned vehicles and equipment. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from other maintenance class series in that it performs more highly skilled technical and mechanical maintenance activities. This class is distinguished from Senior Equipment Mechanic in that the latter leads, trains, and oversees assigned work and performs the more complex and difficult work in mechanical maintenance and repair of City vehicles and equipment.

Senior Equipment Mechanic

This is the advanced journey-level class in the equipment mechanic classification series performing the most complex duties required to ensure that City vehicles and equipment are maintained in a safe and effective working condition and provide the highest level of safety for City use, and providing lead direction and training to full-time and temporary staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment. Positions in this classification rely on experience and judgment to ensure the efficient and effective functioning of the assigned section. The work involves problem-solving of unique issues or increasingly complex problems without precedent and/or structure. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. This classification is distinguished from the Fleet Supervisor in that the latter has oversight of the entire fleet division, system- assignments and projects, and responsibility for organizing, assigning, supervising, and reviewing the work of assigned staff involved in maintenance operations.

Under general supervision, the Lifeguard/Swim Instructor I/II performs routine public contact and safety work in serving as a pool lifeguard. They also provide essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties relating to aquatics. This temporary, parttime position requires working up to 20 hours per week. The role involves ensuring the health and safety of aquatic patrons, facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned.  

UNIVERSAL POSITION DUTIES (Applicable to all roles; Illustrative Purposes Only) 

• Monitor the swimming pool and enforce safety regulations. 
• Assist with aquatics programs, special events, and facility upkeep. 
• Test and maintain pool water chemistry. 
• Set up and tear down for classes, programs, and events.

Essential Responsibilities

• Working with computers on a daily basis for work scheduling, work order entry and work order reporting on the Districts electronic maintenance system in addition to notifications and communications.
• Conducts tests, analyses and measurements as directed to diagnose any unusual, erratic or malfunctioning occurrence in any shipboard or terminal system or component.
• Reports any unusual wear patterns, noise, pressure, temperature, or changes in voltage, current, cycles, resistance or any other indication of potential malfunction.
• References manufacturer schematics including blueprints, drawings and specifications to resolve maintenance issues.
• References parts catalogues and other sources to determine correct parts for specific applications.
• Performs inspections, preventive maintenance, repairs and overhauls as directed.

In this role, you will have the opportunity care for and maintain trees throughout the City. You'll climb trees of various heights using belts, lines, and similar equipment, and you will use a variety of hand and power tools to prune, trim, and shape street and park trees.

Equivalent to graduation from a high school and one (1) year of skilled experience in tree climbing, topping, trimming and maintenance of a wide variety of very tall shade and park trees.

Other requirements: Must possess and maintain a valid California non-commercial (Class C) driver's license and have a satisfactory driving record. Must obtain and maintain a valid California Commercial (Class B) driver's license by the end of the probationary period and maintain a satisfactory driving record. To perform a variety of semi-skilled and skilled work involving the trimming, removal, installation and general maintenance of trees.  The purpose of this recruitment is to fill a current vacancy in the Community Services Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE
The Ideal Candidate will possess an in-depth knowledge of practices and procedures identified by the International Society of Arboriculture (ISA) as they relate to a municipal setting. The Ideal Candidate will also possess good communication, customer service and writing skills, as well as demonstrate competence working with computers and related software, e.g., maintenance management and MS Outlook. Additionally, they will have a strong work ethic, ability to climb trees, work out of an aerial truck, be available to work overtime and perform standby duty as needed. The Ideal Candidate should have knowledge in operating chain and hand saws, operating a chipper, a background in landscaping with planting trees, and experience with setting-up and tearing-down of traffic control. The Ideal Candidate also has knowledge of safety & best management practices used in operating and maintaining tree pruning equipment and trucks.

Tree Trimmer I:
This is the entry level class in the Tree Trimmer series.  Positions in this class will usually perform most of the duties required of Tree Trimmers I and II; however, as compared to the Tree Trimmer II, is not expected to function at the same skill level and will usually exercise less independent discretion and judgment on matters related to work procedures and methods.

Tree Trimmer II:
This is the journey level class in the Tree Trimmer series.  This class differs from Tree Trimmer I in that incumbent performs more complex duties.  This incumbent Tree Trimmer II may also be expected to assist in the oversight and training of less experienced personnel.

ESSENTIAL JOB FUNCTIONS
Prune trees and shrubbery to provide clearance of streets, sidewalks, signs, and lights, and as necessary to ensure continued health of the plant.  Remove fallen trees, dead limbs, and other debris resulting from storm damage and general conditions.  Participate in the large-scale application of herbicides and pesticides.  Clean and maintain trimming equipment.  Work both independently and as a crew member in removing trees and stumps.  Plant, stake, spray and inject trees.  Operate a chipper, aerial truck, mist sprayer and miscellaneous equipment which could include routers, loaders, forklifts, and dump trucks.  Use a variety of hand tools including hand saws, pole saws, chain saws, and pole loppers.  Regular and consistent attendance.

OTHER JOB FUNCTIONS
May perform street drainage maintenance or other public works maintenance work when not assigned to tree trimming duties.  Respond to emergency situations after regular working hours.   Perform related duties as assigned.

QUALIFICATIONS
Tree Trimmer I
Education: High School diploma or equivalent.

Experience: Six (6) months of work experience involving tree maintenance or landscaping work including some tree trimming.

License and Certificate: Required upon hire, possession of a valid California driver's license.  Must obtain a valid Class B California driver’s license, Work Zone Safety I certificate from the International Municipal Signal Association (or Department approved equivalent), First Aid and CPR certification prior to permanent appointment.

Tree Trimmer II
Education: High School diploma or equivalent.

Experience: Eighteen (18) months of work experience involving tree maintenance work including pruning, trimming and caring for trees.

License and Certificate: Required upon hire, possession of a valid Class B California Driver's License.  Possession of a Work Zone Safety I certificate from the International Municipal Signal Association (or Department approved equivalent), First Aid and CPR certification prior to permanent appointment.  Possession of a Certified Commercial Applicator license from the State of California and Certification as an Arborist by the International Society of Arboriculture is highly desirable.

Retirement:                          
CalPERS Retirement System (2 % @ 60 formula for Classic CalPERS members and 2% @ 62 formula for new CalPERS members).  The City does not participate in social security

Deferred Compensation:                   
Choice of deferred compensation plans (Traditional and Roth) with 1% City-match.  After successful completion of probation, new hires are also eligible for a 2% City contribution.

The Public Works Director will play a critical leadership role during a period of elevated development activity and organizational transition. This position requires a hands-on leader who can maintain momentum on existing initiatives while advancing new priorities across Public Works, Engineering, and land development functions.

This is an exempt, "at-will" senior management position directly responsible to the City Manager.  Salary is negotiated within salary range depending on qualifications.
