The Public Works Department’s Environmental Services Division (ESD) is responsible for the operation and maintenance of the City’s 15.7 million gallon per day (MGD) conventional activated sludge wastewater treatment plant (WWTP). The WWTP serves a population of more than 140,000 with an annual operating budget in excess of $15 million and has a staff of 28 professional and technical personnel. The Position

• Install, maintain, repair and research a variety of supervisory controls and replacement electrical components that are part of advanced wastewater treatment processes such as aeration, filtration, disinfection and dichlorination, sludge dewatering, odor control, and an environmental laboratory.
• Perform wiring required for the installation of electronic equipment; electrical conductors in conduits; splice high and low voltage cables utilizing hand taping and pre- molded splice kits.
• Design, install, maintain, repair, test and construct electrical assemblies.
• Troubleshoot plant electrical systems, controls and related process equipment. Provide technical support for other work groups within Public Works.
• Specify, install, program, and repair various types of variable frequency motor drive systems.
• Fabricate, maintain, install, service, and calculate power load distributions to various motors and related equipment.
• Install and repair programmable logic controllers and install related hardware and software for control systems in conjunction with controls technician.
• Maintain and repair automatic control valves and associated control functions.
• Implement preventive maintenance and repair on motors from fractional to over 400 horsepower. Record and calculate current requirements for new electrical installations.
• Troubleshoot, perform inspections, preventive maintenance and repairs on industrial switchgear and high voltage equipment such as transformers, breakers, circuits, switches, relays, regulators and distribution panels.
• Specify, install, and inspect various types of conduit; isolate breakers and switches for major repairs; coordinate repairs and scheduled outages with operations staff.
• Conduct surveys to gather field data.
• Use aerial lifts, scaffolding and ladders.
• Prepare requisitions and associated documents for purchase of repair parts and supplies.
• Maintain accurate records of work performed, materials used, and associated costs.

The WWTP Electrical Technician receives general supervision from the WWTP Maintenance Superintendent or higher level personnel and exercises technical and functional supervision over assigned technical and maintenance personnel.

Overview:

Are you an experienced Vegetation Maintenance professional with five or more years of experience and a valid Class A driver’s license? If so, we encourage you to consider this opportunity with Valley Water.

Maintenance Worker III is an advanced journey-level position responsible for operating a variety of light construction equipment in support of Valley Water’s maintenance and construction projects. This role provides agency-wide support for work on creeks, ponds, reservoirs, and other flood control facilities throughout the county.

Assigned to the Vegetation Field Operations Unit, this position performs a broad range of duties supporting Valley Water’s vegetation management programs. Responsibilities include vegetation control, integrated vegetation management, arboriculture, native plant revegetation, invasive plant management, and biotechnical erosion control on Valley Water properties.

This is primarily an outdoor position requiring work in varying and sometimes challenging environmental conditions, including heat, cold, and rain. Incumbents may also be required to respond to after-hours flood control emergencies, including nighttime callouts.

As a light equipment operator, the Maintenance Worker III must possess a valid Class A driver’s license to operate Valley Water commercial vehicles and to transport light equipment used in vegetation management and flood control projects. Daily equipment operation may include a compactor, water truck, tree truck and chipper, dump truck, and wheel loader. Equipment is used to haul vegetative debris, maintain native plant mitigation sites, support invasive plant management efforts, and assist with Valley Water’s sandbag operations.

This position also ultimately requires a Qualified Applicator’s Certificate (QAC) in Category C (Right-of-Way) and Category F (Aquatics) to mix and apply herbicides and calibrate spray equipment for vegetation control on Valley Water managed properties.

• Participate in Valley Water’s sandbag program as needed.

Vegetation Field Operations Unit (Position Code 1059)

Division Overviews

Refuse & Recycling – Berkeley has a long-standing commitment to reducing and ultimately eliminating landfill waste. The City established one of the nation’s first municipal recycling programs and, in 2019, adopted one of California’s most comprehensive ordinances regulating single-use foodware and litter. Berkeley operates its own transfer station and waste-collection franchise—an uncommon model in the region. Given its commitment to waste diversion, Berkeley is one of the few municipalities in the region that has its own City-owned transfer station and waste collection franchise operations. 

Streets & Utilities – Includes street maintenance, sewer maintenance, the Clean City Program which is responsible for illegal dumping collection, litter collection, encampment support, street sweeping).

Facilities Management – Responsibilities include electrical maintenance and Radio Shop; building maintenance and janitorial services; and property management support. This Division maintains public service facilities, traffic signals and pedestrian control devices, and streetlights. 

Public Works Administration – Leading, integrating and supporting departmental services, the administrative division provides strategic planning and policy formulation, budget administration, human resources management, payroll processing, coordination of legislative issues, and management of information systems.

Engineering & Capital Infrastructure – Under the leadership and technical guidance by the Engineering Manager/City Engineer Sidewalk Program, Sanitary Sewer Program, Pavement Rehabilitation Program, Storm Water, Utilities, Land Use Permitting, and Facilities Capital Renovations. In 2016 Berkeley voters passed the $100 million T1 infrastructure bond. There are more than $40 million in capital projects currently underway. In addition, in 2024, Berkeley voters approved Measure FF, which is a parcel that tax that is estimated to generate $15 million per year for the City to make repairs to streets, sidewalks, and pedestrian paths.

Transportation Division – The Transportation Division oversees citywide transportation planning, traffic engineering, parking, bicycle and pedestrian planning, and alternative transportation programs. In partnership with neighborhood organizations, community groups, and local business associations, the Transportation Division develops short- and long-range policy recommendations and directs program implementation to support a safe, efficient transportation environment in Berkeley.

 

THE PUBLIC WORKS DIRECTOR

The Director of Public Works is responsible for leading the operations, planning, administration, financial management, and intergovernmental relations associated with all Public Works activities, including:

-Directing the operations of the Department which include streets and sanitation, engineering, traffic engineering, facilities maintenance, equipment maintenance, and solid waste management, collection and disposal; performs related work as required.

-Planning and administering all aspects of the following: streets and sanitation, including construction and maintenance of streets, sidewalks, storm drains, and lateral sewer lines; facilities maintenance for City buildings and grounds, and installation and repair of electrical facilities such as street lighting, police and fire alarm, and communications systems; equipment maintenance for police and fire vehicles, solid waste trucks, construction equipment, fleet vehicles and other motorized equipment.

-Overseeing operations management including solid waste collection and the long-range planning of environmentally sound solid waste collection, recycling, and disposal which meets with community standards; the planning, design, installation and maintenance of traffic signs, signals and markings; and engineering design and inspection.

-Assuming direct responsibility for dealing with complex matters involving policy, administration and operations. This position requires considerable public partnership with citizen groups, boards, commissions, other governmental agencies, and other City departments and officials.

MINIMUM QUALIFICATIONS

Equivalent to graduation from an accredited college with a degree in civil engineering, architecture, planning, public administration, or a closely related field. Six years of professional experience in the field of public works, planning, or high-level project management. A minimum of four years of this experience must have involved high-level management of a variety of programs and demonstrated success in supervising a sizable professional and administrative staff involving policy information, program planning, development and implementation. An advanced degree may be substituted for the non-supervisory experience on a year-for-year basis, for up to two years of the required experience.

The City of Newark is seeking an Urban Forest Supervisor for the Public Works Department. The Urban Forest Supervisor leads the City’s forestry and landscape maintenance programs. This role blends strategic planning, technical expertise in tree health, and hands-on project management to ensure a safe and well-maintained urban environment.

EXAMPLE OF DUTIES

• Participates in the preparation of the operating budget for the landscape and tree program; participates in the forecasting of additional funds needed for materials and supplies and gathers cost estimates as directed. 
• Provides skilled and technical direction on care, maintenance, disease prevention, and removal of trees; plans inspection and maintenance of all trees in appropriate cycles; assigns priorities and special projects as needed.  
• Inspects work sites before, during and after completion of work to assure that required work is completed in a satisfactory and thorough manner; inspects work sites, equipment and tools for compliance with safety standards; and inspects and approves work done by outside contractors. 

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or equivalent, and four (4) years of increasingly responsible experience in landscape and tree maintenance, including two (2) years of lead responsibility or other qualifying higher level public works maintenance experience.

Licenses and Certifications

• Possession of certificate as a Certified Arborist from the International Society of Arboriculture.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.

 

IDEAL CANDIDATE SECTION:

The ideal Park Maintenance Worker will be able to prioritize work and coordinate multiple tasks while working cooperatively with a variety of people, consistently ensuring excellent customer service. • Cleans and perform minor repairs to park and recreation equipment, buildings, and related facilities; maintains and prepares athletic fields.
• Assists in the maintenance of sprinkler systems; assists in the maintenance and minor repair of power-driven equipment.
• As assigned, works extended or irregular hours.
• Assists in the general cleaning and maintenance of the Corporation Yard.
• Performs other related duties as required.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in parks and landscape maintenance work is preferred. 

Training: Equivalent to graduation from high school.

The Department

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. The Position

The Traffic and Lighting Technician performs skilled electrical and mechanical work in the maintenance and repair of traffic control signage, traffic signal equipment, and street lights; and guides the work of and trains other maintenance personnel, and performs related work as required.  Duties may include, but are not limited to, the following:

• Guide and participate in the work of other maintenance personnel.  Ability to set-up work zone safety and prepare traffic control work plans.
• Inspect, install, remove, and repair signal controls and auxiliary equipment such as light standards, control boxes, light fixtures, lamps, and circuitry; diagnose malfunctions; adjust and replace electronic and mechanical components.
• Inspect, install, remove and repair street lights and auxiliary equipment.
• Repair, replace or modify electric and electronic components, controllers, relays, switches, fuses, timers and other parts; design and construct special test equipment for shop testing of electronic components.
• Investigate complaints and reports of signal and traffic light malfunctions; adjust, repair or remove defective equipment; make field repairs of damaged equipment.
• Identify, locate and indicate with appropriate identification markers underground utilities (USA); respond to USA work orders within regulatory requirements; and document services accordingly.
• Be available for standby assignments in accordance with Department policies and procedures.
• Assist in the design of electrical circuits and systems for street lighting and traffic signals.
• Inspect the work of contractors during the course of construction and upon completion.
• Monitor traffic control computer and make adjustments as necessary.

The Traffic and Lighting Technician receives general direction from the Field Maintenance Manager and direct supervision from a Public Works Supervisor or higher level department staff and may exercise technical or functional direction over and provide work review to a Traffic Safety Worker or Maintenance Worker I/II.

The City of Berkeley invites you to apply for the position of Mechanic in the Public Works Department! In this role, you will have the opportunity to work on a variety of equipment including heavy and light trucks, construction equipment, automobiles, other vehicles, and small gasoline engines. The City maintains over 550 vehicles. You will operate a variety of hand, power and shop tools in order to perform maintenance, repairs and overhauls. There are two Equipment Maintenance Shops – one focusing on smaller light duty vehicles and the other focusing on heavy duty vehicles including refuse and recycling trucks.

The Department of Public Works has over 300 employees. In this role, you will work primarily with other Mechanics, Service Technicians, a Lead Mechanic, an Equipment Parts Technician, and administrative and management staff. The Equipment Maintenance Division launched a new asset management software system last year to better manage inventory and repairs.

 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and three (3) years experience at a journey level in the maintenance and repair of vehicles or heavy construction equipment. Course completion in appropriate trade school or technical coursework in electric, diesel, or gasoline powered mechanics leading to journey certification can be substituted for up to one (1) year of the required experience.

Other requirements include possession of a valid California driver’s license and a satisfactory driving record. Must possess a valid class "B" California driver's license with no air brakes restriction, Smog Check Inspector license, and Smog Check Repair Technician license before completing probationary period. ASE Certifications are preferred. A class "A" driver's license is desirable.

PROJECT DESCRIPTION

The Woodland Joint Unified School District (WJUSD) Maintenance, Operations, and Facilities Department is seeking a motivated Civic Fellow to support the district’s sustainability and environmental stewardship efforts. This role offers a hands-on opportunity to gain experience in sustainability practices, facilities operations, and process improvement within a public education setting.

The Civic Fellow will assist in assessing current district practices related to recycling, waste reduction, and resource conservation. This may include reviewing recycling programs, observing waste management practices at school sites, and identifying opportunities to improve sustainability efforts. Working closely with Maintenance, Operations, and Facilities staff, the Fellow will help research best practices and develop practical recommendations to improve environmental outcomes and operational efficiency.

This fellowship provides practical exposure to sustainability planning, facilities management, and public sector operations, equipping participants with valuable skills in research, data analysis, environmental practices, and process improvement while contributing to the district’s commitment to responsible resource management.

 

SUPERVISION RECEIVED AND EXERCISED

Receives general directions from the designated WJUSD host-site employee.

 

IDEAL CANDIDATE

The ideal candidate is a motivated and detail-oriented individual with an interest in sustainability, environmental science, public administration, and/or facilities operations. The Civic Fellow should be comfortable conducting research, making observations, and working collaboratively with staff across multiple departments.

The successful candidate will demonstrate strong organizational and problem-solving skills, curiosity, and a willingness to learn about sustainability practices. Interest in environmental responsibility, waste reduction, or operational efficiency is desirable. Experience with research, data collection, or spreadsheets is helpful but not required.

This position is well suited for someone who enjoys identifying practical solutions, working on real-world challenges, and contributing to efforts that improve environmental responsibility within a large organization.

 

THE POSITION OBJECTIVES/GOALS

The goals of the position are to:

1. Assess current sustainability practices within Maintenance, Operations, and Facilities, including recycling programs, waste disposal practices, and resource conservation efforts.

 

2. Review existing procedures and practices related to recycling and waste reduction, identifying opportunities to improve efficiency and environmental impact.

 

3. Research best practices from other school districts or public agencies related to sustainability, recycling programs, and waste reduction strategies.

 

4. Support the development of recommendations to improve recycling participation, reduce waste, and promote sustainable practices across district sites.

 

5. Assist in developing simple guidance materials or communication tools to help staff and students better understand sustainability practices.

 

6. Develop a working understanding of school district facilities operations and the role of sustainability in supporting efficient and responsible operations.

 

7. Contribute to continuous improvement efforts by identifying practical opportunities to strengthen sustainability practices and reduce environmental impact.

ABOUT THE POSITION

CSWs perform a variety of skilled - journey level work and manual labor in the operations, maintenance, and repair of sewer lines and related mechanical, hydraulic and hand-operated equipment. Collection System Workers are on a 9/80 schedule - Monday through Thursday from 6:00 am to 3:30 pm, with Fridays alternating between 6:00 am -2:30 pm and off work. All Collection System Workers also work on a rotating “on call” basis.

SAMPLE DUTIES OF THE CSW CLASSIFICATION INCLUDE:

• Participate in inspecting, cleaning, maintaining, constructing, and repairing of wastewater collection systems utilizing a variety of mechanical and specialized equipment including, but not limited to, rodders, CCTVs, high velocity cleaners, vacuum trucks, construction equipment, and related equipment.
• Perform a variety of manual tasks such as lifting and carrying heavy loads including material, equipment, and debris with assistance and utilizing equipment when appropriate.
• Inspect, troubleshoot, and maintain proper collection system operation using techniques and instruments including, but not limited to, closed‐circuit TV, smoke testing, dye testing, and related procedures.
• Participate in the removal and restoration of concrete and paved surfaces using a wide variety of construction equipment, hand and power tools.

• Conduct daily inspections of vehicles, hand tools, and equipment, perform lubrication and minor operating adjustments to ensure proper operation of vehicles, hand tools, and equipment.

• Observe all safety precautions as required by regulatory agencies and the District; including using personal protective equipment and following hazardous communication policies and procedures.
• Participate in confined space entries including, but not limited to, atmospheric monitoring, hazard mitigation, and appropriate safety procedures.
• Respond to and investigate service calls or complaints concerning such matters as sewer odors, sewer trouble, and sewer back-ups, and make the necessary corrections.
• Participate in and, upon passing District criteria, direct the spill stoppage, containment, and cleanup of emergency situations and wastewater spills, including occasional 24/7 on-call duty as Primary or Secondary Stand-by.
• Perform a range of activities related to locating and marking sanitary sewer infrastructure and underground utility lines using a variety of equipment.
• Communicate and interact with the public, local government, and other utility personnel in a courteous, professional manner.
• Other duties as assigned.

Minimum Qualifications

• Completion of the twelfth grade, or its equivalent.
• Two years general maintenance and construction experience
• Valid California Class "C" Driver's License
• Must have a satisfactory driving record and continue to meet District vehicle liability insurance company driving standards.

To be considered for the CSW II classification, two years of collection system maintenance and operations is required.
