DESCRIPTION 

We are seeking a collaborative, proactive Revenue Operations Manager who will be responsible for the direction and management of the Public Services Division of the Finance Department! 

The primary focus of this position is to manage and provide oversight of Citywide Revenue Operations, including billing, delinquency processing, and collection duties; oversees tax collection, the issuance of licenses and regulatory permits; cashiering and the receipt of payments. The position leads and guides the Public Services Division’s staff of nine, and is an essential senior management position reporting to the Deputy Finance Director. 

PRIMARY RESPONSIBILITIES 

• Plans, organizes, and manages the operations and staff of the Public Services Division of the Finance Department.   

• Develops, implements, and monitors long-term plans, goals, and objectives focused on achieving the department’s mission and priorities.   

• Directs the development, implementation, and evaluation of policies, procedures, systems, and work processes to achieve annual objectives and service standards.  

• Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends appropriate services and staffing levels.  

• Provides leadership, supervision, and mentorship to staff to ensure a high-performance, customer service-oriented work environment.  

• Forecasts, monitors, and directs Citywide revenue collection; oversees delinquency reviews, collection activities, cashiering functions , and appeals of enforcement actions.  

• Administers the Utility Billing program, including initiation and termination of customer accounts, delinquency processing, collections, and lien recommendations.  

• Coordinates water and wastewater utility rate administration, including working with consultants on financial and cost of service studies, verifying research and recommendations, and presenting findings to the Finance and Public Works Directors, City Council workshops, and Proposition 218 hearings.  

• Administers and oversees tax programs, including Transient Occupancy Tax, Business Tax and Licensing; reviews renewals, remittances, and applications; conducts audits; and ensures compliance.  

• Administers and oversees the parking citation adjudication program, including administrative reviews, procurement of hearing officers, and scheduling and conduct of hearings for various local programs on contested citations.  

• Oversees billing and collection of False Alarm fines.  

• Monitors and evaluates the impact of proposed legislation and regulations; researches and recommends new policies, procedures, and programs to ensure compliance with changing requirements.  

• Researches, prepares, and presents management studies, staff reports, and related documents to departmental leadership and City Council. 

• Manages procurement and contract administration for division programs and services, including development of RFPs, vendor selection, contract compliance, insurance requirements, and timely processing of vendor payments. 

• Provides staff assistance to the Deputy Finance Director; completes special projects as assigned; and represents the City at various meetings, workshops, and events. 

• Establishes and maintains appropriate internal controls; directs staff responsible for cash control, accounts receivable, revenue collection, and customer service.

THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 188 FTE) with a proposed FY 2023/24 general fund budget of $40.1M. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Planning; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). THE PUBLIC WORKS DEPARTMENT
The Public Works Department is organized into two Divisions: Field Services/Engineering and Wastewater.  The City has two Deputy Director positions, one that is responsible for Field Services/Engineering and the other that is responsible for Wastewater.  This position would be responsible for the Field Services/Engineering Division of Public Works, with a key emphasis on delivery of the Capital Improvement Program (CIP).  The Field Services section maintains parks, buildings, playing field and medians and keeps streets and trails clean and well-maintained.  Additionally, Field Services coordinates the tree program, cleans beaches and maintains the city’s storm drain system. The Engineering section implements the city’s CIP related to streets, roads, storm drains, facilities and coastal projects.  Additionally, the Engineering section pursues grants, manages consultants, reviews development projects and oversees the construction of the CIP and development within the City’s right of way. 

The Principal Civil Engineer will work under general direction, to direct, manage, supervise the Engineering Division; to perform highly complex professional engineering work; to plan, director, and supervise a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects, to supervise and review the work professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.  

The Public Works Department is supported by 56 Full-Time staff and an operating budget of $21 million, along with FY2023-24 CIP appropriation of $26 million. The Engineering Division has an annual operating budget of $5 million, along with a FY2023-24 CIP appropriation of $18.5 million and is supported by 28 full-time staff. The Principal Civil Engineer reports to the Deputy Director of Public Works.

BASIC EXAMPLE OF DUTIES

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.

• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.
• Prepare a variety of budgets, reports, correspondence, and special studies.

The City of Lincoln is hiring for a seasonal Maintenance Worker II within the Parks and Facilities Division of the Public Works Department.

The Department is looking for an individual with at least three years of responsible experience performing municipal parks maintenance. Course work and training in maintenance, agronomy, horticulture, forestry, natural resource management, electrical, plumbing, carpentry, janitorial or related field is highly desirable.  A successful candidate will have the ability to obtain a Class B Driver’s License within one year of employment.

Under general supervision, this position performs the full array of duties assigned to classes in the Maintenance Worker series including maintenance, construction and equipment operation work in one or more Public Works divisions; occasionally assists in the training of lower-level Maintenance Workers; and performs other related duties as required.

DISTINGUISHING CHARACTERISTICS

The Maintenance Worker II is the journey level class responsible for a wide variety of maintenance and construction tasks. This classification is distinguished from the next higher classification of Senior Maintenance Worker in that the latter performs more complex assignments and lead responsibilities.

SUPERVISION RECEIVED/EXERCISED

The Maintenance Worker II receives general supervision from a Public Works Supervisor. May exercise technical and functional supervision over assigned staff.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

ABOUT THE POSITION

The City of Redwood City Parks, Recreation & Community Services Department invites you to apply for the casual position of Building Attendant. This position requires daytime availability for four-to-six-hour shifts between the hours of 8am and 5pm. A person in this classification will work flexibly, up to 20 hours per week. The Position

This new Urban Landscape Manager will have a primary focus on park capital maintenance projects and all phases of park maintenance contractor service agreements under the direction of the Park Superintendent. Together both of the Urban Landscape Managers will manage park staff and contractors in the care and upkeep of parks, medians, municipal landscape and hardscape, trails and open space. This includes assisting the Park Superintendent with administrative duties, short and long-term planning, organizing and supervising park maintenance operations and functions.
 
Examples of Duties

• Oversee assigned park maintenance capital projects and ensure all purchasing and legal requirements are met.
• Plan, schedule, organize, manage and assign work within sections of the Park Maintenance Division.
• Supervise employees as needed in performing park maintenance activities.
• Assign, train, direct, evaluate and assist in selecting subordinate staff.
• Monitor and prepare employee performance evaluations and plan staff development.
• Determine the needs and direct the development of staff training in work techniques, safety and other work-related matters.
• With assistance from the Park Superintendent, review, mediate and resolve personnel problems, and administer discipline.
• Meet regularly with Park Superintendent to discuss program issues and receive input and/or direction on pertinent issues. When required, develop related recommendations to resolve problems.
• Develop and maintain work productivity measures and direct operational changes.
• Review field activities, confer with staff and direct the corrections of any noted deficiencies or deviations from accepted practices.
• Assigned projects should be completed within approved budget and timeline and any variance need to be communicated to the Superintendent for approval.
• Provide input for operating and capital improvement plan budget development.
• Prepare estimate of maintenance impacts due to park or landscape improvements.
• Monitor expenditures to ensure conformance with the Division’s budget.
• Prepare bid materials, contracts and specifications for the maintenance of City owned landscaped areas.
• Assist with consultants’ selection, contract administration and inspection of the work of contractors.
• Determine the type of work to be done, and the personnel and equipment required to complete the work.
• Coordinate with other departments as needed on assigned capital projects.
• Interpret and communicate appropriate application of policy and operational procedures.
• Confer with staff to review and monitor operations and program implementation.
• Coordinate activities of the Parks and Urban Landscape functions with those of other City units and outside agencies.
• Maintain  records and  prepare  a variety  of  complex  reports  and  memoranda  on  every  aspect  of  the section including maintenance reports on proposed landscape development projects and chemical reports for the County Agricultural Commissioner
• Other related duties as assigned.
