The Department

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. The department is responsible for the City’s major capital projects and infrastructure including streets, street lights, traffic signals, sewer and storm conveyance systems, wastewater treatment plant, pump stations, a major lagoon, and dams and levees. A key player on this team is the Traffic and Lighting Technician. The Position

The Traffic and Lighting Technician performs skilled electrical and mechanical work in the maintenance and repair of traffic control signage, traffic signal equipment, and street lights; and guides the work of and trains other maintenance personnel, and performs related work as required.  Duties may include, but are not limited to, the following:

• Guide and participate in the work of other maintenance personnel.  Ability to set-up work zone safety and prepare traffic control work plans.
• Inspect, install, remove, and repair signal controls and auxiliary equipment such as light standards, control boxes, light fixtures, lamps, and circuitry; diagnose malfunctions; adjust and replace electronic and mechanical components.
• Inspect, install, remove and repair street lights and auxiliary equipment.
• Repair, replace or modify electric and electronic components, controllers, relays, switches, fuses, timers and other parts; design and construct special test equipment for shop testing of electronic components.
• Investigate complaints and reports of signal and traffic light malfunctions; adjust, repair or remove defective equipment; make field repairs of damaged equipment.
• Identify, locate and indicate with appropriate identification markers underground utilities (USA); respond to USA work orders within regulatory requirements; and document services accordingly.
• Be available for standby assignments in accordance with Department policies and procedures.
• Assist in the design of electrical circuits and systems for street lighting and traffic signals.
• Inspect the work of contractors during the course of construction and upon completion.
• Monitor traffic control computer and make adjustments as necessary.

The Traffic and Lighting Technician receives general direction from the Field Maintenance Manager and direct supervision from a Public Works Supervisor or higher level department staff and may exercise technical or functional direction over and provide work review to a Traffic Safety Worker or Maintenance Worker I/II.

DEPARTMENT

The Department of Housing (DOH) is in Belmont, California, and the Housing Authority of the County of San Mateo (HACSM) is a division within DOH. HACSM is 100% federally funded through the U.S. Department of Housing and Urban Development (HUD) and, with an annual budget of over $150 million, administers various Tenant-Based Voucher, Project-Based Voucher, and Permanent Supportive Housing (PSH) programs.  HACSM provides rental assistance to over 5,500 households, including people who are homeless, disabled, foster youth, and veterans. HACSM is one of the original 39 Moving To Work (MTW) agencies, creating activities such as landlord incentives and an affordable housing fund to assist with the costs of affordable housing development.

 

HACSM is a component unit of the County of San Mateo, but a separate entity that utilizes different case management and financial reporting systems from the County. HACSM has separate payroll and benefits from the County of San Mateo.  HACSM employees are not County employees.

The ideal candidate will have the skills and experience to successfully:

• Perform a variety of routine to moderately difficult administrative and clerical support duties for assigned housing programs.

• Provide administrative support to supervisory and program staff.

• Compose and prepare correspondence and distribute correspondence via email, regular mail, or DocuSign.

• Complete a high volume of data entry.

• Provide support for a wide variety of housing program assignments related to wait list management, initial or ongoing eligibility, case management, leasing, and/or other related program functions.

• Provide information and assistance to colleagues, program participants, and the public.

• Communicate effectively orally and in writing.

SALARY & BENEFITS

The annual salary range is $76,564 - $95,586.

Retirement

All permanent HACSM employees are covered under two defined contribution plans: 

• A mandatory participation 403(b) plan that receives contributions from both the employer and employees. For Management employees in the 403(b) plan, the employer contributes 14 percent of salary per pay period. This amount represents the total payment due to the plan on behalf of the employees.

• A 457 Deferred Compensation plan in which employees participate on a voluntary basis. Employee contributions are governed by the 457 Plan description.

 

Paid Leave

• Employees accrue four vacation hours per biweekly pay period during the first five years of continuous service. The accrual rate increases every five years of continued service.  

• Employees accrue 3.7 sick leave hours per biweekly pay period. 

• 13 paid holidays/year. 

• Management employees accrue five (5) hours of administrative leave each pay period. No more than 260 hours of such administrative leave may be accumulated at any one time. On an annual basis, management employees can convert 50 percent of their current administrative leave balance for a cash payment.

• Employee contributions for health, dental, and vision insurance is 12 percent of the Kaiser premium. *Kaiser is the only option for new employees.

• Performs a wide variety of administrative and clerical support tasks essential to the effective and efficient delivery of services for the assigned program(s), requiring knowledge of assigned program operations and regulations.

• Notifies applicants and recipients of programs, processes, procedures, and/or application status; initiates the application and/or recertification process by preparing and sending application/recertification packets, correspondence, and requests for information/verification required to determine eligibility; schedules briefings and appointments for program staff; and updates applicant/participant eligibility within applicable systems.

• Receives and reviews various documents requiring knowledge of assigned program(s), which may include applications, contracts, agreements, correspondence, and periodic reports; reviews for completeness and compliance with program rules and regulations.

• Processes assigned tasks and case actions as directed by Housing Programs Specialists, Housing Inspectors, and/or supervisory staff; performs data entry and updates information in the case management system; within established parameters, verifies eligibility determinations; reviews, generates, and sends correspondence to applicants, participants, and/or landlords related to case action(s).

• Prepares, maintains, verifies, updates, revises, and/or sends out electronic and physical documents, records, reports, files, forms, application packets, and recertification packets; resolves information discrepancies; and enters information into, maintains, monitors, and/or updates documents, databases, online systems, and software. 

• Assist with the new contract process, which includes processing Request for Tenancy Approval (RFTA), conducting rent reasonableness, determining affordability, calculating landlord incentives, and generating and reviewing the Housing Assistance Payments (HAP) contract with lease agreement according to established guidelines.  

• Schedules and coordinates property inspections, working closely with HACSM and contract staff, applicants and/or participants, and property owners/landlords; tracks scheduled inspections and inspection results; performs data entry and maintains inspection records.

• Logs, tracks, maintains, and updates detailed and accurate records for various housing program waitlists; maintains accurate applicant, participant, and property owner records.   

• Explains and interprets regulations, policies, procedures, systems, rules, and responds to inquiries and complaints.  

• Inputs and retrieves data into various HACSM and/or state/federal software applications and database systems; maintains program and/or department-specific systems and databases.  

• Answers incoming telephone calls and e-mails; replies to voicemail and e-mail messages.

• Assembles and reviews data and information for various records and reports.

• Serves as a liaison to HACSM staff, program applicants and participants, stakeholders, and landlords; coordinates and schedules meetings and facilitates completion of required program forms, documents, and contracts.

• Observes and complies with all HACSM and mandated safety rules, regulations, and protocols.

• Performs related duties as required.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Equivalent to completion of the twelfth (12th) grade and two (2) years of experience providing varied clerical and administrative support involving public contact, recordkeeping, data entry, and document production.

Knowledge of:

• General office business and administrative practices.

• Operations, services, programs, policies, procedures, and processes of the assigned program or division.   

• Policies, technical processes, and procedures related to HACSM and assigned programs.

• Principles and practices of sound business communication.

• Record-keeping principles and procedures.

The Position

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

Some additional duties may also include the following:

• Enforce wastewater and stormwater discharge ordinances.
• Conduct on-site inspections of industrial and commercial businesses for compliance with the City’s sanitary sewer and stormwater ordinances.
• Initiate enforcement actions (e.g., issue notices of violation, administrative citations) to persons or businesses in violation of the City’s sanitary sewer and stormwater ordinances.
• Perform field investigations relative to water pollution incidents and/or complaints.
• Collect water samples and perform water quality testing in accordance with established standards and protocols.
• Calibrate and utilize sampling and/or monitoring equipment at appropriate locations; maintain and repair samplers and monitoring equipment.
• Work cooperatively with representatives of other City and County departments to ensure industrial, commercial, and residential conformance with City ordinances.
• Conduct field surveys as necessary to identify the source of or characterize (1) industrial discharges or excessive infiltration and inflow to the City’s sanitary sewer system; and (2) illicit discharges to the City’s storm drain system.
• Keep detailed inspection and follow-up records; maintain organized inspection files and records, both in hard copy and electronic formats.
• Assist with fulfilling wastewater and stormwater regulatory requirements, such as public outreach and education, trash load reduction efforts, and other regulatory requirements, as assigned.
• Measure landfill monitoring well water levels.
• Attend and participate in various technical committees of the San Mateo Countywide Stormwater Pollution Prevention Program.
• Attend workshops and training sessions to maintain job skills that are current with existing, new and changing regulations.
• Organize and participate in litter cleanups as required for Stormwater Permit compliance.
• Purchase required equipment and supplies as needed.
• Present pollution prevention information to various audiences as assigned.
• Work irregular or extended hours as necessary to respond to reports of illicit discharges, collect samples and/or conduct inspections.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college or university with major coursework in civil engineering and two (2) years of professional civil engineering experience in design and construction work at a level equivalent to the City of Berkeley Junior Public Works Engineer classification.

ABOUT THE POSITION

The City of Redwood City Parks, Recreation & Community Services Department is looking for enthusiastic high school students to train and work within our After School Sports Program as a flag football, volleyball, or basketball official. On game days, youth referees will be partnered with experienced officials that will provide training and mentorship. Youth officials will typically work two days a week. Game days and times are Monday through Thursday, from 3:45pm-7pm.

Official’s shirt, whistle, and training resources are provided. All training is provided by the Silicon Valley Sports Officials Association. Training dates will vary based on sport and season and will include classroom and hands-on instruction.

Flag Football and Volleyball Training Season - APPLICATIONS DUE BY AUGUST 1

• Training - Mid-August – September
• League games begin the last week of September – second week of November

Basketball Training Season - APPLICATIONS DUE BY SEPTEMBER 15

• League Games begin the first week of December – third week of March

Typical duties may include, but are not limited to the following:

• Attendance at all training sessions
• Knowledgeable of the rules and regulations of assigned sport program.
• Officiate After School Sports scrimmages and games.
• Exercise sound judgment in addressing behavior problems.
• Establish and maintain a respectful and courteous working relationship with coaches, participants, and parents contacted in the course of work.

A Dance Instructor (Program Specialist) will plan, prepare and instruct recreation activities. Activities may include art, cooking, dance, pre-school program and other program areas. Programs are designed for children ages 4-17 (primarily 5-12) years of age.

Dance programs may include ballet, tap, jazz, hip-hop, ballroom, folkloric, salsa, and rhythmic international styles.

EXAMPLES OF DUTIES (These duties are a general description and are not all inclusive.)

• Develop and submit lesson plans including class content and material needs.
• Lead organized activities to develop and strengthen youth academic, recreational, and social skills.
• Plan lessons and activities so they are appropriate to students with various abilities.
• Ability to requisition supplies and/or purchasing program supplies within City guidelines
• Evaluate and provide constructive feedback on the activities, camps and events
• Conduct creative and safe class meetings; instruct students on the safe and proper use of supplies, tools, and equipment
• Participate in cleaning and maintaining the facilities and equipment
• Interact professionally and appropriately with parents, students and staff
• Communicate with supervisor regarding classroom needs
• Attend staff meetings and trainings
• Perform other duties as assigned

SUPERVISION EXERCISED AND RECEIVED

General supervision is provided by a program coordinator or Recreation Supervisor. The Program Specialist may supervise a part-time aide and/or "counselor in training" in a classroom environment in daily activities.

MINIMUM QUALIFICATIONS

• Must be a minimum of eighteen (18) years of age
• Different program areas will have different skills and knowledge requirements for the position; check with Recreation Supervisor. (For example: 6 ECE unites required for pre-school instructor)
• One school year teaching experience
• At least one year's experience working with children in an academic setting
• Must be willing and able to work days, nights, weekends, and holidays as required

REQUIREMENTS FOR EMPLOYMENT

• Must be able to handle sensitive and/or stressful situations or information with tact, discretion and significant awareness of confidentiality
• Must effectively communicate with adults and children from a variety of cultural backgrounds
• Willingness to comply with suspected child abuse reporting (11166.5 PC)
• Employees are required to be certified in Adult/Child CPR & First Aid from American Red Cross, American Heart Association or supervisor approved equivalent. Employees must be certified within 30 days of hire date or prior to the first day of work, whichever occurs earlier.

While the Associate Engineer may perform other duties as assigned, example assignments include leading the Train Quiet Zone project and managing future stormwater projects for the Green Infrastructure Program.

What You’ll Do

The Associate Engineer will perform professional engineering work in the design, investigation, and construction of public works and related projects; to act as project manager in assigned capital projects; and to do related work as required.

This is the journey level class within the professional engineering series and highly encourages professional engineering license registration. Employees within this class are distinguished from the Assistant Engineer by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Incumbents are expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in the class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Engineer, or when filled from the outside, require prior advanced technical or professional engineering work experience. This position receives direction from higher level engineering staff. It may exercise technical supervision over lower-level staff within the work unit and exercises technical or functional supervision over technical engineering staff.

Depending upon assignment, duties may include, but are not limited to, the following: 

• Design and prepare plans and specifications and cost estimates for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects. 
• Research project design requirements: perform complex calculations and prepare estimates of time and material costs. 
• Design and prepare plans and specifications for the installation of traffic signals, traffic control devices, and street lighting systems. 
• Review field projects being studied, designed, or constructed. 
• Assign routine investigation, design and drafting tasks to technical subordinates, request 
• survey, mapping and data collection; review completed work; assist in the solution of difficult problems. 
• Research publications and industry information sources to remain current with modern developments, principles, and procedures. 
• Develop revised design and construction standards for public works structures and appurtenances. 
• Investigate field problems affecting property owners, contractors, and maintenance operations. Prepare estimates and feasibility reports for new or modified services and structures. 
• Design and maintain spreadsheets and databases on mainframe and personal computers; write and maintain special programs on personal computers. 
• Fully utilize the computerized work systems in accordance with workflow processes. 
• Participate in the planning, checking, review, and processing of plans for private developments affecting city streets, sewers, drains and related public works facilities and ensure that they meet all City-imposed requirements; analyze materials and design data submitted to the City. 
• Prepare special engineering studies and reports. 
• Prepare various applications for state and federal grants. 
• Administer and enforce City Codes and standards on engineering projects. 
• Determine conformance of parcel and subdivision maps and improvement plans to City requirements; maintain status of parcel and subdivision maps. 
• Serve as staff to a variety of City commissions, boards, and committees on public works or traffic engineering matters. 
• Coordinate public works activities with other City departments, divisions, and sections and with outside agencies. 
• May supervise and train professional and technical staff. 
• Provide staff assistance to the Department Head or Division Manager, including special projects, complex project management, reports, prepare staff reports, and represent the City at City Council meetings. 
• Maintain current knowledge of new trends and innovations in the professional fields, participate in professional groups. 
• Research, negotiate, manage select and monitor contracts with vendors. 
• Advise the public or other city staff in processing transactions in the area his/her professional expertise or maneuvering city policies or responds to inquiries and requests by public, departments, press, or other department staff. 
• Develop and/or deliver high level materials, trainings, or presentations widely disseminated to the City or the public. 
• Manage large scale projects that span long time horizons and require high level expertise. Process city transactions.

The City of Brisbane is currently recruiting certified Swim Instructors for our beautiful outdoor aquatic facility. Swim Instructors instruct organized aquatic safety and swim classes with the safety standards and procedures set by the American Red Cross. Swim Instructors may also serve as Lifeguards (if certified), whose duties include patrolling and watching the activities in and around the community swimming pool, enforcing regulations to prevent accidents, and rescuing swimmers in distress. SALARY AND HOURS: $20.61 - $21.64 – $22.73 – $23.87 - $25.06 per hour (Part-time position - No other benefits are offered. Initial appointments are generally made at the first step of this five-step scale). Hours will range from 20-40 hours per week.

The Recreation Specialist is a unique position that is primarily responsible for specific projects or long term projects requiring relevant knowledge and expertise.

EXAMPLES OF DUTIES (This is a general description of duties and is not all-inclusive)

• Coordinate all aspects of a project
• Set up and maintain project files or computer databases as required
• Provide regular project updates including written reports to project leader in a timely manner
• May work independently or in a team environment depending on project requirements
• Provide expertise and support to project leader
• Enforce City policies and procedures
• May be required variable hours including evenings and weekends
• Perform other duties as assigned

SUPERVISION EXERCISED AND RECEIVED

General supervision is provided by the Recreation Supervisor.

MINIMUM QUALIFICATIONS

• Must be at least 18 years of age
• Relevant technical skill, education, experience or expertise
• Ability to establish and maintain productive relations and positive attitude toward others
• Excellent written and verbal skills
• Excellent organizational and supervisory skills, be resourceful, flexible and able to work both alone or as a team member
• Must be reliable and be able to provide transportation

REQUIREMENTS FOR EMPLOYMENT

• Must be able to handle sensitive and/or stressful situations or information with tact, discretion and significant awareness of confidentiality
• Must effectively communicate with adults and children from a variety of cultural backgrounds
• Willingness to comply with suspected child abuse reporting (11166.5 PC)
• Employees are required to be certified in Adult/Child CPR, First Aid, & AED from American Red Cross, American Heart Association or supervisor approved equivalent. Employees must be certified within 30 days of hire date or prior to the first day of work, whichever occurs earlier.
• Fingerprinting and TB test are required
• Must submit verification of legal right to work in the United States as a condition of employment

SELECTION PROCESS

The most highly qualified applicants will be invited to an oral interview. Applicant evaluations may include a written and physical test. Satisfactory candidates will be placed on an eligibility list. Placements are anticipated immediately after the list is established. Some placements may be assigned to emphasize public education as the City's needs require.
