The San Mateo County Libraries are looking for qualified candidates for the position of Contract Administrator I/II.

As a Contract Administrator, you will coordinate and manage the Libraries' contracts systems, working closely with division managers, vendors, and department leadership to ensure smooth and compliant procurement and contracting processes. This includes developing competitive processes; preparing negotiating, monitoring, and amending contracts; managing service provider relationships; developing internal resources to ease procurement processes; and monitoring vendor spending to ensure compliance with the Libraries' procurement policy. 

Working under the direction of the Library Finance Manager, you’ll help advance systemwide initiatives, strengthen vendor partnerships, and support innovative programs that directly impact our communities. DISTINGUISHING CHARACTERISTICS
Contract Administrator I is the entry and first working level class in the Contract Administrator series. Initially, under close supervision, incumbents perform basic contract administration duties while learning County and programmatic policies, procedures, and guidelines. As experience is gained, there is greater independence of action within established guidelines. This class is flexibly staffed with the Contract Administrator II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meets the qualifications of the higher-level class.

Contract Administrator II is the fully experienced, journey-level class in this series, capable of independently performing the full range of contract administration duties. Employees are normally given substantial latitude in determining approach, procedures, systems, and methods in accomplishing the work goals. They make basic programmatic decisions that require the exercise of independent judgment and are responsible for coordinating multiple functions or processes. Incumbents at this level are typically assigned the more complex contracts.

 

The ideal candidate will demonstrate the ability to:

• Support and/or lead complex procurement processes by applying knowledge of spending thresholds and competitive requirements, and County policies.
• Draft clear and comprehensive purchasing documents, including scopes of work, contracts, and amendments.
• Monitor and coordinate workflows for multiple contracts and competitive processes, ensuring timely progress and attention to detail.
• Analyze vendor data, synthesize reports, and identify areas requiring follow-up or escalation.
• Create tools and resources to support staff in adopting policies, including initiatives like the Library’s Small Business First Policy.
• Leverage procurement platforms like Coupa to streamline purchasing, including use of punchouts, write-in tabs, and catalogs.
• Administer purchasing systems by coordinating user access, maintaining system settings, and resolving technical issues.
• Communicate clearly and professionally across teams to provide support, answer questions, and help resolve contract-related issues.
• Apply sound judgment to categorize procurement activity and ensure alignment with applicable policies and procedures.
• Collaborate across teams to support financial system transitions, vendor coordination, and invoice documentation requirements 

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Coordinate the full lifecycle of contract development and amendments in collaboration with division managers, including drafting scopes of work, facilitating formal competitive processes, securing approvals, and maintaining comprehensive contract files.
• Provide technical guidance on procurement requirements and thresholds.
• Ensure compliance with insurance, credentials, service plans, and payment schedules.
• Conduct quarterly vendor monitoring through OFAS report analysis and escalate findings to management.
• Support adoption of Library procurement policies and tools, including Small Business First and Coupa features.
• Serve as Coupa Admin to manage backend settings (e.g., user access, chart of accounts, commodities) and support staff with troubleshooting.
• Monitor contracts and procurement transactions to ensure accuracy, compliance, and timely completion.
• Assist with the transition to invoice automation, including vendor communication and documentation of invoice support.
• Review, authorize, and manage contract payments and invoices.
• Provide training, technical assistance, and consultation to staff and partners.
• Maintain current knowledge of contract and procurement regulations.
• Develop RFPs, competitive solicitations, and agreements in line with organizational goals.
• Represent the Libraries at meetings and committees as needed.
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Knowledge of: 

• Principles and practices of public administration.

• Principles and practices of contract development, negotiation, and monitoring, including budgeting and financial record keeping.

THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 188 FTE) with a proposed FY 2023/24 general fund budget of $40.1M. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Planning; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). Employees are represented by eight bargaining units.

Each year the City Council convenes in advance of the new fiscal year to review and amend as necessary City Council goals, and to develop a list of priorities to be implemented in the upcoming fiscal year to fulfill the goals. In Spring 2023, over the course of three public meetings, the Pacifica City Council undertook a comprehensive strategic planning process instead of its annual goal-setting process. THE PUBLIC WORKS DEPARTMENT
The Public Works Department is organized into two Divisions: Field Services/Engineering and Wastewater.  The City has two Deputy Director positions, one that is responsible for Field Services/Engineering and the other that is responsible for Wastewater.  This position would be responsible for the Field Services/Engineering Division of Public Works, with a key emphasis on delivery of the Capital Improvement Program (CIP).  The Field Services section maintains parks, buildings, playing field and medians and keeps streets and trails clean and well-maintained.  Additionally, Field Services coordinates the tree program, cleans beaches and maintains the city’s storm drain system. The Engineering section implements the city’s CIP related to streets, roads, storm drains, facilities and coastal projects.  Additionally, the Engineering section pursues grants, manages consultants, reviews development projects and oversees the construction of the CIP and development within the City’s right of way. 

The Principal Civil Engineer will work under general direction, to direct, manage, supervise the Engineering Division; to perform highly complex professional engineering work; to plan, director, and supervise a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects, to supervise and review the work professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.  

The Public Works Department is supported by 56 Full-Time staff and an operating budget of $21 million, along with FY2023-24 CIP appropriation of $26 million. The Engineering Division has an annual operating budget of $5 million, along with a FY2023-24 CIP appropriation of $18.5 million and is supported by 28 full-time staff. The Principal Civil Engineer reports to the Deputy Director of Public Works.

BASIC EXAMPLE OF DUTIES

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.

SUPERVISION RECEIVED AND EXERCISED

Position Summary

Under the general direction of the District Engineer, plans, organizes and directs activities of the Engineering Contracts Section of the Engineering Department. Manages the centralization of engineering contract development activities.  Manages implementation of contract administration procedures.  Manages coordination between project managers and District attorneys, insurance advisor, capital and grants staff, Small Business Enterprise staff, state and federal funding oversight agencies, and consultants/contractors.  Manages the preparation and processing of requests for proposals for professional services and invitations for construction bids for District facilities capital improvement projects.   Administers professional services agreements and construction contracts, including verification of consultants and contractors' compliance with certified payroll submissions, prevailing wage requirements and other contract labor rules.  Supervises contract administration staff.  Provides assistance to District Engineer regarding engineering contract matters, budget analysis and cash flow reports, including acting as liaison between District Engineer and District Officers, Heads of District Divisions and the Board of Directors. Facilitates the work of the District Engineer by using discretion, prudence, initiative, and independent judgment. Performs other related duties and special projects as required.

Essential Responsibilities

• Organizes, plans, writes, directs, coordinates reviews and prepares final versions of requests for proposals, formal bids, professional service agreements, purchase agreements, construction contracts, amendments and change orders in adherence to federal, state, local laws and regulations and District procurement policies and guidelines. 
• Reviews contract documents for accuracy, content, timeliness, reasonableness, funding, performance periods, deliverables, and other terms and conditions.
• Provides procurement and contract administration guidance to engineering staff to ensure contract uniformity, and consistency.

• Manages and supervises processing of contract invoices for payments, including checking for accuracy and compliance with contract payment provisions.
• Prepares monthly reports for tracking contract expenditures.  
• Reviews contract budgets and assures that expenditures do not exceed authorized limits.
• Manages and supervises contract compliance activities to ensure that all engineering contracts are in adherence to federal, state, local laws and regulations and District procurement policies and guidelines.
• Manages auditable contract invoice and payment records. 
• Manages processing of change order and amendment requests and assures compliance with District policies, FHWA and FTA guidelines, applicable laws and regulations.
• In coordination with project managers, negotiates and maintains reimbursement rate agreements and any adjustments with consultants.
• Makes recommendation regarding resolution of procurement/contract issues.
• Consults with District attorneys on contract legal issues.
• Attends pre-proposal and pre-bid conferences as needed and explains the District’s contract award procedures and guidelines.
• Organizes proposal evaluation committees, coordinates appropriate committee meetings and reviews, and assists in preparing Board reports.
• Attends District Committee and Board meetings as required.
• Prepares in-house memoranda and written correspondence to consultants and contractors, e.g., notices to proceed, notifications, sole source justification.
• Administers the contracts throughout their duration including the close out process.
• Reviews cost/price analysis as needed.
• Provides supervision and guidance to subordinate staff.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.
• Follows established safe work practices and obey all safety rules.
• Performs other duties as assigned.

Family Camp at Yosemite is located in the Sierras, about 10 miles west of Yosemite National Park. Family Camp is a summer recreational facility run by the City of San Jose. The camp serves 250-300 campers per day. The program is geared for families by providing lodging, meal service, recreation activities and retail operations.

This part time Maintenance Assistant opportunity is with the Destination, Events and Sports Unit (DES) in the Park Division of the Department of Parks, Recreation and Neighborhood Services. 

NOTE: This position requires the part-time Maintenance Assistant to report onsite to the Family Camp Yosemite facility in Groveland, California. On-site living facilities are available during the peak season. May-October 1. A potential schedule for this position could work four days a week during peak season and the remainder of the hours during the off season. Schedule will be determined based on operational needs. This position will provide support to our facilities team and will work with other to seasonal employees during the summer season. During pre and post season this position will support projects and program improvements at camp.

Maintenance Assistants perform a variety of entry level maintenance tasks, including but not limited to:

• Building, grounds, and park maintenance

• Knowledge of the use and care of common hand tools used in maintenance

• Knowledge of landscape maintenance, pest control application and irrigation systems

• Knowledge of and adherence to safe work practices and precautions

• Awareness of the importance of safety in the workplace including the willingness and skills to communicate risks and hazards

• Ability to perform basic arithmetic calculations and make simple measurements

• Ability to perform manual labor

• Ability to lift heavy weights (up to 50 pounds, or heavier weight)

Employees in these positions may be required to work alternate shifts, including weekends, evenings, holidays, overtime, and on-call.

Foster City is seeking a well-qualified individual with strong leadership skills to fill the position of Financial Services Manager. They are responsible for planning, organizing, coordinating, and managing the day-to-day operations of accounts receivable, business license, cash receipts, and utilities. The Financial Services Manager compiles annual City budget and all non-departmental budgets, manages the effective use of division resources to improve organizational productivity and customer service, provides complex and responsible support to the Finance Director in areas of expertise, and performs related work as required.

The position will be an overfill position due to the current incumbent's retirement, pending City Council approval. This position will be filled for training purposes to ensure a smooth transition and continuity of operations allowing the new hire to gain hands-on experience and knowledge before the incumbent's departure. The anticipated start date will be October 2025. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in accounting, finance, business or public administration, or a related.

Experience: Three (3) years of increasingly responsible government finance experience including one (1) year of supervisory experience.

Selection Process
Applications will be reviewed for relevant education, experience, training, and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Public Works Department will make the hiring decision. 

Expected Dates for Examinations (subject to change): 
Oral Panel Interview: In person with an option for virtual if needed on September 3, 2025, and September 4, 2025.
Department Interview: In person only on September 8, 2025, and September 9, 2025.

The Position
Pre-School Aides assist Pre-School Teachers with teaching fundamental cognitive, emotional, social, and physical skills to children three to five years old. Duties may include assisting with planning and leading program activities; interacting, leading, and supervising youth in arts, crafts, games, and sports; performing participant check-in and reception duties; assisting with equipment set-up, take down and housekeeping; chaperoning participants on field trips, opening and closing facilities.
