THE OPPORTUNITY

The City of Pacifica is a beautiful coastal community just south of San Francisco with an exciting opportunity. We are currently hiring for a Maintenance Worker I to fill one vacancy with our Streets Division Teams. Under general supervision, this position will perform semi-skilled maintenance and repairs of City streets, sanitary sewers, storm drains, park and recreation landscaped areas, and other related work.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Perform a variety of semi-skilled maintenance-related duties involving manual labor of facilities, parks, storm drains, streets, etc.
• Repair irrigation systems, tools, recreation, and maintenance equipment
• Operate various motorized equipment such as  a tractor, gang mower, power mower, and other equipment
• Plants, waters, mows, prunes, sprays, and maintains hedges, lawns, trees, flowers and shrubs
• Maintains parks, restrooms, and common spaces. 

Willing to assist in these areas:

• Participates in the construction, maintenance and repair of streets, curbs, gutters, sewers, storm drains, catch basins, barricades, sidewalks, parks, landscaped areas, and recreation equipment and facilities;
• Pours and finishes concrete;
• Operates cleaning equipment;
• Cleans out catch-basins and other storm-related preventive maintenance and removes litter from parks and other facilities;
• Operates compressors and pneumatic tools;
• Operates and makes minor repairs and adjustments to heavy power-driven equipment;
• Constructs forms for and does cement work;
• Performs brick work and building construction and maintenance work;
• Builds retaining walls;
• Repairs irrigation systems, tools, recreation and maintenance equipment; drives a truck, tractor, gang mower, power mower, and other light motorized construction equipment; plants, waters, mows, prunes, sprays and maintains hedges, lawns, trees, flowers and shrubs;
• Applies, tamps and rakes asphalt and related street construction and maintenance tasks;
• Repairs and replaces sewer and storm drainage pipe
• Performs basic carpentry, painting, plumbing and pipe-fitting work;
• Performs excavations and shoring for CCTV and underground utilities
• Performs street traffic control and sign painting which may include inventory,
• Operates storm water pumps
• May assist in purchasing
• Uses computer plotting machine
• Fill potholes in roadway
• Removes sand from roadways
• Welds
• Mows and weeding lawns
• Plants and trims trees and bushes
• Drags and stripes athletic fields;
• Installs and maintains irrigation systems
• Applies herbicides.
• Opens, cleans and sanitizes restrooms
• Empties trash
• Performs other duties as required

The work assignments can vary from field maintenance to the office environment. Incumbents are encouraged to use various software programs and applications for field verification, audits and reports. Our service area is “right sized” for a wide range of field activities. Ideal candidates will be exposed to small maintenance and customer service tasks to complex system improvements and repairs. Water System Operators will be exposed to GIS use and training in addition to regulatory structure and reporting. You will find a supportive atmosphere that will assist in reaching common goals in water distribution and service. Water System Operator I

This is the entry-level class in the Water System Operator classification series. This class is responsible for providing support for assigned water operations and programs. Initially under close supervision, incumbents with basic maintenance experience learn City infrastructure, systems and facilities, use of tools and equipment, and a wide variety of practices and procedures. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

Water System Operator II

This is the journey-level class in the Water System Operator classification series responsible for performing the full range of technical duties required to ensure that City infrastructure, systems, and facilities to which assigned are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of assigned facilities and systems. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Senior Water System Operator in that the latter is responsible for technical and functional supervision of lower-level maintenance staff and for performing the most complex duties assigned to the series.

Senior Water System Operator 

This is the advanced journey-level in the water system operator classification series that performs the most complex duties required to ensure that City infrastructure, systems, and facilities are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of assigned facilities and systems. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment. Positions in this classification rely on experience and judgment to ensure the efficient and effective functioning of the assigned section. The work involves problem-solving of unique issues or increasingly complex problems without precedent and/or structure. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products. This class is distinguished from the chief water operator in that the latter is the full supervisory-level class in the series responsible for organizing, assigning, supervising, and reviewing the work of assigned staff involved in water quality and operations.

The Public Works Department is seeking a highly motivated and results-oriented Street Maintenance Worker I/II for the Street division. Depending on the candidate's qualifications, the vacancy will be filled at either Street Maintenance Worker Level 1 or Level 2. The successful candidate will work at the City’s Municipal Service Center in the Newbury Park area of Thousand Oaks.

Primary responsibilities:

• Breaks and removes concrete using a hydraulic breaker and handwork
• Repair or replace cracked, raised, sunken, or otherwise damaged sidewalks, curbs, and gutters
• Perform skilled and semi-skilled work in the construction, maintenance, repair, and cleaning of streets, curbs, gutters, storm drains, and related structures
• Perform heavy manual labor in the removal, repair, and finish of concrete and asphalt work
• Operate and maintain a variety of maintenance and construction equipment, including hand and power tools, and light, medium, and heavy motorized equipment
• Conduct traffic control when working in traffic areas of the City; install street barricades and cones; direct and control traffic around work sites
• Maintain records of work performed

This is a seasonal, part-time position for the Parks & Grounds division.

Under the general supervision of a Public Works Streets Supervisor or Parks & Grounds Supervisor, and direction of a Maintenance II lead, incumbents in this classification assist with the cleanup and maintenance of City parks, streets, and satellite facilities including buildings, equipment, bus stops, parking lots, trails, flora and landscapes; and perform related work as required.

• Emptying garbage cans.
• Picking up litter and other illegal dumping.

Why Join Our Department?

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. The department is responsible for the City’s major capital projects and infrastructure including streets, street lights, traffic signals, sewer and storm conveyance systems, wastewater treatment plant, pump stations, a major lagoon, and dams and levees. A key player on this team is the Maintenance Worker. You would be joining over 500 people whose mission is to serve the San Mateo community with a collaborative, innovative and professional spirit.

What You'll Do

The Maintenance Worker position may be filled at either the I or II level based on experience. The Maintenance Worker will perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, sewers, storm drains, pump stations, traffic signal and street light equipment, traffic systems, or municipal buildings; and to do related work as required. Some of the duties of this position are as follows:

• Operate construction and maintenance equipment such as backhoes, motorgraders, boom trucks, tractors, vac-all and small sweepers, and skip loaders for a variety of construction and maintenance operations involving streets, sidewalks and gutters, sewer lines, and drainage channels.
• Use concrete cutting and braking equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet cleaner, vac-all, front loader, backhoe, compressor, sandblaster, power wench, boom truck, cc TV unit, main and auxiliary pumps, pneumatic and electro-mechanical controls, diesel power plants, and related equipment and tools.
• Assist pump mechanics to install, repair and modify pump station machinery and control.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck.
• Assist in performing a variety of routine electrical maintenance and repair tasks.
• Assist in trash and debris control activities such as picking up of litter and other street maintenance activities as required or when weather does not permit sweeping operations.
• Fully utilize the computerized work systems in accordance with work flow processes.
• Work cooperatively and effectively with co-workers.

The Department: 

The Department of Public Works (DPW) constructs, maintains and improves various components of the City’s infrastructure and provides quality, cost-effective, timely services to the residents and businesses of Santa Clara. DPW is responsible for a wide variety of programs throughout the City which include implementation of solid waste and urban run-off pollution prevention programs, design, construction management, inspection and maintenance of City streets, bridges, storm drain systems, traffic signal systems, building facilities, fleet, street trees, landscaping and the closed landfill. The Mechanical Maintenance Position is in the Facilities Division of the Public Works Department.

The Position: 

The Mechanical Maintenance Worker is a journey level technical classification. This classification operates, lubricates, cleans, adjusts, and makes repairs to heating, ventilating, refrigeration, emergency generators, solar systems, and other stationary building equipment, and installs and troubleshoots electrical systems up to 480 volts. The Mechanical Maintenance Worker is distinguished from the Mechanical Maintenance Foreman/Forewoman in that the latter is a supervisory position responsible for supervising Mechanical Maintenance Workers and Utility Workers in the maintenance and repair of the mechanical equipment found in City buildings.

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Graduation from high school or possession of a GED

Minimum Experience Requirements: 

Two (2) years of experience in the maintenance, operation, installation and troubleshooting of diesel and gas engines, centralized heating, ventilation, emergency generators and air conditioning units, related mechanical equipment and electrical systems (up to 480 volts) found in heavy duty machinery or large buildings, such as manufacturing plants, office buildings, or public buildings.

Acceptable Substitution: 

None. 

License/Certifications: 

• Possession of a valid Class C California driver's license is required at time of appointment and for the duration of employment.
• California State issued Forklift Certification by the end of the probationary period.
• HVAC/Refrigerant certification required at time of appointment and for the duration of employment.

Desirable Qualifications: 

Experience with building management systems, such as Direct Digital Control (DDC), Variable Air Volume (VAV), and other related electrical control systems is desirable.

• May be required to work odd and unusual hours in the performance of duties and in emergency situations.
• Must be able to perform all of the essential functions of the job assignment.

EXAMPLES OF DUTIES

• Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures.
• Attend Development Review Committee meetings on designated entitlement projects and present and coordinate Engineering issues with other City departments.

EXPERIENCE AND TRAINING
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

• Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field. 
• Three (3) years of civil engineering experience, including one year of lead responsibility. 
• Registered as a licensed Professional Civil Engineer in the State of California.
• Possession of a valid driver license and a satisfactory driving record throughout employment.

The City is seeking a Maintenance Operations Supervisor to oversee the maintenance and operations of the City streets, storm water systems, sidewalks, facilities and building systems, plumbing and irrigation, landscaping, and parks within the Operations+ Environmental Services Division of the Public Works Department. This is a full supervisory-level class in the Maintenance series that exercises independent judgment on diverse and specialized maintenance and repair functions with accountability and ongoing decision-making responsibilities associated with the work.

The Maintenance Operations Supervisor is responsible for leading, planning, organizing, supervising, reviewing, and evaluating the work of the Maintenance team.                              SELECTION PROCESS: 

• Applications will be evaluated based on education, training, and experience as it relates to the position
• Candidates who possess the best combination of qualifications will be evaluated by their responses to the supplemental questions. During the assessment process, the rater(s) will not have access to your name, application or resume. You are solely evaluated on your supplemental responses, so please be detailed as possible. 
• The eligibility list for hire will be determined by the supplemental questions. 
• Additional testing such a written, oral panel interviews, and department level interviews may occur.
• Applicants seeking Veteran’s Preference must submit form DD214 with application.

*ALL OFFERS OF EMPLOYMENT ARE CONTINGENT UPON THE FOLLOWING:

• Passing a background investigation
• Passing a pre-employment physical and/or drug screen, if applicable 
• Providing (3) professional references, including (1) direct supervisor
• Providing copies of degree(s), training certifications/licenses listed on application/resume
• 5-year Verification of employment
