The Position

Under general supervision, receives assignment to specific functional areas; performs duties and assignments that may overlap depending on the operational needs of the department and staffing levels; performs skilled maintenance, repair and construction work in the completion of assigned activities and operations of assigned division including streets, traffic signals, street lights, recreation facilities, landscaped areas, collection systems, and other public facility maintenance; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to assigned area of responsibility.

 

SPECIAL PAY INCENTIVES:

• POST CERTIFICATE PAY – Additional 2% pay for Basic POST, 5% for Intermediate POST, and 5% for Advanced POST certificates
• SPECIAL ASSIGNMENT PAY – 5% additional pay for special assignments
• LONGEVITY PAY – 3% at 5 years and 6% at 10 years of service
• Up to $10,000 in student loan forgiveness

THE DEPARTMENT: The Suisun City Police Department is a progressive and proactive law enforcement agency. As a result of its proximity to neighboring jurisdictions, the employees of the Suisun City Police Department remain extremely busy as they address the needs of the community.

THE POSITION: Under general supervision of a Police Sergeant or other supervisory/management staff, performs a variety of duties related to the protection of public health, safety, and welfare and the enforcement of applicable federal, state, and local laws; provides traffic enforcement and control; and carries out special assignments in a particular phase of police work. The Police Officer is an entry/journey level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities. New incumbents may have limited related experience but are expected to learn the full range of duties and responsibilities, perform duties with minimal direct supervision, and exercise sound judgment and discretion in making decisions.

ESSENTIAL JOB FUNCTIONS

• Patrols assigned areas of the City to preserve law and order, discover and prevent commission of crimes, and enforce traffic and other laws and ordinances; maintains awareness of and remains alert for wanted suspects, known criminals, stolen vehicles, missing persons, traffic violators, and crimes in progress; makes arrests; issues warnings and citations.
• Responds to calls for the protection of life and property, the enforcement of laws and ordinances, general public service calls, and complaints including those involving automobile accidents, traffic hazards, misdemeanor and felony incidents, domestic disturbances, health code and local ordinance violations, property control, civil complaints, and related incidents; responds to and provides assistance at a variety of public service type calls that are non-criminal in nature.
• Conducts initial and follow-up investigations at scenes of incidents to which summoned or observed; determines what, if any, crime has been committed; collects, preserves, processes, photographs, and books evidence; locates and interviews victims and witnesses; identifies and interrogates suspects. • Prepares and serves search and arrest warrants; apprehends and arrests offenders for crimes committed under federal, state, and local laws and codes; controls and mitigates people under the influence of drugs or alcohol or other potentially hostile situations.
• Directs traffic at special events or emergency situations; provides traffic and crowd control at community and emergency events.

The City of Newark is seeking an experienced, detail-oriented, and highly professional City Clerk to lead and manage the operations of the City Clerk’s Office. This key leadership position is responsible for maintaining the integrity of the City’s official records, ensuring transparency in local government, and safeguarding public information.

Under the direction of the Water Quality Supervisor in the Environmental Compliance Division, the Assistant/Associate Environmental Compliance Analyst (Analyst) plays a critical role in protecting the City’s drinking water supply. This position is primarily responsible for developing and administering the City’s Cross Connection Control Program while ensuring compliance with all applicable federal, state, and local regulations.

We are seeking a collaborative self-starter to handle a range of responsibilities with competence and professionalism. The Analyst should demonstrate discretion and independent judgment, possess strong organizational skills, and have a proven ability to meet strict deadlines. The role requires handling sensitive issues with care and having excellent communication and interpersonal skills while working with the public, regulators, other City departments and other municipal agencies.

With additional experience, the Analyst may also provide analytic, technical, programmatic, and administrative support to a broader range of responsibilities within the Environmental Compliance Division, including other drinking water-related regulations, stormwater quality compliance and wastewater pretreatment.

The position will be filled at the Assistant or Associate Analyst level, depending on relevant prior education and work experience.

What You’ll Do

The Senior Program Assistant performs a variety of complex clerical and technical functions in support of programs at the assigned facility.  Depending upon assignment, duties may include, but are not limited to, the following:

• Coordinate a variety of tasks associated with the delivery of services under programs at the assigned facility.
• Coordinate facility booking, scheduling and rental processes.
• Assist in providing for the safety, maintenance and security of program participants, staff, equipment and facilities.

• May provide lead direction to other support staff.
• Enter data and information in the preparation of reports, correspondence, forms and other documents.
• Perform a variety of general clerical duties, including: filing; billing; recording information in office records; photocopying; processing of mail; and answering telephones.

What You’ll Do
The Development Review Technician I/II/Senior performs a wide variety of technical, paraprofessional support, and customer service duties related to building permits and development or planning applications; serves the public at the Community Development Department Permit Center; and performs other related work as required. 

Development Review Technician I - This is the entry level class in the Development Review Technician series that allows the employee to develop journey-level knowledge and skills. Positions in this class typically have little or no directly related work experience. The Development Review Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned. Employees are expected to demonstrate proficiency and advance to the Development Review Technician II classification. Development Review Technician I receives immediate supervision from the Permit Center Supervisor or higher-level department personnel and may receive training and guidance from a Development Review Technician II or Senior Development Review Technician.

Development Review Technician II - This is the journey level class in the Development Review Technician series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. They may assist with training of employees in the Development Review Technician I classifications and perform more difficult and complex duties. The Development Review Technician II receives general supervision from the Permit Center Supervisor or higher-level department personnel and may receive technical and functional lead direction from a Senior Development Review Technician. May provide training and guidance to Development Review Technician I.

Senior Development Review Technician – This is the advanced journey level in the Development Review Technician series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and complex duties and serve as a lead worker to employees in the Development Review Technician I and Development Review Technician II classifications. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility. Senior Development Review Technician receives direction from the Permit Center Supervisor or higher-level department personnel. Serves as a lead worker over Development Review Technicians I/II.

The Senior Development Review Technician is a flexibly staffed classification, and positions are generally filled by advancement from the journey level class of Development Review Technician II through a competitive process, or, when filled from the outside, require prior and advance development review or permit technician work experience.

Depending upon assignment, duties may include, but are not limited to, the following: 

Development Review Technician I/II 

• Assist the public at the Permit Center, provide customer service in person, by phone or by email regarding building and development review submittal/application requirements, including but not limited to applicable fees, plan review, permitting, inspection processes and project status. 
• Screen and review building permit and development review applications for completeness; enter permit data into permitting software database; route plans and specifications to all applicable City departments and/or outside agencies for review, track plan review process 
• Compile building permit and related data as directed, prepare various reports. Review and issue permits for minor applications for conformance with ordinances, applicable state law and department's standards, policies, and guidelines. 
• Calculate various fees, prepare fee estimates and apply fees to permits or other development review billings. 
• Approve and issue over-the-counter permits. 
• Build and maintain positive working relationships with co-workers, other City employees and the public using practical principles of good customer service. 
• Foster an environment that embraces diversity, integrity, trust, and respect. 
• Be an integral team player, which involves flexibility, cooperation, and communication. 
• Perform related duties as assigned.

Senior Development Review Technician 
In addition to the duties listed above, duties may include the following: 

• Plan, prioritize, and review the work of staff assigned to a variety of development review support duties. 
• Assist the general public with questions regarding building and development review/permit requirements. 
• Accept building permit and development review applications, act as lead on complicated plan check input and questions. 
• Participate in evaluating the activities of staff, recommending improvements and modifications. 
• Coordinate and prepare counter coverage and daily/weekly task rotation schedules. 
• Provide and coordinate staff training; work with employees to correct deficiencies. 
• Compile building related data as directed; prepare various reports.
