Under direction, provides clerical and administrative support to a department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments. On occasion, work may involve confidential issues and thus needs to be handled accordingly. May also perform related work as assigned.  Incumbents in this classification perform administrative, technical and analytical duties within assigned program or functional area(s) of a City department.

CLASS CHARACTERISITICS:

This is the lead-level class in the Administrative Assistant series. Under general supervision, may provide lead direction and training to a small group of Administrative Assistants and Office Specialists; provides difficult and/or specialized office support to a designated department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments; and performs related work as assigned. This position is distinguished from the Administrative Assistant II class by the high degree of independence, level of responsibility, the greater complexity of assignments received, and its possible supervisory nature. Incumbents exercise a high degree of responsibility for administrative research and analysis and provide recommendations to department heads, section supervisors and/or supervisory and professional staff within a variety of City departments.

EXAMPLES OF DUTIES (illustrative only):

• May provide lead direction, training and review of work of those in the Office Specialist and Administrative Assistant series.
• Coordinates purchasing and supply ordering activities; contacts vendors; obtains the best terms and prices; arranges for delivery; and processes paperwork for payment.
• Arranges for the maintenance and repair of facilities and equipment; follows up to ensure that repairs have been completed.
• Prepares policies and procedures for department use; disseminates such procedures and instructs others in their use.
• Coordinates the issuance of permits for use of various City facilities; may arrange for staff coverage for specified events.
• Interprets departmental and/or program rules, policies, and procedures for others; recommends improvements to policies and procedures.
• Prepares a variety of written reports and correspondence regarding department or program activities, policies, procedures and/or services; maintains records and files.
• May assist in the development and administration of the annual program and/or departmental budget; analyzes requests and prepares cost figures; determines the reason for variances.
• May provide general administrative support to departmental and/or program staff in such areas as payroll, contract administration, and production and distributions of written and promotional materials.
• May attend a variety of meetings with City staff, contractors, vendors, representatives of other governmental and/or regulatory agencies and the public, to identify, discuss and/or resolve problems.
• May attend and participate in professional group meetings to maintain knowledge of developing trends and/or innovations in assigned program area.
• Participates in various studies by collecting, monitoring, and analyzing data; performs analysis of issues affecting program; assists in developing recommendations, improvements, and/or modifications to policies and procedures to enhance program and administrative effectiveness.

Licenses/Certifications:

THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.  

IDEAL CANDIDATE

The Human Resources Department has one (1) vacancy to be filled at either the Human Resources Operation Manager or Principal Human Resources Analyst classification.

The ideal candidate will bring extensive experience in labor relations, collective bargaining, contract negotiations, and employee relations, including grievance response, workplace investigations, performance management, and providing guidance and coaching to supervisors and managers.  Experience with benefits administration, day-to-day payroll functions, and local government operations is highly desirable.  The successful candidate will be results-driven, adaptable, and customer-service orientated, with the ability to excel in a highly autonomous environment and effectively support eight bargaining units.

Incorporated in 1927, Menlo Park is a General Law city operating under a Council-Manager form of government. THE POSITION

The Human Resources Manager is a key management position at the City. This individual plans, manages, and oversees the daily functions, operations, and activities of Human Resources, working collaboratively with the Administrative Services Director and management staff across the City. It is essential that this position is responsive to all customers and takes a proactive approach to building relationships throughout the organization, recognizing the value and unique contributions made by each and every employee. The Transportation Services Manager (Parking Manager I/II)  reports to the Parking and Downtown Operations Division Manager and is responsible for overseeing the operations, administration, and strategic management of eight (8) parking garages and six (6) surface lots comprising of approximately 7,300 parking spaces, primarily located in Downtown San José. The position also oversees approximately 2,500 on-street parking meters citywide and plays a key role in the development and implementation of parking and curb management policies, operational procedures, and infrastructure and technology improvements. Responsibilities include managing parking operations and technology systems, supporting mobility and access initiatives, coordinating maintenance and capital improvement efforts, and advancing curb space management strategies to balance parking demand, transportation needs, and downtown economic activity.
 
The Transportation Services Manager (Parking Manager I/II)  oversees a team of eleven (11) which include two (2) direct reports -- a Parking and Ground Transportation Administrator and a Sr. Analyst. 
 
One of the primary focuses of this position is to manage and lead a team that works directly with Downtown businesses and residences, community groups and associations, Council Offices, the Downtown Parking Board, the Convention Center and Cultural Facilities operator and City departments to deliver off-street and on-street parking services. 
 
Under direction, the position performs professional, analytical and administrative work of considerable difficulty in developing, implementing and managing agreements and contracts that involve off-street and on-street parking operations. Projects currently underway include major facade and elevator modernization improvements, analysis of the off street parking security program, developing capacity and usage trends for each parking 
facility and on-street meter zones, administration and development of parking agreements to spur downtown development or office leasing activity.   
 
The successful candidate for this position will be expected to achieve results, lead continuous improvement efforts and ensure that the operations of the off-street and on-street parking program are consistently managed and maintained to provide the highest level of customer service, minimize program costs, and maximize cash flow to the City. 
 
This position is responsible for leading and managing the Off-Street Parking and On-Street Parking meters and curb management in the Department of Transportation. Principal areas of responsibility include the following:
