THE POSITION

• Perform technical level administrative duties in support of the City’s Below Market-Rate (BMR) Housing Program
• Research, collect, and analyze data and prepare draft reports related to the City’s BMR Program
• Create and manage workflows and administrative procedures for annual compliance monitoring of the City’s BMR portfolio
• Conduct BMR unit transactions, including BMR sales and re-sales, refinances and loan payoffs, and leasing of BMR/affordable housing rental units, in collaboration with City’s contracted BMR real estate agent and/or property managers of BMR/affordable housing properties
• Provide technical assistance on BMR program issues to Housing Division management and to property managers and tenants/owners of BMR housing
• Interpret City policies, procedures, laws, and regulations in response to public inquiries and complaints about BMR and affordable housing

The City of San Bruno is seeking one Senior Civil Engineer and one Associate Civil Engineer within the Engineering Section of the Public Works Department.   

The Senior Civil Engineer will plan, organize, direct and supervise the work of staff involved in complex, professional engineering work in support of a wide range of complex Public Works projects and initiatives; direct the work of subordinate professional, sub- or paraprofessional, journey-level class and technical engineering staff; assist in the administration and supervision of the Engineering Section.

Senior Civil Engineer duties and responsibilities:

• Recommend and assist in the implementation of goals and objectives; establish schedules and methods for Public Works; implement policies and procedures.
• Plan, prioritize, assign, supervise and review the work of staff assigned to Public Works.
• Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities. 
• Act as project manager for major capital improvements projects, which includes contract administration; project schedule coordination; manage the work of consultants and staff; coordinate the work of consultants, utilities, staff, other public agencies, elected officials, and the public; communicate with the consultants, staff, public, other agencies, and elected officials; ensure quality control of the project, including conducting field inspections; prepare and present a variety of reports and studies. 
• Plan, coordinate, and supervise responsible engineering work in connection with municipal Public Works projects; manage the design and preparation of plans, specifications, and cost estimates for the construction of streets, storm drains, signals, parks, sanitary sewer system, building and other improvements; make feasibility and economic studies of alternative plans.
• Supervise, plan, organize, and direct the activities of an assigned staff; assign, review and evaluate the work of assigned staff for accuracy, suitability, and completeness.
• Supervise staff reviewing a wide variety of engineering projects, including planning and studies; conduct surveys; investigate complaints; and present written and oral reports to elected and appointed officials. 
• Assist in evaluating the need for, and developing plans and schedules for long-range engineering and public works projects. 
• Participate in the development of capital improvement projects for compliance with City specifications; resolves disputes between the City and developers, contractors, engineers and the general public relative to City policies, specifications, regulations, procedures and extra work.
• Decide on design procedures and interpret the application of design criteria; check plans and specification for accuracy of design and completeness.
• Interpret and apply relevant codes, ordinances, rules and regulations.
• Direct and manage the inspection of public works and land development projects for conformance to established plans and specifications. 
• Provide continuing technical assistance to staff; supervises and participates in the work of lower-level engineering staff in preparation of project plans, agreements, specifications, cost estimates and contract administration for capital projects.
• Assist in the preparation, coordination and control of the operating and capital improvement budgets; assist in evaluating the need for and developing plans and schedules for long-range Public Works projects. 
• Coordinate projects with other departments, divisions, sections, or teams, consultants, developers and/or property owners; give presentations to elected and appointed officials; respond to citizen inquiries and complaints and takes appropriate action.
• Track new or pending regulatory requirements that affect the Public Works Department and provides support to meet these requirements (e.g., nonpoint and point discharge, drinking water quality, water conservation, air, and groundwater contamination).
• Monitor inter-governmental actions affecting Public Works.

The Associate Civil Engineer will perform complex engineering work in the provision of office and engineering support and field engineering support for environmental, water, sewer, street, and other Public Works projects and programs ensuring technical competence and compliance with all current codes and criteria as required; will
to serve as a Project Manager in the Engineering Section.

Associate Civil Engineer duties and responsibilities:

• Review private project development plans for compliance with codes, regulations, standards, and compliance with approved City master plans.
• Evaluate transportation, traffic and other public works related impacts related to private projects.
• Make recommendations for conditions of approval. 
• Provides technical engineering information to other City staff, agencies, engineers, consultants, contractors and the public. 
• Serve as technical lead for design efforts, projects, and engineering review. 
• Serve as engineer of record for designs.
• Coordinate and/or undertake the development of the City Transportation Improvement Program (T.I.P.), Comprehensive Plan, Comprehensive Water Plan, the Capital Improvement Program (C.I.P.), Pavement Management System and other programs involving the municipal infrastructure.
• Determine and apply applicable codes, regulations, and requirements for assigned projects.
• Develop project scope and selection criteria and manage consultant selection process if one is utilized.
• Coordinate the preparation of, or develops, engineering plans, specifications, and estimates for complex public works projects.

• Coordinate required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria. 

• Provide project management for the construction of the municipal public works projects. 

• Inspect and oversee assigned projects to ensure contractor compliance with contract documents, schedules, and budget parameters for the project. 

• Assure accurate as-built records of projects, and coordinates warranty and training issues for a smooth transition to the operation and maintenance programs.
• Coordinate the preparation of, or develops, reviews and updates the sanitary sewer, water, storm drainage, and street system maps, databases and comprehensive plans.
• Manage the engineering library and infrastructure records. 
• Maintain and update city subdivision and public works standards.
• Respond to public or other inquiries relative to engineering policies and procedures on specific projects and other information. Evaluate issues and options regarding municipal public works and makes recommendations.
• Issue and administer utility permits, street use permits, franchise utility permits, etc.
• Maintain regular contact with consulting engineers, construction project engineers, city, County, State and Federal agencies, professional and technical groups ante the general public regarding division activities and services. 
• Prepare and administers grant applications.
• Prepare traffic, utility and other studies and reports.
• Write memoranda, prepares reports, and make presentations to Planning Commission, Complete Streets Committee, City Council and other bodies as necessary.
• Perform and assist in survey work. 
• Provide engineering support for other city departments.
• Coordinate sidewalk inspection, maintenance and enforcement. 
• Monitor inter-governmental actions affecting public works.
• Assist in the training of other city personnel in public works design and construction techniques.
• May serve on and/or provide technical and support staff assistance to various City commissions and task forces.

EDUCATION/EXPERIENCE

• Junior Engineer is the entry level engineer classification. The position requires a BS degree in Civil Engineering and does not require any formal work experience or engineering certification.
   
• Assistant Engineer is the initial classification in the engineering job class series requiring EIT and two years of Junior Engineer level experience (a master’s degree shall count for 1 year of post degree engineering experience).

LICENSES

• Assistant Engineer requires an Engineer in Training (EIT) certification.

DEFINITION

Under the direction of the Chief Building Supervisor/Building Official or their designee, the Building Permit Technician performs technical, clerical, and customer service work related to the intake, routing, tracking, and issuance of permits and coordination of inspection scheduling. The Building Permit Technician serves as a key point of contact for applicants, staff, and the public, ensuring accurate intake, digital processing, and efficient communication throughout the permit lifecycle. This position requires knowledge of building permit procedures, plan routing systems, and municipal permitting processes. Perform other related duties as assigned.

EXAMPLES OF DUTIES

Assist customers with navigating the City’s online permitting tools and resources; support permit applicants with creating accounts, uploading documents, and requesting inspections; perform intake review of permit applications for completeness;  check applications for compliance with submittal requirements  accurately assign work types, scopes of work, and required inspections using standardized intake protocols; assign required inspections based on established scope-of-work logic tables when system automation is unavailable; use the City’s permit tracking software to route applications and documents to appropriate departments; track the status of permits, reviews, and inspections; respond to applicant inquiries about permit status;  communicate clearly with the public, contractors, developers, and staff regarding permit status, corrections, and fees; maintain digital records and ensure proper filing of supporting documents;  generate and track digital invoices for plan check and permit fees; monitor payment status through the online portal;  use digital tools and plan data to calculate permit fees based on square footage, valuation, or standardized tables; verify completeness of digital plan submittals and assist with document labeling and version control for online plan review;  respond to applicant questions submitted through the online portal regarding permit status, corrections, or document requirements; provide administrative support including scheduling inspections; maintain permit logs and generate reports; interpret and explain basic code requirements, permit processes, and department procedures to the public; participate in transition to digital workflows and assist with system improvements through the City’s ERP/ELP vendor as directed; participate in testing and feedback of new digital permitting tools and process improvements; advise applicants on Construction & Demolition (C&D) deposit requirements and compliance procedures at the time of permit intake; collect and log C&D deposit forms and fees in coordination with applicable project scopes; track C&D compliance documentation and assist with refund eligibility checks using the City’s digital permit system; provide general guidance on C&D recycling requirements and maintain reference materials for applicants.

MINIMUM QUALIFICATIONS

Knowledge of: 

Building, zoning, and municipal codes as they relate to the permit process. Permit application procedures and records management. Use of modern permitting systems and digital tools to support permit processing and communication. Construction terminology and plan reading basics. Effective communication and customer service principles .  Basic procedures related to Construction & Demolition deposit processing and compliance tracking. Inspection types and associated scopes of work as outlined in departmental logic tables or permit intake protocols. Plan submittal requirements and digital document management practices for online plan review. Methods for calculating fees based on square footage, use type, valuation, or occupancy.

Ability to: 

Learn and operate the City’s digital permitting platform with accuracy read and interpret basic construction plans and documents; apply City policies and procedures related to permits and inspections; accurately collect and record data and fees. Communicate effectively with the public and staff, both orally and in writing; maintain professionalism while handling sensitive or challenging customer interactions’ organize and prioritize work in a fast-paced environment; adapt to evolving technologies in permit tracking and electronic plan review; coordinate C&D documentation during permit intake and assist with compliance-related communication; apply internal inspection assignment logic to accurately select required inspections during permit setup; assist with applicant questions submitted through digital platforms; support document formatting, tracking, and version control for digital plan review. Experience: 

One year of administrative or customer service experience in a construction, permit, or planning environment.

License: Possession of a valid Class C California Driver’s License and an acceptable driving record. International Code of Council (ICC) Building Permit Technician certification is desirable.

ABOUT MARY SILVEIRA CHILDREN'S CENTER

Mary Silveira Children's Center is located on campus at Mary Silveira Elementary School and serves the Miller Creek School District.  This is a year-round program, providing after-school care during the school year and transforming into a fun-filled summer camp during the summer months.  Work with an awesome team of instructors, support children and families, and make a lasting impact in our community. 

THE POSITION

The Childcare Division is seeking a full-time Child Care Instructor I/II to join our dynamic after school team, dedicated to making a positive impact in the lives of young children.  We're looking for an enthusiastic and experienced individual who is passionate about childhood development and creating a safe, supportive, and enriching environment where children can thrive.  

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to - view the full job spec HERE)

• Deal effectively with children and act as appropriate adult role model.
• Plan and implement curriculum based on principles of child development.
• Establish and maintain positive working relationships.  Work cooperatively to achieve program goals.
• Interact and communicate effectively, both verbally and in writing, with children, parents, staff, host school and community members.
• Manage time, actives and resources effectively.

EDUCATION and/or EXPERIENCE

Child Care Instructor I:

• Completion of a minimum of  six (6) units of Early Child Education (ECE) courses and currently working toward the completion of twelve (12) units of ECE courses.
• Six (6) months working with children.
• AA in recreation, education, or related field preferred

Child Care Instructor II:

• Completion of twelve (12) Early Childhood Education (ECE) courses.
• One (1) year working with children in a group setting.
• B.A. in recreation, education, or related field preferred.

SPECIAL REQUIREMENTS

• Possession of a valid California Driver's License preferred
