The County of Yuba is recruiting for both Extra-Help and Full-Time Juvenile Corrections Officers I/II, in an effort to fill current vacancies and expand staffing levels. These positions are located on the Tri-County Youth Rehabilitation Campus which falls under the Juvenile Institutions Division of the Yuba County Probation Department.  The primary responsibilities of this flexibly staffed position are to: provide care, custody, supervision, and control of youth housed in the secured detention facilities while they are pending legal action or serving a post adjudication commitment; ensure and sustain a safe and secure environment for youth; and coordinate counseling and behavior modification activities associated with the operation of the facilities.

About Detention Services & Yuba County:

Our Department believes people can change and we can be instrumental in supporting that change.  We are  a small workplace family that supports one another to accomplish our mission and allow our team members to live full lives outside the workplace. Our Campus provides youth detention services to the communities of Yuba, Sutter, and Colusa Counties as well as several contract counties through our Camp Singer program.  We operate 24 hours a day, 365 days per year, and includes the Tri-County Juvenile Hall, Secure Housing Unit, and Maxine Singer Youth Guidance Center (Camp Singer), under a Joint Powers Agreement between the three counties. Our Department is the administrative agency responsible for the management and daily operation of the facility. The shared goal of facility staff is to provide youth with support and tools that will assist them with successfully reintegrating back into the community.  Staff are provided with state mandated relevant training, which includes youth trauma; crisis management; cultural competence; mental health awareness; sexual abuse and harassment; and proper use of force.

Glenn County is recruiting an individual to fill a full time position in the Public Works Agency. The Public Works Maintenance Worker I/II/III position performs a variety of semi-skilled and skilled labor in the construction, maintenance and repair of County roads, bridges, and other related structures, and in various traffic control maintenance and  repair activities of the Public Works Agency; operates a variety of construction, maintenance and transportation equipment as necessary to complete daily tasks at the Glenn County Public Works Agency. HCD is recruiting for a Housing and Community Development Specialist II/III position. Reporting to the HCD Deputy Director of Real Estate Development and Asset Management, the Housing and Community Development Specialist II/III positions will engage in a variety of functions aimed at increasing the supply of affordable housing throughout San Mateo County and forging partnerships to address critical housing needs. The ideal candidate for this position has broad experience with real estate development principles and specific experience with affordable housing development, finance, and policy. The ideal candidate will have worked directly on affordable housing developments from the acquisition and predevelopment phases through construction and permanent phases as a development professional, lending and finance professional, or design professional in either the private or public sector. An ideal candidate will be able to develop and review proformas and financial reports related to the development of typical affordable housing developments. Experience analyzing potential development sites for competitiveness for various local, state and federal affordable housing funding programs is essential.

Examples Of Duties

The County Real Estate Development Team’s HCD Specialist's programmatic support duties may include, but are not limited to:

• Assist with all phases of development, including initial financial feasibility analysis, proformas, overseeing design development, securing all necessary financing, procuring and contracting with all third-party consultants, and overseeing construction efforts and timeline for the development of affordable and workforce housing on County-owned land.
• Efficiently manage tasks necessary to obtain entitlements, including neighborhood design meetings, submission of entitlement applications, attendance at public hearings, and ongoing coordination of the project design team.
• Assist with accessing financing for affordable housing, such as Low-Income Housing Tax Credits, Home Investment Partnership Program (HOME), Community Development Block Grant (CDBG), and other local, state, and federal financial sources.
• Perform site inspections and due diligence, evaluating and highlighting opportunities and risks.
• Organize, negotiate, coordinate, document, and facilitate project partnerships and land escrow closings.
• Assist with developing and managing Requests for Proposals (RFPs) or Requests for Qualifications (RFQs) for co-developers and members of the development team.
• Initiate and maintain ongoing relationships with County of San Mateo stakeholders and the larger community.
• Research guidelines and regulations related to the development of housing on public land.
• Identify and research innovative financing models for the development of mixed-income housing and housing for public-sector employees.

The Yuba County Probation is currently recruiting for the position of Deputy Probation Officer I/II.  Under general supervision, Deputy Probation Officers perform a variety of professional adult and juvenile probation duties related to case management, field monitoring and investigation, probation supervision, mediation, intake and other programs; coordinates probation activities with those of the Superior Court; ensures compliance with court ordered probation conditions through counseling; coordinates community resources to assist probationers to successfully complete the terms of probation; and performs related work as required. This classification is a flexibly staffed position in the protective services category in the professional Probation Officer series. As experience accrues, the incumbent performs with increasing independence and becomes a candidate for promotion after gaining experience and demonstrating proficiency, which meet the qualifications of the higher-level class and successful completion of the Probation Officer Core curriculum approved by the Standards of Training and Corrections.

Examples of Duties:

• Provide direct field supervision of clients including home, employment and school visits, weapons and contraband searches and chemical testing; ensure that conditions of probation are being complied with.
• Interview, investigate, verify and compile information and prepare reports regarding the personal, social, educational, financial, vocational, health and/or prior criminal history of probationers referred by law enforcement agencies, Court officials and social service, out-of-home placement agencies or juvenile support agencies; explain conditions of probation; prepare and explain goals to be achieved during probationary period; develop and present recommendations for case management upon intake or for actions in the event of violation of probation.

About Yuba County Probation Services:

The principal mandated tasks accomplished by Adult and Juvenile Probation Services are the preparation of investigative reports and sentencing recommendations for the Courts on criminal, diversion and probation actions, and the supervision of adult and at risk youth granted formal probation. Probation Officers also supervise clients released on Post Release Community Supervision and pursuant to Section 1170(h) of the Penal Code. Probation manages a variety of specialized adult and youth program elements. The adult programs include Drug Court, a pre-trial risk assessment unit, and a wide array of rehabilitative programming at the Yuba County T.E.A.M. Center. The ideal candidate will be able to develop and manage systems for documenting loan and sponsor health, including risk rating systems. The ideal candidate has experience reviewing typical affordable housing financial statements for the purpose of determining property performance and calculation of net cash flow and residual receipts.

The Asset Management Team’s HCD Specialist's programmatic support duties may include, but are not limited to:

• Financial reviews of operating budget, capital improvement plans, and audited financial statements.
• Reviewing, calculating, and auditing cash flow analysis for portfolio assets.
• Preparing or providing oversight of loan interest calculations, loan balance audit confirmations, loan payoffs, and database maintenance.
• Assessing, invoicing, and collecting fees and payments owed to the County of San Mateo.
• Preparing annual risk rating assessments of the project loans.
• Ensuring invoices are issued to collect the net cash flow (residual receipt payments) due to the County.

This position is a working level civilian class in law enforcement, performing a variety of        non-sworn duties in support of law enforcement activities.  Incumbents may perform civil, code enforcement, and criminal services including a variety of routine to more complex non-sworn law enforcement and crime prevention work including patrolling assigned areas, answering calls for service and complaints, serving civil papers, providing court room security; and enforcing local ordinances related to public safety and welfare.  As a County Services Officer he/she will enforce Division 14 of the Agricultural Code of the State of California and enforce the County ordinance governing the animal and rabies control program, in an effort to maintain public safety and welfare.  This position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Process and serve documents involved in civil actions including summons, complaints, claims of plaintiffs and orders; declarations and orders of examinations, Notice of Entries of Judgments, civil and criminal subpoenas, Notice to Vacate Rental Premise and process writs of execution including the preparation of orders for wage garnishment. Works with other law enforcement agencies in matters related to the investigation of crimes and apprehension of offenders.
