TOWN MANAGER - TOWN OF LOOMIS

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. In this smaller-sized entity, the Town Manager will need to be comfortable with a hands-on and collaborative approach to day-to-day  management. This will include providing strong leadership and frequent interaction with the small team (Finance, Community Development, Engineering and Public Works), fostering a    collaborative, open dialogue, and teamwork. THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.

ABOUT MILL VALLEY

Mill Valley is a full-service city located 10 miles north of San Francisco and has a rich history with engaged residents. ABOUT THE OPPORTUNITY

The Neighborhood Response Group (NRG) Coordinator position will be filled within the Management Analyst Series and will be housed in the City Manager’s Office/Administrative Services Department.

The City plans to recruit flexibly within the Management Analyst Series (Management Analyst I or II) and will determine the appropriate level based on the qualifications, experience, and overall fit of the selected candidate. At the minimum, this position will be filled on a part-time basis at 15–20 hours per week.

Based on fit between the candidate and the City, we are willing to consider up to full-time employment, including a benefited position, depending on what the top candidate brings to the table and their ability to fit other needs of the City. The City is open to hiring up to full time with benefits for the right individual whose skills, availability, and experience align with organizational needs.
 

KEY RESPONSIBILITIES

This is a unique and rewarding opportunity for a community-oriented individual to lead local disaster preparedness efforts and other community related projects/programs. Primarily, you will play a vital role in building community resilience by organizing and empowering residents to prepare for, respond to, and recover from emergencies. You will develop and manage the City’s Neighborhood Response Group (NRG) program, working directly with Mill Valley residents to strengthen neighborhood connections and provide vital emergency response training.

• Supporting the Emergency Preparedness Commission (EPC)

Position Description

The Administrative Analyst II is the journey level class in the Administrative Analyst series in which incumbents are expected to perform the full scope of assigned analytical duties. This position will perform responsible professional administrative support to the City Manager’s Office and City Council, including, but not limited to, conducting analytical studies of administrative and operational issues, direction and/or coordination of administrative operations; managing and coordinating complex and sensitive special projects. The position receives direction from the City Manager or designee and may exercise direct supervision over subordinate professional, technical or clerical staff.  Work may require travel, attendance at meetings, and occasional irregular hours, including early morning and evening meetings.

The Ideal Candidate

The ideal candidate is a customer service-oriented team player with experience in local government operations, who can work independently in the absence of supervision. The successful candidate will have demonstrated experience providing high-level administrative and analytical support managing special project assignments. This position requires experience planning and coordinating highly visible public events, such as the Contra Costa County Mayors’ Conference, community receptions (e.g. Volunteer Appreciation event), ribbon-cutting ceremonies, and community festivals (e.g. Light Up the Night holiday event). The ideal candidate will also have experience overseeing and coordinating commission and board appointments for the City Council and may serve as a staff liaison to a commission.

Preferred qualifications include experience serving as a Deputy City Clerk; social media management, such as Instagram, X, and Facebook; drafting articles for the City newsletter; supporting Economic Development, such as conducting research and analysis for special projects; conducting outreach to local businesses; assisting business owners with City processes and grant funding opportunities; and representing the City at local and regional agency meetings, workshops, and events.

Candidates must demonstrate strong writing and English usage skills, Microsoft Office 365, and possess interpersonal skills and the self-confidence to work with elected officials, executive management, consultants, business and community leaders.

• Experience: Must have three (3) years of progressively responsible administrative and analytical experience preferably in a municipal government setting at the Analyst I level. Supervisory experience is desired.

• Education: Graduation from an accredited four-year college or university with major coursework in public administration, business administration or related field.

• Salary: $8.535 - $11,336. Placement in range depends on qualifications.

                          MINIMUM QUALIFICATIONS:

Education/Training:

• A Juris Doctorate from an American Bar Association or State Bar of California accredited law school, or a law school registered as a Distance-Learning Law School with The Committee of Bar Examiners of the State Bar of California, is required.

Experience:

• Depending upon assignment, prior municipal and/or litigation experience is preferred.

License or Certificate:

• Possession of, or ability to obtain, an appropriate, valid driver’s license.
• Current membership in the California State Bar.

The Public Works Department is responsible for operating, maintaining, and improving the City’s public infrastructure – streets, water, storm, public buildings, the City’s fleet, trees, parks, and traffic signals. The Department

The City Clerk’s Office administers the democratic process such as elections, access to records, and all legislative actions, ensuring transparency to the public. The City Clerk’s Office is responsible for acting as a compliance officer for federal, state, and local statues including the Political Reform Act, the Brown Act, and the Public Records Act.

The City Clerk serves as a steward of the democratic process and is a liaison between the City Council and members of the public. The City Clerk is a partner in democracy, providing information and ensuring transparency. The City Clerk is an elected representative of the people and serves a four-year term. The City Clerk has legal responsibilities described in California Government Code Sections 40800, et seq., the Elections Code, and City ordinance.

The Position

Under general direction, the Deputy City Clerk is responsible for providing support to the City Clerk and Assistant City Clerk. This includes but is not limited to records management, public records requests, attendance at Council and/or Standing Committee meetings, preparing and editing minutes, and assisting with special projects. With responsibility for legal noticing, advertising, and calendaring public hearings.
