THE POSITION

Under general direction of the Executive Director, the Strategic Initiatives Director plans, develops, and leads high-priority organizational initiatives that advance Tri-City’s strategic goals and system transformation efforts. The position is responsible for designing and implementing complex, cross-departmental projects that expand services, strengthen community partnerships, and secure sustainable funding opportunities. The Strategic Initiatives Director works closely with executive leadership, internal divisions, and external partners to advance initiatives related to FFP/Medi-Cal, the Behavioral Health Services Act (BHSA), and social service program development while ensuring alignment with the agency’s long-term vision. Performs related duties as assigned.

This position will perform the following essential duties, including but not limited to:

• Collaborate with the Executive Director and executive leadership team to develop and execute organizational strategic initiatives aligned with Tri-City’s mission and Behavioral Health Services Act (BHSA) and broader social services priorities.
   

• Lead cross-departmental efforts to design, launch, and implement new programs, projects, and community partnerships that advance organizational goals.
   

• Monitor, evaluate, and report on outcomes of strategic initiatives to ensure effectiveness, accountability, and mission alignment.
   

• Cultivate and maintain strong relationships with government agencies, healthcare systems, community-based organizations, and funding partners to strengthen collaboration and expand service capacity.
   

• Represent Tri-City in regional and statewide initiatives focused on behavioral health system transformation while identifying opportunities that enhance service delivery and funding.
   

• Lead the research, development, and design of innovative behavioral health and inclusive supportive services programs.
   

• Monitor emerging trends, legislation, and funding opportunities, providing policy analysis and strategic recommendations to the Executive Team and Governing Board.
   

• Partner with Executive Administration, Finance, and Program teams to pursue and manage grants, contracts, and public-private partnerships that support strategic initiatives.
   

• Develop business plans and sustainability models for major initiatives and assist in planning and implementation of capital projects, including housing development.
   

• Serve as a strategic thought partner to the Executive Team and Governing Board in advancing Tri-City’s long-term vision and priorities.
   

• Lead cross-functional teams and task forces to deliver complex projects while mentoring and supporting staff engaged in strategic initiatives.

This position does not currently include direct supervisory responsibilities; however, there is potential for supervision of staff as strategic initiatives and programs expand in the future.

Salary Range:
Five (5) Steps: $28.31 - $34.41/ hour

Qualifications:

Education/Experience:
A typical way to obtain the knowledge and abilities would be: graduation from high school or GED equivalent, and one year of related grounds maintenance experience and/or training; or an equivalent combination of education and experience.

Language Ability:
Ability to read and comprehend basic instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to park visitors and to other employees.

Math Ability:
Ability to add and subtract two-digit numbers and to multiply and divide with 10s and 100s. Ability to perform these operations using units of money and weight measure­ment, volume and distance.

Reasoning Ability:
Ability to use common-sense understanding to carry out instructions provided in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Tri-City is now accepting applications for a Senior Behavioral Health Specialist position within our Adult Full Service Partnership (FSP) Program. This position will provide a variety of rehabilitative support services to clients to facilitate behavior modification, skill building, and self-care and safety in individual and/or group settings.  This position will report to the Clinical Supervisor.

Essential duties include, but are not limited to, the following:

• Provide skilled assistance and training to other Behavioral Health Specialists in direct service organization, client care, and other Behavioral Health Specialist duties.
   
• Evaluate the needs of participants experiencing behavioral health challenges; plan, develop, and implement individual and group rehabilitation activities under the guidance of licensed professional staff; as assigned, be responsible for developing and implementing specific rehabilitation group activities.

The City of Thousand Oaks Public Works Department is seeking an Assistant Analyst to support the Sustainability Division in advancing the City’s sustainability and energy initiatives. This position plays a key role in managing and analyzing complex data related to energy, water, waste, and electric vehicle infrastructure, while supporting implementation of the Climate and Environmental Action Plan (CEAP).

SALARY 

The anticipated hiring range for the Assistant Analyst position is $80,594 - $100,743 annually, with a full salary range up to $120,892. The City typically makes offers within the hiring range based on the candidate’s experience and qualifications. 
 

PRIMARY RESPONSIBILITIES: 

• Support in collecting, cleaning, and analyzing sustainability data, including energy, water, waste, and EV charging
• Assist with the development of dashboards, reports, and data visualizations for internal and public use

THE POSITION

Tri-City is looking for two individuals to fill the positions of Psychiatric Technician I/II whom will provide medication support services both in the field and at the office. This particular position is located within the Adult Outpatient Clinic and will report to the Medication Support Team Manager & the Medication Support Services Supervisor. The Psychiatric Technician I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community by providing all manner of adjunctive medication support services.

Psychiatric Technician I: This is the entry-level classification in the Psychiatric Technician series. Initially under close supervision, incumbents learn and perform routine medication monitoring, administration, and support, while learning Authority policies and procedures. 

Psychiatric Technician II: This is the journey-level classification in the Psychiatric Technician series. Positions at this level are distinguished from the Psychiatric Technician I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

EXAMPLES OF ESSENTIAL DUTIES:

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.

Description

The City of Thousand Oaks is seeking a high-performing Senior Planner to lead complex development and long-range planning initiatives in one of Southern California’s most desirable communities. This position plays a key role in sharing residential, mixed-use, commercial, and downtown revitalization projects while advancing the City’s General Plan and environmental review efforts.   

We are seeking an innovative, collaborative individual to conduct a variety of planning duties with competence and professionalism. The Senior Planner must be an excellent team player with a track record of excellent judgement who has demonstrated initiative and been successful in improving processes.

The Senior Planner will assume a lead role in complex planning and development projects, including residential, mixed-use, commercial, industrial, and institutional proposals, and may assist in the preparation of environmental documents (both internally and through planning consultants).  The Senior Planner may also process legislative applications, such as zone changes and General Plan amendments, and occasionally assist with open space planning/natural resource management projects.

Primary responsibilities:

• Serve as project manager for complex development applications, exercising independent judgment in interpreting policies, coordinating multi-departmental review, and guiding projects through entitlement and public hearing processes. Lead and contribute to long-range planning initiatives, including implementation of the General Plan and participation in comprehensive updates. initiatives
• Manage consultant preparation of environmental documents in compliance with CEQA requirements, including Mitigated Negative Declarations and Environmental Impact Reports; review technical studies, coordinate interdepartmental input, and prepare environmental documentation as needed. Interpret and apply federal, state, and local land use regulations, including evolving California housing law, to ensure legally defensible and consistent project review.  Prepare and present clear, well-supported staff reports and policy analysis for City Council, Planning Commission, and community stakeholders.
• Process legislative applications, including Municipal Code Amendments, zone changes, and General Plan amendments
• Support implementation of downtown revitalization initiatives and Specific Plan updates/initiatives

The anticipated hiring range for the Associate Planner position is $98,197 - $122,746 with a full salary range up to $147,295.61. The City typically makes offers within the hiring range based on the candidate’s experience and qualifications.

As an Associate Planner, you will play a key role in shaping the community’s future by managing a variety of current and long-range planning projects.  Working under general supervision, you will:   

• Conduct professional Planning work involving land use, zoning, and community development.  

• Review, analyze, and process development applications of moderate to complex scope.  

• Prepare and present staff reports, plans, and recommendations to decision-making bodies. 

• Collaborate with residents, businesses, and stakeholders to promote thoughtful growth. 

• Contribute to long-range plans and projects that align with the City’s General Plan and vision.  

PRIMARY RESPONSIBILITIES 

• Manage and process applications for development projects, including residential, mixed-use, commercial, industrial, and institutional proposals.  

• Facilitate in-person and virtual permit submittals.  

• Respond to phone and email inquiries. 

• Consult and advise property owners, architects, engineers, contractors, and the public regarding applications, City policies, codes, and other plans.   

• Prepare clear and concise technical documents, reports, correspondence and other written materials.  

• Exercise sound independent judgement.  

• Establish and maintain effective working relationships with those encountered in the course of work.   

• Attend and present information to City Council, Planning Commission, Administrative Hearing Officer, and community meetings as assigned.  

• Plans, organizes and conducts research studies and prepares recommendations regarding land use, zoning, urban design, population trends, transportation, housing and environmental needs, updates and analyzes demographic and other data required for the planning function, participates in the review, development or revision of the various of the General Plan, environmental impact reports, plans, ordinance and other policies and procedures.  

• Independently performs responsible and varied professional planning duties.  

• Provide sound recommendations based on detailed analysis and project evaluation.
