The City of Thousand Oaks is seeking a driven, detail-oriented Accounting/Customer Service Representative to join the Public Services Division within the Finance Department. This role will serve as a key liaison between the community and the City's revenue operations, managing a high volume of payments and customer inquiries, supporting diverse revenue programs, and adapting to evolving priorities. Primary Responsibilities

• Utility Billing & Collections: Prepare and adjust water and wastewater bills, resolve customer inquiries, and set up payment arrangements to maintain uninterrupted service. When accounts become delinquent, coordinate lien filings and work with customers and field crews to clear balances and restore service.
• Business Tax: Oversee the full life cycle of business license applications and renewals, from initial customer service to intake and fee collection, to compliance verification, and final issuance. Coordinate with Planning, Building, Code Enforcement, and Thousand Oaks Police Department to resolve discrepancies, update records, and provide guidance on licensing requirements.
• Payment Processing & Cashiering: Process payments for all revenue programs, both at the front counter and within a centralized unit, and reconcile daily cash receipts. Balance cash drawers, prepare bank deposits, and validate transactions against the general ledger.

• Interdepartmental Collaboration: Collaborate with field technicians, IT, Thousand Oaks Police Department, and other departments to resolve billing and payment issues, identify process improvements, and share best practices. Cross-train on multiple revenue streams to enhance team agility and service coverage.
• Administrative Support: Administer specialized billing programs, including parking citations for false alarm, from initiation through resolution, ensuring accuracy, analytics, and compliance.

This position maintains, repairs, inspects, plans, modifies, designs, installs and calibrates instrumentation, electrical, and SCADA control systems for wastewater treatment facilities; maintains a spare parts inventory; and trains operations staff in the understanding of instrumentation and control systems related to the process operation.

Details:

• Full-time regular position, 9/80 schedule with every other Monday or Friday off.

Essential Duties and Responsibilities

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal
• Develops and implements plans for daily/regularly-scheduled park irrigation maintenance; installs, repairs and maintains irrigation equipment, as necessary.
• Establishes water budgets for each park facility; audits and calculates park/facility water usage, analyzes and interprets data and provides monthly reports.
• Investigates and develops new methods and/or improvements to existing methods that result in effective management and conservation strategies of limited water resources.
• Evaluates and makes recommendations, provides technical expertise to District staff, and provides reports to supervisor regarding water conservation objectives.
