The Police Department is recruiting for Veterinary Technician (Part-time/Benefited).

The Position

The Veterinary Technician will assist in the care of animal patients at the City’s animal shelter. Additional key responsibilities include use of medical care equipment, as well as moving and handling domestic animals and wildlife. The Veterinary Technician reports to the Animal Services Manager and assists the veterinarian, animal services officers and administrative team and is responsible for quality humane treatment of all animals in the care of the Tri-City Animal Shelter. This is an excellent leadership opportunity to provide high quality care for animal patients. The part-time Veterinary Technician will be working 20 hours per week.

THE POSITION

To perform a variety of highly responsible confidential clerical and administrative duties for the Human Resources Department.  The purpose of this recruitment is to fill a current vacancy in the Human Resources Division of the Administrative Services Department, as well as establish an eligibility list for future vacancies.

QUALIFICATIONS

Education: 

High School diploma or equivalent. 

Experience: 

Two (2) years of increasingly responsible clerical experience, preferably including one (1) year experience comparable to that of Administrative Clerk II with the City of Woodland.

THE POSITION

CLASS CHARACTERISITICS

• Understanding of federal, state, county and local transportation funds and the requirements and policies for project implementation including planning, environmental, design, right of way, construction and project close-out and may serve as City’s technical advisory member for the Alameda County Transportation Commission monthly funding meetings.
• Performs all activities related to the preparation and administration of grant proposals; coordinates with grant program staff to satisfy grant requirements and achieve funding reimbursements.   
• Ensures that the City is in continuing compliance with applicable laws and regulations related to municipal engineering and public works matters; reviews and recommends revisions to applicable policies and ordinances. 
• Advises the Public Works Director, City Manager’s Office and others on the planning and implementation of capital projects, land development or other related activities. 
• Prepares and presents engineering recommendations to the City Council in conformance with applicable codes, rules, regulations, and other legal requirements; functions as the Public Works staff representative to the Planning Commission and other City committees as required.

The Recreation Instructor will be responsible for the planning and implementation of skateboarding classes to be held at Mel Nunes Skatepark in Newark. THE POSITION:

The City of Hayward is excited to announce its recruitment for the position of Jail Supervisor. Under the direction of the Jail Administrator, incumbents perform the most difficult and responsible types of duties including providing technical and functional supervision over jail personnel. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility. 

To plan, assign and review the work of assigned jail personnel; to perform duties related to the booking, searching and monitoring of prisoners; and to assist with other non sworn police activities as necessary. • Train and develop assigned personnel; maintain awareness of new procedures related to prisoner incarceration.

• Maintain light security of the jail; separate prisoners as necessary.
• Verify warrants and criminal history of prisoners on law enforcement computer systems.
• Transport prisoners to court or other jail facilities.

• Deliver prescribed medication to prisoners.
• Inventory and order jail supplies and food.
• May be assigned to act in the absence of the Jail Administrator.

Department Interviews - Actual hire depends on success in the departmental selection process.
 

Backgrounds - Will include employment history, personal references, criminal history, credit history, a polygraph examination, medical examination, drug urinalysis test, and a written and oral psychological examination. During the background process, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the position. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances. Having a conviction history does not automatically preclude you from a job with City of Hayward. 

 A.  Disqualifying Factors

In addition to the definition of disqualifying criminal acts as defined by Cal. Gov. Code § 1029, applicants who have engaged in “Serious Misconduct” as defined by Cal. Pen. Code § 13510.8 are ineligible to be employed as a peace officer in the State of California.

The Public Works Department is made up of four divisions: Engineering, Building Inspection, Maintenance, and Environmental Services. The City Engineer will be a key leadership position oversees the Engineering Division, ensuring the efficient delivery of public works projects, transportation initiatives, and infrastructure improvements that enhance the quality of life for our residents. 

The incumbent in this position will be instrumental in directing the planning, design, and construction of public infrastructure projects, overseeing both city-led developments and private sector contributions. This includes the review and approval of subdivision maps, street designs, stormwater management, and adherence to city and state standards for engineering projects. As a vital contributor to the City’s long-term development, the City Engineer will manage the City's Capital Improvement Plan (CIP), ensuring that infrastructure projects are aligned with the needs of our growing community. 

Some of the City's exciting in-progress and upcoming projects that this position will be involved in include: 

• A streetscape project funded with regional grants and state earmarks, celebrating a beginning to development of the downtown area. 

• A full list can be seen in the 2024-2026 Biennial Budget and Capital Improvement Plan (starting on page 201).  

This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department. 

A few key aspects of this position are: 

• Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements. 

• Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection. 

• Regulatory Compliance: Ensure all private development and public improvement plans comply with state and local codes, including the preparation and review of subdivision maps and stormwater management initiatives. 

• Capital Improvement Management: Administer the City’s Capital Improvement Plan (CIP), including project selection, budget oversight, and coordination with City Council and other stakeholders. 

• Grant Applications & Management: Apply for federal and state grants to fund various public works projects. Monitor the expenditure and compliance of awarded grants. 

• Collaboration & Communication: Provide guidance to other City departments and the public on civil engineering and urban development matters. Represent the City in regional discussions and public meetings.

EXPERIENCE AND TRAINING 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 
 
Education: 

• Possession of a Bachelor’s degree from an accredited college or university with major coursework in civil engineering or a closely related field. 

Experience: 

• Six (6) years of progressively responsible professional civil engineering work including three (3) years of supervisory and project management experience. 

License: 

• Possession of a valid driver license and a satisfactory driving record throughout employment. 

• Current registration as a Civil Engineer in California.
