THE POSITION

The main role for this position of Cybersecurity Analyst I/II will focus on Cybersecurity. The candidate that fills the role will assist in defining enterprise cybersecurity policies, standards, guidelines, and procedures to ensure a robust and current cybersecurity program. They will also be responsible to monitor and analyze cybersecurity incident-related data and determine the appropriate response.

 

 

DEFINITION

Cybersecurity Analyst I: Under general supervision, provides professional level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. This position requires a strong understanding of cybersecurity concepts, as well as the ability to work in a dynamic, public service-oriented environment. Other duties would include but not limited to assisting Network Administrators with items relating to the Network Administrator position.

 

Cybersecurity Analyst II: Under limited supervision, provides advanced level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. This position requires a strong understanding of cybersecurity concepts, as well as the ability to work in a dynamic, public service-oriented environment. Other duties would include but not limited to aiding other Network Administrators with items relating to the Network Administrator position. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability.

 

Positions in the Cybersecurity Analyst II classification are flexibly staffed and normally filled from advancement from the Cybersecurity Analyst I class, or when filled from the outside, require specific cybersecurity technology experience. Appointment to this class requires the employee to be performing substantially the full range of Cybersecurity Analyst II duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s security systems and solutions.

 

EXAMPLES OF DUTIES

 

Architects, implements, monitors, maintains, and troubleshoots various security systems that protect the City’s networks, IT/OT systems (including SCADA), applications and critical infrastructure; designs, organizes, modifies, installs, secures and supports security infrastructure; and provides technical support for network and security issues associated with enterprise applications; analyzes both raw and processed security alerts, logs and event data to identify potential security incidents, threats, mitigations, and vulnerabilities. Architects, implements, maintains, and troubleshoots the City’s business continuity plan and emergency response plan as it relates to redundant, secure infrastructure. Investigates, analyzes, produces reports, and remediates security incidents that occur on City systems and applications, both on-premises as well as in the cloud; confirms viable backups, test, maintains and monitors both on-premises and within the cloud; works closely with other government agencies, law enforcement, and external cybersecurity vendors to stay updated on emerging threats and response strategies.  Performs other duties as required.

 

 

MINIMUM QUALIFICATIONS

 

Knowledge of:  Network security, threat detection, and incident response; common cyberattack methods such as phishing, ransomware, and malware; security tools like firewalls, intrusion detection systems (IDS), and encryption technologies; government regulations, data protection laws, and compliance frameworks (e.g., PCI-DSS, CJIS, NIST, NERC CIP, ISO 27000, etc.) is essential, as is the ability disaster recovery planning and maintaining cybersecurity policies tailored to local government infrastructure is critical for ensuring the safety of sensitive public data and services.

 

Ability to:  quickly respond to and mitigate cyber threats; analyze vulnerabilities specific to public sector environments. collaborate with internal teams and educating non-technical staff about security best practices; manage multiple tasks and prioritize threats is essential, as well as a keen attention to detail when conducting audits or reviewing security logs; adapt to evolving cyber threats and continuously update knowledge of emerging technologies and attack methods; think critically under pressure, especially during security breaches or system outages. interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Experience:

 

Cybersecurity Analyst I: A minimum of 2-3 years of experience in cybersecurity or information security roles, preferably within government or public sector organizations.

 

Cybersecurity Analyst II: A minimum of 5 years of experience in cybersecurity or information security roles, preferably within government or public sector organizations.

 

Education:

 

Cybersecurity Analyst I: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) is desirable.

 

Cybersecurity Analyst II: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) is desirable.

 

License: Possession of a valid Class C California Driver License.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. The Position

In June 2025, the County’s Board of Supervisors voted unanimously to reestablish a countywide human trafficking prevention pilot program in the District Attorney’s Office. The pilot program is an investment in technology and expertise to provide education and outreach, protect victims, prevent exploitation, identify traffickers, and bring perpetrators to justice.

 

Working under the direction of and closely with the Director of Interjurisdictional Operations, the Human Trafficking Prevention Analyst (Prevention Analyst) will help conduct research and track and collect data regarding human trafficking crime activity, as well as targeted prevention efforts, to guide the county’s efforts to combat human trafficking and support the victim/survivors. 

 

The Prevention Analyst will work closely with partner agencies – including community-based organizations, law enforcement agencies, agencies providing victim services, local cities, and school districts to track the scope of human trafficking in San Mateo County.  In addition, the Prevention Analyst may attend daytime and evening meetings with community-based and other organizations, representing the Director of Interjurisdictional Operations.  

 

Using the research findings and the collected data, the Prevention Analyst will draft high-level reports to inform policymakers, including the Board of Supervisors, of the progress of the human trafficking prevention initiative.  

 

Expertise in research and data extraction, management, and reporting are essential to success in this position. Additionally, strong verbal and written communication skills are required to prepare analyses, reports, and presentations.  Versatility and flexibility will also be important in this position.

 

Examples Of Duties:

Duties include, but are not limited to, the following:

• Conduct independent research.
• Collect, aggregate, and analyze data.
• Create representational (dashboards, graphs, charts, etc.) and written reports based on research and collected data.
• Collaborate with law enforcement, community-based organizations, local jurisdictions, school districts, and county departments.
• Represent the office at community-based meetings, which might be held during the day or during the evening.
• Demonstrate political astuteness and comportment as a representative of the District Attorney’s Office and the County of San Mateo.
• Work on special projects as assigned by the Director of Interjurisdictional Operations.

 

Depending on the selected candidate, this position could be filled at the Management Analyst level or the Associate Management Analyst level.

• Associate Management Analyst is the first level classification in the Management Analyst series. Initially under close supervision, incumbents with basic professional administrative education and/or experience perform analytical and technical work. The impact of decisions is moderate, and the work is typically one of interpreting, explaining, or gathering information. The annual salary range for an Associate Management Analyst is: $104,811 – $130,998.
   
• Management Analyst is the fully experienced level classification in the Management Analyst series. Incumbents support the work of departmental management staff by conducting day-to-day administrative support activities and acting as a professional-level resource for organizational, managerial, and operational analyses and studies. The work has technical and programmatic aspects requiring the interpretation and application of policies, procedures, and regulations. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. The annual salary range for a Management Analyst is: $121,264 – $151,611.
     

Limited Term Position

Funding for this pilot program has been approved through December 2026, so this position is being filled as a Limited-Term position.  Limited-term positions are full-time, fully benefited, temporary positions.   Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).  Depending on need, the position could become a regular position, but there is no guarantee of this.

  
Work-Out-of-Class Opportunity for County Employees

For current and regular County of San Mateo employees, this position could be a work-out-of-class or a development opportunity.   Employees who are interested in this assignment must submit application materials and compete in the selection process.

Qualifications:

Education and Experience: Any combination of education, training, and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

• Equivalent to graduation from an accredited four-year college or university with major coursework in criminal justice, data analytics, computer science, social work, psychology, public administration, or business administration, or a related field. At least one year of professional administrative experience is typically required at the Associate Management Analyst level, and at least three years for the Management Analyst level.

Experience with data analytics is required.

Because of the sensitive and difficult information this position will encounter previous experience or education in criminal justice, social work, social services, and/or psychology might be helpful.

About The Position

What You Will Do

• Open, secure and close City facilities.
• Arrange chairs, tables and other equipment for events held at City facilities.

• Monitor activities during the facility rentals and other facility usage including monitoring the time of access and departure of the group, monitoring set up and clean up quality provided by the group to ensure that department standards are met. Inspect facilities after usage ends.

• Enforce department rules including facility rental policies.

What You Bring

Sufficient education and experience to satisfactorily perform the duties of this classification. Knowing that any combination of experience and training that would likely provide the required knowledge and abilities would be qualifying. Such as:

Building Attendant I: Possession of a High School Diploma, or equivalent, and no experience working in a recreation setting.  Experience working in a recreation setting can substitute for the diploma or equivalent.

Building Attendant II: Possession of a High School Diploma, or equivalent; and two (2) year’s paid or unpaid work experience, or two (2) years of experience equivalent to the level of Building Attendant I.

Building Attendant III:  Possession of a High School Diploma, or equivalent; and four (4) year’s paid or unpaid work experience, or four (4) years of recreation leadership experience equivalent to the level of Building Attendant I.

WORK SCHEDULE AND BENEFITS:

Water Distribution Operators are directly involved in the installation, maintenance, and repair of valves, mains, services, and related potable water distribution system facilities and equipment. Performs related work as required.

Water Distribution Operator I - This is the entry-level class in the Water Distribution Operator series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. The Water Distribution Operator I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of the assigned area of responsibility are learned.

Experience:

• One year of responsible experience similar to a Water Distribution Worker with the District

License and Certificate:

ABOUT THE POSITION

The Community Development Department (CD) is seeking a value-driven team player to fill the position of Planning Intern. This internship provides an excellent opportunity for an enthusiastic college level student seeking broad experience within a dynamic City Planning Division. The Planning Division of the Community Development Department administers City Council policies contained in the General Plan, Zoning Ordinance, and other plans and ordinances. In addition, the Division establishes new and amended rules governing land use and urban design for adoption by City Council from the platform of the General Plan. The Division provides staff, professional service, and administrative support relating to the development, improvement, and preservation of affordable housing opportunities.

The Planning Intern will assist with a number of projects and efforts throughout the Division, which may include:

• Review of minor planning applications and building permits for compliance with required standards
• Prepare approval letters, staff reports, and presentations to the Zoning Administrator
• Shadowing and assisting Planning staff during public counter hours
• Conducting research for various strategic planning studies that could include Redwood City Greater Downtown Area Plan, Historic Preservation Ordinance updates.
• Preparing updates to forms, handouts, and other materials.
• Other appropriate tasks as needed.

 

 

 

Special Requirements:

Must be willing to work at City Hall for a minimum of three business days from Monday- Thursday per week. Of the three workdays, one day must be Tuesday.

About the Finance Department
The Finance Department is responsible for the overall financial management of the City, including
oversight of the citywide operating budget of $272 million ($175.8 million General Fund) for FY 25-
26 with 550 budgeted FTEs and a capital improvement program budget of $61.5 million. The
Department’s core function is to maintain a strong and secure financial position for the City by
providing comprehensive financial and analytical services to the City Council, City management and
staff, and the public. With a staff of 18.0 FTE and an annual budget of $4.5 million the Finance
Department provides the following services including Accounting and Financial Reporting, Budget,
Treasury and Revenue Management, Purchasing, Accounts Payable, Payroll, and Debt Service. In

The Opportunity
The Deputy Director of Finance assists in planning, directing, organizing, and coordinating the
operations of the Finance Department. This position manages assigned functional areas, which may
include accounting, payroll, revenue and treasury operations, and/or budget planning. The Deputy
Director provides highly responsible technical and professional staff support, serves as a key
member of the department’s leadership team, and performs complex financial and operational
analyses to support the City’s strategic and fiscal objectives.

Position Summary

Under general direction of the Director of Engineering Contracts, performs technical work related to preparation of contract documents, requests for proposals and formal bids, and administration of professional services agreements and construction contracts. May act as a liaison between District staff and professional consulting engineering firms or construction contractors. May serve as a contract administrative assistant to project engineers on design and construction projects. Maintains detailed and accurate records of contract compensation invoices, progress payments, status and schedules. Communicates with other District departments regarding engineering contracts. Performs related work as required.

 

Essential Responsibilities

• Assists in preparation of requests for proposals and formal bids, professional services agreements, and construction contract documents
• Assists with the preparation of contract amendments and contract change orders
• Performs invoice reviews and confirms invoices comply with contract requirements
• Reviews contractors' certified payrolls for compliance with contract requirements; performs labor and Small Business Enterprise / Disadvantaged Business Enterprise (SBE/DBE) compliance duties, such as, but not limited to, verifying certified payrolls with inspection daily diaries, performing contractor and sub-contractor employee interviews, verifying on-site postings of Federal and State required notices, keeping current records of Federal and State Wage Determination changes
• Assists with the review of extra work bills from contractors
• Assists with maintaining Engineering Department budgeting and accounting records
• Types correspondence, reports, forms and specialized documents related to the engineering contracts
• Researches information on the Internet and in the electronic and hard copy files for government rules, regulations and codes, historical information and certified documents
• Composes contract correspondence
• Assists with compiling Daily Diaries, matching them to their respective Extra Work Bills and entering the information onto a spreadsheet
• Prepares spreadsheets and reports for project status, summary of submitted invoices, requests for anticipated budget increases, etc.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service
• Performs additional related duties as assigned
• Regular and reliable performance and attendance is required
