As Personnel Director, the successful candidate will oversee all aspects of the County’s personnel functions, including workers’ compensation, employee and labor relations, leaves administration, recruitment, and selection.

JOB DUTIES

• Formulates and recommends policies, regulations and practices for carrying out the program; administers personnel rules; coordinates the various phases of implementation for policies, practices, ordinances and resolutions.
• Directs the maintenance of personnel records, personnel transactions, applications, examinations, eligibility certifications, appointments, promotions, transfers, resignations, terminations and layoffs; directs in-service training programs for employee and management development and employee work performance and evaluation;
• Consults with and advises county staff in personnel matters.
• Maintains awareness of current labor laws, practices and new developments in the field of personnel;
• Consults with and advises department heads on policy compliance and individual departmental personnel matters, including collaborating in the development of alternate strategies when issues arise and assisting with the implementation of solutions;
• Selects, trains, motivates and evaluates the work of department personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures as required.
• Negotiates with representatives of labor organizations; develops cost data and research materials, and analyzes and prepares county response; consults with Board of Supervisors during negotiations; prepares Memoranda of Understanding.
• Assists departments through the interactive accommodation process in determining the appropriate accommodations for employees who have serious medical conditions or disabilities.
• Supervises and participates in the development and administration of the department budget; directs the forecast of additional funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements mid-year adjustments.
• Receives and reviews employee accident reports; monitors compensation and injury reports; prepares OSHA reports; maintains related records.
• Performs other related duties as assigned.

POLICE DEPARTMENT

The Wheatland Police Department is responsible for providing public safety for the city. Services provided by the Police department include uniformed patrol, investigative services, traffic enforcement and administration. Dispatch services are provided under a contract with the Yuba County Sheriff. The Police Department is staffed with 11.5 FTE positions, of which 9 are authorized sworn positions. The authorized department staffing includes 1 Police Chief, 1 Sergeant, 6 Officers, 3 part-time Reserves and 2 non-sworn positions.

ABOUT THE POSITION
Under general supervision from the Police Sergeant, to perform a variety of duties in law enforcement and crime prevention programs; to maintain order and a safe environment for the citizens of Wheatland; to participate in criminal investigations and crime prevention programs; and to provide a variety of duties relative to assigned areas of responsibility.

This position performs moderately difficult and complex administrative and analytical work that may involve and/or emphasize the functional areas of general and administrative support, fiscal, and contract management, program analysis and compliance, staff development and training. The incumbent will gather, tabulate, analyze, and chart data; interview and consult with departmental officials, employees, and others, to give and receive information; prepare reports and make recommendations on procedures, policies, and program/functional issues and alternatives in the Emergency Preparedness Program at the Glenn County Health and Human Services Agency. This position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Coordinates and oversees the administrative functions of the department; compiles materials; develops and prepares moderately complex reports, correspondence, manuals, publications, and other documents; obtains management review and approval as needed.
• Coordinates departmental activities with other departments, divisions, units, and outside agencies; represents the department in committee meetings; responds to complaints and requests for information.
• Plans, identifies, and analyzes program administration problems and develops solutions.
• Analyzes complex administrative systems and practices, develops and recommends modifications and enhancements; coordinates implementation of changes.

To perform responsible clerical work and administrative duties involved with billing and collection of business registrations; the maintenance and review of licensing and permitting records; the entry of data processing; and/or assisting in the review and input of building permit applications, cannabis permits, and mobile food vendor permits.  The purpose of this recruitment is to fill a temporary/part-time position to work in the Building Division of the Community Development Department.   

IDEAL CANDIDATE

The Ideal Candidate is customer focused, able to communicate well both orally and in writing, and can prioritize multiple tasks with little direction. The Ideal Candidate must have basic Microsoft Office Suite proficiency, as well as the ability to quickly learn public sector software platforms that encompass multiple modules including cashiering, business licensing, and permitting. Fluency in the Spanish language is highly desirable.

ESSENTIAL JOB FUNCTIONS

Prepare and process business registrations.  Collect payments over the counter and through the mail.  Balance cash drawer and reconcile end of day receipts.  Set-up and maintain customers on a computer system.  Prepare or assist in the preparation of a variety of statistical reports as assigned.  Input purchase requisitions into computer system.  Enter and verify invoices for payment. Respond to routine permitting inquiries and provide customer service to the public at the permit counter, and/or via telephone, email, or fax.  Research and communicate the status of permits for applicants. Work with Building Inspectors and/or Code Compliance Officers to schedule inspections and pull related permits.  Process various transactions involving business registrations, cashiering and permitting.  Assist customers over the counter with respect to new business registrations and renewals, general building permit issues, and over the counter plan submittals.  Generate reports as needed utilizing the computerized program related to permitting and/or licensing.  Provide information and direction to the public related to community development, planning, building, engineering, code enforcement and permit processes via phone, e-mail and counter work.  Respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate.  Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations.  Update forms and informational materials as needed.  Maintain files, both paper and computerized.  Regular, predictable, consistent and timely attendance is an essential function of the position.  Other duties as assigned.

POSITION 
To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.  The purpose of this recruitment is to fill a current temporary/part-time vacancy in our Community Services Department and to create a list for future vacancies.

Regular and consistent attendance.

Education: High School Diploma or equivalent.
Experience: Six (6) months of work experience in carpentry, electrical and maintenance work is desirable.

WORK HOURS
Position works approximately 16-20 hours per week in the afternoons and evenings, and will require some weekend hours.

THE POSITION

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, water meters, sewers, storm drains, pump stations and tree maintenance. 

The purpose of this recruitment is to hire a Temporary / Part-Time position.  Applicants who do not meet the minimum qualifications for the Maintenance Worker I position may be considered for employment as an Intern.  Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE

The Ideal Candidate for this position should have previous Road Maintenance experience; sidewalks, driveways, roads, curbs, and gutters, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, arrive on time, have good attendance, a positive attitude, be able to work independently with limited supervision, and a willingness to take on and learn new skills. Possessing a Class B commercial Driver’s license is desired, though not required upon hire.  

ESSENTIAL JOB FUNCTIONS

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, rubber-tired and steel rollers, rubber-tired tractor with all attachments (except backhoe attachment), striping equipment, and trencher to perform a variety of routine construction and maintenance operations.  Spread asphalt in patching and repairing streets.  Use concrete cutting equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.  Paint and install traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck; manufacture and install traffic signs and remove signs no longer required.  Install and remove traffic control barricades and cones.  Assist in a variety of tree maintenance activities including low limb, stump routing, tree watering, and tree planting.  Utilize proper safety precautions and comply with policies and procedures in the Department Illness and Injury Prevention Program.  Operate equipment and vehicles with possession of all necessary licenses and certificates.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Respond to inquiries from the general public.  Clean storm grates and drains.  Perform work in emergency situations as required.  Perform minor and preventive maintenance on paint spraying equipment, compressors, sprayers, compactors, and other construction equipment.  Work cooperatively with others.  Perform related duties as assigned.

QUALIFICATIONS

Education: High School diploma or equivalent.  

Experience: One (1) year of work experience in construction or related field.  

License or Certificate: Possession of a valid California Driver's License required upon hire.
