About the Position

This position is responsible for inspecting public works construction and capital improvement projects to ensure conformance with plans, specifications, standards, laws and regulations and to perform a variety of tasks relative to this area of responsibility. Projects include those involving federal and municipal funds and both public and private improvements. This is a skilled journey-level class and requires independence of action, judgment, and discretion in interpreting plans and specifications and enforcing local, state, and federal construction regulations.

This position is distinguished from that of the Civil Engineering Technician position in that the preponderance of the Public Works Inspector duties are related to field work rather than office work. The Public Works Inspector has a greater depth of knowledge and ability regarding construction materials and methods and greater experience in managing complex construction projects.

Reports to the Senior Engineer. The inspector is not responsible for any direct supervision but does indirectly supervise contractors.

Essential Duties

• Performs a variety of technical civil engineering functions including inspecting, plan checking and issuing permits.
• Provides field inspection of public and private civil improvement projects, including, but not limited to: grading, underground utilities, encroachments, curbs, gutters, sidewalk, paving, facilities, structures, and park construction; ensures conformance to approved plans and specifications; requires correction of defective work; recommends approval of acceptable work.
• Reviews plans and specifications of assigned projects with the Senior Engineer and/or the Public Works Director/City Engineer; attend/conduct pre-construction conferences.
• Issues permits and notices to correct violations of public works codes and standards for, but not limited to,  storm water, right-of-way encroachments, grading and sewer codes and standards. Also, the inspector  recommends action to the Senior Engineer if corrections are not made.
• Performs contract administration duties including, but not limited to, preparation of daily construction reports, weekly statement of working days, change orders, progress payments, general correspondence, and checking payroll records, materials submittals and certificates of compliance.
• Prepares daily activity records and reports manually and in computer-based format, which also includes photography and the preparation of site sketches.
• Estimates the cost of materials and labor necessary to complete new or unanticipated work. Initiates change orders.
• Writes letters to contractors, homeowners, consultants, agencies, and other City departments.
• Collects and review contractor payroll records to insure compliance with state and federal wage rate laws.
• Reviews submittals, takes samples of materials for examination or testing by laboratories; records amounts of materials used and work performed; and interpret results of soils, materials, and operational tests: including asphalt compliance, concrete strength and soil compaction test reports.

• Represents the Department of Public Works with developers, architects, engineers, contractors and the general public; provide information and assistance; interprets and explains City Ordinances, standards, plans, specification, procedures and policies.
• Provides information regarding existing public works infrastructure to satisfy inquiries from staff developers and citizens.
• Coordinates work with maintenance staff, other City departments and public utilities; indicates location of various items on plans; helps locate utilities ahead of work sites; and schedules service interruptions with least interference and least inconvenience to properties.
• Investigates property owner complaints and confers with property owners regarding project schedule, hazards and inconvenience.
• Inspects adjacent properties for damage from construction activity.
• Assists the Senior Engineer in administration of federal-aid construction contracts in accordance with the State of California Local Assistance Procedures Manual.

THE POSITION

DEFINITION

To inspect work quality and materials used in a variety of public works and utility construction projects including public and private residential subdivisions, commercial and industrial projects, utility facilities, and storm water compliance inspections; and to ensure constructed improvements are in compliance with approved plans, specifications, conditions, and regulations.

DISTINGUISHING CHARACTERISTICS

This is the entry level class in the Construction Inspector series.  Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks.  The Construction Inspector I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level.  Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Inspect and evaluate City maintained improvements, new construction, modification, and “as-is” condition of various municipal and private structures such as utilities, streets, sidewalks, traffic signals, and gutters; check line, grade, size, elevation and location of structures for conformance with specifications and regulations.
• Inspect roadway infrastructure improvements within city right-of-way of municipal buildings and facilities to ensure compliance with approved plans and specifications; observe construction work during progress and upon completion; notify project manager of any potential safety concerns, if needed.
• Coordinate routine materials and field tests to assure quality of materials and work.
• Review plans and specifications of assigned projects; attend and participate in pre-construction conferences as assigned; record and evaluate amount of materials used and work performed relative to progress payment requests; prepare recommendation for City acceptance of new municipal roadways, buildings and facilities.
• Enforce Storm Water Pollution Prevention Plan; survey lots, high water marks along creeks and drainage on golf courses during periods of heavy rain.
• Prepare Certificate of Compliance packages for City Council acceptance which includes organizing required information, maps, compaction results, and other department approvals.
• Respond to residential complaints and questions pertaining to city roadway improvements and drainage issues.
• May perform sub-professional engineering duties such as plan checking of maps and construction plans, drafting, design and construction estimating, surveying and recording of related data, reviewing of contracts, creating existing infrastructure databases and compiling miscellaneous reports.
• Build and maintain positive working relationships with co-workers, other City employees, and the public, using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Principles and practices of construction methods and techniques, including basic principles of construction inspection.
• Basic principles of algebra, geometry, and trigonometry.
• Principles and practices of work safety and traffic control, especially as applied to public works field inspection activities.

Ability to:

• Perform inspection of materials and work quality used in a variety of public works and utility construction projects and private subdivisions.
• On a continuous basis, observe construction operations of construction projects in the field; identify underground service alert markings; interpret maps, plans, and reports; know how to perform underground work and other construction; and observe safety precautions.
• Intermittently, walk around job sites; kneel and bend while reviewing infrastructure; climb in and out of trenches; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry weight of 50 pounds or less.
• Learn to assess: the quality of materials and work related to construction/modification of a variety of public works facilities; analyze construction plans, specifications and maps relative to anticipated construction issues and propose possible solutions.
• Communicate clearly and concisely, both orally and in writing with contractors, developers and city staff.
• Keep records and make reports; use a desktop computer to enter and retrieve data.
• Establish and maintain effective working relationships with those contacted in the course of work.

EXPERIENCE AND TRAINING

Experience:

• No experience is required.  One year of experience in public works construction, engineering or a related field is desired.

Training:

• Equivalent to completion of the twelfth (12th) grade, GED, or higher level degree, supplemented by additional course work in mathematics, drafting, construction technology or a related field.

License or Certificate

• Possession of a valid California driver’s license by date of appointment.

CLASS CHARACTERISTICS      

This position reports directly to the Library Director and provides budget development from public/private funding sources, serves as an adviser to the Library Foundation Director and management staff on fund development and grant management. Responsibilities are defined by overall objectives and include oversight of numerous services and programs directly or through subordinate levels of supervision. PHYSICAL DEMANDS

POSITION: The Public Service Assistant II works within the Police Department’s Animal Services Unit to provide customer service to the many people visiting the animal shelter. Duties include taking in stray and surrendered animals, adoption interviews, answering phones and e-mails as well as grooming and animal behavioral assessments. THE POSITION
Under direction, the Case Manager will perform professional and clinical social work with individual adults, adolescents,
and/or families to assist them to obtain health, financial and social services. As a member of the Human Services

DEFINITION

To perform professional level work in project management activities related to park and landscape design, construction, maintenance, landscape architecture and renovation activities; to coordinate and oversee maintenance operational program; and to perform a variety of technical tasks relative to assigned areas of responsibility.

DISTINGUISHING CHARACTERISTICS

This is the journey level class within the Park Development Analyst series and is distinguished from the I level by the assignment of the full range of duties.  Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

SUPERVISION RECEIVED AND EXERCISED

• Receives direction from management personnel.
• May exercise direct supervision over assigned support and maintenance staff; may exercise technical and functional supervision over technical support staff.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Coordinate and oversee park development and maintenance projects to include new construction, rehabilitation and develop-built projects; manage bid process, including pre-bid conferences and walk-throughs; provide technical information in response to bidder inquiries; and administer construction projects, including managing project budgets and conducting field inspections.
• Determine feasibility and costs of requests for services and proposed projects; prepare budgets, cost estimates and project schedules for capital projects.
• Establish schedules and methods for project management and contract administration related to park and landscape design site construction, renovation and maintenance.
• Plan, prioritize, assign and review the work of professional staff and consultants involved in park and landscape design construction, landscape architecture and renovation.
• Plan, coordinate and monitor facility improvement and maintenance projects; develop scope of work, manage the environmental review and permitting process when assigned to capital project, trail and open space development projects, confer with stakeholders and consultants; prepare construction plans and documents, budget reports, and authorization-related recommendations; perform and coordinate plan reviews.
• Assist in the preparation of assigned program and project budgets; prepare cost estimates for budget recommendations relative to assigned program responsibilities; submit justifications for staff, supplies, equipment, and services; monitor and control expenditures of assigned projects.
• Participate in the selection of technical and administrative support staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
• Conduct public workshops; prepare and make presentations to a variety of groups including neighborhood groups, Parks & Recreation Commission and City Council.
• Monitor and coordinate private and public park and landscape development projects with internal and external customers, consultants, contractors and developers.
• Prepare and administer grants.
• Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
• Build and maintain positive working relationships with co-workers, other City employee and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Principles and practices of park and landscape design, construction, maintenance and contract administration.
• Equipment, tools and materials used in park and landscape maintenance.
• Research methods and procedures including statistical analysis and report writing.
• Modern office equipment and methods including use of computer applications in word processing, spreadsheet, database, and graphic presentation.
• Pertinent local, State and Federal laws, ordinances and rules related to park and landscape development and construction.
• Principles and practices of advanced program and project management.
• Practices of budget preparation and administration.

Ability to:

• Organize, implement and direct park and landscape design construction and related landscape architecture, renovation and maintenance operations/activities.
• On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.

EXPERIENCE AND TRAINING

Experience:

Two years of professional experience performing duties similar to that of a Park Development Analyst I with the City of Roseville.

AND

Training:

A Bachelor’s degree from an accredited college or university, preferably in landscape architecture, park planning, construction or project management, public administration, business administration, engineering or a related field.

License or Certificate:

• Possession of a valid California driver’s license by date of appointment.
• Possession of a Project Management certificate is desirable.
