THE POSITION

Tri-City Mental Health Authority is currently hiring to fill two (2) full-time vacancies for the position of Peer Support Specialist I/II (PSS) within the Mobile Crisis Care Program (MCCP). This position requires individuals to work on-site 5 days a week from 9:00am to 5:30pm, until training is successfully completed. Once fully trained, your schedule may adjust based on team needs and role requirements. 

Tri-City is looking for individuals to serve as a Peer Support Specialist I/II on a full-time basis for the MCCP. The MCCP Peer Support Specialist will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Peer Support Specialist will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Respond to client's (Full-Service Partnership and Adult and Children’s Outpatient Programs & other specialty mental health services) crisis calls with or without law enforcement;

• Perform field-based & telephone emergency mental health evaluations & crisis stabilization in accordance with agency procedure;

• Provide crisis intervention & stabilization services to individuals, groups, and families;

• Identify treatment needs & make appropriate referrals for necessary services;

• Perform triage & linkages to non-client community members in the Tri-City catchment areas.

• Provides peer-to-peer support services in the office and/or in the field including, but not limited to outreach, support, encouragement, guidance, advocacy, & referrals to external resources & services for clients & their families; builds rapport with clients & their families through sharing stories of lived experience and recovery.

• Receives and screens visitors; provides general information to clients, visitors, vendors, and staff, in person and on the telephone; assists clients by referring them to sources of information, hands out standard forms and explains how to complete them; answers requests for information or refers to other Authority staff.

• Inputs, updates, tracks, and extracts information into appropriate databases, billing systems and files; searches records and files for pertinent data.

• Maintains records, logs, files, and other forms of information, including various demographic reports, and room schedules specific to the assigned division or department.

• Proofreads and checks files including charts and other documentation for accuracy, completeness, and compliance with departmental policies; makes copies, schedules appointments, and types correspondences and memos.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, family, and collateral rehabilitative support services to facilitate behavior modification including skill building, needs assessment, self-care/safety, and coping strategies and techniques; may provide case management services in the office and in the field.

• Develops, monitors, and evaluates client rehabilitative and case management goals and increases/decreases in targeted behavior according to client needs; monitors goal progress/regression.

• Provides linkages, resources, and referrals to address basic needs and other barriers to wellness and recovery including food, housing, clothing, transportation, and other financial resources.

• Encourages and supports clients to fully engage in services; provides outreach and assists clients in addressing and overcoming barriers to treatment.

• Plans and facilitates and/or co-facilitates group sessions for clients and community members focused on skill building; tracks client attendance and follows-up with individual clients, as necessary.

• Provides advocacy for clients to ensure inclusion in all aspects of the community including socialization, employment, education, and housing to meet client needs.

The Clinical Therapist will report to a Clinical Supervisor.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high-acuity clients.

• Within the scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure;
  completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.

THE POSITION

Tri-City is looking to fill vacancies for a Psychiatric Technician I/II for ALL DEPARTMENTS. The Psychiatric Technician I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community by providing all manner of adjunctive medication support services. The Psychiatric Technician I/II will report to the respective Program Manager. 

Schedules vary by department. Positions assigned to the Medication Support Team typically follow a 9/80 schedule. Positions on the Mobile Crisis Team follow a 9/80 or 3/12 schedule, which may include weekend, night, and/or holiday shifts.  Shift differentials available, where applicable.

Psychiatric Technician I: This is the entry-level classification in the Psychiatric Technician series. Initially under close supervision, incumbents learn and perform routine medication monitoring, administration, and support, while learning Authority policies and procedures. 

Psychiatric Technician II: This is the journey-level classification in the Psychiatric Technician series. Positions at this level are distinguished from the Psychiatric Technician I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

EXAMPLES OF ESSENTIAL DUTIES:

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.

• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.

• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.

• Takes and records measures of clients’ vital signs, physical condition, and behaviors; assists and observes clients self-dispense medication as prescribed by a psychiatrist and administers scheduled injections.

• Conducts medication checks on clients to assess their overall medication management capabilities; takes appropriate action if client poses danger with respect to the use or abuse of medication; observes, evaluates, records, and reports to professional staff changes in client’s condition.

• Motivates clients to develop self-reliance in daily living; encourages clients to participate in group and/or individual therapy/program activities.

The City of Thousand Oaks is seeking a driven, detail-oriented Accounting/Customer Service Representative to join the Public Services Division within the Finance Department. This role will serve as a key liaison between the community and the City's revenue operations, managing a high volume of payments and customer inquiries, supporting diverse revenue programs, and adapting to evolving priorities. With ample cross-training and collaboration opportunities across the City, this position offers professional growth and the chance to make a tangible impact on the delivery of essential City services.

Primary Responsibilities

• Utility Billing & Collections: Prepare and adjust water and wastewater bills, resolve customer inquiries, and set up payment arrangements to maintain uninterrupted service. When accounts become delinquent, coordinate lien filings and work with customers and field crews to clear balances and restore service.
• Business Tax: Oversee the full life cycle of business license applications and renewals, from initial customer service to intake and fee collection, to compliance verification, and final issuance. Coordinate with Planning, Building, Code Enforcement, and Thousand Oaks Police Department to resolve discrepancies, update records, and provide guidance on licensing requirements.
• Payment Processing & Cashiering: Process payments for all revenue programs, both at the front counter and within a centralized unit, and reconcile daily cash receipts. Balance cash drawers, prepare bank deposits, and validate transactions against the general ledger.

• Interdepartmental Collaboration: Collaborate with field technicians, IT, Thousand Oaks Police Department, and other departments to resolve billing and payment issues, identify process improvements, and share best practices. Cross-train on multiple revenue streams to enhance team agility and service coverage.
• Administrative Support: Administer specialized billing programs, including parking citations for false alarm, from initiation through resolution, ensuring accuracy, analytics, and compliance.

THE POSITION

Tri-City is looking for a special individual to serve as a Clinical Therapist I/II for the Children’s Full Service Partnership/Children and Transitional Age Youth (FSP/ C TAY). The Clinical Therapist I/II provides behavioral health clinical intervention and recovery services to assigned clients and their families; develops treatment plans and performs individual, group, and family psychotherapeutic counseling, routine and emergency assessment, crisis intervention, and related treatment services; manages an assigned caseload of adults, juveniles, and/or children; provides consultation to other staff, programs, and agencies related to treatment needs and plans; and performs related duties as assigned.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• California Law Enforcement Telecommunications Systems (CLETS)
• Computer-Aided Dispatch (CAD)
• National Crime Information Center (NCIC)
• Criminal Justice Information System (CJIS) 

License/Certificates: Possession of, or ability to obtain, a Peace Officer’s Standards and Training (POST) Basic Public Safety Dispatcher Certificate within one year of employment.

Special Requirements: Must be 18 years of age as of the date of hire; a United States citizen or meet citizenship requirements; and be of good moral character with no felony convictions.
