The City of Pleasant Hill is currently seeking applicants for Police Officer Trainee. The Trainee position is a non-sworn, entry-level position. As a Trainee, you will be assigned to attend an upcoming POST-approved Police Academy. Upon successful completion of the Academy, you will be eligible for appointment to the position of a sworn Police Officer.   

Sworn Police Officers can serve in patrol, traffic, investigations, and K-9 assignments. Other collateral opportunities include instructor positions (Firearms and Force Options Team), Regional SWAT, Mobile Field Force, 10851 Task Force, CSI, Regional Major Accident Investigation Team, Driving Team with firearms and force options team, Crisis Intervention Team (CIT), FBI Safe Streets Task Force, SET Team, Drone Team, Social Media Team, Community Resource Officer, School Resource Officer, and Field Training Officers. 

Police Officer Trainee Duties:

Duties may include, but are not limited to, the following:

• Participate in and complete a prescribed law enforcement officer training program for entry level police officers, including training in report writing, laws of arrest and seizure, defensive driving, California Vehicle and Penal Codes, officer survival and physical fitness.
• Prior to entering the law enforcement academy training program, perform a wide variety of police support duties which may include dispatching and records, duties acting as desk officer and/or assisting in planning and research activities.
• Perform related duties as assigned.

Typical Qualifications

• Observe accurately and remember names, faces, numbers, incidents and places.
• Learn to use and property care for firearms.
• Think and act quickly in emergencies, and judge situations and people accurately.
• Learn, understand, interpret and apply laws, regulations, policies and procedures.
• Prepare clear, accurate and grammatically correct written reports.

Ability to
 

• Successfully complete a training program for entry level Police Officer.
• Establish and maintain cooperative work relationships with those contact in the course of work.
• Understand and carry out oral and written directions.
• Meet standards of physical stature, endurance and agility established by the City.
• Meet the requirements for Police Officer contained in the California State Government Code.

Experience & Education: Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

• Experience: None required, although previous experience in law enforcement is desirable.
• Education:  High school diploma and 60 units of college-level course work. Candidates with an honorable discharge may be credited with up to 15 semester units for a minimum of 3 years of active duty in the U.S. Armed Services (Army, Navy, Air Force, Marines and Coast Guard).

Initial screening of applicants will be based on quality of experience, education and training. In order to move forward in the recruitment, you must have completed the P.O.S.T. Entry Level Law Enforcement Test (Pellet-B exam) with a T-Score of 48 or higher or completed testing with the National Testing Network with a passing score. 

The most qualified applicants, as evidenced by their application, will be invited for an oral board interview, which is weighted 100%. To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each panel member.

A thorough background check, as well as a physical, including a drug screen, psychological evaluation, and polygraph exam will be conducted on the top candidates prior to appointment consideration.  Failure to achieve a qualifying score on any portion of the examination process will eliminate a candidate from further consideration.

The City is seeking a Cross-Connection Control Specialist to perform a range of technical and specialized duties supporting the City’s water system, including the development, implementation, and maintenance of cross-connection control and backflow prevention programs. This role ensures compliance with safe drinking water standards as well as federal, state, and local regulations. Responsibilities include conducting field investigations, surveys, tests, and audits of work performed by third‑party vendors or contract staff; preparing reports; maintaining records and files; and performing related duties as assigned.

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Equivalent to completion of the twelfth (12th) grade, supplemented by specialized training in backflow prevention, cross-connection control, water distribution, or a related field.

Experience: Three (3) years of increasingly responsible field and/or office experience related to water distribution and cross-connection control, including inspections, data collection, public contact, and the
interpretation and application of policies, procedures, rules, and regulations.

Licenses and Certifications

• Possession of a valid California Driver’s License and a satisfactory driving record to be maintained throughout employment.
• Possession of a valid Backflow Prevention Assembly Tester Certificate issued by the American Water Works Association (AWWA) or Northern California Backflow Prevention Association (NCBPA), to be maintained throughout employment.
• Possession of a valid Cross-Connection Control Specialist Certificate issued by the NCBPA, to be maintained throughout employment.
• Possession of a valid Grade II (D-2) Water Distribution Operator Certificate issued by the State of California Water Resource Control Board, to be maintained throughout employment.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 60%) and a practical exercise (weighted 40%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Public Works department will make the hiring decision.

The City of Sebastopol is seeking a skilled, enthusiastic, and adaptable candidate to fill the Associate Planner position. The Associate Planner performs various complex, professional-level office and field planning work related to current and advanced municipal planning, including the review of development and land use applications, zoning, site plans, and environmental documents. The successful candidate will provide professional advice and assistance to the public on planning, zoning, permits, and environmental review. In addition, the Associate Planner provides complex professional staff assistance to the Planning Director, other departments, and the public. This position requires the ability to exercise sound judgment in the interpretation, application, and explanation of a wide variety of City policies, procedures, and regulations, as well as applicable local, State, and Federal laws.

The Housing Authority of the City of Alameda (AHA) is seeking an exceptional, process-orientated professional to serve as the Director of Housing Programs to assist with planning, organizing, managing, and providing administrative direction and oversight for all functions and activities of the Housing Programs Department which administers the various assistance programs the AHA operates. This is a fast-paced agency that seeks to meet the mission through a high level of accountability and transparency.

AHA is particularly interested in applications from candidates with a strong track record in a Housing Choice voucher program management in a HUD or PHA position. Successful performance of the work requires excellent knowledge of public policy, housing policy and programs, Housing Authority functions and activities, and the ability to develop, oversee, and implement projects and programs. The successful candidate will also be team-oriented with the ability to coordinate and collaborate with a variety of internal and external stakeholders to move activities and projects forward.

Due to the size of the program, candidates must have excellent planning, tracking and project management skills and be customer-oriented in their approach. Significant relevant supervisory experience is required.

DEFINITION

Under general supervision of the Code Enforcement Officer, the Code Enforcement Inspector facilitates compliance with City Municipal codes, ordinances, California Codes, conditions of approval and resolutions relating to public nuisances, planning, zoning, construction, business licensing, animal control and other associated disciplines. Works collaboratively with other City Divisions and Agencies and actively participates as a member of the Code Enforcement Task Force. Tracks, updates and maintains investigations, complaint information and official records. Attends training to maintain or achieve Code Enforcement Officer Certification. Performs related work as required.

EXAMPLE OF DUTIES

Investigate reported or suspected violations of City or California codes, and implement enforcement activities to gain compliance. Issue written notices and warnings, and criminal citations. Educate the public regarding code requirements. Conduct field inspections, gather-supporting evidence, maintain case files (both computer and hard files) and, as necessary, prepare investigation reports regarding violations. May assist in preparing and presenting information to the Planning Commission, City Council, Administrative Hearing Board and courts of law. Participate in and often coordinate joint code enforcement activities with other agencies. Speak before neighborhood and civic groups about the Code Enforcement Program and work closely with such groups to solve neighborhood problems.

MINIMUM QUALIFICATIONS

Knowledge of: Basic code enforcement and investigation techniques; common California Codes relating to property maintenance, municipal codes, ordinances and resolutions related to public nuisances, planning and zoning. Effective and efficient techniques of public education, field inspections for code compliance, gathering and analyzing evidence and data, and preparing and presenting reports.

Ability to: Read, understand, interpret and apply laws, regulations, ordinances, resolutions, policies and other documents associated with enforcement duties. Maintain a positive attitude and work as a highly effective team member of the Code Enforcement Program, Economic and Community Development Department and the Code Enforcement Task Force. Communicate effectively, both verbally and in writing. Prepare and make verbal presentations to small and large groups, the Administrative Hearing Board and other official bodies. Prepare factually clear, concise and complete written reports and correspondence. Exercise good customer service skills with the public, outside agencies and staff. Interact tactfully to gain voluntary compliance with City codes. Identify code violations and exercise proper judgment in determining the degree of compliance with various laws and determine appropriate course of action. Assist City staff with interpretation and application of the codes used. Coordinate enforcement and inspection functions with other City departments. Competently use a desktop computer with a main program base such as Office 2010, to record, organize, and monitor all code enforcement activities. Follow established work procedures and practices, including adherence to sound safety practices. Drive a vehicle. Work under stressful and uncomfortable, cold, foggy and rainy climatic conditions. Perform inspections on substandard or unsafe properties, which may require climbing, crawling, kneeling, and bending. Interview witnesses and violators in a highly effective and professional manner. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Possession of an AA degree in a related field. Additional education and training in writing, public speaking and areas related to code enforcement are desirable.

Experience: A minimum of one year of full-time, relevant public contact experience, with occasional public speaking, requiring problem solving and/or field investigation in code enforcement, law enforcement, investigations, or a comparable field that would provide the requisite knowledge needed to succeed in this position. Experience in the enforcement of municipal, planning and zoning codes and working with building or planning permits at a public or private agency is desirable.

Certifications: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers (CACEO); or certification as a Housing Inspector from the International Conference of Building Officials (ICBO- through the American Association of Code Enforcement). Certification under Penal Code 832 Module A (California Commission on Peace Officer Standards and Training) or similar police training is desirable.

License: Possession of a valid Class C California Driver's License.

Under direction, provides clerical and administrative support to a department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments. On occasion, work may involve confidential issues and thus needs to be handled accordingly. May also perform related work as assigned.  Incumbents in this classification perform administrative, technical and analytical duties within assigned program or functional area(s) of a City department.

CLASS CHARACTERISITICS:

This is the lead-level class in the Administrative Assistant series. Under general supervision, may provide lead direction and training to a small group of Administrative Assistants and Office Specialists; provides difficult and/or specialized office support to a designated department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments; and performs related work as assigned. This position is distinguished from the Administrative Assistant II class by the high degree of independence, level of responsibility, the greater complexity of assignments received, and its possible supervisory nature. Incumbents exercise a high degree of responsibility for administrative research and analysis and provide recommendations to department heads, section supervisors and/or supervisory and professional staff within a variety of City departments.

EXAMPLES OF DUTIES (illustrative only):

• May provide lead direction, training and review of work of those in the Office Specialist and Administrative Assistant series.
• Coordinates purchasing and supply ordering activities; contacts vendors; obtains the best terms and prices; arranges for delivery; and processes paperwork for payment.
• Arranges for the maintenance and repair of facilities and equipment; follows up to ensure that repairs have been completed.
