Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Key responsibilities include leading utility rate setting, guiding long-range capital and infrastructure planning, and supporting major initiatives such as homelessness response and environmental restoration. The Assistant Director also plays a critical role in supporting the Director by overseeing the preparation of City Council presentations and tracking high-impact departmental initiatives. This position requires a leader with strong emotional intelligence, sound judgment, and the ability to navigate both day-to-day operations and long-term strategic goals. They will foster a culture of ethical leadership, continuous improvement, and inclusion—strengthening collaboration, building trust, and driving accountability throughout the department. Minimum Qualifications:

• Education: A bachelor’s degree from an accredited college or university in business administration, public administration, engineering, environmental sciences, or related field.

• Experience: Seven (7) years of increasingly responsible experience in business management and/or administration, operations, or maintenance is required.

• Experience managing a work unit equivalent to a major division within a public agency is preferred.

• Seven (7) years of exemplary supervisory experience is desired.

• Licenses: Possession and maintenance of a valid license authorizing operation of a motor vehicle in California.

The Skywalker Fire Brigade Fire Chief (FC) position will supervise, lead, and train the Skywalker Fire Brigade (Department). This is a management position for 9 employees that staffs one private fire station and has the opportunity to build and direct a motivated staff of firefighters. The Fire Chief will oversee three duty Captains and their projects, providing guidance and leadership for the organization. The Fire Chief will oversee daily schedules with regard to standard prevention activities, training, and special events. Oversee fire prevention inspections, lead vegetation management projects including pile burning, shaded fuel breaks, and interact with the property insurance agent and facilities manager for future projects. The Chief will represent the Skywalker Fire Brigade during county-wide meetings for Operations and Training. Skywalker Fire employees provide an extraordinary level of customer service and hospitality to Skywalker Properties' clientele. While this role operates within a Brigade fire department, the position itself is mostly comprised of prevention and training. Schedule:

This position will work a semi-flexible 40hr work week as to oversee and manage 3 shifts who are on a 48/96 work schedule. Flexibility is determined by the President and subject to department need as well attending any critical meetings with leadership teams. Remote work hours may be included in the flexibility.

DEFINITION
Under general direction, performs complex and responsible technical and clerical work for the Director of Human Resources and as administrative support to the City's Human Resources Department. Completes related work as required.

DISTINGUISHING CHARACTERISTICS
An incumbent in this position is a Human Resources generalist performing a wide range of personnel assignments in administering and processing health and welfare benefits; managing the administrative duties associated with the Personnel Board and overseeing the preparation and management of all employee requisition and action forms; managing the office and providing administrative support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, the Human Resources Analyst(s) and Human Resources Specialist(s).

EXAMPLES OF DUTIES
Including but not limited to maintaining frequent, sensitive and critical contacts with public and private agencies, other departments, professionals and officials; transmits information, decisions and directives. Administers Department of Motor Vehicles (DMV) Pull Program, tracks employee driving records and issues quarterly department list of commercial drivers’ medical expirations. May assist department personnel with data entry on applicant tracking program, proctoring Civil Service examinations, in administering certification of active Civil Service Employment Lists using applicant tracking program, and assists with City-wide events. Administers the documentation requirements of the 1986 Immigration and Control Act. Prepares and processes required Human Resources’ forms, such as new employee forms and employee Action Forms. MINIMUM REQUIREMENTS

Position Summary

This position operates, services and performs minor to major repairs on construction, bridge maintenance and other equipment used by the District to maintain the Bridge and other District properties.  Performs record keeping and written verification of work accomplished as directed.

 

Essential Responsibilities

•    Operates front end loaders, drawbar graders, asphalt rollers, water pumps, travelling scaffolds, air compressors, backhoes, and other machinery and equipment that the District owns or rents
•    Lubricates, services, and performs minor repairs to a wide variety of machinery and equipment, including portable and stationary air compressors, front end loaders, tractors, standby generators, travelling scaffolds, high pressure pumps, sandblasting equipment, fog horns, air powered lifts, air receiver tanks, air tools, air and electric winches, paint spray equipment, permanent bridge air lines, and other machinery and equipment as required
•    Performs major rebuilding, repair, manufacturing and/or removal replacement of mechanical components on machinery and equipment, including engines, transmissions, gear boxes, planetary drives, clutches, differentials, torque converters, pumps, hydraulic systems, valves, electrical systems and associated parts
•    Operates and refuels portable air compressors, front end loaders, travelling scaffolds, air compressors and equipment and other machinery and equipment that the District owns or rents
•    Responsible for normal and reasonable care of all District owned property, equipment and tools provided.  Adheres to shop and equipment safety and housekeeping practices as required by District policy and agencies such as Cal OSHA and Industrial Safety
•    Assists in training apprentices
•    Knows and follows the safety and health rules and safe working practices applicable to his or her job.
•    Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service
•    Performs additional related duties as assigned

Performs a variety of unskilled or semi-skilled maintenance work, and operates a variety of equipment in the construction, operation, repair, maintenance and replacement of Town water, sewer, street and storm drainage facilities and systems.

ESSENTIAL DUTIES

Typical duties include but are not limited to:
•    Perform required labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying and backfilling.
•    Perform routine cleaning, inspection and preventive maintenance of equipment and refers defects or needed repairs to supervisor.
•    Performs all duties in conformance with appropriate safety and security standards.
•    Maintains Corporation Yard and other Town facilities.

•    Assists in determining the locations of water, storm drain and sewer lines from the appropriate sources prior to excavation.
•    Drives trucks of various sizes and weights in the loading, hauling, and unloading of equipment and supplies.
