Position Summary

 

Under general direction from the Director of Planning, manages projects, leads and supervises staff and performs difficult and complex transit planning studies, investigations and analyses. Supports the three elements of the department work program: Short-Range and Service Planning, Long-Range Strategic Planning, and Facilities Planning. Develops various transit and traffic analyses, plans, and projects which include complying with requirements of Title VI and ADA. Develops environmental compliance documents in support of CEQA and/or NEPA approvals. Develops, executes, analyzes and summarizes complex planning projects or manages consultant efforts to accomplish such projects. Coordinates the District’s data using sources from, Golden Gate Bridge Traffic and Toll Revenue Collection System and data from outside the District, and will plan for new data resources to be integrated into the District’s systems as they become available on-line. Provides District data regarding bridge, road and transit facilities, traffic data and performance, transit ridership and performance, and toll and parking policies to outside and partner agencies. 

 

Makes regular personal contact with District staff to interpret planning policy and interacts with outside public works and transit partner agency representatives to exchange planning and conceptual design information.  Regularly works with the public and other agencies to develop and implement District programs. Receives general assignments or objectives from the Director of Planning, and performs related duties as required or assigned.

 

 

Essential Responsibilities

 

• Develops environmental compliance documents in support of CEQA and/or NEPA approvals

• Researches, compiles, analyzes and interprets complex technical, demographic, economic, financial and other statistical data for the development of various roadway and transit facility plans and projects such as the District's transit service plan, transit capital improvement program, proposed bridge tolls  or parking facilities.
• Monitors and evaluates transit service performance, bridge traffic patterns, parking occupancy and trends, and transit service patronage, including the use of computer techniques or models where appropriate
• Prepares, or supervises preparation of, routine evaluations of the efficiency and effectiveness of bus on-street operations, major transit facilities and bus stops.  Recommends specific improvements based on these evaluations
• Assists in the preparation of the District's Short-Range Transit Plan and other federal and state required reports, including the organization of meetings between various staff providing input to these reports on an as-needed basis
• Leads teams of planning and other staff working on planning projects.  Develops project staffing requirements and timelines
• Prepares official recommendations and informational reports for consideration by the general public, the District's Board of Directors, technical staff of the District or other agencies and other groups on technical and planning subjects. Prepares or assists with verbal presentations to staff groups, public groups, and the boards of local municipalities and advises District personnel on matters related to interactions with these groups
• Supports and coordinates staff responsibilities with regard to monthly meetings of the District’s Service Review Committee and other internal and external coordination meetings as directed
• Acts, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence and providing technical information to public agencies and other transit groups.  Communicates with the general public on technical matters related to facility planning and District data
• Supervises or provides staff support and coordination to certain advisory groups to the District, including the District’s three Passenger Advisory Committees (Bus Passengers Advisory Committee, Ferry Passengers Advisory Committee, and Advisory Committee on Accessibility), as appropriate when specific questions related to bus, ferry, or bridge traffic operations or facilities need a response.
• Prepares scopes of work for planning projects to be undertaken by consultants; coordinates the process of consultant selection; provides technical liaison with consultants and coordinates contract administration
• May assist District Engineering Department with development of capital projects related to transportation and traffic support facilities
• Represents Director of Planning in their absence at various District meetings, meetings with other public agencies, and with the Planning Department  
• May assign and supervise work of Senior Planner and Associate Planners
• Performs related duties as assigned
• Ensures that employees under his or her supervision follow established safe work practices and obey all safety rules
• Regular and reliable attendance and performance is required

ABOUT THE POSITION
Redwood City is known for delivering a large variety of high-quality special events year-round including concerts, festivals, cultural events, kids concerts, pop up recreational activities, and more. Duties for this position include, but are not limited to, the following: follow event plan and execute assigned duties effectively and efficiently; understand proper setup and breakdown procedures of special events equipment; maintain and care for equipment as necessary; monitor program areas for quality assurance; operate effectively as a member of a team; report to supervisors orally and in writing; complete assigned paperwork such as timecards and incident and/or accident reports.
Work schedules can vary during the year pending current event programming. Candidates can expect an average of 15-20 hours per week throughout the year.

Role description

The Port of San Francisco is embarking on a multi-year project to replace the organization’s legacy enterprise business applications with a modern, unified platform built on Salesforce. This project will lead the replacement and migration of Port Enterprise technologies that have reached end-of-life with modern systems that support and promote the department's business capabilities. The project is focused on building and implementing data-rich, constituent-and user-focused, integrated systems. As a user researcher, the Senior User Research Analyst will conduct research with staff and stakeholders of the Port and synthesize that research into actionable insights for the product team. 

Under direction, the Senior User Research Analyst: 

• Plans, organizes, performs, delivers, directs and/or controls highly complex technology-related work products requiring industry or product expertise in broad areas of information technology. 
• Ensures the Port’s modern platform meets the business needs of the Port and doesn’t just replicate the existing workflows. 
• Develop and conducts workshops, brainstorming sessions, and other interactive activities with end-users, including employees, partners, and tenants, as applicable, to identify user needs and apply them to business capabilities. 
• Evaluates the impact of the incremental improvements in the Port’s platform and suggest course correction and incremental improvement to maximize its effectiveness.   
• Responsible for developing and maintaining system requirements for all Port Modernization projects. 
• Collaborates closely with product, technology, and business stakeholders to ensure user research findings inform requirements, prioritization, and product decisions throughout the Port Modernization program.  
• Directly contributes, as the voice of the end-users, in project and work prioritization discussions with the technology project management and leadership team, ensuring that user needs are always considered up-front.    
• Leads the development and delivery of technology oriented organizational change management, including establishing relationships with and elevating change champions across the organization, developing training materials, and leading user adoption.

  • 3% Cost of Living adjustment increase effective 7/13/26

    • Generally, salary placement is at the beginning of the salary range.
    • Advanced placement may be granted depending on related education and experience.

    • NOTE: The City recently completed a compensation study comparing its salary ranges with those of other local agencies. As a result, 87% of salary ranges will be adjusted upward at various intervals. As ranges are adjusted, job postings will be updated to reflect these changes.

• Full-time regular position
• Schedule consists of a 4/10 typically working Tuesday through Friday.

                           MINIMUM QUALIFICATIONS:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

• Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.

Experience:

• Two years of general maintenance experience performing field maintenance work within the assigned area of responsibility.

License or Certificate:

• Possession of, or ability to obtain, an appropriate, valid Class A driver license within one year (Landscape or Streets) of employment.
• Possession of, or ability to obtain, CPR and First Aid certifications within the first six months.
• Additional industry-specific certifications may be required depending on area of assignment.

  JOB DESCRIPTION:

This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee, will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in. 

Job Related and Essential Qualifications:

Education: 

• High school graduate or its equivalent. 
• Completion of 30 semester (or equivalent quarter) units from an accredited college or university preferred. 

Physical Capabilities/Vision:

• Must be capable of performing the full range of work assigned to a Police Officer free from physical, mental or emotional restrictions, which would adversely impact job performance. 
• All vision must be corrected to 20/20.
• Must be free from color blindness and have a normal field of vision.

Hearing:

• Normal hearing acuity.

Height/Weight: 

• Weight in proportion to height, age and frame.

Age:

• California Government Code Section 1031(a) requires that Police Officers be citizens of the United States.  California Government Code Section 1031.5 requires that permanent resident aliens who desire to be employed as Police Officers be eligible for and have applied for citizenship.

License:

• Possession of a valid California driver’s license issued by the Department of Motor Vehicles.
