THE POSITION

Under general supervision within the Police Department, responds to active crisis calls in collaboration with law enforcement and provides field and office based crisis intervention, behavioral health assessments and counseling, psychoeducation, outreach and engagement, transitional case management, consultation, and quality assurance review of assigned cases; works collaboratively with community service providers, behavioral health agencies, and law enforcement to connect individuals to appropriate resources; and performs related work as required or assigned.

This classification is uniquely distinguished by its principal responsibility to co-respond with law enforcement to emergency calls within the City that involve suspected mental health or behavioral health concerns. This integrated response model ensures a coordinated approach to crisis situations designed to improve outcomes for individuals experiencing psychological distress.

Employees in this position operate with a high degree of independence, judgment and initiative within established departmental policies and procedures. While this position does not include direct supervisory responsibilities, the clinician may provide guidance and training to other personnel, community partners or service providers. Incumbents receive general supervision from a Police Lieutenant and administrative direction from a Police Captain within the Police Department’s Services Division.

A Crisis Response Clinician I is in a pre-licensed status, has completed some of the requirements and must practice under supervision while working towards full licensure. A Crisis Response Clinician II is a licensed clinician who has completed all requirements for professional practice, including education, supervised hours, and exams and can practice independently. A Clinician I shall, upon receipt of the requisite licensure with the California Board of Behavioral Sciences or California Board of Psychology, be advanced to a Clinician II.

The Journey-Level position requires both a degree and experience along with a higher degree of expertise, experience, independent judgment, and application of policies and procedures.

MANAGEMENT ANALYST – TRAINEE
This is a trainee-level, exempt position with a steep learning curve, designed to provide entry-level professional experience over a twelve to twenty-four-month period. The incumbent applies education and related work experience while actively pursuing a bachelor's degree. In the alternative, a Trainee may hold a bachelor's degree, but does not have the experience for a journey-level role just yet. Under general and/or close supervision of an executive or department manager, the incumbent will train on and perform a variety of analytical tasks, including budget preparation, program management, and policy evaluation. As experience and education progress, the incumbent may begin to take on more complex assignments. 

While in the Trainee capacity, the incumbent is an at-will, probationary employee. Upon successfully gaining the required experience or bachelor’s degree, the incumbent will be evaluated for potential placement in the Journey-Level Management Analyst classification.

MANAGEMENT ANALYST – JOURNEY LEVEL
This is a journey-level, exempt position in which the incumbent operates with greater independence and responsibility. The position requires both breadth and depth of knowledge in theories, concepts, and techniques used in budget, project, and policy analysis, along with a thorough understanding of policies and procedures. Under general supervision, the incumbent will perform complex analytical work, evaluate management projects, and may develop policy recommendations.

Unlike the Trainee, the Journey-Level Analyst is expected to work with greater autonomy, requiring less oversight in conducting research, preparing reports, and making recommendations on administrative and operational matters. The incumbent may also be assigned to supervise employees and volunteers.

DEFINITION

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

MINIMUM QUALIFICATIONS

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

Education:  Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

License:  Possession of a valid Class C California Driver’s License.

DISTINGUISHING CHARACTERISTICS

This classification is structured for incumbents hired with the purpose of becoming a sworn police officer.  Police Officer Trainees are hired into this position for the period prior and during the time they are assigned to a POST-certified Basic Law Enforcement Academy.  Upon successful completion of training at the academy and upon the availability of a Police Officer position, Police Officer Trainees will be sworn in and appointed to the classification of Police Officer at the beginning of the following pay period. 

SUPERVISION RECEIVED AND EXERCISED

Receive immediate supervision from higher level supervisory or management staff and from training staff at a POST-certified Basic Law Enforcement Academy.

ESSENTIAL FUNCTIONS – INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Attend a POST-certified Basic Law Enforcement Academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.

Training: Equivalent to completion of the twelfth grade (High School diploma). Completion of 30 semester units from an accredited college or university (60 units or more is preferred).

Licenses: Possession of and ability to maintain a valid California Driver’s License.

Necessary Special Qualifications:
