The Position:
Electric and Water System Operators ensure that all Electric, Water and Storm sewer systems are operated reliably, efficiently and effectively in a safe manner and restoring service in a timely way to all customers.  Has responsibility for operation of the City's municipal electric power and water, production, transmission and distribution systems for planned and unplanned outages. As a Transmission Operator, operating personnel in this position have the responsibility to comply with NERC reliability standards and the authority to implement real-time actions to ensure the stable and reliable operation of the Bulk Electric System; these efforts to be coordinated with the appropriate Reliability Coordinator (RC), affected Transmission Operator(s) (TO) and affected Balancing Authorities (BA).

Typical Duties:

Under general direction of the Senior Electric and Water System Operators:
• Initiates, issues and validates switching orders and electrical clearances for planned and unplanned work including work carried out on protection schemes with the goal of restoring power to all impacted customers, or facilitating work to be carried on the 12kV System and above in a safe, reliable and efficient manner in accordance with the department procedures
• Receives, troubleshoots, prioritizes and dispatches appropriate personnel and equipment for all non 911 emergency and non emergency calls for the electric system during business hours and for the electric, water, storm sewer, streets, traffic lights and any other City services during non business hours
• Monitors Water & Sewer (SCADA) to detect abnormal conditions; performs operations or adjustments to correct such abnormalities or refers the problem to specialized maintenance personnel
• Monitors the Electric System including prescribed off-site facilities using real-time or near real-time tools; uses these tools to make adjustments, perform operations or perform analysis to use as a basis in the direction of operations on the Electric System as necessary to maintain system requirements and reliability
• Maintains logs and other electric and water system reports. Updates all prescribed electric databases and mapping systems with real-time changes including updated asset data that affect the operation and troubleshooting of the Electric Network. All changes are to be validated by operators on subsequent shifts based on departmental standards and established practices
• Interacts courteously and calmly with the key customer stakeholders, including contractors, the general public, key business customers, City departmental supervisory and journey level personnel to address requests for non 911 emergency and non emergency service
• Maintains the work area and all records in a neat and orderly manner
• Performs duties involving basic arithmetic and algebraic calculations
• Assists in the training of new electric and water system operators as needed
• Performs related work as required

 

Minimum Qualifications: 

EDUCATION AND EXPERIENCE
Minimum Requirements:
• Graduation from high school or possession of a GED and
• 1) Two (2) years of experience in an electric utility performing complex load dispatching and switching or
• 2) Four (4) years of experience in an electric utility as a generating plant or substation operator with sub-dispatching responsibility or
• 3) Four (4) years of experience with the City of Santa Clara Electric Department, including at least one (1) year as an journey-level or higher, electrician or lineman/linewoman or
• Completion of a recognized State of California Electric System Operator apprentice program

Desirable Qualification:
A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC)

LICENSE
Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

CERTIFICATES
Possession of the following certificate is required within one year of hire date and for the duration of appointment:
• A valid Water Distribution System Operator Certificate (Grade D-1 or above) issued by the California Department of Health Services (DHS).
• A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC).
Incumbents will be required to obtain and maintain any other license or certification mandated by NERC for the position of Transmission Operator and necessary for the performance of duties under the current scope of responsibilities pertaining to the SVP Transmission System.

OTHER REQUIREMENTS

This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. AC Transit is seeking a Market Research Project Manager II. Under general direction serves as the project manager leading a variety of complex market research projects, functions, and activities. Incumbents in this position provide actionable data-driven insight informing and aligning strategic business decisions with customer sentiment.

This classification is distinguished from other marketing and communications classifications by the assigned project management responsibilities leading District-wide, market research projects and studies of considerable size and complexity. Incumbents at this level are expected to operate with a high degree of professional judgment and independence, providing technical and functional direction to vendors, professional, technical, and contract staff.

Evaluates and recommends professional consulting services for assigned projects; develops and disseminates Requests for Proposals (RFPs), Request for Qualifications (RFQs), and Invitation For Bids (IFBs) and develops proposal evaluation criteria; assists in the negotiation, preparation, and administration of professional services and contracts; recommends and prepares amendments to professional services contracts.

Prepares, reviews, and maintains a variety of project-related information and documentation, including project schedules, Statements of Work (SOWs), status reports, detailing issues, risks, and deliverables; monitors agreements and projects for compliance with relevant codes, ordinances, rules, and regulations.
Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of project management and market research. Provides technical and functional direction to professional, technical, and contract staff and participates in the formation, planning, review, and management of assigned projects. MINIMUM QUALIFICATIONS:
Education: Equivalent to a Bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned. For the Market Research Project Manager position the following are applicable fields of study: business administration, sociology, statistics, market research, communications, public administration, marketing, or a related field. Additional experience may be substituted for education on a year-for-year basis.

Experience: Six (6) years of experience in the professional field required by the assigned special projects. The Market Research Project Manager position requires experience in developing and implementing market research, marketing, public information, or communications programs with an emphasis on data collection, market analysis, and detailing the customer journey or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Manager I. Project Name: Train Control Upgrade Project

The Transit Division is currently in the process of developing and procuring a new train control system, as well as streamlining operations at the new Transportation Management Center (TMC). The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects that will deliver high-quality, cost-effective solutions which improve safety and the Agency’s ability to deliver quality transit service. Within the Program Delivery and Support unit, the Transit Technology Group handles the delivery, acceptance, and management of technology systems which are critical to transit operations.

The Train Control Upgrade Project is an 8-year, multimillion dollar project with the goal of modernizing the existing Automatic Train Control System in Muni’s subway as well as expanding the supervision and limited control aspects of a Communication-Based Train Control System to the entire Muni light rail system.

Under the general direction of the Train Control Upgrade Project Manager, the Lead Project Engineer manages the Train Control Upgrade Project engineering team and acts as the SFMTA lead for the overall system design. The Lead Project Engineer assists the Project Manager with oversight duties related to project design and scheduling to facilitate the procurement, development, and maintenance of the future train control system. Additionally, this position is responsible to the Train Control Upgrade Project Manager for ensuring that the future train control system design meets the SFMTA’s objectives for the project, and that the system design conforms to all applicable SFMTA, state, local, and federal standards.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor (Supplier) and other firms providing installation, construction support, technical expertise, and professional services. In addition, the Lead Project Engineer will act as the SFMTA technical representative to review, accept, or when necessary, audit, technical project submittals and deliverables provided by the Supplier and other project contractors related to system design. As the SFMTA technical representative, the Lead Project Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Essential Duties:

• Manages a team of SFMTA engineers assigned to the project, including vehicle engineers, electrical engineers, and traffic engineers;
• Responsible to the Project Manager for ensuring the train control system design meets the project objectives as well as applicable SFMTA, state, local and federal design standards;
• Acts as the lead SFMTA design authority for the project, provides technical review and recommendation to the Project Manager for approval/acceptance of project CDRLs;
• As assigned by the Project Manager, represents the SFMTA in reviewing, approving and auditing technical submittals provided by the Supplier and other project contractors;
• Leads the SFMTA technical team during project design reviews and prepares technical comments on behalf of the SFMTA;
• Reviews all technical documents and correspondence from the Train Control System Supplier and other project contractors;
• Prepares and supervises staff and project Consultants in the preparation of documents, including technical specifications, engineering reports, contract documents, advertisement for bids, instructions to potential bidders, detailed project specifications, technical manuals, and contract bonds;
• Assists Project Manager in negotiating contracts and contract modifications;
• Responds to technical RFIs, resolves clarifications from vendors and addresses their requests by issuing addendums;

• Ensures smooth communication, and when necessary, mediates technical disputes between the train control system Supplier and installers;

Minimum Qualification:

1. Seven (7) years of verifiable professional electrical engineering work experience of which four (4) years of that experience must be as a licensed professional engineer. Two (2) of the seven (7) years must be equivalent to the City and County of San Francisco class 5241 Engineer; AND
2. Possession of a baccalaureate degree with major course work in engineering; AND
3. Possession of a Certificate of Registration as a Professional Engineer (Electrical) in the State of California.

Under general direction:
• Develop and submit schedules based on contract requirements and prudent economics to cover City load and to ensure the timely flow of Silicon Valley Power, South West (SW) electric and hydro resources;
• Coordinate energy, capacity, transmission, and ancillary service transactions with the appropriate broker, marketer, utility, generator, scheduling coordinator, and/or control area working within counter-party credit limits;
• Create and/or assess all electronic tags pursuant to Western Electric Coordinating Council (WECC)/ National Energy Regulatory Commission (NERC) Policies, South West (SW) business practices, and Independent System Operator (ISO) requirements;
• Adjust schedules real-time during emergency transmission derates or curtailments;
• Manage resources to meet NERC/SVP reliability criteria during all operating conditions;
• Determine resource costs and availability considering existing market conditions, generating plant limitations, maintenance, outages, transmission ratings and curtailments, and existing contract provisions;
• Conduct economic analysis of current resource options and market opportunities;
• Continually evaluate market conditions (including ISO ex-post prices, imbalance energy prices, ancillary service costs and transmission and congestion price differences), generating plant limitations, maintenance, outages, transmission ratings and curtailments, and existing contract provisions;
• Negotiate purchases and sales of energy, capacity, ancillary services and the purchase of transmission to meet load and SW trading objectives;
• Conduct economic analysis of current resource options and market opportunities;
• Determine optimal short-term use of existing power purchase contracts based on market information;
• Develop an hourly trading strategy for energy, capacity, transmission, and/or ancillary services by dispatching resources in a correct way;
• Evaluate and optimize the resources in real-time, to generation dispatch, capacity needs, energy, transmission and ancillary services purchases and sales;
• Utilize various market applications, including but not limited to California Independent System Operator (CISO) applications to submit capacity, energy, transmission, and ancillary service bids in power scheduling and power trading;
• Implement South West (SW) Trading Guidelines and management directives;
• Ensure that NERC/SVP reliability criteria are met;
• Prepare real-time documentation and reports for after-the-fact analysis;
• Develop pricing strategies for energy limited resources;
• Negotiate with assigned SW stakeholders
• Manage resources to meet WECC/NERC reliability criteria during all operating conditions;
• Work with trading staff to develop pricing strategy for energy-limited resources;
• Perform contingency analysis to develop optimized strategy for the dispatch of generation resources, and to optimize purchases and sales of capacity, energy, transmission, and ancillary service;
• Manage hydro reservoir levels and in-flows to ensure economic dispatch of SW’s projects;
• Prepare and submit all reports required as a scheduling coordinator including inter-tie, California Central System Operator (CISO), and South West (SW);
• Adjust/optimize/balance schedules to account for system outages;
• Provide training of co-workers;
• Forecast weather conditions by using like seasons, days and temperatures;
• Forecast customer energy requirements considering historical demands and applicable load shapes;
• Develop and maintain harmonious operations with interconnected utilities, wholesale entities, electric and hydro trading partners and other stakeholders through the use of effective communications practices; and
• Perform other related work as required.

EDUCATION AND EXPERIENCE
Education and experience equivalent to:
•  Graduation from an accredited college or university with a bachelor’s degree in Engineering, Business, or a closely related field; and
• Three (3) years experience in public or private sector power scheduling or trading and/or Independent System Operator (ISO) scheduling.

LICENSE
Possession of a valid Class C California driver’s license is required at the time of appointment and for the duration of employment.

SPECIAL CONDITIONS
• Incumbents must have the ability to work, as assigned, to schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours; and a willingness to work overtime as required.
• Candidates hired into this position may have to pass an initial and periodic, comprehensive background checks, which include fingerprinting, to meet Federal, State and/or industry security requirements.  Incumbents will have to meet any Federal (FERC and NERC) and State (CPUC) mandated certifications.
• Must be able to perform all of the essential functions of the job assignment.

• Wholesale and retail electric utility business, Hydro reservoir monitoring for optimum SW dispatch, dispatch of generation resources, production costs of energy by fuel type, system load characteristics and load curves;
• Market applications, including but not limited to ICE and CISO;
• Real-time evaluation and optimization procedures for generation dispatch, capacity needs, energy, transmission and ancillary services, purchases and sales;

• Trading procedures, systems to track and analyze capacity, energy, transmission, and ancillary service transactions, market strategies for wholesale purchases and sales of electricity and relevant trading directives;
• Schedule transactions, scheduling procedures, management directives, and how to solve scheduling conflicts;
• Scheduling and tagging procedures based on SW, CISO, WECC contract requirements and reporting requirements;
• Integrated power system operations and SW, NERC, FERC, and CISO policies, procedures, protocols and business practices;
• Research, planning and technical analysis for complex scheduling projects and preparation of reports including recommendations;
• Research methods and statistical analysis, complex spreadsheets and database applications and project and workload planning;
•  Work-related computer applications, including e-mail, word processing, spreadsheets, databases and the internet;
• Applicable laws, regulations and permits affecting the electric utility industry;
• Customer energy requirements and real-time weather forecasting, and
• Business practices, contract principles, financial statements, and economic analysis techniques.
Ability to:
• Apply the principles of power generation and transmission systems, including interconnected utility operations;
• Implement the integration of purchases and sales to economically reduce overall costs of energy and energy management systems;
• Interpret, explain and apply complex contracts, policies, protocols and business practices, implement strategies associated with short-term trading, and negotiate transactions;
• Interpret and explain complex contracts, policies, protocols, and business practices;
• Evaluate capacity, energy, and transmission transactions, implement market strategies to complete wholesale purchases of electricity, and perform economic analysis to determine benefit/cost of wholesale power market purchases and sales;

• Establish and maintain positive and effective relationships with City employees, contractors and other governmental representatives;

QUALIFICATIONS:

Education:  Graduation from high school or GED equivalent is desirable.  This provision may be waived for applicants 15 to 18 years of age with ability to obtain a valid work permit.

Experience:  Previous experience as a lifeguard, having worked with youth and WSI certification is desirable.

Special Requirements:  Current Lifeguarding, Standard First Aid, and CPR for the Professional Rescuer certificates are required. Current certifications for this program are not required prior to applying for position.

SALARY AND HOURS:

$18.08 - $18.99  -  $19.93 -  $20.93 -  $21.96 per hour.  This is a part-time position, paid sick leave benefit available. Initial appointments are generally made at the first step of this five step scale.  Hours will range from 15-25 hours per week.  Candidates that make the eligibility list may be selected for shifts as needed throughout the year.  Must be able to work flexible hours, including evenings, weekends, and holidays throughout the entire year.
