THE POSITION:

The City Manager’s Office is seeking an experienced Real Estate Manager to become a part of its executive team. This exciting newly created position offers an opportunity to work with a dedicated team advancing a number of City of Hayward priorities including growing the economy, cultivating vibrant neighborhoods and preserving, protecting and producing housing. The Real Estate Manager will be responsible for activities focused on the acquisition, leasing, disposition and management of real property.

The ideal candidate is a working manager with real property management experience, excellent leadership skills and a firm commitment to superior service. Hayward places a high priority on providing excellent customer service to its internal and external customers. Good written and verbal communication skills are essential to succeed in this position. The ideal candidate will have five years of increasingly responsible experience involving real property appraisals, negotiations, acquisitions, relocations, and property management, including at least two years of supervisory experience. Experience with or exposure to public private partnerships is desirable.

 

 

Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Develop and implement goals, objectives, policies and procedures related to the City’s real estate activities, plans and projects. 
• Manage City and Hayward Economic Development Corporation’s real estate acquisition and disposition initiatives to achieve City economic development and revenue objectives.
• Prepare requests for proposals designed to select developers and tenants; analyze business terms and negotiate complex lease and purchase agreements. 
• Manage the City’s portfolio of properties leased to third parties. 
• Consult and work closely with the City Attorney’s Office and/or outside legal counsel to ensure agreements, deeds, quitclaims, partial releases, partial reconveyance and other instruments are compliant with municipal, state and federal law. 
• Support Public Works Department with the negotiation and preparation of use agreements related to use of public right-of-way for telecommunication services, including but not limited to, fiber optic cable and small cell radio equipment; administer use agreements once entered. 
• Assist in the selection and contract negotiations with independent appraisers, relocation specialists, negotiators and other outside consultants involved with property, building and right-of-way acquisitions, appraisals, negotiations and relocations, and eminent domain proceedings; provide direction and instruction related to work as needed. 
• Manage administrative support staff to ensure records related to use agreements and leases are complied with, and payments are up to date, and follow up as needed on non-payment. 
• Review title reports to determine ownership, coordinate escrows, and assist other City staff in the preparation of property descriptions and reports related to real property. 
• Manage sales of City surplus property, including advertising, negotiations and recommendations regarding property sales. Provide technical assistance and advice to other City Departments as required relative to Real Property Program. 
• Coordinate outreach to tenants and property owners regarding projects requiring property acquisition; compile data to determine relocation and socio-economic needs of occupants and availability of relocation accommodations; and negotiate appropriate relocation terms and payments. 
• Prepare written and oral reports and correspondence to City Council, City Manager, other City Departments and Department staff. 
• Represent the City to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary. 
• Research and prepare technical and administrative reports; prepare written correspondence. Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public. 
• Foster an environment that embraces integrity, service, inclusion and collaboration. 
• Be an integral team player, which involves flexibility, cooperation, and communication. 
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Minimum Qualifications

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Five years of increasingly responsible experience involving real property appraisals, negotiations, acquisitions, relocations, and property management, including at least two years of supervisory experience. Experience with or exposure to public private partnerships is desirable 

Education: Equivalent to a Bachelor's Degree from an accredited college or university in public or business administration, engineering, real estate or a related field. Appropriate experience may be substituted for education on a year-for-year basis.  

License: Possession and maintenance of a valid Class C California Driver’s License.  

OTHER REQUIREMENTS

San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

• In family practice addressing chronic disease management

• In the diagnosis and treatment of sexually transmitted infections

• Collaborating with interdisciplinary teams

• With the underserved population, including those who are homeless

• In a flexible, dynamic work environment

Examples of Duties

Duties may include, but are not limited to, the following:

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Demonstrate the ability to work closely and collaboratively with a small team in often challenging environments (e.g., homeless encampments, shelters, extreme weather, individuals under the influence, or those with mental health challenges).

• Take stewardship of medical care for assigned geographic populations and/or shelters.

• Outreach to and build long-term, trust-based relationships with vulnerable populations.

• Assess patients’ physical, emotional, and social status through medical history, physical examinations, and diagnostic screenings; evaluate clinical findings and lab results.

• Identify and manage common illnesses and other health problems.

• Refer urgent issues beyond scope to appropriate specialists.

• Deliver longitudinal care in assigned areas.

• Collaborate with other health professionals following protocols for diagnosis and treatment.

• Build relationships with community partners to improve health outcomes and expand services.

• Counsel families regarding health maintenance and care.

• Coordinate referrals to other health or social agencies.

• Maintain accurate records of assessments, follow-ups, and evaluations.

• Supervise subordinate health workers and participate in meetings.

• Actively participate in quality improvement efforts.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

What You'll Do:

• Conduct cross-connection surveys and tests to identify potential cross-connections to the water system. 
• Monitor the provision of backflow prevention at user connections. 
• Provide technical supervision over maintenance staff performing backflow prevention assembly installation, repair, inspection, and testing.
• Inspect potable and recycled water systems to determine the existence of cross connections and recommend corrective actions as necessary.
• Test, install, repair, and maintain backflow prevention assemblies.
• Perform plan reviews to ensure proper water system connections.   Identify potential cross-connections and provide written comments.
• Maintain records of installations, locations, tests, and repairs of backflow prevention assemblies.

 

The Essentials:

Cross-Connection Control Specialist

• Two years of experience in water system maintenance, equivalent to the responsibilities of a Water Utility Worker in the City of Mountain View
• Equivalent to completion of the 12th grade supplemented by approved courses of instruction in the theory, laws, regulations, and techniques of backflow prevention and/or cross-connection control.
• Possession of a valid California Class C driver’s license.
• Possession of an AWWA Backflow Prevention Assembly Tester Certificate and a California Water Resources Control Board Water Distribution Operator Grade 1 Certificate.  
• Possession of an AWWA Cross-Connection Control Specialist Certificate within one year of appointment.

The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.

 

The Position: 

The Finance Department is seeking to recruit a Senior Management Analyst in the Accounting Division to support personnel management, general accounting, and accounts payable. The Senior Management Analyst will also be involved in the financial analysis of special grants and fund accounting and prepare periodic and annual reports for the City, its Agencies and Corporations, and the annual State Controller Reports. The incumbent would be a contributor of the Annual Comprehensive Financial Report which includes Management’s Discussion and Analysis (MD&A), basic financial statements including notes, and supplementary information.

 

The ideal candidate for this position will have a strong accounting background and possess a bachelor's degree in a related field. This position will be required to perform high-level technical support and complex financial analysis related to accounting. Responsibilities

• Manage professional, technical, clerical, and other lower level staff to include, prioritizing and assigning work; conduct performance evaluations; provide training; and making hiring, termination, and disciplinary recommendations. Evaluates training needs and workload balance for staff and prepares plan for implementation.
• Prepare and monitor the department or division budget; prepare revenue estimates and forecast; prepare and monitor operating and capital budgets, grants, contracts and other financial transactions;

DESCRIPTION:

The Department:

The Santa Clara Fire Department was established in 1854 when local residents formed the Columbia Hose Volunteer Fire Company. Today, the city has 9 fire stations (one more in design process) consisting of 8 engines, 2 trucks, 1 rescue/light unit, 1 hazardous materials unit, 1 ambulance and 2 command vehicles. The fire department is comprised of 175 personnel staffed across five divisions and serves a population of approximately 130,000 people spread over 18.4 square miles.  The Fire Administration Division provides management, organization, and support for the various divisions of the fire department actively engaged in the protection of life and property.  The Emergency Medical Services Division is responsible for training personnel to deliver pre-hospital emergency medical services to people who live, work and visit in Santa Clara.  The Community Risk Reduction Division is primarily responsible for fire safety education, fire cause determination, inspection of high hazard occupancies, and fire code enforcement. This division also maintains a vital role as technical consultant to the fire department, the City, and the business community, advising on site construction, process installation, and the safe use and handling of hazardous materials as outlined in federal, state, and local regulations. The Field Operations Division efficiently manages over 11,000 emergency responses annually.  The Training Division provides services to the Fire Department, other City departments, industry, and the community at large.

The Position:

Firefighter I is the entry level classification in the Firefighter series. An incumbent in this classification responds to medical emergencies, fire alarms, performs rescue services, and protects life and property endangered by fire. When qualified and assigned, Firefighter I's may be assigned to paramedic duties. Performs related duties as assigned.

• Possession of a valid California Class C driver's license is required at time of appointment. A valid California Class C driver's license with Firefighter endorsement is required within 24 months of appointment

Desirable Qualifications:

• Demonstrated proficiency in a second language, in accordance with the City's needs
• Military experience, journey-level status in the building construction trades, or other work experience relevant to the fire service
• Community service experience
• Completion of thirty (30) or more units of coursework in Fire Science/Technology at an accredited college
• An associate's or higher-level degree from an accredited college or university
• Possession of a valid California Paramedic (EMT-P) license (required prior to appointment to a Paramedic assignment)
• A valid California Class A or B commercial driver's license

Other Requirements:  

• Typically assigned to a 56-hour workweek (24-hour shifts); may be assigned to a 40-hour workweek as required
• May be required to work odd and unusual hours, including weekends and designated holidays and to be subject to call-back in the performance of job duties
