THE POSITION

The City of San Rafael is seeking a motivated, civic and safety-minded Communications and Engagement Intern to support equitable outreach and engagement through the Fire Department's external communications, digital content, and public engagement initiatives. This temporary, part-time role is ideal for individuals interested in learning more about local government and public communications.

Under the direction of the Deputy Director of Emergency Management, the intern will assist with day-to-day communications tasks such as social media content creation, newsletter writing, website updates, and public information campaigns.  This is an exciting opportunity to gain hands-on experience and contribute to real-time public service storytelling and information sharing.  This is a part-time/temporary position, limited to 1,000 hours worked within a fiscal year (July 1 through June 30) that receives no City benefits.  This position will work for up to 30 hours per week (days/hours may vary). 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Assist in designing, writing, and editing content for a variety of communications platforms including websites, social media, e-newsletters, flyers, presentations, and press materials.
• Help document Department programs and events through photography, videography, and brief interviews.
• Support the development and scheduling of social media content across platforms like Facebook, Instagram, and Nextdoor.
• Help maintain and update the Department's website and digital newsletters.
• Contribute to internal content calendars and project trackers.
• Participate in community outreach efforts, including tabling at events, supporting public meetings, and gathering community feedback.
• Track analytics and metrics from newsletters, social media platforms, and web traffic; monitor media coverage and social media engagement; compile analytics reports to inform communication strategies.
• Support translation coordination and multilingual content production, if bilingual (Spanish-English) skills are present.  

 

IDEAL CANDIDATE
The ideal candidate is detail-oriented, curious about public service, a strong communicator, and excited to learn in a hands-on environment.  They are a self-starter who can write clearly and adapt to a range of topics and formats.

 

KNOWLEDGE/SKILLS/ABILITIES

• Basic principles and practices of public communications, social media management, and/or media relations.
• Writing and editing for clarity, style, and grammar.
• Social media platforms, email marketing tools, and content management systems (e.g., WordPress, Mailchimp).
• Basic graphic design tools (e.g., Canva, Adobe Creative Suite) and video editing platforms (preferred).
• Cultural competency and sensitivity in engaging diverse communities.
• Highly preferred:  fluent, professional-level Spanish and English (both written and spoken).

 

MINIMUM QUALIFICATIONS DESIRED

• Fluency in English and Spanish (written and verbal) is highly desired.
• At least 1 year of experience in communications, public-engagement, media, or related work (internships included).
• OR currently enrolled in or recently completed a degree or certificate program in communications, journalism, graphic design, public relations, public administration, or a related field.
• Proficiency with Microsoft Office Suite, Canva, and social media platforms.

 

WORK SCHEDULE

• This is a hybrid, temporary position limited to a maximum of 1,000 hours per fiscal year (July 1 thru June 30.

Position Duties

The Department of Public Works is currently seeking to fill a Systems Application Programmer I/II (SAP I/II) position within the Technology Services team to support the Animal Care and Services Division (ACS). This position is responsible for contributing to good data hygiene, building dashboards and reports, authoring SOPs for various Chameleon workflows, providing desktop and mobile device support, and supporting ACS tech projects.

 

Salary Range (including the 5% NPWI): 

• SAP I: $88,932.48 – $108,086.16 annually 
• SAP II: $98,629.44 - $119,945.28 annually

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

 

This is a temporary (Overstrength) position that is anticipated to be funded through June 30, 2026, subject to further extension as appropriate. If this position is not extended through the budget process, the city may seek to place you in other internal job opportunities based on your previous work experience. 

 

This position is part of the Technology Services Division team but is assigned to ACS and fully dedicated to supporting ACS technology functions, including both application and desktop support. This is an individual contributor role that requires a commitment to building and maintaining quality data, strong attention to detail, excellent customer service, understanding of ACS business processes and workflows, and deep understanding of Chameleon software and backend database.

 

Under the direction of a senior team member, the SAP I/II will maintain the Chameleon application and underlying data, build and maintain dashboards and reports, and provide desktop support to ACS users. Key responsibilities and duties may include but are not limited to the following:

 

• Provide end-to-end support for the Chameleon application, including creating user accounts, assigning privileges, providing user training, troubleshooting and resolving issues, and maintaining documentation.
• Perform regular data validation checks on Chameleon backend data to ensure integrity. Identify and correct data issues and provide direction to users associated with recurring data errors.
• Roll out Chameleon modules to rescue partners and volunteers. Onboard users and providing ongoing support and maintenance of web-based modules.
• Develop dashboards and reports from Chameleon and ancillary data sources, ensuring validity and integrity of data presented and alignment with other dashboards and reports.
• Manage inventory of approx. 200 Crystal Reports and develop thorough understanding of how they are used. Serve as SME to vet all requests for new reports or modifications to ensure consistency across reports and avoid duplication.
• Provide regular training sessions and Chameleon office hours to promote proper use of the software and valid data entry across the organization.
• Meet with end users to understand requirements for new capabilities, reports, or workflows. Design and build using available tools in the PW technology stack, and/or collaborate with software vendors to enhance system capabilities and ensure optimal use.
• Develop and maintain comprehensive standard operating procedures for data management and tech workflows and functions.
• Provide desktop and mobile device support to ACS staff, including imaging, installing, and configuring new devices; maintaining asset inventory; troubleshooting device issues; and setting up equipment and providing general IT support for offsite events.  

To effectively carry out this role, the ideal candidate will possess the following skills and experience:

• Expert knowledge of Chameleon software, its underlying database, and data management workflows.
• Knowledge of T-SQL and ability to develop complex queries for data validation and reporting.
• Proficiency with analytics and reporting tools, preferably, Crystal Reports and Tableau.
• Experience supporting web-based and client/server applications.
• Experience providing desktop support for Win 11 and iOS devices.
• Proactive attitude, excellent communication skills, and persistence to track down answers needed to complete projects or resolve issues.
• Familiarity with animal shelter operations, business workflows, and data collection is highly desired.

The City of Foster City is seeking a dedicated Code Enforcement Officer I with strong interpersonal skills. The Code Enforcement Officer will perform routine and standardized tasks and duties like conducting field checks to uncover possible violations of a variety of City codes and ordinances including zoning, nuisance, property maintenance, and housing. Selection Process

What You Will Do

• Open, secure and close City facilities.
• Arrange chairs, tables and other equipment for events held at City facilities.

• Enforce department rules including facility rental policies.

What You Bring

• Two years of increasingly responsible experience in the operations and maintenance of Public Works sewage pumping stations and gravity sewer lines, equivalent to the Sewer Maintenance Worker I classification at the City of San Rafael.

SPECIAL REQUIREMENTS:

• Within one year of hire as a Sewer Maintenance Worker I, must possess a valid California Driver's License with a tank endorsement to drive the vactor in a training capacity.
• Level II:  Must possess a valid California Class "B" license and have a satisfactory driving record
• Level I and Level II:  Must be willing to work underground, in confined places, in and near bacterially contaminated liquids, and in exposure to unpleasant and potentially hazardous conditions. 
• Level I and Level II:  Must be willing to work overtime and on call as needed for emergency repairs.

Under administrative direction, and reporting to the City Manager, this position has
overall responsibility for planning, organizing, directing and supervising the Finance
Department, which encompasses activities such as financial analysis, accounting,
payroll, purchasing, investment and internal audit. The incumbent manages and
coordinates the work of professional, technical and clerical staff; directs the
preparation of the biennial operating budget and capital improvement program (CIP)
and monitors and prepares reports of both spending plans; prepares financial
projections and analyses; maintains sufficient internal controls to ensure integrity of
financial operations and responsibilities; and provides a high level of administrative and
technical support to the City Manager as assigned.

 

CLASS CHARACTERISTICS

This is an executive management level classification and member of the City’s Senior
Management Team. The incumbent is expected to provide prudent, timely, and
thoroughly researched information, opinions and recommendations to the City Manager
and City Council on all financial, risk management and MIS matters, and has frequent
interaction with staff and leaders of other departments, the City Manager, the Mayor,
the City Council, and citizens. The incumbent works as an integral member of various
City leadership teams in helping the City achieve its objectives, including public
presentations to citizens and other interested parties.

The incumbent has a broad range of independence within policy and procedural
limitations, works under minimal supervision and is accountable to the City Manager for
the quality and efficiency of services directed. While the general parameters of the
job are defined, the incumbent is expected to select and put into effect work
procedures and practices which will lead to the effective and efficient accomplishment
of Department goals. Recommendations on the improvement of Department activities
are expected.

 

EXAMPLES OF DUTIES (illustrative only):

• Develop and implement Departmental goals and policies, staffing levels, and administrative policies for City-wide application; review and revise existing City financial and related policies and procedures as required.
• Plan, direct, coordinate and review the work plan for the Department; revise as circumstances and City Manager/Council direction dictate.
• Plan and implement the citywide budget process and related fiscal programs.
• Manage the timely and accurate presentation of budget documents and financial reports.
• Coordinate budgeting activities with other departments, serving as the primary budget authority.
• Review departmental budgetary proposals and make recommendations on staffing and resource needs and other expenditure requirements to accomplish citywide goals.
• Prepare financial projections, analyze the City’s financial status and anticipate variances in the operating budget; provide reports and updates of same to the City Manager and City Council as required.
• Conduct a variety of special studies; prepare and may present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Oversee preparation and timely filing of tax, state/federal, and other special reports.
• Interpret and maintain compliance with pertinent budgetary, legal, procedural and specially funded program requirements.
• Manage the City’s capital financing programs, including debt issuance.
• Oversee preparation and coordination of the annual external audit; conduct internal, management and performance audits, investigations and operational studies.
• Responsible for overseeing the systems used for the proper accounting of the City’s assets and financial transactions.
• Prepare a variety of financial and budgetary statements and reports including timely financial statements, budget transfers, cost studies, cash flow analyses, and revenue/expenditure projections.
• Manage fiscal resources including cash receipts, revenues and investments, ensuring compliance with all federal, state, and local requirements.
• Perform oversight of the City’s procurement procedures and systems ensuring that they are in compliance with all federal, state, and local requirements.
• Serve as a resource for labor negotiations, providing accurate and timely information on City costs, the financial impact of contract proposals, and best practices for sustainable labor costs.
• Determine that adequate documentation exists to substantiate the appropriateness and authenticity of financial transactions.
• Develop efficient practices and utilize technology to streamline procedures while ensuring adequate internal controls within the Department, and other City functions.
• Ensure safeguard of warrants and control of signature authorities.
• Develop and manage the City’s investment strategy, evaluate investment results, and report on the City’s investment portfolio, ensure that the investment of funds meet generally acceptable accounting principles, standards, and legal requirements.
• Oversee the closing of the general ledger, ensuring compliance with State accounting requirements and governmental accounting standards.
• Oversee the payroll function in coordination with the Human Resources Department, ensuring timely and accurate payment of wages and benefits, updated as required by new laws, regulations, policies or bargaining agreements.
• Manage the financial aspects of SEMS-based emergency/disaster response and recovery activities, ensuring full reimbursement of all City costs as allowed by law.
• Plan, organize, lead, supervise, train, and evaluate Department staff.
• Conduct regular Departmental meetings; emulate and foster open communications and transparent data and information; lead by example.
• Develop and implement Departmental goals, objectives, policies, procedures and work standards.
• Make presentations to the Senior Management Team, City Council, various City Commissions, and other groups - community, governmental, and professional.
• Provide support and advice as necessary to the City Manager and Department Directors.
• Perform other related duties as assigned.
