SUMMARY DESCRIPTION

Performs technical and paraprofessional work supporting both the department and City planning operations including current and long-range planning,  environmental compliance review, processing development proposals, interacting with applicants, developers, consultants, the public, and external agencies, organizations and community groups, and other technical-level functions.

DISTINGUISHING CHARACTERISTICS

A paraprofessional classification requiring administrative, analytical, and specialized technical skills to perform semi-complex municipal planning duties. The role is distinguished from lower classifications by its scope of work and requirements for specialized training and technical proficiency in planning. This classification performs recurring tasks and solves problems independently under general supervision from the department director or assigned supervisor, and does not exercise supervision over staff.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Perform a wide range of administrative, operational, and technical tasks supporting planning programs and functions.
• Process, review, and evaluate plans, required planning documents and construction plans for completeness, consistency, and regulatory compliance.
• Administer zoning, land use, subdivision, and environmental regulations; provide recommendations on project issues, and assist applicants to ensure all requirements are met within established time frames.
• Interact with the public, and internal and external stakeholders;  serve as liaison to City staff, applicants, developers, consultants, and external organizations and agencies regarding City codes, policies, processes, and requirements.
• Conduct site visits; investigate zoning issues and complaints; advise property owners, developers, and the public on relevant City ordinances and regulations.
• Prepare reports and make public presentations to the Planning Commission, City Council, and other public groups.
• Conduct specialized planning studies, research, and analysis for current and long-range planning issues, including environmental evaluations and General Plan updates.
• Develop ordinances, resolutions, and regulations related to planning matters.
• Oversee and coordinate the current planning process including project scheduling for Historic Design Review Committee and Planning Commission, and project review with other staff.
• Maintain accurate and up-to-date planning records and data.
• Perform other related duties as assigned.

DESCRIPTION:

The City of Santa Clara is seeking to fill multiple Principal Engineer positions to perform high-level civil engineering tasks to manage and support capital improvement projects. Projects can range across water, sewer, storm systems, public-right-of-way infrastructure, transportation infrastructure planning and implementation, parks and recreation facilities, and other city-owned infrastructure. Under direct supervision of the Department Director or Assistant Director, the Principal Engineer will work independently as a hands-on contributor to the engineering team’s work and will be in charge of engineering, construction, maintenance, and related activities. Principal Engineers may also have responsibility for the quality and quantity of the work of an engineering unit, as well as other supervisory duties, as distinguished from the lower level of Engineering classifications.  

 

Water and Sewer Utilities Department

The Water and Sewer Utilities Department plans, designs, constructs, maintains, and operates the City’s water distribution system, sewer collection system, and recycled water system. These three utilities operate independently and charge rates to recover the costs of providing these services to Santa Clara residents and businesses, including capital investment in City infrastructure and funding needed for adequate reserves.

In 2023, the Water Utility produced and distributed approximately six billion gallons of water to approximately 26,000 service connections, delivered through approximately 335 miles of water main. Of the total potable water supply, 62% is obtained from City wells, 18% and 20% treated surface water is provided by wholesalers Valley Water and San Francisco Public Utilities Commission respective.  Recycled water delivered through the South Bay Water Recycling system makes up 20% of the total water supply in the City. 

The Sewer Utility operates and maintains 270 miles of a sanitary sewage collection system that collects and conveys wastewater to the San Jose-Santa Clara Regional Wastewater Facility (RWF) for treatment and disposal. Santa Clara is a 20% owner in the RWF with the City of San Jose owning 80% of the facility.  The Sewer Utility maintains 7 sewer pump stations, assists the Department of Public Works in the operation and maintenance of 22 storm pump stations, and performs other critical services. The Principal Engineer will be responsible for staff supervision, budget preparation and monitoring, project oversight, consultant and contractor management and administration, project database oversight, community outreach, project programming and reporting, presentations at the City committees, commissions, and Council, staff mentoring and training and assuring all projects are being implemented and constructed in accordance with plans, specifications, and standards. The qualified candidate will have experience both supervising and working in a team environment on major construction projects, including working collaboratively with contractors, technicians, utility operations staff, outside agency staff, and the public.

 

 

Department of Public Works
The City of Santa Clara's Department of Public Works seeks a result-oriented and innovative principal engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. This position is responsible for managing and leading the Department’s role to deliver the Capital Improvement Program (CIP) projects listed within Measure I. The Principal Engineer will lead the Public Works Measure I Bond Project Delivery Team (consisting of small team of engineers and inspection staff within Public Works), and work collaboratively other City Departments, outside agencies, and consultants and contractors to design, bid/award, and construct vital public infrastructure improvements. 

The Principal Engineer will report to the Assistant Director/City Engineer and will be responsible for all aspects of CIP delivery including staff supervision, budget preparation and monitoring, project oversight, consultant and contractor management and administration, project database oversight, community outreach, project programming and reporting, presentations at the City committees, commissions, and Council, staff mentoring and training and assuring all projects are being implemented and constructed in accordance with plans, specifications and standards.

Minimum Qualifications

• Registration as a Civil Engineer by the California State Board of Registration for Professional Engineers is required.
• A Water Distribution Operator's Certification (Grade D-3) must be obtained within two years of appointment. 
• Pipeline Assessment and Certification Program (PACP) certification must be obtained from National Association of Sewer Service Companies (NASCO) within one year of appointment.
• Possession of a valid California Class C driver's license is required at the time of application and for the duration of employment.

Desirable Qualifications: 

• A Water Distribution Operator's Certification of Grade D-4 or higher is highly desirable.
• A Collection System Operations and Maintenance Certification (Grade 2 or higher) is highly desirable.

Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. While a Senior Accounting Technician can perform work in all areas of the Accounting Division, the current recruitment is within the Accounts Payable section. THE DEPARTMENT

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. Instead, this responsibility falls to the Chief Assistant City Attorney, who provides operational leadership and management. While the elected City Attorney offers high-level legal oversight and representation, the Chief Assistant City Attorney and support staff handle the bulk of the legal work, ensuring the City’s legal needs are met efficiently and effectively.  This structure balances the benefits of elected accountability and experience with the necessity of onsite professional legal expertise in managing the City’s legal affairs.

This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the City. It is anticipated that a key responsibility of the Deputy City Attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also providing legal advice to other client departments.
• Reviews staff reports.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments
• Represents the City at various Brown Act meetings and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative or mediations proceedings.  Examples of routine matters include representing the Police Department in Pitchess motions and gun violence retraining orders.

EDUCATION and/or EXPERIENCE:

The City of Lafayette is seeking a well-seasoned, Senior Civil Engineer to play a key role in our Engineering and Public Works Department. The ideal candidate for this role is comfortable with designing, managing and inspecting capital improvement projects; presenting and explaining projects to members of the public, elected officials and appointed officials; and balancing office work with hands-on field work. Currently, this position directly reports to the Engineering Services Manager. In the future, the Senior Civil Engineer may supervise junior department members. The Department: 

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services.  The Division also operates a Central Warehouse, with over 3,000 inventory items primarily to support the City's utility departments (Silicon Valley Power and the Water and Sewer Departments). The Division is also responsible for the disposition of surplus property and the City mailroom.

The Division will soon expand its warehouse operations with the opening of a second warehouse to support Silicon Valley Power’s infrastructure projects. This recruitment is to fill the Chief Storekeeper position that will manage operations at the current central warehouse, as the incumbent Chief Storekeeper will be transitioning over to the new warehouse.

The Position: 

The Chief Storekeeper is a classified position responsible for overseeing day-to-day warehouse operations, including:

• Oversee a wide variety of materials, supplies, and related equipment 
• Receiving, storing, and issuing supplies, tools, and equipment

• Providing direction to departments for orders of materials
