THE OPPORTUNITY

The City of Pacifica is recruiting for a Assistant Plant Manager within the Department of Public Works Wastewater Division.  Under direction of the Wastewater Plant Operations Manager, the incumbent will plan, organize and manage the activities of the Wastewater Treatment System Division.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains wastewater infrastructures which includes wastewater collection system, pump stations, wastewater treatment plant, parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater, Field Services and Engineering. The Wastewater Division is organized into two groups which includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and the Wastewater Division has an annual operating budget of $18.5 million, along with a CIP appropriation of $ 5 million. The Assistant Plant Manager reports to the Wastewater Plant Operations Manager.

• Conduct operational studies and special projects; gather information, evaluate alternatives, prepare and present reports and recommendations.
• Recommend and enforce safety measures and programs and ensures that assigned staff, consultants and contract employees conduct work in a safe manner in accordance with established procedures.
• Prepare requests for proposals for vendor, engineering, contractor and maintenance services; negotiate and administer contracts and authorized payments for services.
• Control the requisition of supplies, materials and equipment.
• Serve as the City’s alternate representative with all regulatory agencies, including the Regional Water Quality Control Board, the Air Quality Control Board and the State water Quality Control Board as needed.
• Serve as a Disaster Service Worker, as required.
• Perform related duties and responsibilities as required and other duties as assigned.

The Infrastructure Maintenance Division is responsible for maintaining the City’s 2,500 miles of streets and related infrastructure, including paved street surfaces, bridges, traffic signals, streetlights, signs, markings and striping, trees, sidewalks, and landscaping, as well as the public sanitary and storm sewer collection systems. Position Duties

The Department of Transportation is currently seeking to fill 1 vacancy for the Principal Construction Inspector position in the Pavement Maintenance Division. The Pavement Maintenance Division plays a critical role in the maintenance and rehabilitation of approximately 2,500 (30-ft equivalent) miles of pavement, overseeing the maintenance of approximately 250 bridges, and over 29,000 ADA curb ramps citywide. 

In the DOT Pavement Maintenance Division, the Principal Construction Inspector performs  the following duties:

• Assist in project scoping, planning, and delivery services through close collaboration with the Pavement Engineering team

• Supervise the pavement maintenance inspection team that consists of Senior and Associate Construction Inspectors

• Plan, coordinate, and allocate inspection resources across multiple projects to ensure adequate coverage, balanced workloads, and timely completion of assignments, while effectively managing competing deadlines and priorities

• Coordinate work of the inspection staff with the Senior Engineers

• Conduct spot check inspections on the pavement maintenance and ADA curb ramp projects, review, and interpret construction plans and specifications ensuring that contractor work meets City Standards Specifications, and signs final inspection notices

• Cross train field inspection staff across programs to ensure proficiency in a variety of inspection areas

• Provides administration and oversight of project management system by assisting users, reviewing project daily logs, ensuring continuity across projects, reviewing and approving pay letters, and troubleshooting software issues

In the DOT Sidewalks team, the Principal Construction Inspector performs the following duties:

• Supervise and track inspection team performance

• Provide quarterly performance measures reports

• Verify inspectors assigning maintenance work are within the allocated budget 

• Knowledge of contract specifications as it pertains to sidewalk, curb/gutter, etc. repair criteria

• Knowledge of ADA requirements as applicable to contract requirements

• Knowledge of concrete mixture specifications, limitations, and requirements as it relates to contract specifications

• Utilize computer-based inventory, spreadsheets, and documents, such as MS Excel, MSWord, MS Outlook, and One Drive

• Completion of performance appraisals

• Review and approve contractor invoices

• Coordinate contractor meetings

• Trains and evaluates work of subordinates; reviews completed work and prepares required records and reports

• Supervises and trains front desk administrative staff

• Perform and coordinate field training of inspection staff

• Manage contractor purchase orders capacities

• Assigns and track progress of contractors

• Act as intermediary between public and contractors

• Use tools as necessary to identify slope and ponding issues and recommend corrective action/s as needed

The DOT Landscape Inspection and Contract Management Construction Inspector’s key responsibilities include but are not limited to:

• Provide oversight to 23 Special District areas, General Fund parcels (Beautify SJ and GF contractual), Green Stormwater Infrastructure, Weed Abatement parcels, Unique Item Inventory (Pedestrian Overcrossings) and Residential Street Sweeping

• Supervise a team of Senior and Associate Construction Inspectors in the field inspection and documentation

• Provide monthly Residential Street Sweeping reports

• Verify inspectors assigning maintenance work are within the allocated budget for each assigned maintenance district/s

Minimum Qualifications

Education: Any combination of training and experience equivalent to successful completion of high school

Experience: 

• Nine (9) years of increasingly responsible sub-professional engineering/construction inspection work, including three (3) years at the level of Senior Construction Inspector, Senior Engineering Technician, Party Chief, or equivalent 

• (Completion of a terminal curriculum in engineering technology equivalent to that given in an accredited California junior college or two (2) years of college engineering courses may be substituted for two (2) years of the required remaining experience)

Certifications/Licenses: Possession of a valid driver's license in the State of California

About the City of San Bruno

Minimum Qualifications

• At least one year of experience in fitness instruction, personal training, or a related field preferred.  

• Experience in group instruction and one-on-one training is highly desirable. 

Knowledge and Skills

This position requires a knowledge of general fitness principles, exercise techniques, and wellness practices, instructing and motivating individuals or groups in a fitness setting, excellent communication to provide clear instruction and positive feedback and assessing client needs and creating individualized fitness programs. The position also requires ability to operate and maintain fitness equipment safely. 

Special Requirements: 

• Current certification in First Aid and Cardiopulmonary Resuscitation (CPR). 

• Fitness certifications (e.g., Personal Trainer, Group Fitness Instructor) from a nationally recognized organization.

The Department: 

The Department of Public Works (DPW) constructs, maintains and improves various components of the City’s infrastructure and provides quality, cost-effective, timely services to the residents and businesses of Santa Clara. DPW is responsible for a wide variety of programs throughout the city which include implementation of solid waste and urban run-off pollution prevention programs, design, construction management, inspection and maintenance of City streets, bridges, storm drain systems, traffic signal systems, building facilities, fleet, street trees, landscaping and the closed landfill.

The Position: 

This is the second level paraprofessional position in the Staff Aide series requiring the frequent use of independent judgment and interpretive ability related to research, analysis, and report writing. An incumbent in this classification performs work of a varied and responsible nature under general direction with some responsibility for the follow-through on details of assigned projects. This classification is distinguished from a Staff Aide II in that the Staff Aide II – Environmental Programs is a public facing role with specific knowledge of solid waste, source reduction, recycling, and urban runoff pollution prevention.

The annual salary range for this position is $95,863.92 - $122,040.48. This position may be filled at or near the minimum of the salary range. 

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 
 • An Associate of Arts degree in Business Administration, Public Administration or a related field
 • Two (2) years of investigation, coordination, or technical report writing experience
 • One (1) year of customer service including complaint resolution, public education, or general program administration in one of the following areas: solid waste, recycling, waste prevention, or urban run-off pollution prevention program.

License/Certifications: 
 • Possession of a valid California driver's license is required at time of appointment and for duration of employment.

Desirable Qualifications: 

• Experience preparing State of California grant applications.
 • A Bachelor's Degree from an accredited college or university in Business or Public Administration, or a related field.

• May be required to work shifts, weekends, and odd and unusual hours in the performance of duties and emergency situations.

DEFINITION:

Under general supervision, learns to perform and performs the full array of duties assigned to classes in the Public Services Maintenance Worker series including maintenance, construction and equipment operation work in one or more Public Services divisions; occasionally assists in the training of lower level. DISTINGUISHING CHARACTERISTICS:

Public Services Maintenance Worker I

The Public Services Maintenance Worker I is the entry level class responsible for a wide variety of maintenance and construction tasks. This classification is alternatively staffed with Public Services Maintenance Worker II and incumbents may advance to the higher-level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Public Services Maintenance Worker II

The Public Services Maintenance Worker II is the journey level class responsible for a wide variety of maintenance and construction tasks. This classification is distinguished from the next higher classification of Senior Public Services Maintenance Worker in that the latter performance the more complex assignments and lead responsibilities.

Public Services Maintenance Worker I

Receives general supervision from a Public Services Supervisor. Incumbents of this class do not routinely exercise supervision.

Public Services Maintenance Worker II

Receives general supervision from a Public Services Supervisor. May exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Performs maintenance, repair, construction, equipment operation and installation work in streets, water, sewers, refuse collection, parks and buildings.
• Streets: Breaks, removes, crack seals, hydropatches, and repairs surfaces; digs, shovels, hauls, loads and unloads materials; operates jack hammers, tampers, pavement breakers and other hand and power tools; rolls and irons asphalt; operates trucks, backhoes, rollers, pavers, street sweepers and other construction vehicles and equipment; assists in the installation and maintenance of City signs, road markings, striping and delineators; paints street lines and crosswalks; performs concrete sidewalk, curb, gutter and ramp installation and repair; installs, maintains and repairs street lights; installs shoring and trench plates; monitors underground service alert (USA’s) and marks when necessary; conducts street leaf pickup; mows roadsides.
• Water Distribution and Drainage: Constructs, maintains and repairs storm conduits, curbs, gutters and drainage facilities; installs, repairs and maintains water mains and lines; conducts maintenance at well sites; monitors pump stations; operates jack hammers and other tools and equipment; inspects tools and equipment for safety and mechanical defects; installs and repairs water service connections, meters and boxes; performs monthly meter reads; repairs, installs and tests hydrants; monitors USA’s and marks when necessary; operates trucks and other construction vehicles and equipment; locates and repairs leaks in water lines; cleans storm drains, flood control facilities and inlets; operates sewer camera and hydrovac.
• Parks and Buildings: Maintains lawns, shrubs, and trees; assists in spraying of herbicides and pesticides; cuts, sprays and removes weeds; clears brush and debris; assists with planting and maintenance of landscaped areas; installs, maintains, repairs and programs irrigation systems; cleans and maintains parks and city buildings; assists in the performance of minor carpentry, plumbing, electrical, painting and remodeling tasks.
• Solid Waste: Operates a variety of collection vehicles and equipment including front, rear and side loaders in the collection and transportation of residential and commercial refuse; drives to landfill site when vehicle is full and unloads material; evaluates and updates assigned routes; cleans, maintains and inspects assigned vehicles; maintains daily logs.
• Fills out reports and work orders; climbs or uses hydraulic aerial devices to top, trim, reshape, strip, treat and remove trees; operates airport fueling vehicles; responds to after-hours call-outs if assigned.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may provide training to lower level staff; responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.
