DISTINGUISHING CHARACTERISTICS

The Economic Development Specialist is an entry-level class. Employees may have only limited or no direct related work experience. Employees work under general supervision while learning job tasks.

SUPERVISION RECEIVED/EXERCISED

Receives direction from the Economic Development and Communications Specialist. May exercise technical and functional supervision over administrative support personnel.

ESSENTIAL FUNCTIONS (include but are not limited to the following)

• Prepares responses, proposals and presentations for Requests for Information and provides responsible, professional analytical assistance in the development, administration and implementation of economic development programs.
• Develops short- and long-range economic development plans; gathers, interprets and prepares data for studies, reports, and recommendations.
• Coordinates and participates in the review of City projects, project plans, and discussions.
• Helps maintain a comprehensive inventory of available buildings and sites in the community for economic development purposes and distributes to perspective economic development clientele as requested.
• Assists with marketing plans for attraction, retention and expansion of businesses.
• Recommends and investigates ways to obtain grants, loans and other procurement of funds for the development of business; works on financial statements.
• Serves as a liaison between the local government and the chamber of commerce, merchants’ associations, economic development districts, redevelopment agencies and other public, private or nonprofit groups and associations interested in economic development.
• Monitors local, state and Federal legislations and regulations relating to economic development; reports findings, trends and recommendations to supervisor.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

To respond to fire alarms, medical emergency, and other emergency activities in the protection of life and property; and to participate in fire prevention, training and station and equipment maintenance activities.  The purpose of this recruitment is to fill a current vacancy in the Woodland Fire Department, as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

The following are typical illustrations of duties encompassed by the job class, not an all-inclusive or limiting list:

Respond to fire alarms with assigned company; lay and connect hose lines; hold nozzles and direct water streams; raise and climb ladders.  Perform rescue operations in a variety of situations including but not limited to rescuing persons from areas threatened by fire, hazardous conditions, confined space, and active shooter/rescue task force events.  Provide basic life support during medical incidents, assessing and initiating patient care until relieved by proper medical personnel. Operate all types of portable fire extinguishers, hand tools, hose lines, power tools and appliances, salvage covers, forcible entry tools, emergency medical equipment and other rescue equipment. Participate in fire drills; serve as instructor as assigned; attend training sessions. Promote and maintain safety in the workplace. Work cooperatively with others as integral part of a team.  Follow chain of command and be responsive to orders.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present and fit for duty.

OTHER JOB FUNCTIONS

Respond to hazardous materials incidents and participate as member of the County Hazardous Materials Team. Shut down natural gas and electrical services to structure.  Participate in fire inspection activities and other fire prevention, community risk reduction, and public education activities as assigned.  Ensure that businesses are operating in compliance with the fire code. Participate in the programs providing various public relations services, including facility tours, public education seminars and other public events.  Respond to inquiries from the public.  Assist in investigating fire origin and cause.  May be requested to respond to emergencies during non-duty hours.  Control traffic.  Inventory supplies; maintain records. Can serve as “acting positions” when certified.  Clean station quarters and equipment and maintain a clean and orderly condition in and about the fire station; perform minor building maintenance.  Operate radio and communications equipment.  Assist in overhaul and salvage operations.  Learn a wide variety of firefighting duties, methods, and procedures including the operation of firefighting apparatus, equipment, and tools.

Perform other duties as assigned.

Candidates hired shall refrain from the use of all tobacco products during the term of their employment with the City, including smokeless tobacco products.

QUALIFICATIONS

Education: 

High school diploma or equivalent.  College-level coursework in fire science, general management, or related field is desirable. Proof of completion of a Firefighter Academy may be required. 

Experience: 

Any experience that would likely provide the required ability is qualifying; firefighting experience is desirable.

 License or Certificate:

• Proof of valid Candidate Physical Ability Test (valid for one year from issuance date).
• Proof of validated written test completion given by recognized institution such as Fire Candidate Training Center (FCTC), the City of Woodland, or another accepted agency may be required.  

Required Upon Hire and Continued Employment:

• Possession of a valid California Driver’s License
• Emergency Medical Technician Certificate
• Valid CPR certification.

Retirement:                          
CalPERS Retirement System (3% @ 50 Formula for Classic CalPERS members and 2.7% @ 57 Formula for new CalPERS members).  The City does not participate in social security

Deferred Compensation:                   
Choice of deferred compensation plans (Traditional and Roth).  After successful completion of probation, new hires are also eligible for a 2% City Contribution.

CalPERS Medical Insurance Plans, including HMOs & PPOs.  City gives an allowance toward the cost of insurance.  Maximum Family Allowance for 2025 is $2,752.96 per month

The Departments: 

Community Development Department

The Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services. In general, the Department guides the ongoing physical development of the community, to ensure that construction conforms to the standards of the City and State. Within the Department, the Housing and Community Services Division provides strategic leadership for the City’s housing program and facilitates the development and preservation of affordable housing and the delivery of community services for lower income residents. The Housing and Community Services Division is staffed by nine (9) full-time positions. Specific activities within the Division include administration of the City’s inclusionary housing program for rental and ownership units, loans for new affordable housing development and rehabilitation, the long-term compliance of the City’s affordable housing portfolio, and management of the City’s Redevelopment legacy assets and Housing Element program implementation. The Division also administers the City’s federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Program (HOME) entitlement grant programs. These grants are used to promote affordable housing, rehabilitate substandard housing, facilitate neighborhood improvements, remove barriers to persons with disabilities, prevent homelessness and reduce its impacts, and to fund public services for low- and moderate-income residents. The Housing and Community Services Division of the Community Development Department is currently hiring for two Staff Analyst II positions. 

The Compliance Staff Analyst II in this Division will be essential in administering and monitoring compliance of the City's Affordable Housing Programs. This position ensures that multifamily housing projects comply with local, state, and federal regulations. The Staff Analyst II will review, interpret, and apply these regulations, as well as the City’s affordable housing agreements. Responsibilities include overseeing compliance for the affordable rental portfolio, monitoring both existing and new inclusionary units, collaborating with developers on initial marketing and lease-ups, and assisting with complex issues related to rental compliance and reporting requirements. Additionally, the Staff Analyst II will report directly to the Housing Development Officer and provide administrative and clerical support.

The Housing Policy Staff Analyst II in this Division will be responsible for implementing a range of new policies and programs in the City’s adopted 2023-2031 Housing Element. This position will help track changing state laws and requirements, conduct research and policy analysis, plan and conduct stakeholder outreach, coordinate and manage consultants, serve as the City’s liaison to the Santa Clara Community Planning Collaborative, gather and organize data for analysis and mapping, manage ordinance updates, write staff reports, evaluate programs, draft presentations for City Council, and more. This position will report jointly to the Housing & Community Services Manager and the Planning Manager.

Department of Public Works

The City of Santa Clara's Department of Public Works (DPW) seeks a results-oriented and innovative Staff Analyst II to serve out the Department's mission to provide the highest quality public works services to the residents and businesses of Santa Clara, the development community, and other stakeholders in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. Currently, DPW has one (1) open position in the Administration Division. The Staff Analyst II in this Division will be essential in administering and monitoring the budgets for the Department’s Capital Improvement Projects and analyzing financial data and coordinating with all levels of personnel and stakeholders.   In addition, the candidate will lead the implementation of changes to how the Department’s staff time is tracked and accounted for within project budgets. The ideal candidate for this position will have a strong financial background and high-level technical support and complex financial analysis related to budget. The position requires the use of considerable initiative, judgment, analysis, coordination, and interpersonal skills. This position will be providing budget related support to the division, program and project managers. The Staff Analyst II is responsible for advanced level program analysis and higher level administrative duties in support of assigned programs and activities. The Staff Analyst II works under general supervision and is expected to work within established procedures and policies of the work unit. This classification performs professional work involving program management, budget administration, and research. The Staff Analyst II analyzes data, prepares reports, and make recommendations to improve efficiency and effectiveness.

The Dixon Fire Department is looking to fill one, full-time regular position of Fire Administrative Analyst. This position provides administrative support in the fire department environment including management of records; office management; reception; research; budget preparation; document preparation; project management; and supervision.

This is the primary administrative managerial position in the fire department environment, reporting directly to the Fire Chief. It requires a considerable degree of initiative, independent judgement and tact in dealing with confidential and sensitive matters. Exercises full supervisor responsibility for the work of technical and clerical positions.
