Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. Explains, interprets and analyzes affordable housing policies and regulations for the public. Implements and interprets the local, state and federal legislation on inclusionary housing policies. Provides information to housing developers regarding compliance with regulatory agreements for residential projects.   Negotiates complex agreements and policies related to affordable housing, effectively soliciting the input of developers, affordable housing advocates, and other stakeholders. Manage housing consultant contracts. Reviews proformas and financial assistance options. Evaluates requests for loans and grant financing and bond issuances for projects leading to funding recommendations. Coordinates and facilitates the development of affordable subsidized and inclusionary housing in the Spring Lake Specific Plan area, as well as infill sites throughout the City. Manages and monitors affordable housing program (all inclusionary units) for rental and for sale properties. Administers the City’s Community Development Block Grant and Continuum of Care programs including funded activities. Prepares state and federal grant applications and assists in locating alternative funding sources for community development activities and completes all related reporting. Administers projects and programs funded by the State HOME Program and other federal and state funding sources, including contract management and long-term compliance monitoring.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present to work to complete assigned tasks. 

OTHER JOB FUNCTIONS

Researches and analyzes technical and statistical data to implement goals, objectives and policies of the Housing Element and makes recommendations to improve program activities. TOWN MANAGER - TOWN OF LOOMIS

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. In this smaller-sized entity, the Town Manager will need to be comfortable with a hands-on and collaborative approach to day-to-day  management. This will include providing strong leadership and frequent interaction with the small team (Finance, Community Development, Engineering and Public Works), fostering a    collaborative, open dialogue, and teamwork. The Town Council also seeks a Town Manager who enjoys working in the public sector and appreciates the variety and diversity of contributions from all sources within the organization, as well as from this active and engaged community.

This position requires a Bachelor's degree and progressively responsible experience in an administrative, managerial, or senior level staff capacity in a comparable organization with  similar issues. The new Community Development Director is a high-level leader proficient in all areas of community development and will function as a key member of the management team in implementing City Council priorities and shaping the future of the City. The Director plans, organizes, and directs the activities of the Department, working with local and regional partners to ensure the City’s priorities and goals are achieved. Under the direction of a visionary City Manager, this position is responsible for providing excellent leadership and directing and managing overall operations of an efficient and effective Community Development Department. The successful candidate will be well versed in the principles and practices of city planning; governmental administration; Federal, State, and Local laws affecting public planning; uniform building codes; and other codes enforced by the department. They will be responsible and innovative in creating succession planning, providing mentorship, fair supervision, and strategic training, with the ability to manage a budget of approximately $3 million and a team of ten full-time employees.

• Meet with directors, division managers, and other key department staff to collaborate and discuss issues regarding projects, policies, programs, and to determine priorities.

• Confer with public officials, developers, citizen groups, and the general public on highly sensitive matters related to the City’s development regulations and policies.

• Interpret, enforce, and propose amendments to the City’s General Plan and related ordinances.

DEFINITION: This position reports to the Recreation Coordinator and/or Supervisor managing Youth Programs. This position involves a high level of management, coordination, curriculum development and customer service. As an Afterschool Program Director at Old Mill Elementary School, you will plan and coordinate the daily activities for K-5th grade program attendees on-site at the school. You will be responsible for organizing and implementing daily projects and activities, overseeing staff, and communicating with parents. This position requires a commitment to 2025-2026 school year. Program hours are M, T, Th, F from 2:20pm – 5:30pm and Wed. From 1:30pm – 5:30pm Approximately 20-25 hours a week.

The City of Hayward is seeking a Senior Utilities Engineer with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Utilities Engineer is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. The ideal candidate will possess in-depth knowledge of wastewater treatment and related water/wastewater infrastructure projects. This position will serve as a key member of the team that will manage and deliver a $100 million treatment system upgrade for the City’s Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.  
 
DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, storm water management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.
 
 

• Principles and practices of civil engineering.
• Familiarity with applicable laws and regulatory codes relevant to planning, design and construction of water, wastewater, and storm drainage projects.
• Current developments, literature, and sources of information relative to municipal utilities engineering.
• Modern methods and techniques used in the design and construction of a wide variety of utilities engineering projects.

EXPERIENCE AND EDUCATION

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain knowledge and abilities would be:
 
Experience:  Four (4) years of progressively responsible experience in professional engineering work in the design and construction of water and wastewater projects including one (1) year of supervisory or lead experience.
 
Education:   Bachelor's degree or equivalent from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A master's degree is desirable.
 
Licenses and Certificates: Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.
 
Possession and maintenance of a valid Class C California driver's license.
