TOWN MANAGER - TOWN OF LOOMIS

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. In this smaller-sized entity, the Town Manager will need to be comfortable with a hands-on and collaborative approach to day-to-day  management. This will include providing strong leadership and frequent interaction with the small team (Finance, Community Development, Engineering and Public Works), fostering a    collaborative, open dialogue, and teamwork. The Town Council also seeks a Town Manager who enjoys working in the public sector and appreciates the variety and diversity of contributions from all sources within the organization, as well as from this active and engaged community.

This position requires a Bachelor's degree and progressively responsible experience in an administrative, managerial, or senior level staff capacity in a comparable organization with  similar issues. California municipal experience, particularly in a rural setting, is highly regarded by the Town Council, although all highly qualified candidates are strongly encouraged to apply. An advanced degree may be a plus based on overall career experience.

The Town Council is prepared to offer a competitive salary for the region as well as benefits, including CalPERS Retirement. A mutually agreeable employment agreement will be negotiated.

Under the general supervision of the Planning and Building Director, the Building Inspector I/II is responsible for inspecting construction projects to ensure compliance with approved plans, specifications, and applicable building codes and regulations. This role involves conducting all residential, resale and commercial inspections, investigating complaints, providing technical guidance to applicants, coordinating with external agencies, time limits of completion enforcement and assisting at the building counter. The position requires a high level of independence and discretion.

Position Duties

The salary range for the Senior Power Resources Specialist Classification is:
$147,005.04 - $180,070.80 Annually
This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Energy Department is seeking to fill one (1) full-time Senior Regulatory Compliance & Policy Manager (Senior Power Resources Specialist) position for the Regulatory Compliance & Policy Division. This position reports directly to the Deputy Director of the Regulatory Compliance & Policy Division and will provide technical analysis, assess the potential business impacts to SJCE from proposed regulatory changes, and provide expert public representation.

Under general direction of the Deputy Director, the Senior Regulatory Compliance & Policy Manager will be responsible for engaging in the increasing number of complex electric regulatory proceedings and effectively advocating for the business interests of SJCE at the  California Public Utilities Commission (“CPUC”), the California Energy Commission (CEC), and California Independent System Operator (“CAISO”) to protect and advance San José business and community interests. Typical duties of this position may include, but are not limited to:

• Monitoring and advising internal staff about the progress of regulatory policy and rate-related proceedings
• Performing independent analysis of the possible operational impacts of rate cases and regulatory proceedings
• Representing SJCE before regulatory bodies and on external working groups
• Keeping abreast of key regulatory issues affecting CCAs, and assisting in prioritizing proceedings
• Developing formal written comments to regulatory agencies and advising on advocacy strategy
• Working with other internal teams to share and learn relevant information
• Other duties as assigned     

Minimum Qualifications

Education 
A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or related field to utility business.

Experience

Three (3) years of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

Possession of a valid State of California driver’s license is required.

The Judicial Council of California is accepting applications for the position of Fiscal Supervisor for Budget Services.   

The Fiscal Supervisor over the Court Budget Unit (CBU) in the Budget Services office plans, organizes, supervises, reviews, and evaluates the work of assigned staff responsible to support all aspects of budget development and implementation for the 58 trial courts. The Supervisor oversees the development of allocations and distribution of $3 billion annually to the trial courts and manages other budgetary processes and programs that support court operations. The Supervisor oversees the preparation of trial court financial documents and required reporting; provides technical fiscal assistance to the courts; reviews funding requests to ensure compliance with statute, budget authority, and Judicial Council policy; and related assignments for court leadership, Budget Services management, and the Judicial Council’s Executive Office. This position directs the work and staff activities that support the Trial Court Budget Advisory Committee (TCBAC) and various TCBAC subcommittees and work groups.

This position works independently with limited supervision and interacts with court leadership including presiding judges, court executive officers, local fiscal court officers, advisory committee and subcommittee members, leadership and management from other Judicial Council offices, and all units within the Budget Service office.

THE POSITION

The City of Daly City is seeking a dynamic and experienced Economic Development Program Manager to join the Office of the City Manager. This new position is an opportunity to shape and lead innovative programs that enhance the local economy, reimagine and activate the environment and attract, retain and support businesses in the Daly City community.

The Economic Development Program Manager plays a vital role in fostering relationships with the business community, developing and implementing economic development strategies, all while providing direct support to meet business needs. The diverse range of work in partnership building, policy development, long-term visioning, program implementation, data analysis and research provides an exciting and fulfilling opportunity.

As a top priority for the City, the Economic Development Program Manager will ensure the City addresses the needs of local businesses and provides opportunities for their success, as well as identify new businesses to enhance the City’s overall economic health. This also includes regular outreach to local businesses to offer assistance through referrals to state and federal programs, and strategic planning for expansion approval. This position must create and maintain partnerships with multiple associations community organizations and State and Federal re-sources.

DEFINITION

Under the direction of the City Manager or their designee, the Economic Development Program Manager develops, coordinates, and implements the City’s economic development programs and related activities; works with commercial and retail businesses, developers and property owners and managers on potential opportunity sites, assists applicants and business in their dealings with the City, initiates key economic activities based on the City’s General Plan, provides economic data to inform key city policy decisions; manages Grant funding opportunities for economic development, develops and implements marketing, branding and outreach activities for attraction and retention of businesses in Daly City and performs related work as required.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:
• Develop and update the City’s Economic Development and Business Strategy and develop an action plan to implement the strategy and economic development programs on a citywide basis.
• Manage grant and funding opportunities to support economic initiatives; oversee administration of economic development grants and contracts.
• Develop financing sources for various programs through communication and negotiation with agencies of the State and Federal government, the private sector and nonprofit foundations.
• Facilitate the attraction, retention, growth and success of Daly City businesses through active engagement, business assistance, provision of information, marketing, and outreach.
• Conduct feasibility assessments for establishing Business Improvement District (BID)
• Oversee and coordinate Economic Development events and festivals.

• Continuously valuate and review economic development program goals, objectives, and strategies and recommend changes to programs, policies or procedures that will facilitate ongoing success to attract and recruit new businesses to activate and fill vacant commercial spaces.
• Identify, develop and analyze data to assess trends, issues and opportunities affecting businesses and the City in order to effectively support local businesses.
• Serve as the primary liaison to the Daly City/Colma Chamber of Commerce and effectively maintain the relationship between the Daly City/Colma Chamber of Commerce, and other private and public organizations related to business and economic development.
• Create and foster effective business relationships with key stakeholders to facilitate business attraction and retention that will support the economic development and growth of the City.
• Identify and recommend revisions to ordinances and policies that may hinder business operations to improve economic conditions, functionality and aesthetics.
• Assist applicants, business representatives and developers in dealings with the City on the entitlement and building permit approval process and other needs.
• May assist in the recommendation of policies and programs pertaining to the fiscal and economic development of the City.
• Prepare reports and make presentations to business and community groups, City Commissions and Boards, City Council and the public.
• May prepare and administer the budget for Economic Development Program.
• Supervise and train one Economic Development Program Specialist
• Professionally and effectively represent the City of Daly City in developing relationships between the City and representatives of private sector development opportunities, business community and city staff.

MINIMUM QUALIFICATIONS

Knowledge of: Principals, issues and practices of economic and commercial development, redevelopment, land use planning and permitting, business retention, public policy and business development including best practices, marketing/marketing research; statistical analysis and research methods and the sources of information and data pertaining to economic development, business retention; evaluation and analysis of pro formas; the State of California Redevelopment Law; private sector development techniques; Applicable federal, state, and local laws and regulations concerning economic development activity in urban areas, real estate, public land acquisition, redevelopment and land use; Federal and State Grants regulations, Grant writing and grant administration oversight and implementation experience; Effective methods of gaining consensus and building support for objectives; Principles and practices of organization, administration, budget and supervision.

Ability to: Communicate clearly and concisely, both orally and in writing. Effectively and professionally represent the City to the business community and the public, Research and communicate economic trends, including vacancy rates, lease rates, and land values, Interpret and explain laws and regulations related to zoning regulations, land acquisition, and economic development, research proposals, evaluate alternatives, and make sound recommendations within established policy guidelines, Exercise good judgment, flexibility, creativity and sensitivity in response to changing situations and needs, adapt, change and be receptive to new direction and shifting City priorities. Education: Graduation from college or university with a Bachelor's Degree in Business Administration, Economics, Marketing, Planning, Public Administration or a related field.

Experience: Four years of increasingly responsible experience and demonstrated proficiency in economic development, real estate financing, commercial real estate, redevelopment, or planning, including two years of supervisory experience. Working knowledge of California planning law and practice is desirable.

License: Possession of a valid California Class C California Drivers License.

PARKS, RECREATION AND ARTS COMMISSION

A Parks, Recreation and Arts Commission of the Town of Danville is hereby established.  The Commission shall consist of eight (8) regular members, one (1) of which shall be a Youth Commissioner as defined in Section 2-10.12 of this chapter, and one (1) alternate member, all of whom shall be appointed by the Town Council.

Qualifications

All members shall by experience, training, education, occupation or avocation, have demonstrated knowledge of and interest in park, recreation, cultural, or arts facilities, or leisure and human services.

Term of Office

With the exception of the Youth Commissioner, the term of office of each member of the Commission shall be four (4) years unless otherwise determined by the Town Council. The term of each Youth Commissioner shall be two (2) years. Each member shall serve until their successor is appointed and qualified.

Removal or Vacancy

A member of the Commission may be removed by a majority vote of the Council. A vacancy is filled in the same manner as the original appointment. A person appointed to fill a vacancy serves for the remainder of the unexpired term.

Time and Place of Regular Meeting

The Commission shall hold at least one (1) regular monthly meeting. The Commission shall fix the time and place of its regular meetings by resolution or by-law. Special meetings may be called as necessary. All meetings of the Commission are open to the public and the Commission shall give notice of its meetings as required by law.

No Compensation for Members; Reimbursement of Expenses

Members of the Commission shall not receive compensation for attendance at Commission meetings, but are entitled to reimbursement for expenses incurred in the course of their duties upon approval by the Town Council.

Chair and Vice-Chair

The Commission shall elect a Chair and Vice-Chair from among its members. The Chair and Vice-Chair serve for a term of one (1) year and until the successor of each is elected and qualified.

Adoption of Rules

The Commission shall adopt rules for the transaction of its business and shall keep a public record of its resolutions, transactions, findings and determinations.

Quorum. Four (4) members of the Commission constitute a quorum for the transaction of business.

Duties of Officers of the Commission

 a.   Chair. The Chair shall preside at all meetings of the Commission. The Chair shall appoint all committees and shall perform all the duties necessary or incidental to the office.

b.   Vice-Chair.  The Vice-Chair is Chair in the absence or inability of the Chair to act.

Duties and Powers of the Commission

The Park and Leisure Services Commission shall:

  a.   Be the primary advisory body to the Town Council on acquiring and developing park, recreation, cultural, and arts facilities and providing recreation and arts programs for Town residents;

   b.   Review the Town’s Parks, Recreation and Arts Strategic Plan and recommend steps to implement or revise the Plan as needed;

   c.   Hold public meetings, conduct surveys, and use other reasonable methods to determine community park, recreation, and arts needs and recommend actions to meet those needs to the Town Council;

   d.   Review site plans for public parks, recreation, art, or cultural facilities and recommend plans and specifications to the Town Council for additions and improvements;

   e.   Review and comment on all subdivisions and other development proposals in which land is proposed for dedication, credit for private open space is requested, projects on school lands or other significant park, creek, trail, or open space concerns exist;

   f.   Review and comment on the annual implementation of the Capital Improvement Program;

   g.   Recommend to the Town Council for adoption facility use policies including fees, restrictions, priorities and other concerns and review the adopted policies and fees annually recommending changes as needed.

    h.   Consider improvements to the condition of Town recreation facilities annually; and

    i.   Perform other duties prescribed by the Town Council.

Qualifications and Role of Youth Commissioner

The Town Council shall appoint a Youth Commissioner to serve on the Commission to represent the interests of Danville youth. The Youth Commissioner shall be a Danville resident of high school age. The Youth Commissioner shall have the same obligations and authority of all other commissioners.

Residency Requirements

All members of the Commission shall be residents of the Town of Danville.

Commission Alternate

The Town Council may, at its discretion, appoint one alternate to the Commission. The alternate member of the Commission shall attend all meetings of the Commission. If a regular member of the Commission is absent or required to abstain from all or any part of a Commission meeting, the alternate member shall participate in place of the absent member, with all rights and privileges of a regular member, including the authority to vote on matters before the Commission.

Under the general supervision of the Program Director, we are seeking professional, passionate, and energetic individuals who can successfully manage a preschool classroom, develop lesson plans, and effectively promote emotional, physical, mental, and social wellbeing in a classroom environment.  The Holly Preschool program strives to create an environment inspiring each child’s individual creativity and self-expression. Children participate in arts/crafts, music, body movement, basic science, cognitive games, creative/dramatic play, cooking, circle and story time, fine and gross motor skill building, and phonics awareness. This is a classroom position, not an administrative/office position.

Silicon Valley Power (SVP) currently provides over 40 percent of Santa Clara’s electricity from carbon-free renewable resources. Under direct supervision, the Assistant Electric Utility Engineer performs a variety of entry-level professional electric utility engineering field and office work in Electric system planning, electric system design, construction and/or maintenance programs.  SVP invites applications from dynamic and innovative qualified candidates for an entry level engineering position. Assistant Electric utility engineer will be part engineering team to conduct design, establish standards and implement construction projects. • • Possession of a State of California Engineer-In-Training (E.I.T.) Certificate and at least 1 year of experience in electrical or mechanical engineering office and/or field work, and Experience using AutoCAD and Microsoft Office (i.e., Microsoft Word, Excel, PowerPoint, Mathlab).

License/Certifications: 

Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

Desirable Qualifications: 

• Registration as an Electrical, Mechanical or Civil Engineer in the State of California.
• Experience using ESRI based Geographic Information System (GIS).

Other Requirements:  

• Must be able to perform all of the essential functions of the job assignment.
• May be required to work shifts, weekends, and odd and unusual hours in the performance of duties and emergency situations.
