Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Key responsibilities include leading utility rate setting, guiding long-range capital and infrastructure planning, and supporting major initiatives such as homelessness response and environmental restoration. DEFINITION
Under general direction, performs complex and responsible technical and clerical work for the Director of Human Resources and as administrative support to the City's Human Resources Department. Completes related work as required.

DISTINGUISHING CHARACTERISTICS
An incumbent in this position is a Human Resources generalist performing a wide range of personnel assignments in administering and processing health and welfare benefits; managing the administrative duties associated with the Personnel Board and overseeing the preparation and management of all employee requisition and action forms; managing the office and providing administrative support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, the Human Resources Analyst(s) and Human Resources Specialist(s).

Job Description:  

The Administrative Services Department has a rewarding full-time, 40 hours per week, non-benefited summer internship opportunity to begin in June of 2026. The main function of the job is to perform municipal research and analytical work on an entry level professional basis.

The workload will be a balance of assisting in daily municipal operations and special projects. The City of Burlingame Department of Public Works is currently recruiting for a Senior Civil Engineer.  This is a senior level position that manages staff and major program areas in the Engineering Division; performs professional engineering work, project management and coordination of a variety of public works and transportation projects. Performs difficult, professional civil engineering work in the planning and design of street, water, sewer and other public works facilities. Coordinates with City Departments, private engineers, inspectors and contractors on technical details of public works facilities. This is a full-time position that requires significant administrative, analytical and technical skills acquired by advanced professional training and experience. Incumbents of this classification are expected to have a breadth of knowledge and experience to successfully manage complex projects with considerable independence.

Essential Functions (including but are not limited to the following)

• Must be able to work independently with minimum supervision and guidance from the Assistant Director of Public Works;
• Must be able to plan and manage complex projects, perform difficult and complex engineering work, project management and represent the engineering division at City Council and Commission Meetings in the absence of the Assistant Director of Public Works;
• Strong written and verbal communication skills for preparing Engineering reports and making presentations to the public and agencies;

Minimum Qualifications

Knowledge of:  Principles, practices and methods of civil engineering as applied to the planning, designing and construction of streets, storm drainage water systems, building facilities, traffic operations and analysis and other systems; design principles, strengths of materials, stress analysis and principles of mechanical, electrical and structural engineering and surveying as they apply to the design of public works structures; city codes and ordinances; principles of supervision, training and performance evaluation; applicable laws, legal issues and regulatory codes related to design and construction; principles and practices of municipal management including personnel, budget planning and preparation and public relations.

Ability to:  Plan, assign and manage division priorities; effectively supervise and train professional, technical and clerical support staff; learn and retain City administrative, budgeting, purchasing and personnel processes and procedures; perform complex civil engineering studies, transportation studies; analyses and design; identify problem areas and develop alternative solutions and recommendations; determine adherence to engineering, specifications on a wide variety of improvements and construction projects; express technical information to non-engineering staff, maintenance personnel and consultants; develop plans and programs responsive to current mandates and needs; communicate clearly orally and in writing; manage a wide variety of projects simultaneously; develop and maintain cooperative working relationships with others to coordinate public works activities with other city departments, divisions and outside agencies; operate computer system and associated engineering applications; learn, retain and apply various laws and regulatory codes relevant to assigned area of responsibility.

Skills:  Make accurate engineering computations and drawings; familiarity with Computer-Aided-Drafting is desirable; ability to operate survey equipment, e.g., experience with spreadsheets and word processing computer programs.

License/Registration:  Possession of a valid Class C California Driver’s License. Valid registration in the State of California as a Professional Engineer in Civil Engineering.

Education and Experience:  Bachelor’s degree in Civil Engineering or a closely related field from a recognized college or university. Six years in professional civil-engineering work involving engineering design, plan checking, project management and two years of supervisory responsibility. Additional related experience may be substituted for formal college education on the basis of two years’ experience for each year of formal college education.

Physical, Mental, and Environmental Working Conditions

Physically able to perform functions that would allow sufficient mobility to negotiate difficult construction terrain where crouching, climbing, and/or kneeling would be required. Ability to maintain cooperative working relationship with all those contacted in the course of work; remain calm during emergencies and when talking to irate citizens; exercise good judgment at all times; to enforce regulations with tact and diplomacy; to explain technical matters simply and patiently; to analyze situations accurately and adopt an effective course of action; to sit for long periods of time at a desk or in a car; a self-starter with good judgment, sufficient vision, hearing and stamina to perform the above functions. The Selection Process

The probationary period for an existing employee who accepts a promotion shall be six (6) months.

The City Council appoints a City Manager who is responsible for the oversight of daily operations and provides leadership for the City’s programs. About the Position

The City is seeking a motivated and community-oriented Intern to support the Economic and Community Vitality Division. This position offers a unique opportunity to gain hands-on experience in public service, economic development, and community engagement while contributing to meaningful City initiatives.

Under supervision, you may assist with:

• Supporting economic development and community service initiatives, including research, planning, and implementation

• Conducting research and analysis on programs, policies, and community needs

• Collecting, tracking, and analyzing data to support projects and inform decision making

• Assisting in the preparation of reports, presentations, and recommendations

• Supporting grant related work, including research, tracking, and basic administration

• Participating in community engagement and outreach efforts with diverse stakeholders

• Assisting with coordination of department projects and events

• Attending departmental and community meetings, taking notes, and preparing summaries

• Responding to public inquiries and supporting customer service efforts

• Collaborating with staff across departments and with external partners

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

Education & Experience

• Previous internship, volunteer, academic, or part-time work experience is desirable but not required

• Interest or exposure to economic development, community services, public policy, or local government is a plus

There is one (1) full-time, regular hire vacant position in the Capital Projects Division.

The County of Marin seeks an experienced, motivated leader to manage the Facilities Capital Projects Division and partner with stakeholders in the delivery of high-profile projects at County buildings. This position oversees a major division within the Public Works Department with management responsibilities over facilities capital improvement planning and programming, project development, and preparation and oversight of the division’s operating and capital budgets. The Facilities Capital Projects Division is comprised of ten accomplished project managers, architects, and support staff that develop a wide variety of facilities projects from the planning phase through design, permitting and construction.

The Facilities Capital Projects Division Manager will join the County during an exciting time of growth and development. The next division manager will have the opportunity to leave a long-lasting positive impact on the community by leading the design and construction of major facilities projects to support the delivery of County services. These include the new $80M Marin County Fire Headquarters and extensive renovations to community assets such as the Veterans’ Memorial Auditorium, libraries, office buildings, and the historic Frank Lloyd Wright designed Marin Civic Center.
