Under general direction of the Director of Budget and Electronic Revenue and reporting to the Electronic Revenue Programs Manager, the Electronic Revenue Collection Analyst is responsible for supporting the daily functionality and collecting revenue accurately, especially for the AET program and Clipper program. The District utilizes a regional electronic-based fare system (Clipper) for the Ferry and Bus Systems and administers an All-Electronic Toll (AET) collection system for Bridge tolls. This position is responsible for representing the District and working with a variety of internal and external agency staff and must be able to work with technical specialists, accounting staff, customer service center (CSC) staff, toll system staff, regional Clipper partner agencies, and third parties to ensure that toll and fare payment transaction processing is functioning properly and accurately. Monitors and improves the daily transaction processing for transit, tolls, traffic and passenger volumes, and toll collection rate activities and revenue. Participates in special projects for toll, parking, and electronic revenue programs and resolves operational and functional issues of the Clipper program for the District and proactively resolves customer related issues including system maintenance, customer service functions including direct customer contact, technical functionality and customer issues to aid in uncovering and addressing system issues. Responsible for data trend analysis, budget monitoring, program analysis, reconciliation of financial and programmatic contract issues, and creating/revising the toll collection (traffic and revenue) program reports for management for the electronic revenue program.

Essential Responsibilities

•  Extends exceptional customer service to the public, possesses an analytical aptitude, and is detailed oriented while presenting the broader perspective to management

• Coordinate and support contractor change enhancements to programs, changes to business rules, and oversee toll policy
• Participate with regional partner agencies and statewide/national committees
• Support future generation work on toll system and back-office functions
• Support operations with program managing changes, upgrades, or implementation of new technical e-fare functionality
• Performs variance and trend analyses on daily traffic/passenger and revenue volumes
• Audits transaction flow from the lane to revenue collection at the CSC system to ensure end-to-end system performance
• Completely understands CSC reporting on transaction processing and works with the CSC to improve reporting
• Responsible for performance standard monitoring and management reporting
• Ensures that the District maximizes electronic revenue of tolls and transit fares
• Ensures proper project documentation control and facilitates weekly/monthly status meetings
• Works proactively to identify issues with transaction processing and/or revenue collection
• Develops and presents possible corrective actions when issues arise
• Creates reports for management regarding toll revenues and traffic
• Works with all levels of District personnel and vendor/contractor personnel to ensure transaction processing systems are operating properly at all times
• Monitors and maintains efficient DMV processing of transactions
• Monitors and maintains efficient toll collection from out of state vehicles
• Monitors performance of the violation enforcement system at the Golden Gate Bridge
• Audits violation notice generation, collections and DMV hold processes to ensure transactions are being handled correctly
• Collects and analyzes data on various violation collection methods at Golden Gate Bridge and throughout California to ensure Golden Gate Bridge utilizes the most efficient methods
• Reviews AET (License Plate/FasTrak) and Clipper data to ensure accurate fares are being collected and analyzes data trends
• Supports District staff responsible for system maintenance, customer issues, and program management, shares information and identifies opportunities to improve toll collection system performance
• Supports the operations of contracted third party cash payment networks and District Clipper networks
• Supports the planning, research, implementation, and operation of new and sometimes unprecedented revenue collection programs and systems
• Supports Clipper bus and ferry operations staff through improving, resolving, and monitoring the system
• Performs additional related duties as assigned

The Facility Attendant performs custodial duties related to the care and cleaning of assigned facilities, performs a wide variety of duties for events, classes and programs, including setting up and tearing down of tables, chairs, equipment and supplies and will perform minor maintenance and repairs as needed.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

Provide friendly and professional customer service by greeting Community Center visitors, serving as a main point of contact during activities and events primarily in evenings, weekends and special events.

Performs custodial duties at assigned facilities which include, but are not limited to cleaning, sweeping, vacuuming, mopping, waxing, stripping and polishing floors; cleaning furniture, woodwork, fixtures, equipment, supplies, doors, windows, walls, walkways, driveways, and facility grounds; disposing of trash.

Set up all necessary equipment and furniture such as tables, chairs, podiums, and A/V equipment for indoor and/or outdoor events.

Inspects facilities and equipment, reports issues in a timely manner to appropriate higher-level staff; performs minor facility maintenance.

Explain and follow City and department policies and procedures.

Provide information and feedback to Facility and Parks Supervisor.

Opens, closes, secures and alarms facilities in compliance with standard procedures.

Supervise and interact with rental guests, responding by assisting with any facility needs.

Assists in monitoring and maintaining equipment and supplies.

May perform clean up duties as needed, including but not limited to:  move and arrange furniture and equipment, restroom cleaning, sweeping and mopping, and garbage pick-up and removal.

The Position:
This is complex lead level work involved in a central purchasing department related to the procurement of goods and services, including preparation of formal bid documents, facilitation of the activities of the bid process, selection of vendors, volume buying, inventory, assessing availability and quality of goods and services, and routine to complex procurements for the entire District according to prescribed methods. Public contact is extensive, primarily involving District and college staff at all levels, outside vendors, contractors, outside business representatives, other educational institutions, and external auditors for the purpose of exchanging product, procedural, timeline, and workflow information. A high degree of independent judgment and creativity are required to interpret policies and procedures, and to provide input into the resolution of frequent minor and occasional major problems that occur. Consequences of errors in judgment can be costly in terms of District resources, employee time and in public relations; however, supervisory controls limit the risk of serious errors. Duties and Responsibilities:

1. Exchanges professional information with District and college staff, vendors, contractors, business representatives, as well as educational and government institutions regarding purchasing policies and procedures, assistance with vendor selections, pricing, shipping, returns, invoicing, bid timelines and item specifications
2. Develops and confirms product specifications and quality expectations and examines total cost of ownership
3. Develops and prepares bid specifications and RFP, RFQ, and RFB documents, analyzes bid results, and prepares reports related to the formal bidding process
4. Attends professional development related meetings, workshops and other events to stay current on public procurement code and District policies and procedures. Occasional mandatory participation in select professional development conferences requiring travel outside the Bay Area. Willingness to pursue professional certifications in the procurement field
5. Attends and conducts meetings and consults with College and District staff, vendors, and others to provide information about the bidding process, development of bid procedures, clarification of product specifications, finalization of contractual agreements, and collaboration on the resolution of problems
6. Administers and oversees administration of the procurement card program, including issuance and cancellation of cards and communications with cardholders and the bank
7. Administers and oversees administration of other District-wide procurement tools, such as reverse auctions, gas cards, or contract management software

Minimum Qualifications:

Essential Duties

Minimum Qualifications

EXPERIENCE AND EDUCATION 

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: One (1) year in a law enforcement agency within the last thirty-six (36) months and possession of a current Basic California P.O.S.T Certificate.

Education: High school diploma or equivalent (possession of an Associate's degree or Bachelor's degree from an accredited institution is desirable).

Under general supervision, the Police Officer performs a wide variety of patrol and related duties involving the prevention of crime, the protection of life and property, and the enforcement of Federal, State, and local laws and ordinances. This is a sworn journey-level law enforcement classification that performs all assignments found in a municipal police department. The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. The position supervises daily operations in a variety of functional accounting areas and maintains adequate oversight and internal controls over such operations. Public contact is extensive and involves staff at various levels within the organization, local government agencies and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions to a variety of minor and major problems that occur. The consequences of errors in judgment can be costly in employee time, public relations and/or institutional funding; however, administrative controls limit the risk of serious consequences in loss of revenue. The Police Department is recruiting for Veterinary Technician (Part-time/Benefited).

The Position

The Veterinary Technician will assist in the care of animal patients at the City’s animal shelter. Additional key responsibilities include use of medical care equipment, as well as moving and handling domestic animals and wildlife. The Veterinary Technician reports to the Animal Services Manager and assists the veterinarian, animal services officers and administrative team and is responsible for quality humane treatment of all animals in the care of the Tri-City Animal Shelter. This is an excellent leadership opportunity to provide high quality care for animal patients. The part-time Veterinary Technician will be working 20 hours per week.

The Ideal Candidate

The Fremont Police Department Animal Services is seeking a motivated candidate with experience working in a veterinary or shelter environment providing humane animal handling and restraint techniques of healthy, ill and fractious animals. The Position

The City of Fremont’s Human Services Department is currently looking for temporary employees to work evening shifts, from 4:00 p.m. – 9:00 p.m. From December 1st through April 30th, 2024, the City of Fremont will operate the Winter Relief Program to provide a safe and welcoming  environment  for  individuals and families experiencing homelessness. Participants will  have  access  to  shelter  rooms  in  local hotels and an opportunity to access additional services. Shelter monitors  will  work  under  the direction of a Human Service Specialist II.

This position will require up to 20 hours of work per week.

Examples of Duties

• This position is responsible for maintaining the health and safety of homeless individuals and families who are living on the streets or in their cars and need emergency shelter from cold weather and rain.
• Welcome all new program participants and work compassionately with those who may have difficulty engaging with service providers.
• Effectively resolve conflicts among participants and de‐escalate potentially violent situations.
• Maintain a friendly, safe, and supportive environment by ensuring participant adherence to program rules, especially related to behaviors that may be unsafe.
• Respond appropriately to emergencies. As necessary, notify public safety personnel. Pick up meals and personal supplies and facilitate distribution to program participants. Maintain a collaborative working relationship with hotel staff.
• Maintain accurate records including a daily sign‐in sheet.
• Daily use of email to submit detailed reports regarding participant attendance, supply needs, on-site incidents including any 911 utilization and/or emergency responder activity, and information about clients who may need additional medical or behavioral follow-up.
• Monitor and document room condition to ensure rooms are maintained in a clean and orderly fashion.
• Other duties as assigned.
