The Position

Reporting directly to the City Manager, the Administrative Services Director provides strategic leadership and operational oversight of the City’s Human Resources and Information Technology Divisions.

ABOUT THE DEPARTMENT

The San Rafael Fire Department is an all-risk fire agency with 69 highly trained operational firefighters providing services in firefighting, Advanced Life Support (ALS) response, ambulance transport, technical rescue, hazardous material response, disaster response, fire prevention, and community preparedness.   

The San Rafael Fire Department delivers exceptional public service from seven neighborhood fire stations.  Our department philosophy of community fire servicing emphasizes collaborative relationships with the community.  

THE POSITION

The San Rafael Fire Department is seeking a full-time Administrative Analyst to join our Administrative Division.  At the direction of the Department's Senior Management Analyst, this position provides professional administrative support to the Fire Department, with responsibilities including contracting, grant management, principles in accounting and other administrative duties.

The ideal candidate will be a blend of the following skills and experience:

• Background and knowledge of accounting and budgeting including accounts payable, accounts receivable, and budgeting.

EDUCATION AND EXPERIENCE

• Equivalent to an Associate's degree with college course work in public administration, business administration, or a related field, AND
• Three (3) years of progressively responsible administrative support experience, preferably within a public agency.

Applications are being accepted for the position of Engineering Intern with the City of South San Francisco’s Public Works Department - Engineering Division. This is a non-benefited, part-time hourly/temporary position.

THE POSITION
Under supervision, performs sub-professional engineering office work to assist the Public Works Engineering Division teams on programs and projects that may include engineering permits, land development plan checks, procedural and standards research and development, record and asset management, traffic research and field crew assistance.

IDEAL CANDIDATE SECTION
The ideal candidate will possess a strong foundation in basic engineering principles and demonstrate proficiency in modern drafting and design practices. They should be familiar with engineering office tools and computer-aided drafting software such as AutoCAD, as well as design and GIS mapping systems.

We are seeking someone who is detail-oriented, highly organized, adaptable, and self-motivated, with excellent verbal and written communication skills. The candidate should be able to work both independently and collaboratively in a team setting.

The ideal candidate will have willingness to learn about construction management and inspection procedures and the ability to perform accurate mathematical calculations and drafting work. They should be capable of collecting and recording engineering field data with a high level of detail and maintaining thorough documentation. Proficiency in modern office software tools, including PowerPoint, to create professional presentations is essential. The candidate must be able to prepare clear and concise written correspondence, including responses to public inquiries, and demonstrate the ability to understand and follow both oral and written instructions. Excellent customer service skills and the ability to work collaboratively with contractors and the public are important. Flexibility to work varied hours as needed to meet project demands is also required.

TYPICAL DUTIES (may include but are not limited to the following):

• Performs a wide variety of responsible sub-professional engineering work including assisting engineering staff with general clerical, administrative, and technical tasks for public works projects
• Performs electronic document filing, enters data and creates reports in various software applications
• Conducts internet research and research of engineering record archives
• Processes permits and reviews land development plans
• Assists with Traffic Advisory Committee tasks
• Assists with internal and external communications and public outreach
• Learns to assist with engineering plan reviews and traffic control plans

Under general supervision of a Police Sergeant, the non-sworn Community Service Aide provides technical police services in crime prevention, crime investigation, and crime response which do not require full police powers and assists police officers in the maintenance of law and order.

CLASS CHACTERISTICS
The Community Service Aide is a journey-level classification, fully competent to independently perform a variety of patrol and special assignment support duties. A Community Service Aide may be assigned to an organizational unit including Community Oriented Policing and Problem Solving (COPPS) and Investigations. This classification has clear guidelines to help with independent decision-making, and supervision is available when unusual or complex situations arise.

EXAMPLES OF DUTIES (illustrative only):

• Receive and transmit calls for service over the police radio.
• Issue vehicle parking and registration citations.
• Mark, arrange tow, and maintain files for abandoned vehicles; cite vehicle/owner for violation after a given period of time of being marked.
• Direct traffic at major injury collisions, chemical spills, malfunctioning traffic signals, and special events.
• Drive a marked police vehicle; transport children to foster care facilities, citizens including stranded motorists, and city staff; deliver messages, property, and evidence as dispatched to court, citizens, or other agencies.
• Interview witnesses or others involved search for, collect, and identify evidence; and write reports for crimes with no suspect, lost and found cases, and non-injury collisions.
• Engage in general patrol observation; report any suspicious activity to dispatch and patrol officers.
• Patrol and enforce animal regulation laws and ordinances, which include receiving and investigating complaints and reports regarding stray, dangerous, unwanted or improperly controlled dogs, livestock and other animals; answering emergency calls and investigating persons bitten and quarantining the animal; and impounding, transporting and giving first aid to animals.
• Verify and certify mechanical violations receiving a citation have been corrected.
• Search files for information to aid in apprehending a criminal, returning lost property, determining the disposition of a vehicle and other problem resolution.
• Assist in the processing of evidence to include crime scene photography, sketching, video, evidence collection, and preservation as well as other duties associated with evidence processing. Assist in routine equipment/vehicle maintenance.
• Assist with clerical functions such as entering data and conducting file searches on the computer and typing filing, and form completion.
• Provide municipal code updates and additions for best practices and law changes.
• Coordinate training of both current employees (CPT) and new employees (FTO).
• Testify in court.
• Inspect and clean the holding facilities and radio-equipped vehicles in order to maintain health/safety standards.
• Search and/or obtain specimens from same-sex prisoners.
• Performs related work as required.

Community Oriented Policing and Problem Solving (COPPS):

• Perform community outreach.
• Assist, participate, and support community events (e.g., Shop with a Cop Coffee with Cops, National Night Out, Summer Sandlot etc.).
• Assist with the neighborhood watch program/meetings.
• Assist with COPPS unit projects.
• Liaison with Youth and Family Services (YFS).
• Performs related work in COPPS as required.

Investigations:

• Ensure registration of habitual sex and narcotic offenders are complete and organized.
• Attend a basic POST approved Crime Scene Investigation course and other applicable, advanced trainings.
• Assist with the collection and preservation of evidence to include taking crime scene photographs, searching and dusting for latent fingerprints, crime scene diagrams, laser scanning of crime scenes, and attending autopsies. Arrange for proper identification of evidence.
• Assist Detectives with basic investigative follow-up (e.g. no identified suspect fingerprint results, gather surveillance footage, etc.)
• Performs related work in Investigations as required.

Duties may include, but are not limited to, the following:

• Participate in and complete a prescribed law enforcement officer training program for entry level police officers, including training in report writing, laws of arrest and seizure, defensive driving, California Vehicle and Penal Codes, officer survival and physical fitness.
• Prior to entering the law enforcement academy training program, perform a wide variety of police support duties which may include dispatching and records, duties acting as desk officer and/or assisting in planning and research activities.
• Perform related duties as assigned.

Experience & Education: Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

• Experience: None required, although previous experience in law enforcement is desirable.
• Education:  High school diploma and 60 units of college-level course work. Candidates with an honorable discharge may be credited with up to 15 semester units for a minimum of 3 years of active duty in the U.S. Armed Services (Army, Navy, Air Force, Marines and Coast Guard).

The most qualified applicants, as evidenced by their application, will be invited for an oral board interview, which is weighted 100%. To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each panel member.

A thorough background check, as well as a physical, including a drug screen, psychological evaluation, and polygraph exam will be conducted on the top candidates prior to appointment consideration.  Failure to achieve a qualifying score on any portion of the examination process will eliminate a candidate from further consideration.

All applicants must be at least 21 years of age at time of appointment and meet the physical requirements set in the California P.O.S.T. screening manual.

Maintenance Worker I

This is the entry-level class in the Maintenance Worker series. Initially under close supervision, incumbents with basic maintenance experience learn City infrastructure, systems, grounds, parks, facilities, use of tools and equipment, and a wide variety of practices and procedures. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

Maintenance Worker II

This is the journey-level class in the Maintenance Worker series responsible for performing the full range of duties required to ensure that City infrastructure, grounds, parks, and facilities to which assigned, are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of assigned areas. Positions at this level are distinguished from the level I by the performance of the full range of duties as assigned, working independently and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Maintenance Worker in that the latter is responsible for technical and functional supervision of lower-level maintenance staff and performs the most complex duties assigned to the series.

The Public Works Department’s Environmental Services Division (ESD) is responsible for the operation and maintenance of the City’s 15.7 million gallon per day (MGD) conventional activated sludge wastewater treatment plant (WWTP). The WWTP serves a population of more than 140,000 with an annual operating budget in excess of $15 million and has a staff of 28 professional and technical personnel. The Position

• Install, maintain, repair and research a variety of supervisory controls and replacement electrical components that are part of advanced wastewater treatment processes such as aeration, filtration, disinfection and dichlorination, sludge dewatering, odor control, and an environmental laboratory.
• Perform wiring required for the installation of electronic equipment; electrical conductors in conduits; splice high and low voltage cables utilizing hand taping and pre- molded splice kits.
• Design, install, maintain, repair, test and construct electrical assemblies.
• Troubleshoot plant electrical systems, controls and related process equipment. Provide technical support for other work groups within Public Works.
• Specify, install, program, and repair various types of variable frequency motor drive systems.
• Fabricate, maintain, install, service, and calculate power load distributions to various motors and related equipment.
• Install and repair programmable logic controllers and install related hardware and software for control systems in conjunction with controls technician.
• Maintain and repair automatic control valves and associated control functions.
• Implement preventive maintenance and repair on motors from fractional to over 400 horsepower. Record and calculate current requirements for new electrical installations.
• Troubleshoot, perform inspections, preventive maintenance and repairs on industrial switchgear and high voltage equipment such as transformers, breakers, circuits, switches, relays, regulators and distribution panels.
• Specify, install, and inspect various types of conduit; isolate breakers and switches for major repairs; coordinate repairs and scheduled outages with operations staff.
• Conduct surveys to gather field data.
• Use aerial lifts, scaffolding and ladders.
• Prepare requisitions and associated documents for purchase of repair parts and supplies.
• Maintain accurate records of work performed, materials used, and associated costs.
• Perform other duties as assigned.

The WWTP Electrical Technician receives general supervision from the WWTP Maintenance Superintendent or higher level personnel and exercises technical and functional supervision over assigned technical and maintenance personnel.
