The City of Lincoln is hiring a Construction Inspector I/II in the Engineering Department.

DEFINITION:

Under general supervision, learns to perform and performs the full array of duties assigned to classes in the Construction Inspector series including inspection of work quality and materials for all projects in the City; prepares reports, takes samples and arranges for laboratory testing; assists in the training and lead supervision of lower level positions if assigned; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS:

Construction Inspector I

The Construction Inspector I is the entry level class in the Construction Inspector series. Incumbents are responsible for making field inspections of a variety of public and private construction projects related to City facilities and private development, ensuring that construction work is completed in conformance with applicable standards, plans, specifications and City ordinances. This class is alternately staffed with Construction Inspector II and incumbents may advance to the higher-level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Construction Inspector II

The Construction Inspector II is the journey level class responsible for inspecting, observing, measuring and testing materials utilized in construction of public facilities such as streets, storm drains, sidewalks and other public works construction to assure compliance with City standards, codes and specifications. Work is done in the office and field. This class is distinguished from the next higher classification of Construction Manager, in that the latter is responsible for overall supervision of the Public Works construction inspection program.

SUPERVISION RECEIVED/EXERCISED:

Construction Inspector I

Receives immediate supervision from the Construction Manager or City Engineer, or designee. May receive lead direction from a Construction Inspector II. Incumbents in this classification do not routinely exercise supervision.

Construction Inspector II

Receives general supervision from the Construction Manager or City Engineer, or designee. Exercises technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS:

(include but are not limited to the following)

• Inspects the work quality and materials used in a variety of public works construction projects, capital improvement projects, residential, commercial and industrial development within the city to ensure conformance with approved plans, specifications, codes, ordinances, laws and departmental regulations; observes and measures materials used in street, gutter, curb, sidewalk, parking lots, water and sewer systems, storm drain construction, underground improvements and capital projects; takes samples and arranges for laboratory tests.
• Conducts field sampling and testing of construction materials; directs lab testing operation; analyzes and interprets lab test results and writes test reports; approves materials for use on construction projects; makes field determinations of scope and method of work to be performed; authorizes field changes to plans when required.
• Reviews project plans for accuracy and conformance with City specifications; observes construction progress and documents with field reports; observes safety conditions and workmanship for compliance with City and State regulations; drafts letters to contractors; responds to complaints related to construction activities at the counter, over the phone and in the field.
• Keeps accurate as builts and informs engineering staff of any deviation from proposed plans; provides interpretation of the City’s standard specification manual; reviews plans and specifications for assigned projects; meets with developers and contractors about work progress and or problems.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; serves in a lead capacity in the training and scheduling of assigned personnel; coordinates project work and design alterations with developers, contractors, public utilities, engineers, the public and other City departments; identifies alternative construction methods and materials; provides interpretation of the City’s standard specification manual.
• Prepares technical reports, as built drawings, letters and change orders; maintains written records of work performed; performs construction surveys; checks contractors progress on jobs; reviews invoices and recommends progress payments; reviews certified payroll; conducts change order negotiations.
• Responds to questions and concerns from the general public regarding assigned projects; provides information as is appropriate and resolves complaints; investigates complaints or claims against the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The nature of the work also requires the incumbent to climb ladders, enter confined spaces, use a variety of hand tools and equipment, drive motorized vehicles, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

Modern principles, practices, methods and materials used in public works construction; construction methods and procedures including equipment, underground construction, shoring, and forming; construction materials such as concrete, asphalt and piping; construction material testing procedures; advanced mathematics; soil mechanics and geology; drafting and mapping; methods and techniques of supervision, training and motivation; basic principles of mathematics; applicable federal, state and local laws, codes and regulations including construction codes, manuals, specifications, safety requirements and related regulations; methods and techniques of scheduling work assignments; standard office procedures, practices and equipment; modern office equipment including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar; occupational hazards and standard safety practices.

Skill to:

Operate an office computer and a variety of word processing and software applications. Safely and effectively operate a variety of power and hand tools used in Construction Inspection.

Ability to:

Read, understand and interpret construction plans and specifications; inspect and analyze construction procedures and interpret code violations; detect faults in construction materials, plans, specifications and workmanship; conduct field and lab testing; prepare test results; supervise, train and motivate assigned staff; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; analyze a complex issue, and develop and implement an appropriate response; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

THE POSITION:

Under general supervision, the Shelter Volunteer Coordinator assists in the planning, organization, implementation and review of the Animal Care Volunteer Program; assists with recruiting, training, scheduling and evaluation of volunteer staff; performs community liaison functions, coordinates public relations activities; humane education programs and performs related work as required.

The ideal candidate will have prior experience as a volunteer coordinator working in an animal shelter. The candidate will have experience handling shelter animals and be able to train volunteers how to safely handle animals. The candidate will have experience in volunteer program development as well as the ability to analyze volunteer program data for retention. The ideal candidate will have some experience using the Chameleon software for animal management.

What you will do: 
Duties may include but are not limited to the following:

• Recruits, interviews, recommends, orients, trains and evaluates volunteers; schedules their daily work assignments and activities to assure maximum program coverage and effectiveness; 
• Ensures that all departmental procedures are followed. 
• Under direction from the Animal Services Administrator, responds to volunteer complaints and conflicts that may arise. 
• Maintains a system for tracking volunteer program hours, schedules, skills and abilities, as well as performance measures. 
• Maintains and physically organizes volunteer work areas, files and records. 
• Prepares annual report on volunteer hours and activities.
• Under  general direction, develops and implements policies and procedures for implementing various volunteer, shelter and community programs; works with Animal Services Bureau Administrator to identify needs and opportunities for utilization of unpaid staff, and to design programs to fill those needs.
• Designs and develops training and orientation programs in a variety of areas including volunteer program procedures, applicable laws and department policies, techniques for dealing effectively with the public, and the proper and humane handling of animals. 
• Assists with production and update of volunteer training manuals and volunteer job descriptions. 
• Coordinates ongoing training opportunities for volunteers to enhance their skills and keep them engaged; implements a system to provide volunteers with consistent recognition to increase volunteer retention. 
• Coordinates volunteer meetings and annual Volunteer Recognition event. 
• Coordinates and attends meetings with Volunteer Coordinators from other Animal Care Services and volunteer organizations in the Bay Area.
• Maintains good communication with volunteer staff through personal contact, email and newsletters to keep volunteers apprised of changes, accomplishments and opportunities. 
• Represents the Bureau's various programs to the public and news media through public service announcements, conferences, outreach events and personal contacts with community leaders. 
• Provides Humane Education presentations to local groups, schools and civic organizations.
• Assists with gathering and review of articles for volunteer produced quarterly "All Fur Love" community newsletter. 
• Coordinates the acquisition and distribution of Animal Services Bureau Volunteer uniforms.
• Coordinates and oversees volunteer planning committees for events and fundraisers.

Minimum Qualifications

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Two (2) years progressively responsible experience in volunteer program management, public relations, project management or similar field. At least one (1) year of professional animal handling experiences is highly desired.

Education: Equivalent to the completion of the twelfth (12th) grade. Education and coursework related to Public Administration, Animal Behavior, and Veterinary Office Assisting or similar is highly desired.

License: Possess and maintain a valid California Class C Driver's License.

OTHER REQUIREMENTS 
Essential duties require the mental and/or physical ability to: work in a standard office environment and use standard office equipment and current software including power point; work in a field environment in various weather conditions; grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball; sit for prolonged periods of time; walk, stand, crouch, reach, twist, turn, kneel, bend, squat, stoop, and safely lift and move equipment and material weighing up to 50 pounds; converse by telephone, by email, in person, and to small or large groups and be clearly understood; read and comprehend legal, technical, and complex documents, interact with the public and all different levels of City staff in and effective and professional manner; not have any serious allergies or fears of animals, and safely drive to various locations throughout the City and County to fulfill assigned duties and to conduct work outdoors. Open to All Candidates. This is an open recruitment welcoming external applicants. Current County of San Mateo and Superior Court employees with at least six months (1,040 hours) of continuous service will receive a five-point bonus on their final examination score. Selection Process: The examination process will consist of two parts: an application screening (weight: pass/fail) based on each candidate's application materials, and a panel interview (weight: 100%) for those applicants who pass the application screening. In particular, the Human Services Assistant will support the Information and Referral/Emergency Services Program that provides vital safety net, homelessness intervention, and homelessness prevention services to low-income families, single parents, seniors, disabled persons, persons experiencing homelessness, and individuals seeking assistance in meeting their basic needs and strengthening their economic self-sufficiency.

This is a non-benefited, casual (temporary) position, scheduled to work flexibly, 10-20 hours per week.

The Manager, Track & Structures reports to the Deputy Director of Infrastructure Engineering and is responsible for overseeing railroad track and structures engineering support for the Peninsula Corridor Joint Powers Board (Caltrain)

Essential Functions & Duties:

• Acts as agency lead on matters related to track and structures.
• Oversee the track and structures engineering tasks for design/construction of Caltrain Capital and SOGR projects and provide technical support for planning on grade separation projects.
• Ensure the capital and maintenance projects comply with the contract agreement and implement the approved design for compliance with JPB standards and specifications. 
• Lead the advanced technical reviews of projects to assess constructability, examine design details, perform quantity audit, and recommend construction sequencing.
• Establish effective relationships and liaise with Caltrain operation contractors, consultants, internal departments, and other agencies (CPUC, FRA, UPRR, etc.) on railroad track and structures related to influence design and project development.
• Supervise staff.  Hire, mentor and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties: 

• Plan, develop and implement the group’s work plan, budget, goals, and objectives to be consistent with the Engineering Department’s goals.
• Manage the design review of project documentation such as drawings, basis of design, specifications, technical reports, and calculations for compliance with Caltrain Standards and for cost effectiveness of the design. 
• Lead development of potential solutions to the design/construction team and presents for design optimization, risk management challenges, and constructability improvements.
• Assist with Maintenance Department to develop the annual and long-term railroad track engineering and maintenance plans, coordinate these plans with capital projects and support to implement the plans.
• Review and provide technical input for capital and maintenance projects for compliance and cost effectiveness of the design.
• Perform QA reviews of RFIs and submittals as well as participate in change order review and final inspections to construction. 
• Ensure track and structures comply with all return-to-service requirements following all construction activities.
• Review and evaluate project specific designs and provide technical recommendations to design variance approval process.
• Responsible for Caltrain Bridge Management Program.
• Responsible for updates to Caltrain Engineering Standards.
• Train, motivate and monitor staff activities, provide direction, and to identify and resolve the problems.
• Provide 24/7 on-call construction and maintenance support.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm.  Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
• Perform other duties as assigned.

Minimum Qualifications:

• Bachelor’s degree in civil or related field. 
• Professional Engineer's license.
• Five years of relevant experience or demonstrated equivalency of experience of railroad design and engineering in a railroad, engineering firm, or public works agency with experience managing professional staff.
• Railroad structures projects design experience through all phases of design and construction.
• Experienced with AREMA, FRA and CPUC Standards.

Preferred Qualifications:

• Able to respond 24/7 to service and operational needs in a variety of weather and road conditions.
• Experienced with AREMA, FRA and CPUC Standards.
• Effective oral, written, and presentation communication skills.
• Possess a valid California driver license with safe driving record or able to obtain one within six months of hire.

Qualifications for consideration:

  • Equivalent to the completion of the twelfth grade supplemented by college level course work in water science, chemistry, environmental science or a related field.
  • Four years of wastewater treatment plant operations experience including one year of administrative or lead supervisory responsibility.
  • Possession of an appropriate, valid State of California Grade IV Wastewater Treatment Operator certificate, and the ability to obtain a Grade V Wastewater Treatment Operator certificate within one year of hire.
  • Possession of, or ability to obtain, an appropriate, valid CPR Certificate.
