JOB SUMMARY

This position supports both the Finance and Community Development departments, with a focus on budgeting, revenue analysis, and financial support for Planning and Building operations. Under the administrative direction of the Community Development Director, the Finance Director, or other Senior-Level Managers, the Management Analyst performs a wide variety of professional, administrative, analytical, and management support duties within assigned program areas. This includes developing, implementing, and administering responsibilities such as budget preparation, financial management, fee and revenue analysis, and coordination of interdepartmental projects. The Management Analyst also conducts complex research and supports internal policy and operational initiatives that improve departmental performance and service delivery.

 

SUPERVISION RECEIVED AND EXERCISED

Reports to the Community Development Director and Finance Director, but may receive supervision from other Senior-Level Managers. May exercise technical and functional supervision over technical and office support staff.

 

ESSENTIAL DUTIES

• Coordinate grant administration activities; write, review, and monitor grant applications and ensure program compliance with applicable regulations.
• Analyze federal, state, and local legislation and policy proposals for their potential impact on Town operations.
• Provide staff support to senior management, committees, boards, and commissions; prepare and present staff reports and correspondence.
• Serve as a liaison with internal departments and external agencies, community groups, and the public; provide information and serve as a resource.
• Assist in coordinating interdepartmental efforts and special initiatives that support townwide operations.
• Attend and participate in professional group meetings; stay informed of emerging trends, practices, and regulations.
• May provide oversight or guidance to administrative support staff.

The City of Redwood City Parks, Recreation, and Community Services Department invites you to apply for the casual position of Human Services Assistant at the Fair Oaks Community Center (FOCC). FOCC is a multi-service agency that offers a variety of programs and services provided by City staff and non-profit and public agency partners. This position provides a variety of administrative and operational support functions while also providing customer service to customers of all ages and backgrounds. THE POSITION:

The ideal candidate will have prior experience as a volunteer coordinator working in an animal shelter. The candidate will have experience handling shelter animals and be able to train volunteers how to safely handle animals. The candidate will have experience in volunteer program development as well as the ability to analyze volunteer program data for retention. The ideal candidate will have some experience using the Chameleon software for animal management.

• Recruits, interviews, recommends, orients, trains and evaluates volunteers; schedules their daily work assignments and activities to assure maximum program coverage and effectiveness; 
• Ensures that all departmental procedures are followed. 
• Under direction from the Animal Services Administrator, responds to volunteer complaints and conflicts that may arise. 
• Maintains a system for tracking volunteer program hours, schedules, skills and abilities, as well as performance measures. 
• Maintains and physically organizes volunteer work areas, files and records. 
• Prepares annual report on volunteer hours and activities.
• Under  general direction, develops and implements policies and procedures for implementing various volunteer, shelter and community programs; works with Animal Services Bureau Administrator to identify needs and opportunities for utilization of unpaid staff, and to design programs to fill those needs.
• Designs and develops training and orientation programs in a variety of areas including volunteer program procedures, applicable laws and department policies, techniques for dealing effectively with the public, and the proper and humane handling of animals. 
• Assists with production and update of volunteer training manuals and volunteer job descriptions. 
• Coordinates ongoing training opportunities for volunteers to enhance their skills and keep them engaged; implements a system to provide volunteers with consistent recognition to increase volunteer retention. 
• Coordinates volunteer meetings and annual Volunteer Recognition event. 
• Coordinates and attends meetings with Volunteer Coordinators from other Animal Care Services and volunteer organizations in the Bay Area.
• Maintains good communication with volunteer staff through personal contact, email and newsletters to keep volunteers apprised of changes, accomplishments and opportunities. 
• Represents the Bureau's various programs to the public and news media through public service announcements, conferences, outreach events and personal contacts with community leaders. 
• Provides Humane Education presentations to local groups, schools and civic organizations.
• Assists with gathering and review of articles for volunteer produced quarterly "All Fur Love" community newsletter. 
• Coordinates the acquisition and distribution of Animal Services Bureau Volunteer uniforms.
• Coordinates and oversees volunteer planning committees for events and fundraisers.

You have:

Experience: Two (2) years progressively responsible experience in volunteer program management, public relations, project management or similar field. At least one (1) year of professional animal handling experiences is highly desired.

Education: Equivalent to the completion of the twelfth (12th) grade. Education and coursework related to Public Administration, Animal Behavior, and Veterinary Office Assisting or similar is highly desired.

License: Possess and maintain a valid California Class C Driver's License.

OTHER REQUIREMENTS

The City of Newark is seeking an experienced skateboarding instructor who can connect with participants of all ages, especially youth and teens. The Recreation Instructor will be responsible for the planning and implementation of skateboarding classes to be held at Mel Nunes Skatepark in Newark. Responsibilities include teaching fundamental techniques, promoting safety, and creating an encouraging environment where participants can build confidence and have fun while learning to skate.

REQUIREMENTS

Description

On behalf of the Express Lanes Joint Powers Authority, the City/County Association of Governments of San Mateo County (C/CAG) is seeking qualified applicants for the position of Program Director. While this individual will be hired through the City/County Association of Governments of San Mateo County (C/CAG), the individual will work exclusively on behalf of the Express Lanes Joint Powers Authority.  The City/County Association of Governments of San Mateo County (C/CAG) and the San Mateo County Transportation Authority (TA) are both members of the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA). The Program Director will play a critical leadership role in overseeing operations, advancing priorities, and representing the SMCEL-JPA locally, regionally, and statewide. 
 
The Program Director oversees and manages the operations of the San Mateo County Express Lanes. The Express Lane Program Director will help to ensure alignment of the SMCEL-JPA’s mission and goals under the direction of the TA and C/CAG Executive Management Staff. The Program Director will coordinate with staff from both agencies as they deliver tasks and carry out functions related to SMCEL-JPA operations and management.  The Program Director will also serve as the representative and advocate of the express lanes locally and regionally. C/CAG
The City/County Association of Governments of San Mateo County (C/CAG) is a joint powers agency whose members include the County of San Mateo and the twenty (20) incorporated cities and towns within San Mateo County. C/CAG is governed by a 21-member Board of Directors and is advised by nine standing committees. C/CAG is the designated Congestion Management Agency (CMA) in San Mateo County, also known as the County Transportation Agency (CTA), the Airport Land Use Commission, and the Countywide Stormwater Pollution Prevention Program Manager. C/CAG provides a collaborative forum for all jurisdictions in San Mateo County to pursue our goals for a safe, equitable, and accessible multi-modal transportation network and an environmentally sustainable, climate resilient future. San Mateo County Transportation Authority (TA)

The TA plans, funds and delivers transportation programs and projects throughout San Mateo County and was formed to administer the proceeds from Transportation sales tax measures (Measure A and Measure W) to fund a broad spectrum of transportation-related projects and programs. San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA)

The San Mateo County Express Lane is a dual-agency project constructed with the goal to reduce traffic congestion, and to promote carpooling and transit use on US Highway 101 (US 101) in San Mateo County. The project was initiated in 2018 between the city/county Association of Governments of San Mateo County (C/CAG) and the San Mateo County Transportation Authority (TA). 

 

In June 2019, C/CAG and TA approved a Joint Exercise of Powers Agreement (JEPA), allowing both entities equitable involvement in the SMCEL program. The agreement designated a JPA to manage the express lanes, which would be governed by a Board containing equal representation from each agency. Additionally, the JEPA established an Executive Council, which is formed by the Executive Directors of both agencies, and hired consultant support to develop and implement policies.

 

Since the JPA was established in 2019, two segments of the Express Lanes have been constructed. The south segment opened in 2022, and the north segment opened in 2023. The JPA manages 22 miles of express lanes on US 101 from Interstate 380 in South San Francisco to the San Mateo County/Santa Clara County border.   More information on the JPA can be found at https://101expresslanes.org/.

• Oversee contractors’ operations and management of the San Mateo US 101 express lanes, including but not limited to toll operations, enforcement activities, toll system/roadway maintenance, and incident response.

• Serve as the primary liaison for SMCEL-JPA-related topics at Regional Toll Operators meetings and the California Toll Operations Committee (in close coordination with TA and C/CAG leadership).
• Coordinate with the TA’s Government and Community Affairs staff on legislative issues at the state and federal level.
• Coordinate timely responses to media inquiries in coordination with JPA Executive Management and the TA’s Communications Division.
