ABOUT THE POSITION

The City of Gilroy is currently recruiting for a full-time Senior Civil Engineer for the Engineering Division of the Public Works Department. In this exciting opportunity the incumbent will play a pivotal role in shaping infrastructure and overseeing key projects vital to the growth and development of the City of Gilroy. The Senior Civil Engineer will work under the direction of the City Engineer and/or the Public Works Director and will lead the Capital Improvement Program (CIP) Section. This supervisory position will lead a team of engineers and technicians in the implementation of the City’s CIP, including the planning, design, construction, and inspection of a variety of projects.  Responsibilities include supervising employees, directing complex professional-level field and office engineering assignments, developing strategies and schedules for implementing the CIP, assisting with CIP budgeting, and playing a significant role in making a difference in the community! 
 
The Senior Civil Engineer classification is an exempt, mid-management level position.

Public Works CIP projects involve planning, design, coordination with end users, bid package preparation, and construction management. Therefore, exceptional organizational and project management skills are imperative to achieve department and City goals. Additionally, successful performance requires the ability to independently implement programs, projects, and policies in conformance with generally accepted standards, including possessing thorough knowledge of contract administration, project management principles and supervisory practices.

The Senior Civil Engineer will manage assigned staff and consultants and assist with budgeting tasks within the Engineering Division. Furthermore, the Senior Civil Engineer will provide and participate in critical team leadership to ensure that all engineering services, goals, projects, and initiatives meet the high-performance standards of the Department and City.

Salary range(s) for this classification is/are:   

Building Inspector Combination: $110,881.68 - $134,862.00 

Building Inspector Combination Certified I: $114,157.68 - $138,705.84 

Building Inspector Combination Certified II: $117,215.28 - $142,877.28 

Building Inspector Combination Certified III: $121,910.88 - $148,512.00 

Building Inspector Combination Certified Senior: $138,225.36 - $168,473.76 

 

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.   

The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes: setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.   

• Investigate building, construction, and land use changes in the field by: gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and, preparing reports to use as evidence.   

• Provide technical assistance for development of codes and policies.   

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.   

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.   

• Provide technical support for agencies and the public which includes inputting data into system for general public access.   

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.   

• Perform other duties of a similar nature or level.

• Emergency Planning & Coordination:

Office of Emergency Services Unit (Position Code 771) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period  (one year).

The Position

The City of Hayward is seeking a Senior Civil Engineer - Water and Wastewater [Formal Title: Senior Utilities Engineer] with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Civil Engineer - Water and Wastewater  is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. This position will serve as a key member of the team that will manage and deliver a $300 million treatment system upgrade for the City's Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.

The ideal candidate will be a senior level professional engineer with experience, interest and skills in designing and implementing a wide variety of wastewater treatment, sewer collections, and water distribution projects in a collaborative and team-focused setting. The City's $300+ million upgrades to its Water Resources Recovery Facility offers an opportunity to implement state-of-the art advanced treatment technologies working in a team environment through design, construction, and startup and commissioning of the new facilities. 
 
DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, stormwater management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.
 
 

Essential Duties

Duties may include but are not limited to the following:

1. Assists in the development and implementation of the Engineering Section's goals, objectives, policies and priorities.

8. Consults with and advises other City employees on utilities engineering matters.
 
9. Participates in the selection and supervision of private professional engineers for the development of plans and specifications, studies and reports.
 
10. Coordinates utilities engineering related activities with Engineering & Transportation Division, other City departments, divisions, and sections and with outside agencies.
 
11. Prepares reports and makes recommendations on the Utilities Division's portion of the City's capital improvement program.
 
12. Develops and recommends an annual budget and priority for assigned utilities projects.
 
13. Consults with contractors, builders, and engineers on problems relating to the design, construction, and maintenance of assigned utilities facilities.
 
14. Coordinates construction management of the Utilities Division's projects with the Engineering and Transportation Division staff.
 
15. Consults with and advises the Deputy Director on issues relating to the Utilities Engineer's particular function.

17. Prepares project statements outlining scope of projects, design criteria, available data, background, scheduling coordination, and financing for utilities projects.

Experience:  Four (4) years of progressively responsible experience in professional engineering work in the design and construction of water and wastewater projects including one (1) year of supervisory or lead experience.
 
Education:   Bachelor's degree or equivalent from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A master's degree is desirable.
 
Licenses and Certificates: 

1. Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.  

2. Possession and maintenance of a valid Class C California driver's license.

The City of San José Information Technology Department seeks an experienced City Information Security Officer (CISO) to lead cybersecurity Citywide initiatives.
 
The CISO will direct the Cybersecurity Office as the City’s principal executive leader for information and systems security. In partnership with the Chief Information Officer (CIO), they will manage risk identification, protection and compliance, threat detection, incident response (IR), and recovery services for all City departments to ensure business resilience.

Position Summary

Under general direction of the Secretary of the District, performs complex and highly analytical work for the Secretary of the District, members of the Board of Directors and associated committees.   Departmental lead on government tort claims, legal documents and communications and participating in complex, sensitive, and detailed analytical work in the areas of budgets, historical preservation and economic, regulatory and administrative policy. ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. Department of Public Works

The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. The Traffic Engineering Division provides traffic engineering (lead and support for the design and construction of both City and private development projects), traffic impact analysis reviews for private development projects and transportation projects, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City.
The division receives and investigates resident/business inquiries related to street parking, traffic calming, intersection control (i.e., signals, warning beacons, regulatory signage, and crosswalks), and bicycling and pedestrian travel on public streets. Typical Duties

 

Duties include, but are not limited to the following:

Under general supervision:
• Conduct studies and analyses of engineering projects or problems, and prepares technical reports on matters of public interest, including City infrastructure and transportation planning activities, public works maintenance programs, public works projects and other municipal or public facilities (e.g., storm drains and sanitary sewer systems, urban roadways, bridges, traffic and transportation system, and  public buildings)
• Prepare and manage the preparation of preliminary, final design, and contract documents (plans, specifications, and cost estimates) for a wide variety of municipal public works projects such as those described above
• May assist with the department’s annual and five-year capital improvement budgets and the operating budget
• Update the City Standard Specifications, Standard Details, and Design Criteria
• Supervise the management and maintenance of engineering records and drawings
• Prepare and administer grant funding applications and reports
• Oversee inspection and testing of public works projects and Encroachment Permit projects
• May manage the City’s Federal Emergency Management Agency (FEMA) Community Rating System (CRS) Program
• May manage operation of City traffic signals and transportation systems
• Provide construction management, construction contract administration, and consultant contract administration for public works projects
•  May prepare or review for adequacy work necessary to accomplish assessment districts
• Check plans submitted by private engineers  and other public agencies for compliance with City standards related to public facilities and infrastructure
• Prepare and administer request for proposals and consultant contracts  for various projects including, but not limited to,  public works projects, public buildings, environmental issues and studies
• Coordinate engineering activities  with other City departments  and other public agencies having interest in the public work
• Prepare and supervise preparation of plans, maps, plats, land descriptions, charts, diagrams, specifications, and reports
• Supervise and train other professional or paraprofessional engineering personnel
• Direct and coordinate land surveying activities
• Write, review and edit City Council agenda reports and engineering reports
• Prepare and check subdivision maps, easement documents, and other title documents
• Calculate and collect development fees
• Manage the City’s Encroachment Permits Program
• Review and write conditions of approval for proposed development
• Provide technical information to other City departments and to the general public
• Represent the Department in community, other public agency and professional meetings
• Act as a Principal Engineer or Traffic Engineer in his/her absence
• Perform other related duties as assigned
 

 

Minimum Qualifications

 

EDUCATION AND EXPERIENCE
Minimum Qualifications
• A Bachelor's Degree in Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology (ABET)
• Five (5) years of progressively responsible experience in civil engineering office and field work performing professional level engineering work, and

Possible Substitutions
• A Master's Degree in any branch of Civil Engineering from an accredited college or university may be substituted for one (1) year of experience

LICENSES& CERTIFICATION
• Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment
• Registration as a Civil Engineer in the State of California is required at time of appointment and for duration of employment
• Other licenses and certificates directly related to the Civil Engineering field (e.g. Geotechnical Engineer, Traffic Engineer, Structural Engineer, Land Surveyor, Qualified Storm Water Pollution Prevention Plan Developer (QSD), Qualified Storm Water Pollution Prevention Plan Practitioner (QSP))is desirable
• Current city employees appointed to Senior Civil Engineer prior to September 1, 2015 are waived of the required Registration as a Civil Engineer in the State of California

OTHER REQUIRMENTS
• Must be able to perform all of the essential functions of the job assignment
• May be required to work shifts, weekends, and odd and unusual hours in the performance of duties and emergency situations

Meeting the minimum qualifications does not guarantee admittance into the examination process. Only the most qualified candidates who demonstrate the best combination of qualifications in relation to the requirements and duties of the position will be invited to test. Candidates must attain a passing score on the examination process to qualify for the Eligible List. A department interview will be required prior to appointment.

PERMANENT CITY EMPLOYEES PREFERENCE POINTS: Current permanent employee candidates who receive a passing score on the examination will have an additional five (5) points added to their final score.

 

Knowledge, Skills, and Abilities

• Principles, practices,  methods, and techniques of civil engineering as applied to the planning, design, construction, repair, maintenance, and operation of urban roadways, storm drain and sanitary sewer systems, bridges, traffic and transportation systems including, but not limited to land surveying, grading and drainage, hydraulics of open channel and pipe flow, highway engineering, traffic and transportation engineering, economic analysis, construction testing and inspection, strengths, properties and uses of material for public works projects, soil investigation, structural analysis,  drafting, report writing, mapping, and project technical specification writing
• Federal, State and local laws, codes, ordinances, regulations, and policies pertaining to public works projects and transportation infrastructure operation
• Approved construction and field safety standards, practices, and procedures related to public works projects
• Hydrology
• Transportation planning and traffic signal operation
• Project and construction management
• Consultant and construction contract administration
• Means, methods, materials and equipment used in construction of public works projects
• Project cost estimating and project plan preparation
• Principles of supervision and training
• Computer applications (e.g., Microsoft Office Suite, project management software, scheduling tools, computer-aided design (CAD) with civil engineering modules and geographic information system (GIS))
• Environmental and safety practices, procedures and standards

Ability to:
• Comprehend, carry out and issue oral and written technical instructions;
• Prepare,  review,  interpret and evaluate plans, specifications, cost estimates, proposals, land surveys and engineering reports for public works projects;
• Read, interpret and apply laws, codes, ordinances, regulations, and policies governing public works projects and transportation infrastructure operation

• Prepare comprehensive engineering and administrative staff reports
• Perform quantity take-off work from construction plans
• Compile and analyze data, prepare reports and make recommendations
