The City of Woodland has established a paid summer fellow program for individuals early in their career seeking public service experience. This program invests in our local workforce and fosters a passion for careers in the public sector. This fellow posting is for the Water Conservation Analyst Fellow in the City Manager’s Office – Environmental Services Division.  

PROJECT DESCRIPTION
The City of Woodland seeks a motivated public servant to join the City Manager's Office – Environmental Services Division as our Water Conservation Analyst Fellow. The Water Conservation Analyst will support key sustainability efforts by conducting a comprehensive analysis of municipal water usage and the City's response to leaks/over usage across public facilities. The Fellow will analyze five years of historical water consumption data to identify trends, anomalies, inefficiencies, and high-risk locations for water loss. A key focus of the project will be evaluating how the City currently tracks leaks and over-usage, how alerts are generated and routed, and how staff respond to those alerts. The Fellow will propose recommendations to improve leak detection, streamline response protocols, strengthen reporting systems, and reduce water waste supporting long-term water conservation goals. 

SUPERVISION RECEIVED AND EXERCISED
Receives general directions from the designated City employee.

IDEAL CANDIDATE
The Ideal Candidate will be interested in sustainability, municipal operations and public policy. They will also be analytical and detail-oriented, preferably with experience working with large datasets. They will be comfortable cleaning, organizing, and interpreting utility data. An individual skilled in Excel and/or data tools such as GIS, Power BI, Tableau, R, or Python will excel in this role.

The Ideal Candidate will be able to translate technical findings into clear, actionable recommendations and communicate clearly with internal and external customers (facilities staff, public works teams, and sustainability leadership).

THE POSITION OBJECTIVES/GOALS
The goal of the position is:

1. Conduct Comprehensive Water Consumption Analysis
Perform a five-year longitudinal analysis of municipal water usage across City facilities to identify consumption trends, seasonal variability, anomalies, and high-risk locations for potential water loss.

2. Evaluate Leak Detection and Alert Systems
Assess the City’s current leak and over-usage tracking mechanisms, including data collection methods, alert generation protocols, routing procedures, and response timelines to determine system effectiveness and gaps.

3. Identify Operational Inefficiencies and Risk Factors
Diagnose procedural, technological, or communication breakdowns contributing to delayed responses, excessive water use, or undetected leaks, and quantify associated operational and financial impacts where feasible.

4. Develop Strategic Recommendations for System Improvement
Propose data-driven recommendations to enhance leak detection capabilities, streamline interdepartmental response workflows, strengthen reporting infrastructure, and improve accountability measures.

5. Advance Long-Term Water Conservation Outcomes
Deliver a final analytical report and implementation roadmap that supports the City’s broader sustainability and drought-resilience goals, ensuring recommendations are actionable, scalable, and aligned with municipal resource constraints.

QUALIFICATIONS

• 4+ years of high school
• Local Woodland knowledge preferred
• Strong interpersonal and communication (oral and written) skills
• Excellent organizational skills and attention to detail 
• Strong computer skills
• Ability to build and maintain trust-based relationships with multiple internal and external stakeholders 
• Eligible to work in the United States
• Valid California driver license (if driving is an essential duty)

SALARY RANGE
$20.00 - $25.00 / hour dependent on experience.

The pay cycle is bi-weekly.  No other benefits compensations are provided except for worker's compensation coverage and sick leave.  Employees must contribute 1.45% of their salary to Medicare and 7.5% to a retirement plan under Federal Law.

THE POSITION:

This position oversees the work of the Building Division, inclusive of managing permit technicians, plan checkers, building inspectors, and support staff, they are responsible for enforcing the adopted building codes as well as ensuring construction projects comply with federal and state laws and ordinances. • Maintains close coordination between various City departments for the plan check and building inspection functions.
• Makes presentations to public agencies, business and civic groups, and other organizations regarding code and safety-related issues.
• Assists in the preparation and administration of the budget, including recommendations for establishing and adjusting plan check and inspection fees.
• Serves as staff liaison and provides recommendations to the Building Abatement Hearing Panel and various citizen advisory committees.

Minimum Qualifications:

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Five (5) years of increasingly responsible experience of a supervisory, administrative, or professional nature in the design, construction, and inspection of public, commercial, industrial or residential buildings. 

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major work in structural, mechanical, or civil engineering, architecture, or a closely related field. 

License: Possession and maintenance of a valid Class C California Driver's License. Possession of Certification as Building Official by International Code Council (ICC) is required within one (1) year of appointment. Possession of a Certificate of Registration as a professional engineer in the State of California is desirable.  

OTHER REQUIREMENTS 
Essential duties require the mental and/or physical ability to: work in a standard office environment and use standard office equipment and current software; safely drive to various locations throughout the City and County to manage, direct, coordinate and/or participate in meetings and community events in a variety of community settings and weather conditions; make effective presentations to public audiences; perform building inspections in the field on an infrequent, as-needed basis; conduct City business during day and evening hours, including occasional weekend and irregular hours; grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball; sit for prolonged periods of time; stand, walk, reach, bend and safely lift and move equipment and materials weighing up to 35 pounds; converse by telephone, by email, in person, and before small and large groups, and be clearly understood; read and comprehend legal, technical and complex documents; interact with the public and all different levels of City staff in an effective and professional manner. WOODLAND JOINT UNIFIED SCHOOL DISTRICT HOST SITE

Woodland Joint Unified School District (WJUSD) is partnering with the City of Woodland to host two fellows as part of this year’s Civic Fellowship Program. The fellows will work on-site at WJUSD Business Services Office and receive day-to-day guidance and supervision from WJUSD staff while remaining part of the fellowship cohort and participating in program-wide activities.

PROJECT DESCRIPTION

The Woodland Joint Unified School District (WJUSD) Maintenance, Operations, and Facilities Department is seeking a motivated Civic Fellow to support the district’s sustainability and environmental stewardship efforts. This role offers a hands-on opportunity to gain experience in sustainability practices, facilities operations, and process improvement within a public education setting.

The Civic Fellow will assist in assessing current district practices related to recycling, waste reduction, and resource conservation. This may include reviewing recycling programs, observing waste management practices at school sites, and identifying opportunities to improve sustainability efforts. Working closely with Maintenance, Operations, and Facilities staff, the Fellow will help research best practices and develop practical recommendations to improve environmental outcomes and operational efficiency.

This fellowship provides practical exposure to sustainability planning, facilities management, and public sector operations, equipping participants with valuable skills in research, data analysis, environmental practices, and process improvement while contributing to the district’s commitment to responsible resource management.

The successful candidate will demonstrate strong organizational and problem-solving skills, curiosity, and a willingness to learn about sustainability practices. Interest in environmental responsibility, waste reduction, or operational efficiency is desirable. Experience with research, data collection, or spreadsheets is helpful but not required.

This position is well suited for someone who enjoys identifying practical solutions, working on real-world challenges, and contributing to efforts that improve environmental responsibility within a large organization.

The City of Brisbane will be sponsoring a History internship with the City Manager's Office. Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector. As the Information Technology Systems Administrator, your work will directly contribute to the safety of our residents and the efficiency of our public services by making sure all systems are stable, secure, and aligned with industry best practices, state and federal data security requirements, and Town policies. You will serve as the cloud security officer for the Police Department and help maintain the Town’s IT infrastructure and the Emergency Operations Center (EOC), as needed. 

This is a hands-on role perfect for a motivated individual who thrives in a dynamic, fast-paced environment. We are looking for someone who can communicate effectively with other team members and staff and work independently with little supervision.

Key responsibilities include, but are not limited to:

• Administer, monitor, and maintain servers, networks, workstations, storage, and related infrastructure for the Police Department and the wider Town technology environment.
• Implement and enforce security measures, patching, vulnerability management, backup and recovery, disaster planning.
• Install, configure, and support law enforcement software applications and systems such as:
  • Body-worn cameras 
  • In-car mobile audio video systems 
  • Automated license plate readers
  • Mobile data computers
  • Portable and mobile radios and handheld communication devices
  • Computer aided dispatch (CAD)
  • Records management systems (RMS)
  • Mobile data, mapping, evidence technology systems and audio and video storage technology
  • Associated mobility VPN management, wireless connections for video and data transfer, cellular data connections
• Ensure the connections to CLETS, SLETS, California Department of Justice, Sheriff’s Office, ECOMM, SVDPS meet the DOJ requirements for data security.
• Troubleshoot hardware, software, and network issues; perform root-cause analysis.
• Maintain user accounts, permissions, authentication, and access control in line with department and Town policies.
• Ensure documentation, policies, and standard operating procedures are updated and followed.

• Provide technical support, both remotely and on-site, including diagnosing and resolving hardware, software and network issues.
• Plan, test, and implement system upgrades, patches, and enhancements.
• Assist with or lead procurement, installation, configuration, and maintenance of IT hardware and software.

• Manage, maintain, and troubleshoot servers, networks, workstations, and other IT infrastructure used by the Police Department and other Town departments.
• Serve as a member of the Emergency Operations Center (EOC) Team responsible for developing, installing, configuring, maintaining, supporting, and troubleshooting all aspects of EOC technology.
• Coordinate with and manage external vendors for system upgrades, maintenance, and new technology rollouts.
• Assist with or lead technology projects from conception to implementation.

About the Position: The Planning Department is seeking TWO interns who are interested in learning about open space and planning for ecologically sensitive public recreation. Their responsibilities may include researching and compiling project information, supporting community and stakeholder engagement, assisting with environmental review and documentation, researching new programs and initiatives, conducting field surveys and data collection, and using computer-based systems such as GIS, Microsoft Excel and Adobe Illustrator for analysis of data and preparation of documents related to Midpen programs, lands and facilities. The interns will work as a team and individually on assignments, including opportunities for field work to gain experience in data collection techniques and tools and on-the-job training in project management, planning research, analysis, and written communication.  For additional information about the position, see the Job Description on our website. Basic Requirements: Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field or a recent graduate (within the last 12 months). Successful candidates will have a background in park/open space management, regional/land use/environmental planning, environmental studies, GIS/geography, or another related field and experience with field data collection techniques. This internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Experience with Microsoft Outlook, Word and Excel, ArcGIS software, GPS equipment, Microsoft Excel, and Apple iPads is desired, and familiarity with Midpen preserves/trails as well as local flora, fauna, and natural history are a plus. Possession of a valid California driver’s license is required before time of appointment. Must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.

Working Conditions:  This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  The selected individuals will be required to work a minimum of three days on-site per week, and assignments may vary between field and office work. Field work is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week (within regular business days/hours). Regular business is conducted Monday through Friday between the hours of 8:00am to 5:00pm. Interns may work up to a total of 950 hours over a 6-to-9-month period. This is a non-benefited position.

The Director of Public Works is a regular, full-time, administrative, at-will, exempt position. Under general administrative direction, plans, directs, manages, and oversees the activities and operations of the Public Works Services Department including street maintenance, facility maintenance, landscape maintenance, equipment maintenance, wastewater collection and treatment, and water production and distribution; coordinates assigned activity with to other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

SUMMARY DESCRIPTION

REPRESENTATIVE DUTIES

Assume full management responsibility for all Public Works Department services and activities; manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommend and administer policies and procedures. 2. Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. 3. Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes. 4. Plan, direct, and coordinate, through subordinate level staff, the Public Works Department’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; conduct field inspections of work-in-progress and completed projects; ensure the maintenance of safe working conditions and good housekeeping practices; meet with key staff to identify and resolve problems. 5. Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. 6. Direct and review the work of contract consultants providing assistance to staff. 7. Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary. 8. Keep informed of the status and availability of necessary tools, equipment, and material to ensure availability in advance of need; ensure that material and equipment are properly stored, protected, and maintained; initiate purchases of equipment and supplies required for the Department; coordinate and approve purchasing, bidding, and project cost estimation. 9. Provide staff assistance to the City Manager; prepare and present staff reports and other necessary correspondence. 10. Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary; provide periodic reports on department activities. 11. Represent the Public Works Department to other departments, elected officials, and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations. 12. Explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues. 13. Participate on a variety of boards, commissions, and committees including City Council meetings. 14. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to the operation and maintenance of the City’s infrastructure; incorporate new developments as appropriate. 15. Respond to and resolve difficult and sensitive citizen inquiries and complaints. 16. Perform related duties as required.

QUALIFICATIONS

Knowledge of: Operations, services, and activities of a comprehensive public works operations and maintenance program. Advanced principles and practices involved in the operation and maintenance of City infrastructure including: street, sidewalk, and storm drain maintenance; park and facility maintenance; wastewater collection system maintenance; wastewater treatment and disposal; water supply and distribution system maintenance; vehicle and equipment maintenance; and other services and activities related to the operation and maintenance of the City’s infrastructure. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: A Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, construction management, engineering, or a related field.

Experience: Eight years of increasingly responsible experience in public sector construction management, public works maintenance management, or related activity including three years of management and administrative responsibility in a municipal setting. License or Certificate: Possession of an appropriate, valid driver’s license.
