DEFINITION:

Under general administrative direction of the City Manager, plans, directs, manages, and  oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are  properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside  agencies; and provides highly responsible and complex administrative support to the City  Manager.

CLASS CHARACTERISTICS:

The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem-solving issues relating to the assigned Department and the City overall. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

EXAMPLES OF DUTIES:

• Assumes full management responsibility for all Public Works Department services and activities including streets, utilities, water treatment, and wastewater treatment.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Plans, directs, and coordinates, through subordinate level staff, the Public Works Department’s work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
• Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates 

• staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

• Oversees and participates in the development and administration of the Public Works Department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Directs the activities and operations of the City's utilities, streets, and equipment maintenance programs; ensures maintenance activities are completed on time and within budget.
• Provides staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence.
• Represents the Public Works Department to other departments, elected officials, and outside agencies including community organizations; develops community resources; coordinates assigned activities with those of other departments and outside agencies and organizations.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Responds to and resolves difficult and sensitive citizen and business owner inquiries and complaints.
• Performs related duties as required.

The Environmental Assistant is a technical position that is responsible for assisting with a wide variety of projects and tasks in the solid waste and stormwater program areas within the Environmental Services Division. Assignments include field work, special events, public outreach, and administrative tasks. May work independently or in a team environment depending on project requirements.

• Assist with conducting field assessments, research, and reports for stormwater permit and/or solid waste regulatory compliance
• Serve as a source of information and problem solving for incoming customer service calls

The Newark Recreation and Community Services Department is looking for Lifeguards for our fantastic swim lessons and aquatic programs at the Silliman Activity & Family Aquatic Center. San Mateo County Health's Behavioral Health and Recovery Services Division (BHRS) is seeking a well-qualified individual for the position of Occupational Therapist II - Therapeutic Day Schools.

The mental health Occupational Therapy within the Therapeutic Day Schools (TDS) program assists youth in acquiring skills needed to function in their life roles of student and worker. As the students in the TDS program progress toward graduation they are then linked with the Department of Rehabilitation for assessment and counseling for future placement. The Occupational Therapist also provides treatment through the use of arts and crafts activities. The focus of this "activity" based treatment is the development of pre-vocational skills: pro-social and task skills.

Occupation Therapy services in the TDS unit are provided in two general areas: direct and indirect services. These services function to prepare the young person for the roles of a student, performance of age-appropriate daily living behaviors and ultimately the transition to worker, college student, or vocational training.

The Occupational Therapy program addresses: independent living skills, pre-vocational skills, socialization skills, recreation and leisure activities, and transition activities as outlined in the students Individualized Education Plan (IEP).

The Therapeutic Day School unit is comprised of two separate school programs serving high school aged special education students in the Jefferson High School District, and South San Francisco Unified School District. Each TDS program is a collaboration between that designated high school district. TDS students are certified special education students who have been evaluated and determined in need of intensive mental health services in order to benefit from their education. The core staff is comprised of a multi-disciplinary team including both mental health and educational staff. The TDS program works in close collaboration with outside service providers such as probation, social services, education, Wrap- Around service providers and other mental health contract agencies.

The Therapeutic Day School BHRS Staff include a Clinical Services Manager (1), Supervising Mental Health Clinician (1), Psychiatric Social Workers / Marriage and Family Therapists (2), Creative Arts Therapist (1), Occupational Therapist (1), Psychiatrist (1) and Medical Office Assistant (1). District special education staff include the Special Education Director (1), Program Specialist (1), Special Education Teacher (1 or 2), and Teaching Associates (1 or 2).

The ideal candidates will have:

• Experience working with adolescents in a mental health setting
• Experience working on a multidisciplinary team
• Experience working with special education students and participating in the IEP process
• Familiarity with normal adolescent development
• Familiarity with psychiatric disorders as defined in the DSM V manual
• Ability to provide treatment to youth who have co-occurring substance use issues
• Ability to structure and effectively run activity-based groups with teenagers

Responsibilities will include:

• Assessment and development of a treatment plan that links to the BHRS client treatment plan.
• Coordinating and implementing the TDS program's Occupational Therapy program, including group treatment, individual treatment, linkage to various agencies, and consultation to staff and families.
• Continual evaluation of youth capacities and deficits, and the students' response to treatment including the measurement of change and development.
• Conduct assessments, share findings and make appropriate recommendations.
• Collaborate and coordinate with the multi-disciplinary team which includes special education staff and mental health staff in order to provide comprehensive treatment to youth in the TDS program.
• Participate in milieu therapy and enforce the behavior management system.
• Provide consultation and support to families and staff as needed.
• Provide education and training to staff as needed.
• Liaison with community agencies to assess, implement or coordinate services.
• Work closely with district vocational support staff to assist students in transitioning to the role of worker.
• Participate in Individual Education Plan (IEP) meetings by completing and monitoring progress of the Individualized Transition Plan (ITP).

Qualifications

Education and Experience: 

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• Occupational Therapist II: One year of supervised experience in occupational therapy.

 Licensure/Certification: 

• Eligibility for or registration as an Occupational Therapist by the National Board for Certification in Occupational Therapy. Failure to obtain this licensure within twelve months of employment may result in termination.
• Possession of a Certificate of completion for a course in Basic Life Support as approved by the American Red Cross or American Heart Association; or must be obtained within six months of appointment.

THE POSITION
Under the general supervision of the Campbell Community Center Supervisor, the Building Attendant oversees proper use and rental activity at the City of Campbell Community Center and other City facilities. The Building Attendant assignments include working special events at various City facilities. The Building Attendant performs basic custodial duties (moving tables, chairs, set-up AV equipment, set-up athletic equipment, moping, sweeping, empty trashcans, etc.), ensuring compliance of established rules and procedures for the use of the facilities. THE DEPARTMENT
The Public Works Department is responsible for providing high quality, safe and effective maintenance, operation and construction of streets, parks, storm drainage and related infrastructure. The Department is under new leadership with a renewed focus on master infrastructure planning, proactive capital maintenance and replacement, traffic engineering and customer service. Pipeline public projects include completion of the Civic Center Master Plan, design and bid of the new Santa Teresa Fire Station, a $7 million pavement rehabilitation project, a $3 million San Ysidro Park remodel project, and completion of Traffic Impact Fee Study. The City is processing multiple large private projects including an almost one million square foot Amazon data center as well as multiple residential subdivisions and multi-family projects.

THE POSITION
The City Engineer/Transportation Engineer reports to the Public Works Director and exercises and is afforded significant authority and discretion to oversee the day-to-day operations of the Engineering Division which is comprised of two sections--Capital Improvements and Development Review. The Engineering Division is responsible for the design, bid, management and inspection of City-owned capital infrastructure and facility projects. The Division is also responsible for the review of private development projects, issuance of typical engineering permits, and related inspections. Additionally, the position coordinates the internal Traffic Safety coordination including preparation of warrant studies and other engineering studies. The City Engineer will be the primary point of contact with the City’s Utility Department facilitating coordination of street and utility capital projects. The City Engineer may serve in an acting capacity Director in the absence of the Public Works Director.

10. Oversee and participate in the development and administration of the Engineering Division budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement approved adjustments.
11. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures related to the Engineering Division; assess and monitor workload; identify opportunities for improvement and review with the Public Works Director; direct the implementation of improvements.
12. Manage CIP planning activities; provide oversight and input into the conceptual design of engineering projects; investigate and resolve problems with scope of work or cost issues of major projects.

14. Analyze civil engineering plan design, specifications, and consultant and staff comments in accordance with design requirements and municipal and intergovernmental standards and regulations; recommend approval or additional engineering conditions or changes.
15. Serve as the liaison for engineering, including traffic engineering, activities with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
16. Meet and confer with contractors, engineers, developers, architects, a variety of outside agencies, and the general public in acquiring information and coordinating engineering matters; provide information regarding city development requirements.
17. Serve as staff to support a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
18. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of municipal engineering.
19. Maintain good public relations, receiving and answering public requests and concerns.
20. Participate as a member of internal development review teams/groups and other inter-City and intra-City-related technical committees.
21. Participate in related training programs.
22. Perform related work as required.

Typical Qualifications:

• Bachelor’s degree in Civil Engineering, Traffic Engineering, Transportation Planning, or a related field from an accredited university.
• Five (5) years of progressively responsible professional-level public sector civil engineering work experience.
• Three (3) years of experience in a supervisory level position supervising public works engineering personnel to include making hiring recommendations, training, evaluating, and making disciplinary recommendations.
• Possess and maintain a valid registration as a Professional Civil Engineer issued by the State of California.
• Land Surveyor License desired, but not required.

JOB DESCRIPTION  

The Program Coordinator for is a unique position that is primarily responsible for planning and coordination of all aspects of the ASES funded After School Academy (ASA) program. ASA provides students in grades 1st through 6th a safe space for expanded learning. Every day students have the opportunity to make social connections, experience enriching activities, and receive academic assistance. Students socialize and connect with our team and their peers daily. ASA supports students every school day immediately after school until 6pm. Our goal is to improve student’s social, emotional, and academic potential through community, education, recreation, and enrichment.

EXAMPLES OF DUTIES (This is a general description of duties and is not all-inclusive)

• Coordinate all aspects of a After School Academy program
• Establish and maintain program records and computer databases
• Supervise and assign programming tasks to instructors and volunteers
• Maintain regular communication with school principals, teachers, and parents regarding student needs
• Provide regular program updates including written reports to Supervisor in a timely manner
• May work independently or in a team environment depending on program requirements
• Provide expertise and support to Supervisor
• Enforce City policies and procedures
• May be required variable hours including evenings and weekends
• Perform other duties as assigned

SUPERVISION EXERCISED AND RECEIVED

General supervision is provided by the Recreation Supervisor. Program Coordinator will provide general supervision of Lead Instructors, instructors and volunteers.

MINIMUM QUALIFICATIONS

• Must be at least 18 years of age.
• Must possess one of the following: forty-eight (48) college semester units, AA Degree or higher
• Relevant technical skill, education, experience or expertise
• Experience assisting with implementation of children and/or youth programs and activities.
• Ability to establish and maintain productive relations and positive attitude toward others
• Excellent written and verbal skills
• Excellent organizational and supervisory skills, be resourceful, flexible and able to work both alone or as a team member
• Must be reliable and be able to provide transportation
• Available to work Monday through Friday, 12:00pm-6:00pm schedule.

DESIRABLE QUALIFICATIONS

• Bachelor’s degree with teaching experience preferred
• Experience in implementation and programming of ASES grant funded programs
• Ability to frequently interpret and translate a language other than the English language among students, parents and school-based staff members

REQUIREMENTS FOR EMPLOYMENT

• Must be able to handle sensitive and/or stressful situations or information with tact, discretion and significant awareness of confidentiality
• Must effectively communicate with adults and children from a variety of cultural backgrounds
• Willingness to comply with suspected child abuse reporting (11166.5 PC)
• Employees are required to be certified in Adult/Child CPR & First Aid from American Red Cross, American Heart Association or supervisor approved equivalent. Employees must be certified within 30 days of hire date or prior to the first day of work, whichever occurs earlier.
• Fingerprinting and TB test are required
• Must submit verification of legal right to work in the United States as a condition of employment

Qualified application will be evaluated on the basis of related experience and quality of presentation.

The most highly qualified applicants will be invited to an oral interview.  Applicant evaluations may include a written and physical test.  Satisfactory candidates will be placed on an eligibility list.  Placements are anticipated immediately after the list is established.  Some placements may be assigned to emphasize public education as the City’s needs require.

Some positions may require a health evaluation.
