Senior Transportation Planner (Temporary/Hourly)
Salary: $65.0163 - $83.5561 per hour

The Town of Los Gatos is accepting applications for a temporary/unbenefited Senior Transportation Planner position in the Parks and Public Works Department. This is a unique opportunity to shape and develop a vital role within our organization.

The Senior Transportation Planner will focus on managing projects and programs that support sustainable transportation opportunities for the Town while addressing and improving mobility, safety, environmental, social, and economic conditions around transportation. The selected candidate will support the Town’s ongoing initiatives around transportation planning, including identifying grant programs and managing transportation planning-related projects.  

The Ideal Candidate
The Town is looking for an experienced transportation professional who is visionary and innovative with strong leadership skills, passion for community engagement, and commitment to customer service. They will be results-oriented with strong communication skills, including public speaking, writing, listening, persuasion, and facilitation with the following experience:

• Researching, applying for, and managing State and Federal transportation grants.
• Presenting to elected and appointed officials, the public, and other stakeholders.
• Bicycle and pedestrian master planning on a community wide basis, both the planning phase of the work and project implementation/management. 
• Variety of mobility-related projects and programs, including bicycle, pedestrian and rideshare.
• VTA process and procedures. 
• Parking program management.

Schedule: This is a temporary, hourly, at-will, non-benefited position limited to 999 hours of employment in a fiscal year (July 1 through June 30), up to 25 hours per week. The normal workweek is Monday through Friday, however, you may be occasionally required to attend evening meetings. 

About the Department
The Parks and Public Works Department (PPW) is responsible for the maintenance and improvements of the Town's public parks, facilities, streets, and other infrastructure.  Our goal is to efficiently provide residents, businesses, and visitors with the highest quality service possible, with dedication and professionalism.  The Department has five service areas: Engineering, Capital Improvement, Streets and Signals, Parks, and Environmental Services. The Department also collaborates with all Town departments, and external partners and stakeholders.

• Engineering Services: The Engineering team provides services in the areas of encroachment permits and permitting and inspection of other work in the public right of way, including situations where new developments need to provide improvements in the right of way.  
   
• Capital Improvement: The Capital Improvement team develops and constructs capital projects across all Town assets, including improvements to roads, streetlights, parks, and Town buildings. See the annual capital budget for a list of current capital projects.
   
• Streets and Signals: The Streets and Signals team maintains the Town’s roadways, signs, and traffic signals. Traffic plays a big part in this team’s daily work as they seek to meet the needs of the community.  This includes traffic on major streets as well as on neighborhood streets where traffic calming can be a solution.
   
• Park Services: The Park Services team maintains the Town’s parks, trails, open spaces, facility grounds, median islands, parking lot landscaping, downtown planters, and the urban forest as well as administering park use fees and reservations.
   
• Environment Services: The Environmental Services team ensures that the Town is at the forefront of environmental stewardship. This team also manages the Town’s utilities, including the contract with West Valley Collection and Recycling for garbage service Town wide.

About the Town
The Town of Los Gatos is a general law city operating under the Council/Manager form of government. The Town Manager and Town Attorney are appointed and directly report to the Town Council. The Town’s 150 full- and part-time employees are organized into the following departments: Parks & Public Works, Community Development, Police, Library; and Administrative Services.

General Duties

• Provides program area expertise, project support, and coordination and collaborates with Parks and Public Works staff and other Town Departments on complex, highly visible, and politically significant transportation-related policies, projects, and issues

• Attends meetings of the Town Council, the Development Review Committee, Planning Commission and/or the Complete Streets and Transportation Commission and other Town Commissions as directed.
• Builds and maintains positive working relationships with coworkers, other Town employees, elected officials, and the general public, exhibiting exceptional customer service and communication skills.
• Participates in regional planning and working groups and serves as the liaison for the boards and working groups as requested.

Grants Management

• Develops and submits transportation-related grant applications from various local, state, and federal funding sources; oversees proper execution and expenditure of grant funds received.

Safe Routes to School Program

• Manages funding for and implementation of the Town’s Safe Routes to School program.

Multi-Modal Transportation Activities

• Manages updates to pedestrian and bicycle masterplans; develops, updates, distributes, and promotes Town programs, policies, educational materials, and projects to improve pedestrian, bicycle, and other forms of mobility and to encourage safe practices of all forms of mobility; serve as staff liaison to the Town’s Complete Streets and Transportation Commission.
• Coordinates planning for bicycle and pedestrian facilities in cooperation with other Town Departments, regional agencies, and community organizations.
• Performs other transportation related duties as assigned.

Parking Programs

• Oversees the Town’s Parking Programs.
• Oversees the work of and administers contracts for transportation and parking consultants.
• Develops policies, procedures, and operational actions related to effective parking management, including periodic review of parking-related policy issues such as rates, time limits, enforcement hours, loading zones, and other issues.

 

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
 
Education: Any combination of training and experience equivalent to a Bachelor's Degree from an accredited college or university in transportation planning, city and regional planning, urban studies, civil engineering, or closely related field.

Experience: Five (5) years of increasingly responsible experience in transportation development programs, including two (2) years of project management.  A Master’s Degree from an accredited college or university is desirable.

License and Certification: 

• A California Driver's License and a satisfactory driving record are conditions of initial and continued employment. 
• Possession of a Certificate of Registration as Professional Transportation Planner or Professional Engineer in the State of California, or certification from the American Institute of Certified Planners is highly desirable.   

Under the general direction of the Town Manager, plans, schedules, and directs the work of the Public Works Department, which includes providing supervision of street improvements, permits, traffic control, pavement markings, parks and public landscaping, storm drains, street sweeping, building maintenance, and general engineering functions; performs related work as required.

EXAMPLES  OF DUTIES

Prepares and presents public works related items and issues to the Town Council. Plans and supervises the capital improvement program, street maintenance program, storm drain and disaster related repairs and all aspects and equipment related thereto; periodically inspects streets and all public facilities for deficiencies and recommends corrective actions and priority of work; estimates labor, materials, and oversees initiation of projects including street openings, retaining walls, flood control and drainage facilities; manages the Town’s participation in the Marin County storm water pollution prevention program; manages the Town’s GIS program; prepares plans and specifications for bidding procedures; interacts with the Consulting Town Engineer and/or supervises engineering functions; provides complex and responsible administrative support to the Town Manager; prepares departmental budget and controls expenditures; personnel administration within the department; participates in code enforcement and in other activities, as required.

ABOUT THE POSITION

The Recreation Leader II (After School Coordinator) position provides high-level program support and services through the Parks and Recreation Department, which provides concrete, positive experiences for youth and promotes qualities essential to raising successful young people.  

Town ASEP (After School Enrichment Program) is designed for the Town’s elementary school students, providing daily activities and childcare. This position requires minimal supervision and includes the responsibility of ensuring that students are safely escorted to their After School Programs once school ends. 

This position may also work additional seasonal events for the Parks and Recreation Department throughout the year. 

This position is budgeted at 15-20 hours/week. A general schedule will be set, but the candidate needs to remain flexible to meet the program's needs.  

Start Date / Training Dates: August 25, 2025 
Work Schedule: Monday through Thursday, 1:00 PM – 5:00 PM. 

Program Dates: September 2, 2025 – May 31, 2026.

DEFINITON
Oversee the construction phase of public works projects by conducting field inspections and performing highly responsible and technical liaison work among contractors and staff involved in public works construction. Maintain written and photographic records of construction progress. Assist in administering construction contracts during implementation by inspecting and verifying work and assisting in preparation and processing of change orders, requests for payment, and related documents.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Read and interpret project plans and specifications for public works construction and industry standards, such as the Caltrans Standard Plans and Specifications as they apply to assigned projects.
• Provide quality assurance inspections of assigned construction projects to verify contractor adherence to applicable plans, specifications, conditions of approval, and/or permit requirements.
• Ensure that contactors meet designated construction schedules and project delivery commitments.
• Assist in planning and scheduling the construction of projects to minimize adverse impacts to the community; monitor project schedules to ensure continuous progress; schedule and monitor the work of materials testing laboratories, land surveyors, design engineers, and/or architects.
• Identify potential construction problems and seek resolution by advising and coordinating the efforts of architects, engineers, and contractors.
• Respond to requests for information, or similar written correspondence.

• Prepare or obtain documentation necessary to maintain comprehensive contract file records; document progress by maintaining organized and legible written diaries and photographic archives.

• Interact with contractors, business owners, utility company representatives, and the public in a professional manner.
• Attend preconstruction and progress meetings with contractors, developers, or permittees; attend staff meetings or committee meetings as assigned or required.  
• Assist in the preparation of progress payments and change orders by measuring and verifying installed quantities and negotiating the equitable cost of changes in work and time; collect and track certified payroll reports.
• Serve as an emergency service worker during times when the Town’s Emergency Operations Center has been activated due to a natural disaster or emergency affecting the Town.

QUALIFICATIONS
Knowledge of:

• Construction methods and techniques; principles of engineering and construction; Caltrans standards for construction and inspection.
• Principles of cost and time analysis, including critical path method scheduling.
• Roadway construction and asphalt concrete paving and underground utility construction; traffic signal construction and landscaping/irrigation is helpful but not required.
• Standard computer software including e-mail, internet, Microsoft Word and Excel.
• Mathematics and use of arithmetic and geometry.

Ability to:

• Determine priorities and handle a complex workload; expedite items of work and processes to accomplish public improvement and development goals, and work with contractors, architects and engineers to do so.
• Demonstrate strong coordinating and negotiating skills.
• Demonstrate sound judgment and serve as an effective representative of the Town in diverse settings.  
• Interpret plans and specifications; inspect construction sites and evaluate conformance to plans, specifications, and code requirements; identify unsafe conditions at a construction site.

• Stoop, climb, crawl, balance, maneuver, walk and stand for long periods of time; work outside in varying weather conditions; wear appropriate safety clothing; and conduct job responsibilities in close proximity to active construction equipment.

EXPERIENCE AND EDUCATION

Experience:
Five (5) years of experience in inspection, management, or construction of diverse public works projects, preferably for a governmental agency.

Education:
Equivalent to completion of the twelfth grade supplemented by college coursework in mathematics, engineering, and construction management.

Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire.

THE POSITION

EXCITING OPPORTUNITY

The Town of San Anselmo is seeking applications for the full-time position of Senior Building Inspector in the Public Works and Building Department.  It is an exciting opportunity to work in a broad range of areas, to help shape the future of the Town.

The Department of Public Works maintains the Town’s infrastructure to support the community. THE POSITION

Typical duties of the Senior Building Inspector position include, but are not limited to:

• Review, approve and issue permits for construction work.

 Minimum Qualifications (Knowledge and Abilities):

• Knowledge of state and local building, electrical, plumbing, mechanical, energy, accessibility, and fire codes and local building, fire and zoning ordinances.
• Principles and techniques of building construction, building materials and accepted safety standards; Principles and techniques of building inspection.
• Ability to read, analyze and interpret building plans and specifications; understand, interpret and apply codes, ordinances, and regulations; communicate clearly and concisely in English, both orally and in writing.
• Use windows-based computer programs such as MS Word and Excel.
• Operate a car and pickup truck safely, back vehicle a long distance, and steer through narrow roadways and hillsides.

Experience and Training:

• Five years of progressively responsible experience in building inspection, including commercial inspection and/or plan check experience, of which two (2) years must be at full journey level.
• Three years of experience as a building inspector or related field involving inspection or code enforcement.
• Graduation from high school or equivalent to the completion of 12th grade – college training in the field of civil engineering, architecture, or building technology may be substituted for equivalent year of work experience. Associated of Arts degree preferred.
• Possession of, or ability to obtain within 3 months, a valid California driver’s license
• Possession of, or ability to obtain within 6 months, certification, through the International Code Council, as a California Residential Building Inspector- J1 and California Commercial Building Inspector- I1

Special Requirements/Physical Demands:

• On-site field inspections and office work require a moderate amount of physical agility. Intermittently walk, stand, twist, squat, kneel, climb, and bend both in the office and in the field.
• On a continuous basis, sit at a desk or stand at a counter to answer questions of the public.  Write by long hand and use a computer keyboard to communicate through written means.
• Frequently lift or carry a weight of up to 10 pounds and occasionally up to 50 pounds.
• The nature of the work requires the individual to climb 30’ to 40’ ladders or scaffolding to reach high areas such as roofs, balance on narrow walkways or steep-pitched roofs, crawl through narrow openings and in confined spaces.
• During inspections, the individual may be required to walk on uneven surfaces. Work will require exposure to intermittent uncomfortable working conditions such as dust, noise, and extreme cold or heat. Inspections are done out-of-doors year-round.

ABOUT THE POSITION

The Town of Atherton invites you to apply for the position of Associate Engineer in the Public Works Department. In addition, the ideal candidate will be an effective communicator, possess a general knowledge of municipal operations, development services operations, design and construction principles and practices, public contract code, green infrastructure and storm water control measures, and the SFBAY Municipal Regional Stormwater Permit.

 

SELECTION PROCESS

MINIMUM QUALIFICATIONS

Sufficient education, training and/or work experience to demonstrate possession of the knowledge, skills and abilities, which would be typically acquired through:

Education & Experience

Three (3) years of increasingly responsible experience professional engineering design, plan review, and project administration.

Education: Equivalent to graduation from an accredited four-year college or university with major coursework in civil engineering or a related engineering field.

Certification: Posses and maintain a valid certificate of registration as a Professional Engineer in the State of California.

Knowledge of:

• Civil engineering principles, techniques, policies, and procedures,
• Principles and practices of capital improvement program budgeting, cost estimation, funding, project management, and contract administration,
• Basic principles, practices, procedures, and standards related to Town public works infrastructure development and maintenance, engineering, and surveying
• Practices of researching engineering and design issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective staff reports

Skills and Ability to:

• Prepare, understand, and interpret engineering construction plans, specifications, and other contract documents.
• Assist in and develop and administer contracts for professional services and construction in a public agency setting.
• Effectively represent the department and the Town in meetings with governmental agencies, community groups, and various business, professional, and regulatory organizations and individuals.
• Prepare and present clear, concise, and logical written and oral reports, correspondence, policies, procedures, legal descriptions, and other written materials.
• Establish and maintain cooperative working relationships with municipal officials, subordinate employees, contractors and the general public
• Keep accurate records and prepare clear and concise oral and written reports.
