The Position: 

Silicon Valley Power (SVP) is seeking dynamic, engaging and qualified engineers for several vacant Electric Utility Engineer positions in various divisions. 

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

For SVP Engineering and CIP projects Division, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. The individual may manage or will assist in managing Capital improvement Projects (CIP) to support growth of the electric utility. The candidates should have strong background and interest in electric systems. 

For System Planning and Asset Management Division, this position will be assigned to perform and maintain distribution system model, participate in integrated SVP system planning and other SVP groups to deliver distribution system results and reports, identify and implement projects that are necessary to support load growth and improve reliability of the distribution system. This position will work closely with customer/developers on their projects, will coordinate with various City departments and support SVP’s field and operation staff as necessary.

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education and Experience Requirements: 

• Graduation from an accredited college or university with: 
  a) Bachelor's Degree in Electrical Engineering and two (2) years experience doing electric utility engineering work,

or

b) Bachelor's Degree in Engineering and three (3) years experience doing electric utility engineering work and experience using AutoCAD and Microsoft office (i.e. Microsoft Word, Excel, PowerPoint and Mathlab)
 

Acceptable Substitution: 

• A Master's Degree in Electrical Engineering from an accredited college or university may be substituted for one (1) year of experience

• An Engineer-in-Training Certification with ten (10) years of experience in electric utility engineering work can be substituted for the degree in engineering and the required experience indicated above

License/Certifications: 

Possession of an appropriate, valid Class C California driver's license is required at time of appointment and for the duration of employment.

Desirable Qualifications: 

• Registration as an Electrical, Mechanical or Civil Engineer in the State of California
• Experience using ESRI based Geographic Information System (GIS)
• Experience using system modeling and load flow software; Aspen one-liner software, GE PSLF, and DEW ISM

Under direct supervision, the Assistant Electric Utility Engineer performs a variety of entry-level professional electric utility engineering field and office work in Electric system planning, electric system design, construction and/or maintenance programs.  SVP invites applications from dynamic and innovative qualified candidates for an entry level engineering position. Assistant Electric utility engineer will be part engineering team to conduct design, establish standards and implement construction projects. Incumbents may be assigned to work in any division in the Electric Department reporting to a Principal, Senior Electric Utility Engineer, Electric Utility Engineer Division Manager, Assistant Director or Director.

The Department

The mission of the Maintenance Operations Department is to enhance the community by providing high quality maintenance services through the maintenance of safe and effective transportation systems and public infrastructure that support a desirable quality of life for residents, businesses, and visitors, and to support the City organization with efficient and effective services for City buildings and fleet vehicles.

The Positions
The Building Maintenance Division of the Maintenance Operations Department is seeking experienced Building Maintenance Workers to provide HVAC maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. Building Maintenance Workers (HVAC) design, fabricate, inspect, install, troubleshoot and evaluate problems with HVAC equipment.  They also repair heating, ventilation and air conditioning systems and related apparatus. Additionally, they install, repair and/or replace controls for energy management system as well as perform preventive maintenance and sheet metal work, including design and fabrication.

The Building Maintenance Division of the Maintenance Operations Department is also seeking experienced Building Maintenance Workers to provide general maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. Maintenance tasks for the general assignment typically include painting, electrical repairs, wall repair, roof repair, carpentry/metal work, and floor repair.

THE ORGANIZATION

Incorporated in 1927, Menlo Park is a General Law city operating under a Council-Manager form of government. The City Council is the City's five-member governing body whose members are elected by district to four-year overlapping terms in general municipal elections. The Mayor and Vice Mayor are selected by the City Council to serve one-year terms, rotating each December. The City Council appoints the City Manager and City Attorney, as well as members of the City’s seven commissions, and the City Manager appoints all executive and management positions. Fire protection and sanitary services are provided by separate special districts. The City is supported by approximately 297 full-time equivalent employees and a total expenditure budget of $235 million.

The Administrative Services Department is a department of nearly 30 staff in Finance, Human Resources, and Information Technology. THE POSITION

The Human Resources Manager is a key management position at the City. This individual plans, manages, and oversees the daily functions, operations, and activities of Human Resources, working collaboratively with the Administrative Services Director and management staff across the City. It is essential that this position is responsive to all customers and takes a proactive approach to building relationships throughout the organization, recognizing the value and unique contributions made by each and every employee. This individual serves as the main point of contact on employee relations matters and leads labor relations for the City’s five unions (general employees, supervisors and mid-management, police officers, police sergeants, and temporary employees), along with the confidential and unrepresented management groups. This position leads highly-complex projects; conducts a variety of organizational and operational studies and investigations; and prepares and presents staff reports, policies, and other correspondence for the City Council and all employees. The Human Resources Manager leads a staff of five, comprised of three Management Analysts and two Human Resources Technicians, to accomplish a wide variety of daily tasks, policy and labor agreement administration, and process improvements, and is responsible for interpreting and complying with the various regulatory requirements from Federal, State, and local agencies.

The selected candidate will have the opportunity to work on the following upcoming projects:

• Manage projects currently underway that involve collaborating with employees at all levels of the organization, including the citywide classification and compensation study and the employee engagement survey.
• Retool several division functions, including performance management, recruitment, selection and retention processes, leave programs, and workers' compensation leave administration.
• Promote employee engagement and performance management through enhanced training programs and citywide recognition events and other initiatives identified through the engagement survey analysis.
• Continue to manage and develop content for the popular “HR Bits and Bites” trainings, where supervisors and managers connect with Human Resources and one another for development and relationship-building over snacks.
• Train and develop Human Resources staff to form a cohesive team equipped to succeed.

POSITION

IDEAL CANDIDATE

The Ideal Candidate will possess an in-depth knowledge of Law Enforcement organizational structure. The Ideal Candidate will also possess good communication, customer conflict resolution skills, and writing skills, as well as be competent with computers and related software, e.g., report management, and MS Outlook, and Excel. Knowledge of principles, codes, regulations and laws governing records management of a police department.  Additionally, the Ideal Candidate will have a strong work ethic, ability to multitask, prioritize, knowledge of complex filing systems, and be available for shift work.

Duties may include but are not limited to the following: Processes and maintain a variety of police records, files, forms, and manuals. Issues, receives, types, and processes various applications, permits, and other forms; processes warrants, permits, and citations; collects and processes fees and charges. Entries and modifications into a state and nationwide system. Processes police reports including receiving, reviewing, copying, distributing, filing, and making corrections as applicable. Logs subpoenas; collects, posts, and distributes department mail.  Answers a multi-line telephone system, providing information or routing calls to appropriate individuals. Greets the general public, giving information on the department and answering routine questions. Types, proofreads, and processes a variety of documents including general correspondence, memos, and legal documents. Operates standard office equipment including computer remote terminals. Creates and maintains files and databases. Provides fingerprint services for applicants and voluntary bookings. Performs related duties as assigned.

ESSENTIAL JOB FUNCTIONS

File routine reports and correspondence; perform general clerical duties using typewriter and word processor.  Respond to citizen requests for information and assistance.  Complete minor reports as required. Retrieve and input data into computer terminal. Receive calls and take messages. Accumulate data and prepare monthly statistical reports.  Process requests for copies of reports from both citizens and other criminal justice agencies. Inventory supplies and order when necessary.  Process monies and fees via the cash register, prepare licenses and permits, prepare and issue bills, complete citation sign-offs.  Prepare correspondences to victims of crime.  Complete and prepare background and record checks.  Process voluntary bookings and court ordered registrations.  Perform fingerprinting and Live Scan digital printing.  Assist in the transportation of property and evidence. Assist in preparation for the auction of property. Purge files. Provide relief for full-time Community Services Officers.  Regular and consistent attendance.

QUALIFICATIONS

Education: High School diploma or equivalent.

Experience: One (1) year of general administrative office work experience OR six (6) months of administrative office work in a law enforcement agency. Prefer experience with substantial public interaction.

License or Certificate: Possession of a valid California driver’s license required upon hire.
