Police Officer Trainees may be eligible to receive a hiring bonus of up to $10,000 disbursed in four equal phases: the first phase upon successful completion of the testing process and acceptance of a final offer of employment, and the last phase two years after completion of the probationary period as a Police Officer.

Compensation:

Police Officer Trainee:   $6,668.53 - $6,997.47 monthly
Police Officer:  $9,113.87 - $10,998.00 monthly

This recruitment is open to those individuals with no prior law enforcement experience and have not received POST certified police academy training.   If you are a POST certified academy graduate, please apply to the recruitment titled Police Officer (Academy Graduate or Participant).

THE POSITION:  This is a trainee level classification which provides transition into the position of Police Officer.  A Police Officer Trainee is hired into this civilian position for the period prior to and during the time they are assigned to a Commission on Peace Officer Standards and Training (POST) certified police academy.  The police academy has an expected duration of approximately 6 months.  Upon successful completion of training at an academy and upon the availability of a Police Officer position, Police Officer Trainees are sworn in and appointed to the classification of Police Officer.  The Police Officer Trainee is represented by SEIU Local 1021 and benefits are limited to those of a civilian employee.

Upon appointment to Police Officer, duties may include a wide variety of law enforcement assignments such as: patrol, traffic control, criminal and juvenile investigation, and radio communication.  These require operating a patrol car or motorcycle, arresting and citing violators of laws, writing reports, serving warrants, testifying in court and providing information to the public.  Please see the City of Hayward's website for a complete job description.

Essential Duties

Duties may include but are not limited to the following:
Attends a basic POST certified police academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
Receives training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.
Receives academy and field training to become a Police Officer.

Minimum Qualifications

EXPERIENCE AND EDUCATION
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: None.

Education: High school diploma or equivalent.

Licenses: Possession and maintenance of a valid Class C California Driver's License.

Special Qualifications:

• Free of any felony convictions.
• A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship (Government Code Para. 1031).
• Age, not less than 21 years at time of appointment.
• Vision in each eye, correctable to at least 20/30.
• Must pass a background investigation.
• Must meet all Department medical, physical and psychological standards.

Description: Performs law enforcement and crime prevention work, controls traffic flow and enforces state and local regulations. Some essential duties are:

Annual Salary: $149,472 - $198,792 (placement in this range depends on qualifications)

The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.
• Prepare budget and forecasting for the Economic Development Division.
• Serve as primary staff support for the City Council’s Economic Development Committee providing policy research and project implementation of economic development activities in the City.
• Serve as the City’s primary contact with the commercial real estate brokerage community including participation at local and regional International Council of Shopping Center (ICSC) events.
• Represent the City and establish and maintain positive working relationships with representatives of community organizations, business organizations, state and local agencies and associations, city management, staff and the general public.
• Serve as the City’s liaison with the property owner and manager of Downtown Pleasant Hill to coordinate and facilitate projects in the Downtown. 
• Perform related duties as assigned.  

The ideal candidate will have significant economic development experience and will excel project management. The ideal candidate will be able to “hit the ground running” and quickly establish rapport, trust, and credibility within the organization and the community.  

Top areas of focus for the next Economic Development Manager will be:

• Collaboration – Continue to work seamlessly with the City Manager and the Community and Economic Development Director’s team.
• Development – Maintain and carry on the momentum the incumbent has set forth on various projects and negotiations such as the Farmers Market. Continue to work on the City’s shopping centers developments.
• Housing – Work with the Planning team on meeting state housing requirements. Work on rezoning commercial areas for mixed-use developments.
• Communication – Foster open and timely communication internally with staff and other departments and externally with developers and stakeholders. Represent the City as a staff liaison on commissions and boards such as the Education Commission.

About the Department

The Community Development Department is responsible for planning the physical development of the community and ensuring that new development and modifications to existing development are completed in compliance with City and State laws. The Department provides technical information to residents, business owners, developers, and commissions regarding local codes, ordinances, and other related issues. The Planning Division reviews development plans, use permits, and other planning entitlements, and prepares land use plans focusing on the long-term growth and future development of the City.

Examples of Duties and Responsibilities

• Reviews development proposals;
• Advises property owners, architects, builders, attorneys, contractors, engineers, and the general public regarding City development policies and standards; 
• Reviews business license applications for compliance with zoning, sign, and related regulations;

Qualifications

• Equivalent to a Bachelor's degree from an accredited college or university with major course work in urban planning or closely related field, and one (1) year professional planning experience

Special Requirements

• Possession of and ability to maintain a valid California driver's license. American Institute of Certified Planners (AICP) designation is highly desirable.
