THE DEPARTMENT

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to its citizens as it works to build, maintain, and update the City’s civic infrastructure. Public Works is comprised of approximately 50 employees with a general budget of $33 million and a Capital Improvement Program (CIP) budget that ranges between $15–$30 million depending on the City’s annual infrastructure needs.

Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to - view the full job spec HERE)

• Plans, organizes, directs and controls all parts of projects from concept through design, permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.
• Coordinates work of a multi-disciplinary development team across organizational boundaries, including design architects and construction professionals.  
• Develops and maintains detailed project schedules and budgets, tracks expenditures, and recommends cost control strategies.
• Reviews and processes change orders, ensures quality control, and oversees contractor compliance with plans, specifications, and safety standards.
• Prepares reports, presentations, and communications to inform internal and external stakeholders, including City Council.
• Ensures that contractors are maintaining safe work sites and that the needs of the staff at each project are being protected.
• Coordinates final project closeout including punch list items, documentation, and transfer to operations.
• Manages consultant contracts and coordinates with engineers, architects, construction managers, and inspectors.
• Facilitates cross-departmental coordination and public outreach related to project scope, impacts, and progress. 
• Supports grant application processes and ensures compliance with local, state, and federal funding requirements.

EDUCATION and/or EXPERIENCE

Any combination of education and experience that provides the knowledge and abilities listed. 

• Equivalent to a bachelor's degree from an accredited college or university with major coursework in construction management, project management, civil, structural or mechanical engineering, facilities planning, design management, architecture, business, economics, planning or a related field

AND

• Five years of progressively responsible experience in project management related to the area of assignment.

The required education is interchangeable with project management experience related to the area of assignment on a year-for-year basis up to a maximum of two years.

Possession of a master's degree in a field noted above, professional registration or licensure, or Project Management Institute (PMI) / Construction Management Institute (CMI). Either may be substituted for one year of required experience 

• Valid CA driver’s license required.  
• Registration as a licensed architect or engineer in the State of California is desirable.  
• Project Management Institute (PMI) / Construction Management Institute (CMI) certification is desired.

• In the absence of the City Clerk, functions as the City Clerk, attends City Council meetings and perform all of the duties of holding a public meeting, including facilitating public comment, calling roll for Council votes, etc.
• Ensures adherence to established Council meeting procedures and rules; processes Council actions in the form of resolutions and ordinances; performs research, data gathering and analysis for written reports to the City Clerk.
• Prepares Council Chambers or other rooms for meetings.
• Generates Action Agendas and finalizes official minutes. • Processes and responds to Public Records Act (PRA) requests.
• Plans, organizes, develops, implements and administers the City-wide records management system.
• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department.
• Participates in the development and administration of the department's budget.
• Maintains current knowledge of new trends and innovations in the field of records management.
• Answers telephone calls, responds to email, researches records and retrieves information for general public, City Council and City staff.

EDUCATION and/or EXPERIENCE

Deputy City Clerk I: Equivalent to AA degree and three years of progressively responsible experience using state of the art technology in a local government agency, preferably in a City Clerk’s Office.

Deputy City Clerk II: in addition to the requirements for the Deputy City Clerk I, this level requires at least 4 years of experience as a Deputy City Clerk I or demonstrated ability to successfully complete the essential duties and responsibilities at the full journey level with a high degree of autonomy. Bachelor’s Degree preferred. Certified Municipal Clerk designation preferred. 

Both levels: Commission as a Notary Public in the State of California within six months of appointment

After School Program Technician I's work in the formal Suisun City classification of Recreation Specialist II. Starting hourly rate will depend on qualifications. This position works on average 19-29 hours per week.

The Position: Under general supervision, this position involves organizing, leading, and coordinating a variety of indoor and outdoor recreational and educational activities for an Afterschool Program. This role is classified as Temporary Part-Time to support both seasonal and year-round recreational programs.

On April 29, 2025, Suisun City Council approved a new contract between the Suisun City RPM Department and the Fairfield-Suisun Unified School District (FSUSD). This agreement expands after school programming to include to grades TK-5 at Dan O. The Position

The City of Fremont is seeking applicants to fill full-time, temporary positions within the Fremont Urban Forestry Service Corps. These positions are paid and have a five-month duration, starting February 3, 2025, and ending June 27, 2025. What You’ll Do

• Process utility bills for residents and businesses in the City.
• Work with other departments and the City’s waste management service to accurately set up complex utility accounts and process utility bill adjustments.
• Interact with and assist customers to set up, adjust, and/or close their utility accounts and provide general customer service support.
• Reconcile revenue and financial accounting systems, interfacing transactional data between them.
• Create invoices for various departments to collect fees and other sources of revenue.
• Review, reconcile, and record daily revenue transactions.
• Assist with various month-end and year-end accounting tasks specific to the Revenue section.

The Essentials

• Three (3) years of increasingly responsible accounting clerical experience.

The Department:

The mission of the Finance Department is to ensure that the financial/fiscal activities of the City, its Agencies and Corporations are performed, recorded and presented in compliance with professional and ethical standards. The Finance Department administers the financial affairs of the City, including City-owned public utilities. These functions include: budget administration and control; maintaining a general accounting system and the preparation of comprehensive annual financial reports; collection of taxes, fees, special assessments and utility charges; investment of City funds; procurement of supplies, materials, equipment, and services; operating the City Warehouse; issuance of bonds and debt management; internal auditing; and financial management of contracts, including leases.

The Accounting Division resides in the City's Finance Department and is responsible for providing relevant, accurate, and timely transaction processing and financial reporting services for the City. 

The Position:

This is a paraprofessional position in the classified service and is distinguished from the next lower level of Accounting Technician II in that positions at this level require the frequent use of a high degree of independent judgment and interpretative ability related to a technical knowledge of accounting, computer applications, on-line financial systems, and applicable laws and regulations. While a Senior Accounting Technician can perform work in all areas of the Accounting Division, the current recruitment is within the Accounts Payable section. Incumbents in this class use computer applications on a daily basis in accomplishing their work. Incumbents in this class are expected to supervise and provide technical guidance to staff.

The Position

The City of Fremont is seeking a full-time Urban Forestry Service Corps Supervisor. This position is temporary, starting January 6, 2025, and ending December 19, 2025. This position works five days a week supervising and instructing small cohorts of Urban Forestry Service Corps members through a combination of in-class learning and in-the-field service projects. This position reports to the city Urban Forestry Manager.
