What You’ll Do

City Manager’s Office– 2 positions

The City Manager's Office is responsible for providing strategic direction and support to all City departments for day-to-day operations and planning, as well as support to the City Council with its policy making. The City Manager’s Office also operates as the Executive Director’s Office of the Santa Clara Stadium Authority (Stadium Authority), a joint powers agency that owns Levi’s Stadium, which is leased to the San Francisco Forty Niners for NFL Events. The Stadium Authority also contracts with the Forty Niners Stadium Management Company (Stadium Manager) for management of Non-NFL Events and facility operations at Levi’s Stadium. 

The City Manager’s Office/Executive Director’s Office is seeking two (2) motivated and experienced Management Analysts who will support budget development and management, procurement, contract administration, Public Records Act requests, and grant administration. 

 

Key responsibilities may include preparing and managing the Executive Director’s Office budget for the annual Stadium Authority Operating, Debt Service, and Capital Budget; supporting with tracking and payment of Stadium Authority Capital Expenditure (CapEx) projects; processing Public Records Act requests; assisting with Stadium Authority’s Procurement Policy Ordinance updates; implementing procurement processes; reviewing procurement requests and documentation for compliance with applicable agreements, laws, and policies; drafting reports and agenda items to the City Council/Stadium Authority Board including approval of service and public work agreements and note and file compliance reports; tracking and maintaining contract records in applicable records systems/platforms in accordance with public records laws and records retention policies; assisting with records retention updates; supporting the City’s Community Grant Program; serving as a staff liaison to community organizations; and providing various administrative support such as routing agreements and invoices for approval. Community Development Department - Housing & Community Services Division (2 positions)

The Community Services Grants Management Analyst will oversee the administration of the City's federal HUD Community Development Block Grant (CDBG), HOME, and HOME ARP grant programs. Over the next five years, the City will administer over $6M in federal funds in support of housing counseling, senior services, landlord/tenant mediation, homelessness prevention, meal delivery, legal assistance, independent living assistance, and other critical services. These funds also support capital projects that renovate and repair single family homes, multifamily affordable housing, and public facilities. Santa Clara directly administers a revolving home rehabilitation loan program and oversees a Tenant Based Rental Assistance Program. The primary duties for this position include managing a small team, serving as the City’s liaison to the Regional HUD representative, staying current on applicable federal rules and regulations, preparation of the HUD Five Year Consolidated Plan, Annual Action Plans and HUD Consolidated Annual Performance and Evaluation Reports (CAPER),  preparing written and visual reports, administering competitive procurements, budgeting, managing contracts, managing funding allocations through the HUD IDIS system, monitoring and working with sub-recipients to ensure compliance, preparing funding draws, ensuring timely expenditures, conducting basic environmental reviews, and maintaining current policies and procedures. The ideal candidate is a skilled project manager who communicates clearly, collaborates with ease, is comfortable working with numbers and detailed spreadsheets, is able to adapt to changing HUD regulations, who is passionate about helping low-income communities thrive, is able to utilize resources from the County and State, and is able to complete reports, analysis and research for City Council and the Department.  The ideal candidate is able to work collaboratively with internal and external team members, be a solution-oriented team member, and able to build and grow a team. 

The Homelessness Response Management Analyst (HRMA) is a new position approved by the City Council that will support the implementation of the City’s Plan to Reduce Homelessness and Its Impacts and lead specific work items within the plan. The HRMA will help forge ongoing partnerships with local and regional nonprofit, government, faith-based, private sector, volunteer, and other groups that are working to provide innovative and effective solutions to homelessness. The HRMA will manage several programs and their related contract(s), evaluate and seek ways to improve or leverage the City’s programs, conduct research and policy analysis, prepare reports for the City Council and/or public, respond to and route inquiries, analyze data and review performance measures, identify potential funding sources, plan resource pop-up events, organize volunteers for the biennial point in time count, maintain access to the County’s Homeless Management Information System (HMIS) client database, and help develop focused solutions for chronically unhoused residents. The ideal candidate will be a compassionate and effective project manager who has experience with coordinating or managing a comprehensive work plan and is comfortable working with a wide variety of stakeholders including people experiencing homelessness. The HRMA will work in the Community Development Department reporting to the Housing & Community Services Division Manager and will work closely with the City Manager’s Office, several public facing departments, and the City’s contracted mobile case management team.

Electric Department (Silicon Valley Power)

The Electric Department is seeking a Management Analyst for its Compliance Division. This position will support the administrative activities of the Compliance Management Team (RFP management, budget preparation, contracts processing, policy and procedure development and maintenance), lead administrative projects, and help drive SVP’s NERC, Environmental, and Safety Compliance programs. 

Ideally, candidates will have prior experience working in cross-functional utility teams, utility operations or utility compliance, and will have a demonstrated aptitude for grasping, conveying, and applying technical information related to electric systems as well as interpreting regulations. Experience managing MS SharePoint is highly desirable.

Responsibilities include, but are not limited to, the following:

Fire Department – 2 positions

The Fire Department is currently recruiting for two Management Analyst positions to support the Fire Administrative Division and the Community Risk Reduction Division (CRRD). 

The Administrative Division provides essential administrative, fiscal, and human resources support while ensuring alignment with City-wide initiatives. The Management Analyst assigned to this division will analyze departmental procedures, policies, and data to develop recommendations that enhance performance, manage costs, and improve service delivery across the entire department.

The CRRD includes Fire Development Services, Fire Non-Development Services, the Certified Unified Program Agency (CUPA), Fire Education, and Fire Investigation. Its mission is to protect life, property, and the environment through education, engineering, enforcement, economic incentives, empowerment, and emergency response. The Management Analyst supporting CRRD will perform similar analyses focused on optimizing its unique programs and services. The Department

The Position

One position will be filled as either an Associate Landscape Architect or a lower level Landscape Architect/Designer II, depending upon qualifications and fit. Both positions will perform professional-level landscape architectural work related to the design, construction, and rehabilitation of landscape and irrigation for parks, landscaped areas, and street and urban design projects. In addition, the Associate level incumbent will serve as project manager, team leader and/or supervisor, and consultant manager for site development of city facilities and private developments.

Examples of Job Duties

• Using prescribed methods and procedures, incumbents perform specific and limited portions of a broader assignment of an experienced landscape architect.
• Prepare plans for planting, irrigation, site plans, grading, and layout for parks and median projects.

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports. Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; 2 years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net). Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. • Salary: $6,987 to $9,050 per month. Placement within the range depends on experience and qualifications.

THE POSITION

The City of San José Police Department (SJPD) is seeking an experienced executive to serve as Deputy Director and lead the Bureau of Technical Services. •    Collaborate with executive leadership across the Police Department to drive strategic technology initiatives that enhance investigative capabilities, crime analysis, real-time intelligence gathering, and public safety outcomes.

•    Oversee resource allocation and budget management, ensuring timely and measurable technology advancements within financial constraints. Provide strategic recommendations on IT investments and actively participate in long-term technology planning and public safety modernization efforts.

This division plays a critical role in advancing the San José Police Department’s technology infrastructure and IT operations, consisting of 23 professionals. SDD drives strategic IT initiatives that enhance investigative capabilities, real-time intelligence, and public safety outcomes. SDD ensures compliance, cybersecurity, and operational resilience by implementing robust governance structures, enforcing CJIS security policies, and leveraging emerging technologies. SDD is managed by a Division Manager who provides leadership and strategic direction to ensure the success of the department’s technology initiatives.

•    Direct and oversee the Crime Analysis Unit (CAU), which is responsible for crime data collection, analysis, and reporting to support strategic, tactical, and administrative law enforcement functions. Ensure compliance with National Incident-Based Reporting System (NIBRS) standards for accurate and timely crime reporting to local, state, and federal agencies. Lead the development and enhancement of Power BI dashboards and other analytical tools to provide real-time operational insights to command staff, patrol, and investigative units.

•    Direct and oversee the Body-Worn Camera (BWC) Unit and Photo Lab, ensuring compliance with state and federal regulations, including data retention, security, and public disclosure policies. Ensure the secure storage, retrieval, and management of digital evidence to support investigations, prosecutions, and public transparency. Support public trust and department accountability by implementing best practices for digital evidence management, audit processes, and system integrity.

•    Supervise the Bureau of Technical Services Technology Project Manager, who centralizes and manages all departmentwide projects. This includes overseeing project portfolio management to support executive decision-making on portfolios, projects, programs, and operations. 

•    Supervise the Interoperability Manager, who is responsible for public safety communications and data-sharing across law enforcement agencies. Represent the Police Department in regional and statewide public safety technology initiatives to enhance interagency cooperation and emergency response coordination.

COMPENSATION AND BENEFITS

The salary range for the Deputy Director is $161,513.30 - $260,737.36

Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package that includes, but is not limited to: 

•    Retirement – Competitive defined benefit retirement plan with full reciprocity with CalPERS.

The Air District is recruiting for the position of Assistant Counsel I/II in the Legal Division. This is an open recruitment for one (1) full-time, exempt, management position.

About the Position
The Bay Area Air District is seeking an experienced enforcement attorney to join our legal team as Assistant Counsel in the Office of General Counsel. The Air District has recently expanded its enforcement focus, assessing over $110 million in penalties last year aimed at holding violators accountable and deterring future non-compliance. We invest the penalty funds collected back into the communities impacted by the violations under a groundbreaking equity-focused community benefit policy adopted by our Board of Directors in 2024. We are looking to expand our team with a creative and dynamic civil prosecutor with a passion for achieving justice for the Bay Area communities most impacted by air pollution. 

This position will focus primarily on enforcement of air quality violations, including cases seeking civil penalties and/or injunctive relief before the Air District's administrative Hearing Board and in Superior Court. Experience prosecuting or defending such cases under air quality or other environmental laws is highly desirable, although an experienced civil prosecutor with a background in other similar enforcement contexts would also be ideal for this position. 

In addition to enforcement work, the position will also provide legal advice, counseling and representation on related legal issues arising under local, state and federal air pollution laws and regulations, including air quality permitting, development of new regulations, California Environmental Quality Act issues, administrative law issues, and civil rights compliance, among others. 

Many of the most pressing air quality issues the Bay Area faces relate to disproportionate air pollution burdens in historically disadvantaged communities, so experience and familiarity with environmental justice issues is highly desirable.

About the Division
The Legal Division provides a wide array of legal services to support the entire Air District, including handling enforcement cases; advising on the California Environmental Quality Act, AB617 Community Emission Reduction Plans, contracts, grants, and finance matters; developing regulatory language; supporting the permitting program; reviewing records under the Public Records Act; and staying abreast of current legal developments in air quality throughout California and nationwide. The Division utilizes a variety of tools to resolve enforcement actions, such as abatement orders, civil enforcement, and coordinating with other enforcement agencies, like local district attorneys or the state Attorney General. For cases in environmental justice communities, Air District staff can directly engage with community members when determining the appropriate legal remedies, including high enough penalties to reach deterrence-based outcomes and ensure the community benefits from the related funds.

San Mateo County Health is seeking a well-qualified individual for the position of Community Program Analyst II - Aging & Disability Services.

The Community Program Analyst II position within the In-Home Supportive Services (IHSS) Unit, a community-based service for older adults and people living with disabilities, within the Aging and Disability Services (ADS) Division. The position performs a variety of technical tasks related to monitoring, policy interpretation, policy development, and development of training materials for the IHSS program. Much of the work includes compiling and analyzing data, collaborating with staff and clients/families to ensure a service delivery system that is responsive to the needs of older adults and people with disabilities. Individuals should have knowledge of issues regarding aging, disabilities, functional/cognitive/mental limitations and experience in QA within a large, regulation driven service delivery system.

The Community Program Analyst will conduct QA case documentation reviews, home visits, and consultation as detailed by the California Department of Social Services (State). The analyst will provide technical guidance and education on program regulations and county operations and produce monthly, quarterly and year-end reports for Aging and Disability Services management/executives and State QA/Program Integrity. In addition, the analyst will serve as liaison among social workers, Public Authority and IHSS clients/providers to resolve disputes. The role also includes leading investigations and collaboration with the California Department of Health Care Services on suspected program misuse and oversight of all required QA monitoring work of the unit.

Community Program Analysts provide technical assistance and evaluate program functions to support effective community and client service delivery. They serve as County liaisons with contract service providers, and community-based organizations, ensure compliance with program regulations and procedures and monitor contracts related to assigned programs. Analysts may also perform other work-related duties as required.

The current vacancy is in the ADS Division located in San Mateo, CA, but may move to the South San Francisco office if needed. The position will travel throughout the County to perform the duties of this position. Travel to meetings and training courses located in Sacramento and other counties is also required.
