About the Position: Midpeninsula Regional Open Space District (Midpen) is seeking a Geographic Information Systems (GIS) Intern in the Information Systems and Technology (IST) Department. The GIS Intern will perform GIS mapping and analysis tasks in support of land acquisition, open space planning, capital improvement, and resource management activities. Responsibilities include creating maps for District Board reports and presentations; compiling and synthesizing geographic data; developing attribute data for feature classes; performing basic geoprocessing; maintaining and updating GIS databases as new data are collected; preparing, modifying and updating District site maps and brochures; providing graphic support for other departments including the development of maps, charts, displays, presentations, graphics, brochures, and drawings; and collecting field data. The expected start date for this position is November 2025.

Basic Requirements: Internships are open to applications from current students or recent graduates (within the last 12 months). Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field. Successful candidates will have a background in geography, planning, environmental studies, landscape architecture, or another related field; demonstrated experience with ArcGIS software; and demonstrated expertise/enthusiasm in cartography and map production. This position requires great attention to detail, excellent communication and critical thinking skills, the ability to work well both in a team setting and independently, the desire to learn, and the willingness to occasionally work in rugged, remote settings. Knowledge of web GIS and experience with field data collection are a plus. Working Conditions/Schedule: This position is based primarily in-office at our Administrative Office in Los Altos, CA, as part of the IST department. While the majority of work will be performed in an office setting, there may be occasional instances of field data collection. These field activities are infrequent but may involve travel in a district vehicle and, at times, working independently in varied outdoor conditions, including remote and rugged terrain with numerous biotic and abiotic hazards during inclement weather. This is a temporary position working 24 – 32 hours per week (within regular business days/hours). Regular business is conducted Monday through Friday between the hours of 8:00 am to 5:00 pm.  Interns may work up to a total of 950 hours over a 7-to-9-month period. This is a non-benefited position.

Working Environment and Schedule:  Midpen offers a hybrid office/telecommute work schedule which will be divided between onsite work, at home remote work, some outdoor work, some local travel, and occasional travel to Sacramento. QUALIFICATIONS:  

EDUCATION AND EXPERIENCE: 

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be: 

Education: Equivalent to the completion of the twelfth (12th) grade. 

Experience: One (1) year of experience in construction, maintenance, and/or repair of parks and/or related facilities is desirable.

Benefits Overview:

The City offers a healthy cafeteria benefits program including choices among plan options for medical, dental, vision, life insurance, and short and long-term disability. 

Retirement:  The City is a part of the CalPERS retirement plan and does not contribute to Social Security. Classic employees – 2% @55 formula, highest 3-year average compensation PEPRA employees – hired after 1/1/13 or Classic employees who have experienced a 6- month break in service are eligible for a 2% @ 62 formula, highest 3-year average compensation

Sick Leave: 96 hours of sick leave per year. 

Vacation: Employees can earn 120 hours a year

The Position:

Silicon Valley Power (SVP) is seeking dynamic, engaging and qualified engineers for several vacant Electric Utility Engineer positions in various divisions.

For the SVP Fiber Division, this position will be assigned engineering work associated with SVP’s fiber network. This individual will assist with engineering design, engineering pole loading analysis software, site surveys, material selection and estimates.   

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

For SVP Engineering and CIP projects, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. The individual may manage or will assist in managing Capital improvement Projects (CIP) to support growth of the electric utility. The candidates should have strong background and interest in electric systems.

For the Customer Development and Project Management Division, this position will assist in monitoring the operation of power generation equipment to ensure that it operates within the desired specifications, conducting routine inspections and maintenance of plant equipment to prevent failures and ensure maximum efficiency, Implementing upgrades and modifications to existing systems to improve performance and reduce environmental impact, coordinating with other technical staff and management to discuss and strategize plant operations, ensuring compliance with local, state, and federal regulations pertaining to safety and environmental protection, preparing reports on plant operations, outage planning, and other performance metrics necessary for proper management and planning.

EDUCATION AND EXPERIENCE

Minimum Education and Experience Requirements:

Graduation from an accredited college or university with:

a) Bachelor's Degree in Electrical Engineering and two (2) years experience doing electric utility engineering work, or

b)  Bachelor's Degree in Engineering and three (3) years experience doing electric utility engineering work and experience using AutoCAD and Microsoft office (i.e. Microsoft Word, Excel, PowerPoint and Mathlab)

Acceptable Substitution:

• A Master's Degree in Electrical Engineering from an accredited college or university may be substituted for one (1) year of experience

• An Engineer-in-Training Certification with ten (10) years of experience in electric utility engineering work can be substituted for the degree in engineering and the required experience indicated above

License/Certifications:

Possession of an appropriate, valid Class C California driver's license is required at time of appointment and for the duration of employment.

Desirable Qualifications:

• Registration as an Electrical, Mechanical or Civil Engineer in the State of California
• Experience using ESRI based Geographic Information System (GIS)
• Experience using system modeling and load flow software; Aspen one-liner software, GE PSLF, and DEW ISM

Under direction of the Deputy City Manager, the Recycling and Solid Waste Program Manager plans, organizes, directs and participates in the administration of multiple integrated solid waste management contracts and programs within the City Manager’s Office; represents the City and provides staff support for a variety of intergovernmental committees, subcommittees and authorities.

CLASS CHARACTERISITICS:

The Recycling & Solid Waste Manager performs complex and politically sensitive tasks including functioning as the City’s integrated waste program expert.  Appropriate judgment is essential to this position, as incumbents are expected to use professional judgement and skills in establishing relationships working with regulatory agencies, other cities, franchised service providers, local businesses, and community groups.  Strategic thinking is also essential to this position, including the ability to see emerging trends and develop strategies to succeed in a changing environment.  Community sensitivity and awareness are crucial to this position, including gauging community reaction to new fees and programs, and being able to effectively communicate to a very culturally diverse community. Creativity is paramount in developing and implementing effective Recycling & Solid Waste Program marketing and public information programs, preparing grant applications, and developing new programs to increase the level of community recycling and materials re-use.

EXAMPLES OF DUTIES (illustrative only):

• Managing the City's exclusive franchise contract(s) for residential garbage, recycling and organic (i.e., yard and food scrap) waste collection/disposal, commercial garbage collection/disposal, and private-sector contracts for materials transfer and recovery, and long-term disposal.
• Administering contracts including developing requests for proposals, overseeing the bidding process, recommending selection of providers, preparing contracts, policy development, negotiation and administration of the contract, reviewing revenue and expenses pertaining to collection and processing agreements, monitoring performance and regulatory conformance, resolving customer service issues, monitoring service providers for compliance with contracted level of service, and other contractual obligations.
• Prepares and administers the Recycling & Solid Waste (RSW) Program budgets; manages budgets to ensure appropriate spending and recording of expenditures, including tracking the status of associated RSW Special Funds and RSW Program grants.
• Managing the RSW Program's recycling programs including planning, organizing, and implementing programs and projects designed to encourage business, citizen, and public participation in waste reduction, recycling, pollution prevention, and composting, and maximizing efficiency and material recovery.
• Managing the RSW Program's public education, marketing and outreach program for RSW Program functions, and preparing, coordinating, implementing, and participating in public events which support RSW Program service objectives.
• Establishing and maintaining relationships with the press and other media, and community groups, organizations, and agencies, for publicizing, sponsoring and promoting RSW Program programs and events.
• Representing the City at the Alameda County Waste Management Authority (ACWMA), including Alameda County Recycling Board and Authority Board meetings and reporting significant issues to the City Manager in a timely manner; participating in County Waste Management Authority Technical Advisory Committee meetings; preparing and making presentations to the ACWMA and Recycling Board as required.
• Conducting resident and business surveys related to the RSW Program.
• Preparing a variety of data analyses on waste stream quantities and overall program elements, including cost analyses of programs, in conjunction with ACWMA and State programs and mandates.
• Providing reports to State and Regional authorities on integrated solid waste program results.
• Participating in the development of solid waste, waste reduction, recycling, and pollution prevention policies, which comply with regulatory mandates.
• Analyzing proposed regional, state and federal legislation affecting solid waste management.
• Recommending revisions of existing programs to meet new/changing needs.
• Preparing reports and documents for City Council study sessions and meetings; making presentations to City Council, other boards and commissions, and public groups.
• Providing staff-support and/or representing the City with a variety of committees, commissions, community groups, and the general public.
• Receiving and responding to customer service requests concerning scope of program, technical information, and service delivery issues.
• Developing proposals to obtain county, state, and federal grants; implementing and administering grant programs.
• Planning, assigning, supervising, and reviewing the work of professional and/or support staff; participating in the recruitment and selection of RSW Program staff.
• Facilitating communication, consensus building and resolving conflicts related to MSR Program projects and policy matters by conferring with, facilitating and conducting meetings with elected and appointed officials, other City departments, members of the public, and neighborhood organizations; participating in developing and conducting citizen involvement/public participation events to explain MSR Program policies, procedures, and proposed regulations and policies; and developing and conducting demonstration projects, workshops and other training events.
• Maintaining internal and external customer relations by using tact and diplomacy in all interactions with customers; establishing and maintaining positive and effective working relationships with co-workers and those contacted in the course of the work; and coordinating with departments and outside agencies.
• Maintaining attention to detail by prioritizing work and coordinating several activities simultaneously despite interruptions.
